a list of armament including 21 tanks T-72, 27 BMP-2, 12 BTR 70/80,
five BREM-2 (on the basis of BMP-1), four ZSU 23-4 Shilka, Strela
missiles, 875 cases of F-1 and RGD-5 grenades, 1,050 cases of antitank
grenades RKG-3/3 EM, 7,897 kinds of ammunition for various purposes
(122-mm rockets, 152-mm 2SZ, 122-mm D-30 etc), 120 40-mm under-barrel
grenade-launchers, 103 night binoculars NB-8, various kinds of mines
(TM 62 N/P, OZM-72; PMN), mortars of various modifications, five 100-mm
guns MT-12r Rapira, 210 rockets M9MZ Kub and other kinds of armament.

"Presentation of Nagorno Karabakh in Armenia’s advertising and
informational materials during international exhibitions causes
aggression from Azerbaijan’s side", said chief of department on
tourism of the Armenian Economy Ministry Mekhak Apresyan.

"The aggressive reaction of the Azerbaijani side really exists and we
have repeatedly faced such attitude", noted Apresyan Friday at the
press conference in Khankendi.

He said this problem was discussed and is currently being discussed in
cooperation with the Foreign Ministry of Armenia.

Chief of the tourism department of Armenia considers that this problem
can be settled by joining efforts.

Bailiff On "Bjni" Factory Case Attacked In Armenia

BAILIFF ON "BJNI" FACTORY CASE ATTACKED IN ARMENIA

YEREVAN, January 23. /ARKA/. Bailiff Hayk Babajanyan who inspects
Bjni mineral water factory in Armenia was attacked in Hrazdan town
in his foreyard with a stab-and-cut wound inflicted on him.

According to the police press service, 28-year old Hayk Babajanyan
was hospitalized at 9am on January 21.

Criminal proceedings was instituted in the investigation department of
Kotayk regional police (Article 316, violence against public agent),
says the report.

Armenia’s Bailiff Service reports that the attack may me directly
connected with the professional activity of senior bailiff of the
regional bailiff service Hayk Babajanyan.

In connection with the incident, the Bailiff Service stated that
it will continue carrying out its functions under the law and
demonstrating principle approach to all economic entities irrespective
of the amount and persons of certain proceedings.

"Bjni" mineral water factory belongs to "Sil" concern owned by
Sukiasyan family. One of the members of the family parliamentarian
Khachatur Sukiasyan is wanted after the events of March 1-2 in Yerevan.

The police are taking active investigative measures to detect the
crime.

David Arutyunyan, head of the Armenian delegation in PACE and deputy
of Armenian parliament from the ruling Republican party does not see
any connection between the process of talks on Nagorno Karabakh and
discussion of the issue of possible deprivation of Armenia of vote
in PACE, said Arutyunyan in a response to the statement of Armenian
opposition that the powers of the country are ready to make concessions
in the Karabakh issue in exchange for the preservation of the right
to vote in PACE.

Commenting on the statement that the Armenian delegation in PACE were
even given due instructions, Arutyunyan noted that "this also does
not correspond to the reality".

In turn, deputy of the Armenian parliament and member of the
"Flourishing Armenia" faction Naira Zograbyan said such statements
of opposition are illogical and untimely.

"I would recommend to the political powers, which try to win in
the Karabakh issue in the framework of their political games and
calculations, not to do it. No power of Armenia will ever be able
to turn Karabakh issue into a trading object for resolution of any
other tasks and such talks are dangerous", said Zoghrabyan.

The deputy will attend the PACE January session within an Armenian
delegation, instead of the leader of Heritage opposition party Raffi
Ovanisyan, who refused to participate in PACE session.

YEREVAN, JANUARY 21, NOYAN TAPAN. Each member of the Cassation Court,
a body working by the mechanism of collegiate decision making, should
have a sense of responsibility for every decision made. The Armenian
president Serzh Sargsyan stated this at the January 21 meeting with
the newly-appointed members of the Cassation Court. He pointed out that
"a collegiate decision does not mean less personal responsibility".

In the president’s words, the Cassation Court will play a significant
role at the current stage of reforms made in the legal system and
the development of the country. "If we succeed in forming really
independent and impartial judicial bodies and an adequate court
practice, we will succeed in becoming a normal, developed and
democratic country," he said.

