Turkish Foreign Minister Ali Babacan said meetings between Turkey
and Armenia will continue, Timeturk news agency of Turkey reported.

After the meeting with his Armenian counterpart Edward Nalbandyan,
Babacan said to media that the meeting was held in a positive
atmosphere and meetings between the two countries on political and
technical issues will continue. Babacan said the meetings aim at fully
normalizing relations between the two countries and they will continue
with strong political will until they achieve their goal. Nalbandyan
also said they will continue efforts to normalize ties.

Armenian-Turkish ties have been severed since 1993 because
of Armenia’s false "genocide" claims and occupation of 20% of
Azerbaijani lands. Turkish President Abdullah Gul visited Yerevan
on September 6, 2008 at the invitation of his Armenian counterpart
Serzh Sarkisyan to watch Armenia-Turkey football match within the
European Cup. Efforts have been made since then to normalize ties
between the two countries. The last bilateral meeting between Armenian
and Turkish officials took place on November 24 between Turkish and
Armenian foreign ministers within the meeting of foreign ministers of
the Black Sea Economic Cooperation Organization (BSEC) held in Turkey.

victory over the Azeris in the 8th tour of the Chess Olympiad in
Dresden. Elina Danielyan-Zeynab Mammadyarova, Lilit Lazarian-Turkan
Mammadyarova, Nelly Aghinyan-Nargiz Umudova and Lilit Galoyan-Narmin
Kazimova games ended in victory of the Armenian chess players.

After the 8th tour China has 14 points; U.S., Ukraine, Poland, Serbia
have 13 points each; Georgia, Armenia, Slovenia and Romania have 12
points each; Russia, Hungary, France, Bulgaria, India, Uzbekistan,
Vietnam, Argentina and Lithuania have 11 points each.

In the 9th tour, Armenian women’s team will meet with Argentineans.

Defeating French with 3,5:0,5 score, Armenian men’s team presently
tops the tournament chart with 15 points.

On Saturday, Armenian chess players will meet with the Israeli team.

Directorate of Information of the presidential administration of
Nagorno-Karabakh said President Bako Saakjan met with OSCE Minsk
Group chairmen Matthew Bryza, Yuri Merzklyakov, and Bernard Fassier.

"They discussed a broad spectrum of issues dealing with
Nagorno-Karabakh conflict settlement. Special attention was focused on
the Moscow declaration signed by presidents of Armenia, Azerbaijan,
and Russia. Saakjan emphasized that Artsakh values any document that
will help with restoration of the dialogue in the conflict settlement
process. He emphasized nevertheless that the process of settlement
cannot be complete without Nagorno-Karabakh’s participation because
it has its own point of view on the matter at hand," the Directorate
of Information reported.

OSCE Minsk Group chairman in their turn confirmed the impossibility of
conflict settlement without Nagorno-Karabakh and its people. Karabakh
Foreign Minister Georgy Petrosjan and OSCE Chairman’s Personal
Representative Andrzei Kaspszyk were present at the meeting too.

Nalbandian will be on an official visit to Latvia, informs LETA.

It is planned that Foreign Minister Maris Riekstins (People’s Party)
and his Armenian counterpart will have a meeting today, as the foreign
minister’s press secretary Una Puspura informed LETA.

During the meeting, Latvian and Armenian foreign ministers will discuss
both countries’ bilateral questions, relations between Armenia and
the European Union, European neighborhood policy current issues, as
well as the situation in the south Caucasus region and other current
events of international policy.

Armenian foreign minister is scheduled to have meetings also
with President Valdis Zatlers and Saeima Speaker Gundars Daudze
(Greens/Farmers Union).

It actually turns out that Georgian Government pampers Georgian
Orthodox Church (GOC) in their initiative to appropriate Armenian
churches, believing that Armenians have nowhere to go. This position
is dangerous and apparently leads to a deadlock.

On November 16 Georgia once more committed vandalism towards the
long-suffering Church of Norashen in Tbilisi. This time for infamous
priest of the Georgian Orthodox Church Father Tariel Sikinchelashvili
as an object of barbarity served the graves of Mikhail and Lydia
Tamamshevs. The outraged mob of Tbilisi Armenians strongly demanded
that gravestones be placed back, and a bitter quarrel began.

/PanARMENIAN.Net/ Father Tariel made harsh statements in response,
stressing that "Armenians are inclined to capture what is not
theirs". However, upon arrival of representatives of the Armenian
Apostolic Church and Member of the Georgian Parliament, Armenian by
nationality Van Bayburt, the Georgian monk tried to justify himself
by saying that he had just moved the gravestones away to "clean under
them". Hence, we wonder what he was going to clean there.

The Church of Norashen was built in the middle of the 15th century. In
30s of the 20th century together with other religious buildings
the church was closed for religious activities and was transformed
into a depository of books. However, after Georgia’s independence,
the Georgian Government did not return the church to its legal,
historical owner but, instead, multiplied its actions aimed at
appropriating Norashen.

