"CdSe nanocrystals (NCs) embedded in SiO2 thin films were prepared
using RF-magnetron co-sputtering. The average NC size was estimated
to be 18 nm," researchers in Armenia report (see also Semiconductors).

"The dark and photocurrent temporal dependences have been measured as
a function of the magnitude of applied voltage (50-150 V). Annealing
the samples seems to improve the photoconductivity (similar to 10(-12)
Omega(-1)) that increases with the film thickness and slightly changes
under the bias voltage. Furthermore, the photovoltage measurements
showed that a concentration of CdSe in the range of 27 mol% leads to
the generation of a photovoltaic signal up to 5 V at 400 mu W cm(-2),"
wrote E.A. Kafadaryan and colleagues.

The researchers concluded: "These results demonstrate the potential
of silica films with embedded CdSe NCs for photovoltaic applications."

Kafadaryan and colleagues published their study in Semiconductor
Science and Technology (Investigation of photoelectrical properties
of CdSe nanocrystals embedded in a SiO2 matrix. Semiconductor Science

There will be no serious breakthrough in the negotiations on the
Karabakh conflict settlement before the new US President assumes
office in January 2009, Head of the Armenian Revolutionary Federation
(ARF) Bureau’s Hay Dat and Political Affairs Office Kiro Manoyan told
a press conference today.

"We should tell the international community that if Azerbaijan
continues its position-of-strength policy, Armenia will recognize
the independence of the Nagorno Karabakh Republic," he noted.

Asked why the Armenian Revolutionary Federation did not support the
legislative initiative of the "Heritage" faction on recognition on
NKR independence, Kiro Manoyan declared: "The recognition of NKR
independence should derive from the process of negotiations and not
the interests of this or that political force."

Yekaterina Rozhdestvenskaya’s Personal Exhibition Opens in Yerevan

YEKATERINA ROZHDESTVENSKAYA’S PERSONAL EXHIBITION ENTITLED PRIVATE
COLLECTION OPENS IN YEREVAN

YEREVAN, OCTOBER 16, NOYAN TAPAN. On October 16, Yekaterina
Rozhdestvenskaya’s personal exhibition entitled Private Collection
opened in the Painters’ Union of Armenia.

Computer retouches of world painting masterpieces, representing the
portraits of Russia’s famous politicians, TV presenters, actors, and
journalists were among the exhibits. In the words of Karen Aghamirian,
the Chairman of the Painters’ Union of Armenia, Y. Rozhdestvenskaya
tried to show how the works of the artists of the Renaissance Era can
be transformed and modernized through modern technologies.

Y. Rozhdestvenskaya has graduated from Moscow State Institute of
International Relations. She is the author of numerous translations.
Then she got involved in photography and has been publishing her works
in Caravan of History monthly since 1999. Her works have been presented
in different countries of the world.

RA First Lady Rita Sargsyan and RA Minister of Culture Hasmik Poghosian
were present at the opening of the exhibition.

Rien de très nouveau, surtout après les récents
voyages des dirigeants arméniens aux Etats-Unis.

Que Washington veuille que l’Arménie normalise ses relations
avec ses deux voisins, cela se comprend et va dans le sens d’une paix
et d’une stabilité dans la région.

Par contre, Washington reste très discret sur les concessions
qui doivent être faites de part et d’autre.

Car à ce jour, Ankara n’a levé aucunes de ses conditions
pour une normalisation, pas plus d’ailleurs Bakou sur le droit des
peuples à s’autodéterminer.

Un Haut diplomate américain a appelé à la
normalisation des relations entre la Turquie et l’Arménie et a
souligné la nécessité d’une résolution
rapide du conflit du Haut-Karabakh, après avoir
rencontré les dirigeants arméniens, vendredi à
Erevan.

Les sources officielles arméniennes ont indiqué que les
deux sujets étaient en tête de l’ordre du jour du
Secrétaire d’Ã?tat adjoint, Daniel Fried, lors de ses
rencontres avec le Président Serge Sarkissian et le Premier
ministre Tigrane Sarkissian.

Le Président Sarkissian a indiqué à Fried que
l’Arménie souhaitait approfondir ses relations avec les
�tats-Unis, car elle les considère comme un
"élément important de la stabilité
régionale". Tigrane Sarkissian, pour sa part, s’est dit
optimiste quant à l’avenir des liens
Américano-Arméniens. Il a souligné que son
dernier voyage à Washington était « très
réussi » et notamment ses entrevues avec le
Vice-Président Dick Cheney et la Secrétaire
d’Ã?tat Condoleezza Rice.

