ArmInfo. Barack Obama’s election to the post of US president causes
expectation of sharp changing of the foreign policy of the USA. In
this context the presidential election may be watched as a crucial
point, – an independent American political expert Richard Kirakosyan
told ArmInfo correspondent.

He also added these election as none for many years have prepared
the period of new opportunities and challenges for the president
of the USA, as the new president is getting bad heritage from the
administration of Bush: big deficit, financial crisis, unsettled
problems of Iraq and Afghanistan. It is obvious that the new president

Armenian President Serzh Sargsian, in the morning of the second day
of his working visit to France, met with Prime Minister of France
Francois Fillon. The latter highly assessed the existing historic
deep relations between the two countries, underscored the role of
the Armenian community in consolidation of Armenian-French ties,
Armenpress reported.

With the request of the Prime Minister, Serzh Sargsian presented
Armenia’s approaches towards recent events in the region, present
situation over Nagorno Karabakh conflict regulation and details of the
declaration signed over it on November 2 in Moscow as well as steps
directed towards regulation of Armenian-Turkish relations.Serzh
Sargsian noted that the high-level dialogue between the two
countries is a bright expression of Armenian-French warm friendly
relations. During the meeting, the sides also discussed programs
carried out within the framework of EU’s New Neighborhood program,
Armenia-EU relations, bilateral economic partnership particularly
in energy, telecommunication and other spheres.They also underscored
Armenian-French partnership in construction of new atomic station in
Armenia, activity of the third mobile operator on behalf of French
"Orange" company. The sides noted that though the trade turnover
between the two countries increased by 30 percent, there still exists
great potential for its expansion. During the meeting, they also
referred to cooperation in humanitarian and cultural spheres.Referring
to the regional issues, S. Sargsian said that the sooner the issues
in the region are solved, the sooner the efforts will be directed
towards the implementation of joint regional economic programs. The
French Prime Minister assured that France supports all the initiatives
carried out by Armenia and the constructive steps both in the sphere
of economic reforms and in regulation of other issues. He assured
that France and EU will also support these initiatives.Chairman
of the French Senate Gerar Larchen assumed his office 30 days ago
and President of Armenia is the leader of the first country to meet
with him.During the meeting the sides highly assessed the existing
Armenian-French friendly relations in political, economic, cultural
and social spheres. Armenian President pointed out the traditional
warm attitude of the Armenian people towards France.Serzh Sargsian
underscored also the further deepening of inter-parliamentary
cooperation, saying that he is pleased with the existing high level of

National Committee of New Jersey (ANC of NJ) hosted a free public
forum for the Armenian community on Election 2008 at the Sheraton
Meadowlands in East Rutherford, N.J. Guest speakers included three of
New Jersey’s representatives in the House: Scott Garrett (R-NJ-5),
Steve Rothman (D-NJ-9), and Frank Pallone (D-NJ-6). Joe Ariyan, an
Armenian-American who had run a competitive campaign last November
for the 39th district State Senate seat in New Jersey, also addressed
those in attendance. The keynote speaker for the evening was Aram
S. Hamparian, Executive Director of the Armenian National Committee
of America (ANCA), in Washington, DC.

"The ANC of NJ would like to thank all those in attendance, especially
the Congressmen. Given it’s less than ten days before the election,
we were grateful that they had been able to make room in their busy
schedule and speak to the Armenian American community in New Jersey,"
commented James Sahagian, ANC of NJ Co-Chair. "We are also grateful
for a letter shared to us by Rep. Rush Holt (D-NJ-12) who was unable
to make it."

Rep. Scott Garrett shared some of his personal experiences in traveling
to Armenia and in meeting genocide survivor Mrs. Alice Shnorhokian
of his district on April 23, 2008.He reaffirmed his support for
the U.S. Congress to once again officially recognize the Armenian
Genocide. Moreover, Rep.

Garrett expressed his support for a peaceful, negotiated settlement
to the Nagorno-Karabagh conflict, and a stronger relationship between
the United States and Armenia.

In his turn, rep. Steve Rothman, a long-time friend of the
Armenian community, said that he grew-up with Armenians as
friends and neighbors, and felt as "a part of the family" when
amongst Armenians. As a part of the important House Committee on
Appropriations, Rep. Rothman has been instrumental in delivering
over $800 million in aid directed to Armenia throughout his tenure
on this committee. In addition to his continued support for the
Republic of Armenia, Rep. Rothman expressed his desire to see the
Armenian Genocide properly recognized by the U.S. Congress and to
see a settlement to the Nagorno-Karabagh conflict. Finally, he spent
some time talking about Senator Barack Obama, and why he felt that the
Armenian community should support him for president. As the Northeast
Regional Chair of the Obama campaign, Rep. Rothman stated that Obama
had supported key issues of interest to the Armenian American community
as a State Senator in Illinois and as a member of the U.S. Senate, and
will continue to be a good friend to the Armenian American community
as president.