According to the RA presidential press service, the meeting
participants discussed issues related to increasing the role of courts
and efficient administration of justuce, as well as measures aimed
at raising public trust in judicial authorities.

Today, the first NKR Government session of 2009, chaired by the NKR
Prime Minister Ara Haroutyunyan took place.

With the first agenda issue the Executive affirmed the programme
of stable development strategy of the NKR agriculture. Presenting
the document, the Minister of Agriculture A.Tsatryan noted that
the programme was worked out at the department headed by himself,
then it was perfected at the RA Ministry of Agriculture, and
underwent a stage of thorough discussions in the circles of the NKR
NA deputies and farmers. According to the Minister of Agriculture,
the anticipated arrangements will be financed not only by means of
the State Budget but also on account of investments, extra-Budget
means and other sources. According to the affirmed programme, the
strategy presents main directions of the state policy on development
of the NKR agriculture within the period by 2015. Particularly,
a task is set to contribute to raising the level of food provision
and to increasing the incomes of the rural population by creating
favourable conditions for the activity of those engaged in agriculture.

Touching upon the programme, the Prime Minister noted that the
agricultural indices planned for 2015 are far enough from the results
being recorded in the world economy at present. By the estimation of
the Head of the Government the NKR agriculture is on a very low level,
and, first and foremost, desirable successes must be achieved in this
sphere, which will give an opportunity to overcome the general social
and economic difficulties. The Prime Minister announced that they
will not confine with the outlines of the programme, new programmes
dictated by the contemporary economic demands will continually be
implemented. He reported that, for example, works aimed at extracting
bio-fuel from the local raw material are anticipated.

Within the context of the overall development of agriculture the NKR
Government adopted two more programmes at the session. One of them
concerns the problem of increasing the crop yield of grain plants in
Artsakh. In 2009, at least 50 thousand hectares of arable lands of
grain plants are outlined to be under crop. Till 2012 they are to be
expanded and will reach an area of 51.5 thousand hectares. A special
place in the programme is allotted to the problem of irrigation. In
2015 it is anticipated to have about 15 thousand hectares of irrigable
land in the Republic.

In concern with this agricultural document the Prime Minister
A.Haroutyunyan noted that, first and foremost, the Government sets
about developing the branches, which are more profitable and for which
there is a sufficient realization market. An emphasis is put on the
intensive production and the primary aim is to achieve reduction of
the cost price of the products.

According to the information of the Prime Minister, programmes for
cattle-breeding, fruit-growing and other branches are being worked
out as well. An importance was attached to developing poultry farming,
sheep-breeding and rabbit-breeding, branches that require comparably
less expenses and are profitable.

With the third programme presented by the Minister of Agriculture the
Executive affirmed the main directions of developing agriculture in the
NKR Hadrout region’s Banadzor sub-region in 2009-2013. The mentioned
sub-region involves 7 communities including 15 villages. The main aim
of the programme is to create necessary prerequisites for the efficient
use of the land, work, material and technical resources available
in the region, for gradual improvement of the vital conditions of
the population, for reducing poverty, reducing and preventing the
emigration of the population.

Additionally elucidating this subregional programme, the Prime Minister
A.Haroutyunyan underlined that the Government follows the requirement
of proportionate territorial development and will not be satisfied with
the solution of problems of agricultural significance only, although
that very problem is of top-priority importance. The major part of
population in Banadzor sub-region is not engaged in agriculture,
though favourable conditions for that are available. People must be
involved into the agricultural activity, and the state will support
to construct social and cultural units there and to reestablish the
infrastructures,- A.Haroutyunyan reported. He informed the members
of the Government that in future such a programme will be completed
for Martakert region’s Maghavuz sub-region as well.

At the session the Executive adopted a resolution concerning the
state allowances, and arrangements spurring birthrate and increasing
the quantity of families having many children. It was defined that
on account of the State Budget state allowances are paid to separate
groups of citizens. They are calculated by the product coefficient
stipulated by the basic quantity of the state allowance, the place
of person’s residence and his state. In the case of a child’s birth
one-off allowance, equal to the product coefficient stipulated by the
basic quantity of the allowance and the successive order of the child
born, is paid to the parent. A fixed deposit, by name of the third
and each next child born in the family, is opened in the bank. 6000
drams was defined to be the basic quantity of state allowance, 100
thousand drams – the basic quantity of birth allowance.

