Today Hovik Abrahamyan the deputy Prime Minister held a
meeting-discussion with "Yerevan-Water" CSJC on the current activities
of the company. According to the regional administrative ministry
public relations department other officials from the ministry were
also present at the discussion: Andranik Andreasyan and the chief
director of "Yerevan Water" CSJC Serzh Popoff.

According to the source, the board of directors presented the 2007
carried out projects’ brief description. In the result of those
projects the security system of the water was improved, and the
quality of the drinking water was also improved. In order to be
available for the consumers "1-85" telephone was established.

In 2007 1.9billion drams were transferred to the state budget. Whereas,
there are still a lot of work to be done. In 2007 the company invested
money to improve the water system in different regions Shengavit,
Noragavit, Arabkir by financial support of World Bank 22 million
dollars credit project and company’s own means.

In 2008 the investment program will be continued in Zeytun, Kanaker,
Sari-Tagh, Nork-Marash, Eghvard City, Garni, Aramus, villages, and
other places.

ArmInfo. Armenian President Robert Kocharyan thinks at present there
is no sense to reduce or extend the state of emergency in Yerevan,
he said at the press-conference in Yerevan, Wednesday.

‘State of emergency was introduced for 20 days. Today I think there
is no need to reduce or extend the term. First we have to find
whereabouts and the list of organizers of disorder. The point for
us is be sure that illegal actions will not be repeated before the
state of emergency cancel’, – the president said and added at present
he cannot say it for sure since the persons which applied weapon and
explosives against servicemen are "outside".

Due to political developments in Yerevan where riots have taken
place, the government has imposed a State of Emergency until the
20th March. Due to this the Armenian National Final scheduled for
this Saturday (8th March) has had to be restructured.

The National final was to include a concert where Sirusho was to
perform to the public the songs that would be voted on by the public in
order to choose one to go to Belgrade. This was scheduled to take place
at the Academic Opera and Ballet Theatre but has now been cancelled.

The National Final will now be filmed at a television studio with
limited access but which will be shown on Television at the same
time and date. A spokesperson for ARMTV confirmed this move due to
the inappropriateness of hosting a concert after recent developments
had led to the loss of relatives for many people.

The show will take place this Saturday 8th March at 18:30 CET and
will be available via Oikotimes.com

Police in the Armenian capital Yerevan have arrested 30 opposition
supporters on suspicion of being involved in rioting which killed
eight people.

The opposition has refused to accept the official results of last
month’s presidential election, which Prime Minister Serzh Sarkisian
won with an absolute majority.

Levon Ter-Petrosian, the opposition leader, came second. He has
accused Mr Sarkisian of rigging the election.

PRAGUE, Czech Republic: The U.S.-funded Radio Free Europe/Radio Liberty
was off the air in Armenia and its Web site blocked by authorities as
part of a state of emergency decree in the country, the broadcaster
said Tuesday.

Armenian President Robert Kocharian declared a 20-day state of
emergency Saturday night following a day of clashes between government
forces and demonstrators protesting alleged fraud in the Feb. 19
presidential election.

The clashes have killed eight people and injured more than 100.

The radio network said in a statement its two Armenian affiliates
took its program off the air to comply with the emergency decree
that allows media to use only government sanctioned news. It said
that its programming was replaced by music.

Radio Free Europe/Radio Liberty said it is the only Armenian language
foreign radio station in the country.

It said its Armenian language Web site has been blocked by the local
authorities and that it has been adding Web site domains to get around
the blockage.

The radio also said its driver was beaten by police officers in the
capital, Yerevan, on Saturday while the correspondent he was working
with managed to escape. Another journalist for the broadcaster was
threatened by government forces in the town of Gumri, it said.

Radio Free Europe/Radio Liberty is a private, nonprofit corporation
that receives funding from the U.S. government. It was established
in 1949 to spread pro-Western news and promote democratic values and
institutions in countries behind the Iron Curtain.

The station moved its headquarters to Prague from Munich, Germany,
in 1995, after the collapse of communism.

It broadcasts in 28 languages to some 20 countries, including Iran
and Iraq since 1998, and Afghanistan since 2002.

The Armenian military urged Yerevan residents Sunday to comply with
a state of emergency imposed the previous night, warning that its
soldiers deployed in the city center would "strictly" counter any
attempts to stage more anti-governmenr rallies there.

"I would like to warn all citizens that any attempt to organize or
participate in events prohibited under the state of emergency would be
adequately and strictly countered by the Armed Forces of the Republic
of Armenia," Colonel-General Seyran Ohanian, chief of the army staff,
said in a televised address to the nation.