Rep. Frank Pallone, co-chair on the Congressional Caucus on Armenian
Issues, and one of the strongest advocates for Armenian American
interests in the Congress, thanked the ANC of NJ for putting together
a forum to discuss the upcoming election. He noted the presence of Joe
Ariyan at the event and encouraged more Armenians to participate in
the political process. Pallone discussed the need for the U.S. and
Armenia to build closer ties, and expressed optimism that this is
more likely to occur with an Obama Administration.

Joe Ariyan, a Bergen County resident and a candidate last year for
State Senate in the 39th District of New Jersey, gave a personal
testimony of his experience growing up as an American-Armenian in
N.J. He applauded the ANC of NJ for its advocacy of Armenian issues
and was thankful for its assistance in his campaign a year ago. When
asked if he would seek office again in the future, Joe indicated that
he and his family had been considering his options, and he had not
ruled out a future campaign.

Finally, Aram Hamparian, who was introduced by Armenian Youth
Federation of New Jersey President Kevork Mesrobian, discussed the
initiatives of the ANCA and its activities over the past year. He
also spoke of the 2008 presidential elections and gave several
reasons why the ANCA has endorsed Barack Obama for president,
both early in the Democratic primaries and now in the general
election. After a short video presentation on the work of the ANCA,
Hamparian went on to analyze the potential consequences of the
Presidential elections, i.e. how different results might impact our
issues in Washington. Hamparian took several engaging questions from
the audience.

He cited progress in the ANCA’s grassroots initiatives around the
country, and expressed optimism for improved relations with the next

Hayastan All Armenian Fund launches two development initiatives in
Tavush region’s Aknaghbyur village. Thanks to the contribution of
American Armenians via Armenia Fund USA, the Fund’s US East Coast
affiliate office, the community of Aknaghbyur will receive access to
natural gas and a new irrigation network.

The parallel launch of these two projects is part of the Fund’s
strategy of comprehensive development that aims at providing effective
solutions to the whole spectrum of issues facing the beneficiary border
communities. In this case, the gasification project will provide a
timely solution to the issue of heating the homes of the villagers,
while the revived irrigation network will substantially increase the
area of land that can be used for cultivation. This will serve as an
additional incentive for the development of agriculture, which is the
primary source of income for the people of Aknaghbyur and the key to
the economic revival of the village.

"When we found out that the Fund was going to do the gasification of
the village and the restoration of the irrigation network, many of the
members of the community came out and offered their help," says Karen
Dolmazyan, the head of Aknaghbyur community administration. "Today,
the whole community is participating in the development effort. People
feel good that they are having their input in making their home
village a better place."

"One of the crucial aspects of the projects brought to life in the
border communities is that while offering physical relief to the
biggest problems of the village, they also empower the beneficiaries,
restoring their faith in themselves and bringing back their hope for
a better future, not in another country but in their home village,"
says Ara Vardanyan, the Acting Executive Director of Hayastan All
Armenian Fund.

Azeri President Ilham Aliyev and Armenian President Serge Sargsyan
have sealed the Nagorno-Karabakh declaration. The parties agreed to
settle the conflict by political means and in conformity with the
international laws, Interfax news agency reported.

The Nagorno-Karabakh declaration of Armenia and Azerbaijan spells
out that the process of peaceful settlement should be accompanied
by legally binding international guarantees for its all aspects and
stages. The presidents committed foreign ministers of their states to
bring momentum to negotiations held in cooperation with co-chairpersons
of Minsk Group of OSCE.

Azerbaijan’s President Ilham Aliyev and his Armenian counterpart Serge
Sargsyan met in the Moscow Region as a result of the intermediary
efforts of RF President Dmitry Medvedev.

Although mostly populated by the Armenians, Nagorno-Karabakh had been
a part of Azerbaijan’s Soviet Social Republic in time of the Soviet
Union. Nagorno-Karabakh Republic was declared in 1991, which led to
three-year war between the self-proclaimed territory and Armenia,
on the one hand, and Azerbaijan, on the other.