Appointment and payment of one time maternity aid, as well as the
order of opening of overdue credits were affirmed. By the Prime
Minister’s instruction the Ministry of Social Welfare will also
perfect the order of rendering merit pensions and submit it to the
Government’s affirmation.

After concerned discussions, the resolution draft on affirmation of
state order on capital investments to be implemented at the expense of
the state budget means, was approved. This year 11 mlrd 935 mln and 200
thousand drams capital construction is envisaged. The affirmed document
contains detailed specification of units to be constructed and repaired
according to regions and spheres. According to the Prime Minister’s
clarification, this year volumes of construction in Artsakh will be
greater than it is recorded in the programme of the state order,
additionally considerable works will be carried out on account of
other sources, particularly, in the sphere of house construction. And
thus, wide range state assistance will be rendered to the families
of soldiers, perished in Artsakh War, and those having many children.

The Executive had introduced changes and additions into the NKR
Government resolution N101 "On Affirmation of Order on Provision
State Assistance for Purchasing Flats and Private Houses by Banks’
Hypothecary Crediting". This way the ranges of state assistance to
citizens being in need of hypothec will widen. More families and
persons can get use of the programme. With regard to the issue,
the Prime Minister had noted that during the passed one year many
new questions arose some of which were reflected in the affirmed
changes and additions. It is necessary to bring to a condition that
gradually more and more citizens have an opportunity to take advantage
of hupothecary crediting.

At the end of the session the Head of the Government gave brief
clarification concerning personnel changes. In particular, in view
of the appointment of the Minister of Finance S.Tevosyan both Vice
Prime Minister it was noted, that it is preconditioned by complicated
financial and economic situation: "We are at the verge of force majeure
situation and we are in pressing need of realization of purposeful
financial management", A.Haroutyunyan stated. He had instructed heads
of state departments to do only paramount expenses, being guided with
regime of economy during the forthcoming 4-5 months.

The Prime Minister Expressed gratitude to A.Tsatryan for the work
executed at the post of Vice Prime Minister.

* * * Outright after completion of the session, the Prime Minister
A.Haroutyunyan had convoked a conference with heads of regional
administrations and A.Tsaturyan’s participation. The Prime Minister
had instructed those present to thorough study of new agricultural
programmes adopted by the Government recently and to realize
large scale activities among the rural population strengthening
operative management in communities. Criticizing the work of regional
administrations, A.Haroutyunyan demanded that works with land users
be activated: it is necessary to cultivate more arable lands and to
receive more crops.

At the conference, the Minister of Agriculture had announced data
about forthcoming spring sowing. It was noted that serious state
assistance will be rendered to those, cultivating spring sowing
cultures, in particular, maize. The problem of frost and hail-bitten
vineyards was touched upon as well: it was resolved to exempt their
owners from rent payments for a one year period and to render them
interest-free credits within a two year term.

The problem of management of Banadzor and Kovsakan sub regions
(Kashatagh region) was also touched upon, the form and order of the
responsible persons’ works’ organization were specified. In 2009 300
mln drams are foreseen for sub regional programmes.

The problem of village communities’ replenishment with agricultural
staff was also discussed. This year the Government anticipates
involving about 80 specialists into the sphere’s activity. They will
be examined and retrained.

The Prime Minister informed the participants of the conference that
by the end of the year the Government will also start cattle-breeding
crediting.

President Abdullah Gül has said he is "ashamed on behalf of
humanity" because of Israel’s offensive against the Gaza Strip. "I
feel ashamed on behalf of humanity about what’s happening. I feel
sadness about the world’s silence and inability to secure a cease-fire
in an environment where so many children have died," Gül said
in Ankara.

Gül also expressed that Turkey has made "great efforts" to
elicit a cease-fire. "Turkey has acted proactively as if these things
would happen, but unfortunately they could not be prevented," he
said. "Everyone should help to bring about a cease-fire. There would
be great instability if the current situation goes on. That
instability would be carried on to later generations."

The president said Turkey is doing everything it can on both a
regional and United Nations level, in addition to helping transfer
humanitarian aid to Gaza. "The situation is dangerous. All positive
developments, from the Annapolis Conference to all the others,
suddenly turned out to be useless. They have been destroyed," he said.

is much for the new American administration to do," he said. "From
Afghanistan to Africa and Iraq, the underlying cause of the crisis in
the world stems from Palestine."

