17 COMPANIES EXPRESS INTENTION TO PARTICIPATE IN TENDER FOR SELECTING THIRD MOBILE COMMUNICATION OPERATOR IN ARMENIA

CEO Blackrock Communications (Ireland), V-Tel (Netherlands), CEO (UK),
M$A Tele2 AB (Sweden), Knightsbridge International Telecommunications
Holding (Austria), Aetos Consulting Limited (UK), Kalba International
(Egypt), AAA Capital GmbH (Germany), Auroratel (Russia), PJ Engineering
(Finland), Eventis Telecom (Russia), EEC Group (Egypt), mmC Group
(Spain), Samsson Group (Germany), SALEM Agencies and Services Co. (SAS)
and JGAG have expressed their intention to participate in the tender
for receiving a licence of a mobile communication operator in Armenia
and permission to use radio frequencies. By the way, the last two
companies did not state what countries they represent.

NT was informed by Susanna Tonoyan, spokeswoman for the RA minister
of transport and communication that within 40 days the tender
commission will publish the names of the companies to pass to the
pre-qualification stage.

Then, within 40 calendar days the companies to pass pre-qualification
must submit bids-proposals to the commission. The third operator will
be announced in December.

YEREVAN, JULY 31, ARMENPRESS: Armenian deputy foreign minister Gegham
Gharibjanian was in Tehran July 29-30 to attend the 15-th gathering
of foreign ministers of non-aligned countries. Armenia is represented
in this movement as an observer.

The press division of the Foreign Ministry told Armenpress that
the Armenian deputy minister had private conversations with foreign
ministers of Belarus, Turkmenistan, Lebanon, Syria, Kuwait and the
deputy prime minister of Kuwait who were in Tehran to discuss a set
of issues related to Armenia’s relations with these countries.

The press division said Gegham Gharibjanian had a conversation also
with Iranian Foreign Minister Manoucher Mottaki and conveyed the
letter of gratitude of Armenian Foreign Minister Edward Nalbandian on
the occasion of inclusion of three Armenian churches in Eastern and
Western Atrpatakan provinces into the UNESCO list of World Heritage.

During the meeting the date of Edward Nalbandian’s visit to Iran was
reconfirmed and ideas were exchanged over the issues to be discussed
during his visit.

In view of the fact that Manoucher Mottaki is the Iranian cochairman of
the bilateral economic cooperation commission, the two men discussed
the status of agreements reached at the previous session of the
commission and outlined the agenda of the upcoming session scheduled
to take place in Tehran.

During the visit to Tehran Gegham Gharibjanian had also a brief meting
with President Mahmoud Ahmadinejad, who asked him to convey his warm
greetings to Armenian President Serzh Sargsyan.

Members of the Administrative Board of Anorthosis Famagusta FC –
headed by President Andreas Pantelis – visited Dzidzernagapert before
their match with Armenia’s Champions Pyunik for the first qualifying
round of the Champions League.

Last Wednesday, Anorthosis defeated Pyunik 2-0 in Kodayk Stadium in
Abovyan and qualified with a 3-0 aggregate to the second round.

Anorthosis FC – a refugee club from Turkish-occupied Famagusta
– stunned the sports world in 2005 when they eliminated Turkish
Champions Trabzonspor (3-1, 0-1), something they will try to repeat
in their second round match tonight against Rapid Vienna in Larnaca
at a sold out Antonis Papadopoullos Stadium.

Class of 2008 Graduates from AGBU A. Kalpakian School in Athens

The AGBU Artaki Kalpakian School of Athens completed another successful
year, fulfilling its national educational mission of providing its
pupils with a solid Armenian education and infusing in them the global
Armenian spirit. Graduation ceremonies took place on Wednesday, June 11,
2008, in the Greek school’s Louis and Hrant Fenerjian Auditorium.

The combined year-end event of the kindergarten and primary grades
featured songs, recitations and dances. The kindergarten children
focused on the diversity of the human race, while the primary school
graduates presented the life and work of the educator-composer Magar
Yegmalian, particularly his mass, which is performed in Armenian
Apostolic churches every week and is contained in the Missal of the
Armenian Apostolic Church.