Nagorno-Karabakh has had the status quo for the recent 14 years. As
to Azerbaijan, it has been endeavoring to hit the self-proclaimed
republic by economic methods. Armenia helps the region without
recognizing its independence officially.

Baku is ready to grant wide autonomy to Nagorno-Karabakh, while
in Erevan, they insist on the self-determination right for the
territory. The peace plan of Minsk Group of OSCE that includes
representatives of Russia, the United States and France advocates
holding a referendum on the status of Nagorno-Karabakh and withdrawing
Armenian forces from cross-border regions.

The official Baku says joint declaration by the Azerbaijani, Armenian
and Russian Presidents on the settlement of Nagorno-Karabakh conflict
is very significant and reflects all aspects of talks.

"There is no need to look for something new in signing of the document.

The talks still continue and the document indicates their significance.

Foundation is needed to be laid to shift to next stage," Khazar
Ibrahim, spokesman for the Foreign Ministry of Azerbaijan said to
journalists.

"Oral statements are usually followed by the signing of a document. It
was necessary to sign the document. Azerbaijan is determined to
continue talks.

The next stages of the talks are not known yet," Ibrahim said.

Armenia, Azerbaijan call for resolution of Karabakh dispute

BARVIKHA, Russia (AFP) – The leaders of bitter ex-Soviet foes
Armenia and Azerbaijan on Sunday called for a peaceful resolution of
their dispute over the Nagorny Karabakh region after peace talks near
Moscow.

A joint declaration signed by Azerbaijani President Ilham Aliyev and
Armenian counterpart Serzh Sarkisian said the two sides would
"continue their work… to agree on a political settlement to the
Nagorny Karabakh conflict."

The declaration ordered the country’s foreign ministers to "activate
further steps in the negotiating process."

Sunday’s talks were hosted by Russian President Dmitry Medvedev,
acting as Caucasus peacekeeper after Moscow’s war with Georgia in
August destabilized the volatile region.

An enclave of Azerbaijan with a largely ethnic Armenian population,
Nagorny Karabakh broke free of Baku’s control in the early 1990s in a
war that killed nearly 30,000 people and forced two million to flee
their homes.

A ceasefire was signed in 1994 but the dispute remains unresolved
after years of negotiations. Shootings between Armenian and
Azerbaijani forces in the region remain common.

Medvedev launched the latest push to end the conflict during a visit
to Armenia in October, just two months after sending tanks into nearby
Georgia after Tbilisi moved to retake its rebel region of South
Ossetia.

A resolution of the Karabakh dispute would be a boost to the whole
South Caucasus region — Armenia, Azerbaijan and Georgia — said the
declaration, read aloud by Medvedev at a signing ceremony at his
residence outside Moscow.

An agreement "would contribute to the improvement of the situation in
the South Caucasus to restore stability and safety to the
region… and create favourable conditions for economic development,"
it said.

In October, Sarkisian said he was ready for talks on the basis of
principles worked out at negotiations in Madrid last year that would
give Nagorny Karabakh the right to self-determination.

The Kremlin would act as guarantor of a new accord, an administration
official was quoted as saying ahead of Sunday’s talks.

Sunday’s declaration said "the achievement of a peaceful settlement
must be accompanied by legally binding international guarantees of all
aspects and stages."

In supporting the peace process, Moscow is bidding to boost its
influence in the region, analysts said.

Moscow is vying for influence with Washington in Azerbaijan, a key
energy exporter that ships oil and gas through Western-backed
pipelines through Georgia and Turkey, bypassing Russia.

The Kremlin could strengthen its position in the region by pushing
close ally Armenia toward compromise on the issue, Armenian political
analyst Stepan Grigorian said.

What is the state without justice?

The recent criminal developments which deprived five people of life
and caused six people to suffer from injuries in the towns of Spitak,
Stepanavan and Yerevan, were an additional and obvious propf that
our society has considerably changed for the worse. In our deepest
conviction, one of the main reasons of such transformation of the
public consciousness is the loss of the people’s faith in justice.

Back in the IV century, Augustine the Blissful wrote, "What is the
state without justice? A band of robbers."

If we recall the history of public transformations, wars, rebellions
and revolutions, we’ll see that all this was very often caused by
the motives of reinstating the ruined justice, as perceived by some
participants of the events which took place in the remote past.

That’s why no transitional government likes the people who struggle
for justice.