"I particular, I am asking you to refrain from attempting to assemble
in Yerevan even in small groups," said Ohanian. The army would step
in at the "slightest" sign of such attempts, he added.

Hundreds of troops backed by armored vehicles continued to patrol
key squares and street junctions in downtown Yerevan as of Sunday
evening. In particular, they cordoned off the sreet where riot police
fought pitched battles with angry supporters of former President
Levon Ter-Petrosian. Troop presence was also strong outside Prime
Minister Serzh Sarkisian’s office and Liberty Square where thousands
of Ter-Petrosian supporters had been camped for 11 days.

President Robert Kocharian, meanwhile, visited the site of the
protest littered with stones and other traces of the late-night
violence. Television images showed him inspecting the charred hulk
of a police vehicle set ablaze by protesters outside the Yerevan
mayor’s office.

Kocharian’s office said the outgoing president also discussed the
post-election unrest in Armenia in a phone conversation with Javier
Solana, the European Union’s foreign and security policy chief. It
said Solana expressed his "solidarity with the president and the
people of Armenia" and pledged to send a special envoy to Armenia.

disorders on March 1. According to the Public Health Ministry press
office, from 6 p.m. to 9.30 p.m. the number of the aggrieved made
42. 14 of them are military, 28 – civilians. No casualties were
fixed. From 9.30 p.m. to 1 a.m. the number of aggrieved made 89. 58
of them are military, 31 – civilians. 16 servicemen and 18 civilians
received bullet wounds. 8 people were killed. 41 were discharged from
hospital on March 2.

ArmInfo. By Armenian President Robert Kocharyan’s decree, since March
1 a state of emergency has been imposed for 20 days. ArmInfo received
the relevant decree of the Armenian president from the presidential
press-service.

According to the decree, presidential self-nominee Levon Ter-Petrossyan
and his entourage, a group of adventurers, didn’t come to terms
with the reality of their defeat and undertook unlawful actions,
particularly, stockpiling of weapons and ammunition and their delivery
to crowded places seriously threatening the citizens’ lives and health,
as well as holding of unsanctioned rallies and processions.

The decree says that although the vote recount organized by the
presidential candidates’ demand revealed no serious violations,
Administrative Courts received no complaints, and the Constitutional
Court is considering the complaints concerning the election, Levon
Ter-Petrossyan’s supporters continue disputing the election returns
by illegal methods. The group of oppositionists organized disorders in
the center of Yerevan on March 1, caused damage to the state property
and the citizens’ property and directly threatened the citizens’
security. This made the situation uncontrolled.

These actions were targeted at the stability achieved by Armenia,
as a consequence, this affected the international image of the
country. "As the guarantor of RA Constitution, I will let nobody
threaten the constitutional order in the country", the decree says.

So as to prevent direct threat to the constitutional order and based
on point 14 of article 55 of the Constitution of Armenia, Kocharyan
has consulted with the Speaker of the National Assembly of Armenia
and the Prime Minister of Armenia and has signed the given decree.

The decree imposes a state of emergency in Yerevan for 20 days starting
from March 1.

The decree prohibits assemblies, demonstrations, processions and other
mass actions, strikes and other actions preventing normal activities of
organizations. If necessary, the police are empowered to restrict the
movement of citizens and vehicles. The coverage of state and internal
political problems by the mass media should not go beyond official
information. No leaflets or other political propaganda materials should
be published without the permission of relevant authorities. People
violating the requirements of the state of emergency and not living
in given territory should be deported therefrom. If those people have
no means, their deportation should be financed from the budget.

"I urge everybody to show restraint and good sense. I urge you to
stick together and comply with the law. I assure you that the state
of emergency will be lifted as soon as all the circumstances that
have caused it are overcome," Kocharyan said.

Strasbourg, 2 March 2008, "I am very concerned about the latest
developments in Yerevan and the declaration of the state of
emergency. I am shocked to learn that at least 8 people have been
killed, and I call on the authorities to investigate all these
deaths and the allegations of excessive use of force. Obviously,
the investigations should focus on finding the perpetrators of crimes
and should not be used to harass political opponents.

Both the authorities and the opposition should do everything they
can to prevent any further violence.

I hope that the state of emergency will be lifted very soon.

Meanwhile, I call on the authorities to review the justification for
the restrictions imposed – especially on media, political parties and
non-governmental organisations. These restrictions are an obstacle
to political dialogue, which is the only way to find a political
solution to the present situation.

The state of emergency suspends the application of several rights and
freedoms protected by the European Convention on Human Rights. Under
Article 15 of the Convention the Armenian Government must inform me
of the measures which it has taken and the reasons therefor. I expect
that they will do so without any delay."