In his concluding remarks, Principal Zaven Krikorian reflected on the
mission of the Armenian school as an educational institution providing a
sense of identity. AGBU Athens Chapter Secretary Garbis Keshishian
handed out the diplomas. The event concluded with the participation of
Archbishop Vosgan Kalpakian, Primate of the Diocese of Greece, who
delivered the parting benediction.

ANKARA: From Talat Pasha To His Contemporary Wannabes

You can understand contemporary Turkey only when you are able to see
the connection between the legacy of Talat PaÅ~_a and the Ergenekon
gang

On last Friday, daily Hurriyet ran a story titled "Young Turks In
Action" along with a photograph. "Young Turks" in the photo were old
men now with gray hair, or some were bold, and some even had beer
bellies. The photograph itself seemed like a joke to the expression
"Young Turks."And the story was starting with a sentence like
"The Talat PaÅ~_a Committee organized a ‘Young Turks commemoration
ceremony’ in front of the first Assembly building at Ulus, Ankara, for
the anniversary of the Young Turks revolution in 1908." It was said
in the rest of the story that left wing nationalist Dogu Perincek,
who is in jail now as for the involvement in the Ergenekon crime
network and whose Workers’ Party wins less than 1 percent of votes
in every election, was complaining about the arrests of Emin Gurses
and the party’s secretary and the Talat PaÅ~_a Committee member
Ferit İlsever. "People attacking on our committee leaders are now
dismissing the chair of Turkish History Society from office. But the
Talat PaÅ~_a Committee is determined to remain in its struggle under
the leadership of the Turkish Republic of Northern Cyprus, or TRNC,
founder President Rauf DenktaÅ~_."

Ergenekon suspects

So, the Talat PaÅ~_a Committee and its "leaders" are now the
Ergenekon suspects!Three of its leaders are the Ergenekon suspects
and its gray-haired, bellied remnants commemorated the "Unionists"
(İttihatcÄ&# xB1;lar) of the Ottoman Period at the so-called ceremony (Young
Turks Commemoration Ceremony). In fact, Talat PaÅ~_a was the key leader
of the Unionists. He is the "number one man" behind — as we discuss
it whether or not to refer as the "genocide" or "forced emigration —
the murders of tens of thousands of the Ottoman Armenians. He was, at
the same time, one of the leading figures behind the fall of the huge
Ottoman Empire, as the predecessor of our Republic. So, the Unionists
have a tradition of ruining the state. And forming a "deep state" means
ruining the "state" anyway. And today it means obstruction of "a state
based on rule of law" which is synonymous with "hostility towards the
European Union" at all costs.I keep talking about the ideological
bound among the "Ergenekon men," "Unionists," "neo-Nationalism"
for days. Everything is now being laid before eyes. That is some of
the Ergenekon suspects are leaders of the Talat PaÅ~_a Committee at
the same time. In the 21st century, isn’t it obvious what are these
people who form a committee and naming itself after one of the most
problematic political figures of our history after and what is their
"ideological formation" by looking at the name of this committee
and its track records?So, whose advocate is Deniz Baykal? Can you
see?This Ergenekon crime network investigation has been so serious
from the start. But they did refuse to see this. They even did not
include even a single piece of information in their newspapers. But
when the things go out of hand and turned impossible to hide, they,
including leftist and rightist columnists, began to look down,
denigrate and kid with this case. The Hrant Dink murder is the most
important political murder of our near past history; it was the most
serious one.Circles who are acting recklessly and showing opposition
to the Ergenekon case took the stage as the so-called friends of Hrant
Dink. But we will not allow these humbugs and these phony friends. Of
course we do not know the course of the Ergenekon case and how it
would be concluded but despite all odds we know for sure that this
"file" is the most critical "judicial inquiry" of our near past and
extremely important stop in the county’s democratization process. We
wouldn’t know of how the Ergenekon suspects will come to an end but
we very well know who wants to dilute such a gravely serious "file"
and who attacks on groups pursuing this case.