Those in power start to complain that they are not allowed to work,
i.e. they are oppressed by the stupid recommendations of those who work
honestly and voice populist slogans saying that the re-distribution of
the spheres of influence will bring no good and so on and so forth. As
a matter of fact, all that is nothing more than concern over one’s
own welfare.

Justice is what each citizen expects from the state. It is in
anticipation of justice towards his/her closest ones that a human
being pays taxes, expresses readiness to take the arms and protect
his state and votes in the elections.

A human being wants to hope that his/her children will have a future
and manage to be a little bit happier than their parents; as to the
grandchildren’s life, it will simply be perfect in all senses.

Furthermore, it will be regrettable if the thief appears in prison,
the officials refrain from plundering others and the one who works
well earns more than the one who doesn’t.

And besides, it is desirable for all the young people to have equal
starting opportunities regardless the purse of their parents, so as
they will be able to enter the university with their knowledge and
the army service will be compulsory for all the conscripts and not
just the ones who are poor.

In short, what all the people want to see in society is equality of
rights vs. primitive equality, e.g. equality of courts, police and
doctors; they desire to see that the human being is evaluated by
his/her human features and not by the trademark of his car or the
gorgeousness of his private residence. A human being wants to feel
that he is a full citizen and not just someone’s hostage on account
of some arithmetical or moral problems.

Such is the general picture of normal people’s ideas about a dignified
and fair life. Isn’t it fair though?

But each person perceives justice in his own way. For instance, some
officials consider that justice means to be paid much, get bribes and
dear presents, be treated with respect and not to be sent to prison for
all kinds of trivial misdemeanors such as theft and illegal practices.

The norms of justice (the definition of what can be considered
fair and what cannot) are not enshrined in any state document. The
concept "justice" can be said to be beyond the domain of the legal
terminology. And the whole collection of laws only defines what is
legal for our state and what isn’t, and what liability is envisaged
for the failure to abide by the laws. That’s all.

Then, we can recall the proverb about the law, which says that the
law is like a high column; you can never jump over it, but you can
circumvent it.

And when the experience of one’s own life adds to that, one will
have no choice but to scratch his neck and ask, "How to live, kind
people? Where to look for justice?"

What to do when, for instance, a gangster who has ruined lots of lives
is conditionally sentenced to several years of imprisonment by the
decision of the court, and the hungry vagabond who has stolen chicken
from the shop is sentenced to imprisonment for a real term of 1.5 year?

So, what comes out? Does that mean that not all are fair in our
reality? Or, is the interpretation of the judges far from our ideas
about justice? Or maybe the concepts of justice and lawfulness are
very often on parallels levels not intersecting with one another,
and we don’t know what we want from the officials, judges, lawmaker
and the country’s top leadership?

If we take a close look on our everyday life, we’ll see that all the
three factors mentioned above are present.

However… ! All that is missing in the state normative acts is present
in the consciousness of the people. Because law is not absolutely
something invented by the army of officials who think about their
own convenience; it is the natural perception of harmony and order,
a perception that is a gift from heaven and over millennia, has
transferred from one generation to another in the form of simple
precepts.

YEREVAN, OCTOBER 29, NOYAN TAPAN. It is envisaged passing Armcarstation
CJSC, which includes all the car stations, car parks and route
regulation points in Armenia, to a company with an international
experience for concession management. NT correspondent was informed by
the director of Armcarstation Armen Harutyunian that prior to that,
they intend to carry out some work at 31 car parks in order to make
the system more attractive to investors. For this reason structural
changes are underway at the company.

Some improvement will also be made soon at the expense of the company.

As for the car station system, A. Harutyunian described its state
as quite poor: in some cities, car parks do not function. There
are no conditions for normal provision of services to drivers and
passengers. In particular, satisfactory hygiene and sanitary conditions
are absent, the fire prevention norms are violated. Public catering
facilities do not operate, and before departure, cars do not undergo
a checkup.

There are 17 route regulation points in Armenia, mainly in the
capital city.

A. Harutyunian said that the problem here is that most of them are
located in areas not permitted by the government. Besides, according to
some checks, vehicles are sent by their routes without being registered
at the respective route regulation service. The ticket sale order is
violated, and preliminary sales of tickets are not organized. Measures
are being taken to legalize the operation of route regulation points:
they are being moved either to the areas of car stations or to sites
permitted by the government.

It was mentioned that in the past month Armcarstation paid off its
debt of 29 million drams.

formalized its longstanding support for Barack Obama with an official
endorsement of the Obama-Biden campaign for the Presidency of the
United States."The Armenian National Committee of America is proud