After two days of silence the Armenian Apostolic Church (AAC)
expressed its opinion on the act of sacrilege (Tariel’s actions cannot
be interpreted otherwise). Â"We strictly criticize the treatment of
Georgian clergymen towards the Church of Norashen in Tbilisi. What is
going on in the yard of the Armenian Church Norashen is disharmonious
with the spirit of the centuries-old relations between the Republics
of Georgia and Armenia. I am in no doubt that Hierarchy of the Georgian
Orthodox Church (GOC) will take all the necessary steps for suppressing
the actions of Father Tariel Sikinchelashvili, since they are not in
agreement with the Christian spiritÂ", said Head of Holy Echmiadzin
Press Office, Father Vahram Melikyan.

Melikyan also noted that Georgian Eparchy of the AAC does not have a
state status yet, and the Church of Norashen, in fact, does not belong
to it. Â"All the Armenian churches in Georgia belong to the State,
and it ill-treats them, certainly with the help of the GOC clergy.

In a word, vandalism and misappropriation of Armenian churches in
Georgia goes on, despite the agreement between the Prime-Ministers
of both countries not to maltreat the Church of Norashen. For some
reasons Tbilisi welcomes the existence of synagogues, catholic
churches or mosques in its territory. Doesn’t the reason lie in the
belief that Armenia cannot spoil relations with Georgia as the latter
is the only land road leading to the outer world? It actually turns
out that Georgian Government pampers Georgian Orthodox Church (GOC),
believing that Armenians have nowhere to go. This position is dangerous
and apparently leads to a deadlock. May it be so that Georgia follows
Azerbaijan’s example, where misappropriation and demolition of Armenian
monuments has become a norm? Everything is possible.

Meanwhile the newspaper "Caucasus" of 1850 reports about
consecration of the foundation of a newly reconstructed church
in the Armenian cemetery. Here the original text follows: "On
July 8 at 8:00 a.m. in the Armenian cemetery near the Moscow
post, foundation of a new Armenian church was laid. It is said
to be called after St. Peter. Titular Councellor David Tamamshev,
initiator of this praiseworthy work, began the construction at his own
expense. Honorable and dishonorable figures of the City of Tiflis all
witnessed the ceremony. The Thanksgiving Service was paid by local
Diocesan Archbishop Karapet, Archbishop Minas and other Armenian
priests. Uttering a payer, His Grace washed the church stones and
blessed all the four sides of the foundation. Afterwards, the chorus
of priests performed a holy chant, while the stones were anointed
crosswise. Veneration with which His Grace performed all this ceremony
touched everyone present; at least I was deeply moved. Then, taking
the pick, he dug 4 holes on each side of the foundation, putting
there those stones wrapped into a cloth, which were dedicated to
each Evangelist…".

We do not know what family ties David Tamamshev had with the married
couple buried in the churchyard of Norashen. But one thing is definite:
God treats everyone in accordance with their actions, and Father Tariel
will receive what he deserves. And lastly, here is the opinion of a
true Georgian, Tbilisi resident Gel Vasadze, who is not indifferent
towards what is going on in his country. "Norashen should be given to
the Gregorian Church and it should be given by the State, which is
the guarantor of rights and freedom of all the citizens of Georgia,
irrespective of their nationality and religion. It should be handed
over no matter who it was built by – Armenians or Georgians. Why
should it matter? What matters now is that this step is necessary for
us, ethnic Georgians because the future of our country lies in the
diversity that now exists in Georgia, in Tbilisi, and in the Georgian
market. By taking this step we would be able to conquer ourselves,
we would be able to overcome our complexes. The other day, when I
was in Tbilisi, I met Uncle Volodya (Vasadze’s neighbour). He was
too weakened because of his age. And I am heartily looking forward
to the day when Norashen will again be functioning as a church and
I will look into my old neighbour’s eyes and admire the look in them".

Today a group of Armenian journalists, representatives of NGOs and
students of YSU Faculty of Journalism staged a protest action against
unpunished attacks against journalists, in particular the recent
assault on the President of Investigative Journalists’ Association
Edik Baghdasaryan.

They marched from the RoA Prosecutor’s Office to the Presidential
residence carrying posters with the inscriptions: "Another journalist
attacked in Armenia," "Who is to bear responsibility?" "Assailants
must be brought to justice," and the like.

Note that Press Secretary for the Prosecutor General Sona Truzyan went
up to the organisers, members of the Transparency International-Armenia
NGO, and suggested meeting with the Prosecutor General. But the
protesters disagreed and continue their march.

National Assembly for Azerbaijanis in Georgia (NAAG) demands the
Georgian Defense Minister’s resignation.

"A new cooperation initiative between Ministers of Georgia and
Armenia is directed to more aggravation of tensions around military
conflicts in the region. This step contradicts principles of strategic
partnership between Georgia and Azerbaijan, as well as Georgia and
Turkey," Dashgin Gulmammadov, the head of the NAAG, told TrendNews
on 17 November.