Faisant écho aux déclarations de Cheney et de Rice,
Fried s’est félicité de la visite historique du
président turc Abdullah Gül en Arménie, ce qui a
mis en lumière une détente sans précédent
dans les relations tendues entre les deux Etats voisins. "Je crois
qu’aujourd’hui, nous n’avons jamais été aussi
près d’une normalisation des relations entre la Turquie et
l’Arménie, qu’au auparavant". "Les deux gouvernements sont
réellement désireux d’y parvenir", a-t-il
déclaré aux journalistes.

Quant au conflit du Haut-Karabakh, Fried a souligné que la
récente guerre russo-géorgienne a ajouté sur
l’urgence d’une solution au différend
arméno-azÃ&#x A9;ri.

Fried a également rappelé la persistance des tensions
politiques en Arménie découlant de la contestation de
l’élection présidentielle de Février dernier et
de la répression gouvernementale qui s’en est suivie envers
l’opposition. Le diplomate a d’ailleurs rencontré les
dirigeants en question, et a réitéré les appels
des �tats-Unis pour la libération des membres de
l’opposition qui, selon Washington, ont été
emprisonnés pour des raisons politiques.

for the Caucasus and Central Asia, Mr. Robert Simmons will be in
Armenia from Oct. 19 to 21.

Mr. Simmons is scheduled to meet with President Serzh Sargsyan,
Foreign Minister Edward Nalbandian, Defense Minister Seyran Ohanya,
NSC Secretary Artur Baghdassaryan and other officials, the RA MFA
press office reported.

The delegation members will discuss the Armenia-NATO cooperation
with the RA leadership. They will also attend the final stage of
Cooperative Lancer/Longbow 2008 exercise.

On October 16 the NA Speaker Mr Hovik Abrahamyan invited the
journalists accredited in the parliament to mark jointly the Armenian
Press Day. The NA deputies, representatives of the staff and others
attended the reception. Addressing the journalists the NA Speaker said:

"It’s already four years we mark the Armenian Press Day. Today we
can record that the press of the third Republic of Armenia is an
established structure, which adequately responds the society’s all
important and viable problems, forming public opinion and ensuring the
right of peoples’ getting information formulated by the Constitution
of the Republic of Armenia. On the Armenian Press Day we can state
also that in Armenia the information field is established: there are
journalists, who are clever and well aware of their work, and due to
their everyday work we get information not only about the events in
the country and out of the country, but we also become witnesses of
analytical and journalistic investigations, and their aim is to see
everybody’s life more perfect. I congratulate all the journalists
of the Republic of Armenia on the occasion of their professional
holiday. I wish them creative success, objectivity, honesty and
decency in their professional activity."

Taking the advantage I introduce you the press secretary of the NA
Speaker Ms Mary Shahinyan, who, I think most of you know. I am sure
that your further cooperation with her will be effective.

NA Speaker Mr Hovik Abrahamyan also answered the journalists’
questions.

Aravot daily: What principles will you be guided by in your work? How
are you going to contact with the journalists?"

NA Speaker: I have presented my approaches while being elected and I
have mentioned the principles, by which I am going to be guided. In my
opinion, there will be a lot of contacts with the journalists while
working. I won’t avoid expressing my opinion in connection with any
issue, presenting my approaches. I won’t be inaccessible for you.

Azg daily: There is information that there should be personnel
replacements in the NA Staff.

NA Speaker: While meeting with the NA Staff I have presented my
approaches, and I haven’t expressed such an opinion. I would to
say once again that I do not have any agreement or any problem
with anybody. To me the working activity of the employee will be
important. If they work effectively, of course, expecting my support,
I shall be a partner with everybody and I shall work with everybody. I
have no such problem with anybody.

Aravot daily: Mr Abrahamyan, you are well known as a political figure,
who worked long years in the executive body, now you are a head of
the legislative body. Was anything new for you here?

NA Speaker: I am not a new man here: in 1985-1989 I have been NA
deputy, and the experience of the executive body helps to fulfill
the functions, which are reserved for the National Assembly by RA
Constitution and laws. You see that the control functions are reserved
for the National Assembly on the budget execution, effectiveness of
the expenses towards to RA Government.

Hayk newspaper: Mr Abrahamyan, in your programme speech during the
election in the National Assembly you spoke about moving the political
dialogue into parliament. How do you see the dialogue when there are
only seven opposition MPs, and the opposition is out of the walls of
the parliament?

NA Speaker: I cannot help everybody in order to have them inside the
parliament, as I don’t have that right. I will urge them to take part
in NA 2012 elections and find their place in the National Assembly. By
the way, I will call on all political forces to put an end to their
ineffective public meetings in the streets. I am ready to discuss
any constructive proposal in the National Assembly involving all
public-political forces.

We’ll add that on October 16 a new office for the journalists was
opened with computers and communication means.