The litmus test

We will not forget them and we will not let anyone to forget them. And
in every single turn of their prospective careers we will make
them face this Ergenekon "litmus test." In the days to come, the
"party closure case," which is of pivotal importance in progress
of democracy in Turkey, will be concluded. All about Turkey, both
inside and outside, are in halt for months and until the verdict is
reached in this case.The decision will help us to better see our near
future. If the government party is not dissolved by the top court and
if Prime Minister Recep Tayyip Erdogan is not banned from politics,
this will of course mean the end of a huge obstacle before Turkey’s
path to democracy. If the ruling party is shut down, Turkey will
face "turbulence" for a few months, but will definitely save itself
after a period.The course of the Ergenekon case is more meaningful in
terms of democracy in Turkey, compared to the "party closure case,"
although it doesn’t seem so at first.You can only understand this
when you are able to see the connection between the legacy of Talat
PaÅ~_a and the Ergenekon gang.

RA President And Catholicos Of All Armenians To Take Part In Ceremon

RA President Serzh Sargsyan and Catholicos of All Armenians Karekin II,
on July 28, will leave for the Crimea to take part in the ceremony
dedicated to the 650th anniversary of foundation of the Surb Khach
Armenian Monastery Complex. The RA Ministers of Foreign Affairs and
Culture, the Chairman of the Committee on Contacts with the Diaspora
of the Foreign Ministry, other high-ranking officials are members of
the Armenian delegation.

The Armenian President will be present at the consecration ceremony
of Surb Khach Church, which will be done by the Catholicos of All
Armenians.

Surb Khach is one of the prominent monuments of Armenian architecture
and the spiritual center of the Crimean Armenian colony, which for
many ages had been the residence of bishops.

As Noyan Tapan was informed by the RA President’s Press Office,
during the visit to the Crimea the Armenian President will have a
conversation with his Ukrainian counterpart, Viktor Jushchenko. An
agreement on cooperation until 2010 will be signed between the two
countries’ Ministries of Culture.

Armenia To Host Combined Bow/Spearhead-08 War Games

NATO said lately it will conduct Joint Bow/Spearhead-08 war games
in Armenia from September 29 to October 21 within the frameworks of
Partnership for Peace (PfP) program. Seyran Shahsuvarian, a spokesman
for Armenian Defense Ministry, told Armenpress that the goal of the
games is to improve interaction between NATO and other countries,
which cooperate with it under different programs.

The games will involve about 1,100 servicemen from 21 countries,
of which 7 will be NATO members, 12 will be PfP members and others
will be members of the Istanbul Cooperation Imitative and from the
United Arab Emirates.

The games will be steered by Major-General Roland Kater from the
Federal Land Component of the Heidelberg Central Headquarters.

Turkish Foreign Minister Ali Babacan declared that his country is
interested in normalizing the relations with Armenia and anticipates
"concrete steps" from the opposing side. Ali Babacan said this in New
York, where he had arrived to drum up support at the United Nations
for Turkey’s bid for a non-permanent seat on the Security Council.

The Foreign Minister said Turkey’s President and Prime Minister sent
letters to their Armenian counterparts following the presidential
elections in Armenia, which aimed at "launching new dialogue with
the administration."

According to Ali Babacan, Turkey aspires to have no problems with
its neighbors and "of course we expect concrete steps from the
opposite side."

SDHP Makes Decision To Join Armenian National Congress

The Social Democratic Hnchakian Party’s Board made a decision to join
the Armenian National Congress. This was mentioned in the party Board’s
July 24 statement. SDHP also calls for all political forces concerned
with Nation’s and Homeland’s fate announcing their readiness to join
the Armenian National Congress to draw people’s victory closer.

"Before the August 1 mighty and decisive rally we have a dictate to
make the Movement more organized and consolidated. It is for the very
purpose that the Armenian National Congress is created with Levon
Ter-Petrosian’s appeal and proposal," Social Democratic Hnchakian
Party Board’s statement read.