Georgian Defense Minister David Kezarashvili met with his Armenian
counterpart Seyran Oganyan in Georgia on 12 November. The meeting
focused on intensification of cooperation in a defense field between
Georgia and Armenia, as well as strengthening of cooperation in
military, as well as military and technical field. The Ministers spoke
about good opportunities for intensive cooperation in a defense field
during the meeting.

An agreement on Armenia’s use the Georgian territory as a transit
was discussed and reached during the meeting. According to unofficial
data, the sides reached an agreement on perspectives of repair of the
Armenian armour equipment at the Georgian tank repair plant, as well.

According to Gulmammadov, an agreement, which envisages repair of tanks
at the Tbilisi tank repair plant of the Georgian Defense Ministry,
is directed ingeniously against Azerbaijan.

"It is clear that Armenia will use the repaired tanks and military
cars against Azerbaijan. Military equipment of Armenia was repaired
at the plant earlier, as well. The Georgian Defense Ministry wants to
bring existing direction of cooperation to an official level," he said.

The Georgian Defense Ministry’s military cooperation initiative with
Armenia is not clear, Gulmammadov said. "The Georgian Defense Ministry,
which has a strategic cooperation with Azerbaijan in a military field,
takes steps against Azerbaijan. Such actions can be a stimulus for
outbreak of conflicts and military operations in the region," the
NAAG leader said.

Cooperation between the Defense Ministries of Georgia and Armenia
led to discontent amongst Azerbaijanis in Georgia, some political
and state organizations, the head of the NAAG said. "If demand of the
National Assembly for Azerbaijanis in Georgia on the Defense Minister’s
resignation is not realized, the Assembly will hold protest actions
in front of the Parliament and Defense Ministry of the country,"
Gulmammadov said.

The National Assembly for Azerbaijanis in Georgia (NAAG) was
established in 2001. The NAAG is public and political organization
against the Georgian authorities.

Armenian NPP Reconnected To Power System After Renovation

YEREVAN, November 18. /ARKA/. The Armenian nuclear power plant (NPP)
has been reconnected to the country’s power supply system after a
capital renovation, Lusine Harutyunyan, the press-secretary of the
RA Minister of Energy and Natural Resources, told ARKA News Agency.

"The renovation works in Armenian NPP were finished 11 days earlier
and the NPP was connected to the country’s power supply system at
20:15 on November 17," said Harutyunyan.

In accordance with a plan, the Armenian NPP was stopped for a capital
renovation on September 5.

"In spite of early completion of the renovation, the works aimed
to increase the security of the plant are done properly," said
Harutyunyan.

Capital renovation is being carried out every four years. Some of
the works are nonstandard and are not carried out yearly, that is
why the plant was stopped for a long period.

The Armenian NPP is situated in the town of Metsamor and was brought
to operation in 1976. Currently, only the second unit is operating
with a designed capacity of 407.5 MW.

The plant has been operated by Inter RAO UES CJSC, owned by Rosatom
Russian state corporation since 2003 to 2013. The ANPP can be operated
until 2016.

YEREVAN, November 17. /ARKA/. Armenia-Romania economic cooperation
has good prospects, Romania’s Foreign Minister Lazar Comanescu said
at a press conference in Yerevan.

He called on both countries to join efforts to boost bilateral economic
relations, saying he intended to focus on economic cooperation during
his diplomatic mission. The minister stressed the importance of trade
relations in view of the current situation in the global financial
market.

Comanescu pointed out several scenarios of boosting Armenia-Romania
cooperation, adding he had chosen Romanian entrepreneurs, trade
representatives and power engineering specialists to accompany him
during his official visit to Armenia. Comanescu said promotion of small
and medium businesses is one of the priorities of the European Union.

Armenia-Romania trade turnover reached $760mln 724,000 between January
and September 2008, compared to $510mln 390,000 in the same period
last year.

Armenian people have once self-determined and Azerbaijan will not
give such a chance to Armenia for the second time, said Novruz
Mamedov in the interview to Azerbaijani ATV channel, according to
Interfax-Azerbaijan.

"Azerbaijan in the framework of its territorial integrity always
confirmed readiness to grant any status to Nagorno Karabakh. We can
grant a wider status, but only in the framework of the sovereignty,
independence and territorial integrity of Azerbaijan", noted N.Mamedov.

He said Azerbaijan’s position bases on the practice, existing in
the world.

"Such cases have been recorded in most countries, including Russia. The
territorial integrity of Azerbaijan must not be violated. This is
not discussed at the moment, but when self-determination of nations
is implied, Armenians have once self-determined.

World will never recognize that Armenians can create the states
everywhere they reside. This will never be recognized by anyone and
Azerbaijan will never admit it", noted the representative of the
presidential administration.