Haigazian University Celebrates its Founders’ Day
Haidostian: All fine culture is fundamentally intercultural

Beirut, October14, 2008- Haigazian University honored Minister of
Culture Mr. Tammam Salam for his contributions to the enrichment of
society, during its Founders’ Day celebration, on October 13, 2008, in
the presence of the President of the Union of Armenian Evangelical
Churches of the Near East, Rev. Meguerdich Karagoezian, Minister Jean
Oghassabian, foreign embassies representatives, Board members, faculty,
staff and students.

After the processional march, and the Lebanese National Anthem, the
ceremony started with the invocation offered by the new Campus Minister,
Rev. Greg Lee-Parker, followed by a power point presentation, "Tribute
to the Founders", delivered by the Dean of Arts & Sciences, Dr. Arda
Ekmekji,

Ekmekji highlighted the factors which lead to the foundation of the
University 53 years ago, and the founding institutions, the Union of
Armenian Evangelical Churches of the Near East (UAECNE), and the
Armenian Missionary Association of America (AMAA). Ekmekji proudly
announced that on its 54th year, Haigazian University stepped into a new
phase of development and growth, by signing a historic partnership with
the United States Agency for International Development (USAID), to
finance scholarships, as well as by starting the refurbishment project
of the recently acquired heritage building which will end by early 2010.

As an annual tradition, Student Life Director, Antranik Dakessian
presented Student of the Year 2008, Mr. Antranig Ketchejian who
confidently invited the students to "seize the day, and live their lives
the way it’s meant to be lived."

Ketchedjian called upon the students to derive through the legacy of the
Founders, their powerful ideals of choice, responsibility and belief.

Ketchejian concluded by saying that university life could be lived to
its utmost, by "giving equal weight, time, and dedication to the
academic and the social life at the university."

After a short musical interlude, a piano duet, "Sabre Dance" of Aram
Khatchadourian, graciously performed by the Panjarian sisters, Loucine
and Tsoler, the President of the University, Rev. Dr. Paul Haidostian
delivered an inspiring speech "On Profit and Culture".

Haidostian highlighted the two major characteristics of Haigazian
University: its "not-for -profit" and "intercultural" aspect.

Haidostian considered that one of the challenges of Haigazian
University, is its "not-for -profit" aspect, and eventually its need of
resources to continue and develop and serve. He reiterated the fact that
profit at Haigazian is determined by "the degree of edification,
harmony, dialogue, selflessness, goodness, creativity, balance, and
wisdom that we can conceive in our midst. It is in the image of a loving
God that we live out."

Haidostian also introduced the notion of "culture" at Haigazian
University, referring back to the founding of the institution "as an
intercultural enterprise, Armenians from Lebanon and the USA,
envisioning a dynamic partnership."

"All fine culture is fundamentally intercultural. Intercultural does not
mean lack of culture or diluted culture or confused culture. Rather it
means good communication, learning, and sharing", Haidostian concluded.

Guest of Honor, Minister of Culture, Mr. Tammam Salam addressed the
audience by expressing his pride and gratitude of being a Haigazian
student.

Salam considered that the main element in the Founders’ vision was "a
call to undergo a revolution of values, shifting from a thing-oriented
society, to a person-oriented society." In the same context, Salam
explained how the term "capacity building" is no more used. Instead it
is been replaced by "capacity replenishment" and "capacity replacement".

Salam extended his commitment, as a minister of culture to provide
Haigazian University and similar ones, with his support in promoting
national awareness, so that the University becomes "a place of hope, of
excitement, of discovery, a campus that is characterized by a sense of
promise and pride, purpose and accomplishment".

Afterwards, President Haidostian along with Vice-Chair of the Board,
Rev. Robert Sarkissian presented the minister a plaque of appreciation
for his endeavors to the enrichment of society.

The program concluded with everyone singing the University’s Alma Mater.

Peter Mandelson will take his seat in the House of Lords today, but his
return to British politics has been marked by fresh controversy
concerning his connections and personal finances from his four years as
the European trade commissioner.

Lord Falconer of Thoroton and Baroness Jay of Paddington will introduce
Mandelson today. The new business secretary has decided to style
himself Baron Mandelson of Foy and Hartlepool. Foy is a village in
Herefordshire where he spent holidays as a child, and he was the MP for
Hartlepool between 1992 and 2004.

Mandelson was the centre of renewed media attention yesterday. The
Sunday Times reported that he attended a reception on a 238ft yacht,
Queen K, in Corfu this summer hosted by the Russian billionaire Oleg
Deripaska, who is a major importer of aluminium into the EU.
Mandelson’s presence on the yacht was questioned because he reduced
tariffs on aluminium imports into the EU from 6% to 3%.

Mandelson’s spokesman said: "The idea that one individual played a
decisive role is ludicrous. This was a hard-fought battle between
different member states."

The spokesman added that he could not have shown favouritism because he
launched an anti-dumping investigation into aluminium imports from
Armenia. As the main exporter from Armenia, Deripaska would face high
EU taxes if the investigation finds against him.

Mandelson also denied that he was profiteering from the EU. He will be
entitled to around £78,000 a year for the next three years in
"transitional payments". When he reaches 65 he will then be entitled to
a pension of £31,000 at today’s prices.

His spokesman said: "He is not aware of his entitlement."

ArmInfo. The issue of Nagorno-Karabakh’s status should be settled
on the basis of free expression of Karabakh people’s will, Armenian
Foreign Minister Edvard Nalbandyan told journalists after a meeting
with Russian and Azerbaijani foreign ministers in Bishkek, Kirghizstan,
Friday. The meeting covered the Karabakh peace process within the
frames of the OSCE Minsk Group on the basis of Madrid principles,
the Public Television of Armenia reports.

Commenting upon the statements that the basic aspects of the
Karabakh conflict settlement are already coordinated, Nalbandyan
said that the main issue is Nagorno-Karabakh’s status which should
be addressed on the basis of free expression of Karabakh people’s
will. According to the minister, if there are statements that the main
issues are coordinated, one can suppose that mutual understanding is
reached on these issues. As regards some analysts’ statements that
Armenia is in a complicated state in the Karabakh peace process,
the minister noted: "This is not an analysis, but working of a sick
imagination". Nalbandyan added that after the presidential election
in Azerbaijan the talks will be held more actively.

Yerevan, 23 September: Armenian President Serzh Sargsyan stated that
"the right to self-determination of the Nagornyy Karabakh people
should be accepted".

The president said this on 20 September at a meeting with
representatives of international media, answering the following
question: "What is the limit of mutual concessions in the issue of
the Nagornyy Karabakh conflict, the red line, which Armenia will
never cross? Does Armenia theoretically consider Nagornyy Karabakh
within Azerbaijan as a federative state, or any other way?"

The Armenian president answered: "We stated about the red line very
long ago, at least 14 years ago, when we concluded a truce, just as
we have stated it for a few times afterwards. The line is that the
right of the Nagornyy Karabakh people to self-determination should
be accepted.

"The matter is the following: the people of Nagornyy Karabakh lived in
this territory for thousands of years, and conditions should be set
now for the people of Nagornyy Karabakh to have the opportunity to
continue its secure existence in this territory. The Soviet period,
when Karabakh was within the composition of Azerbaijan, showed that
secure existence of Karabakh within Azerbaijan is impossible. What
concerns the theoretic variant of whether Karabakh may be within
the composition of Azerbaijan, this can be defined as a result of a
referendum, after asking the opinion of the Karabakh people.

"But I am sure that at least in the near future, no matter what
happens, any referendum will give one result – the Karabakh people
will not wish to be within the composition of Azerbaijan. I told
Azerbaijani President Ilham Aliyev that if the Azerbaijani people
are seriously interested in the issues of secure life and future
of Nagornyy Karabakh, let them make serious investments in Nagornyy
Karabakh and prove that Azerbaijan is ready to invest and convince
the people of Nagornyy Karabakh of the fact that Azerbaijan may become
a guarantor of their security. Maybe, after that the referendum will
show the wish of the Karabakh people to be within the composition of
Azerbaijan. If one day a miracle happens and Nagornyy Karabakh finds
itself within Azerbaijan, some short time later not a single Armenian
will remain there."

Sargsyan said that "there is no issue on recognizing South Ossetia
and Abkhazia on our agenda today".

The president said this on 20 September at the meeting with
representatives of international media, answering the question on
why Armenia did not recognize the independence of South Ossetia and
Abkhazia and whether it is ready to recognize the independence of
Nagornyy Karabakh.

"One cannot rule out anything. Today, we do not have the issue of
recognizing South Ossetia and Abkhazia on our agenda. It may seem
strange that we have always been for the right to self-determination,
but we did not recognize Kosovo, South Ossetia and Abkhazia.

"Our approach is simple: we have a similar problem – the issue of
Nagornyy Karabakh. We cannot recognize Kosovo, South Ossetia and
Abkhazia before Nagornyy Karabakh is recognized. And why don’t we
recognize the independence of Nagornyy Karabakh? Because today we are
in the process of negotiations with Azerbaijan and we want to reach
a peace settlement. Do you remember that in the case with Kosovo and
others, it was stated that recognition is the last means? If there
are no means left, Armenia will recognize the independence of Nagornyy
Karabakh," the Armenian president said.