He recalled Israel’s attack on Beirut in 2006. "Such pains cannot be
repeated every two years. Are we going to have something like this in
two years? Neither the region nor the world can carry that weight."

ErdoÄ?an: Lo teer tsakh

Prime Minister Recep Tayyip ErdoÄ?an told Israel "not to kill"
after Israeli forces shelled the UN headquarters in the Gaza Strip on
Thursday, engulfing the compound in fire.

Reading from the Old Testament, ErdoÄ?an recited the sixth of
the Ten Commandments:

"In English ‘You shall not kill,’ in Hebrew ‘Lo teer tsakh’." Calling
Israel’s recent attack against a UN building, "defying the world and
mocking the world," ErdoÄ?an asked, "How can such a country
defying UN Security Council resolutions enter the doors of the UN?"

Speaking at his Justice and Development Party’s (AK Party)
headquarters in Ankara, ErdoÄ?an added that 10 wounded
Palestinians from Gaza were brought to Turkey and that he had visited
them. "Our Palestinians brothers are living under the threat of
phosphorus bombs. We have a young woman who lost her 1-month-old
baby. Nine people from her family have been martyred so far. But she
told us, ‘Even if we don’t receive any food aid, we would take our
nourishment from the leaves of the trees and would continue our
struggle to the end’."

ErdoÄ?an also stressed that Israeli soldiers target civilians
rather than military command centers. "Israel hit the Palestine Red
Crescent’s hospital, a UN refugees’ building and a building where
members of the media were staying. How can we explain that? Even wars
have to follow rules," he said.

The prime minister also claimed that the world’s media is under the
control of Israel. "If they broadcast or published objectively, then
the issue would be seen from a different viewpoint [around the world],
but everyone is silent in the face of this mercilessness."

Another point ErdoÄ?an made was about the silence of the Islamic
world, the United Nations and the European Union. He said he would
voice his opinion about the issue during his visit to Brussels on
Jan. 18-19.

"So far Israel has not complied with about 100 UN resolutions. They
are used to it," he said.

Recalling that anti-Semitism is a crime against humanity, he mentioned
that Jews had been "welcomed" in Turkey five centuries ago even though
they had not been welcomed in Europe.

He also referred to a recent event in which members of the Federation
of Osman Gazi Cultural Associations posed with placards on which they
had written "No Jews or Armenians allowed here" and "Dogs allowed,"
apparently in response to the ongoing Israeli military offensive in
Gaza.

"Everyone who is under the flag of this country is our first-class
citizen. The Jewish citizens in my country have an honorable stance on
this issue. All minorities, Armenians, Jewish people, Greeks and
Christians are under the protection of the Turkish Republic and the
government. It is not correct to emotionally attack such citizens of
our country."

In the meantime, Foreign Minister Ali Babacan, who returned to Turkey
yesterday after completing a tour to Balkan countries, also directed
criticisms at Israel for its ongoing assaults on Gaza. "Israel needs
to see the red light from some countries," he said, adding that the
priority issue for Turkey was the maintenance of a cease-fire in the
region. "Everyone should see there is not even a single minute which
can be lost [to act for Gaza]. Israel needs to get this message from
some countries."

BEIJING, JANUARY 15, NOYAN TAPAN. The Armenian ambassador to China
Armen Sargsyan on January 15 presented his credentials to the President
of the People’s Republic of China Hu Jintao. During a talk following
the ceremony of presentation of credentials, the interlocutors
exchanged ideas on the current state and the development prospects
of bilateral relations.

According to a press release of the RA MFA Press and Information
Department, the Chinese president asked to convey his good wishes to
the president of Armenia. Speaking about Serzh Sargsyan’s invitation
to visit Armenia, Hu Jintao said that he accepts it with gratitude.

Wishing success to Armen Sargsyan, Hu Jintao stated the Armenian
ambassador will receive every possible assistance of the Chinese
government during his mission of strengthening and deepening the
bilateral relations.

How real are Europe’s hopes for natural gas diversification?

SIGNING UP: The contract with the sixth company joining the Nabucco gas
pipeline project, Germany’s RWE Group was signed on February 5 2008
in Austria. Five companies that are already part of the Nabucco Gas
Pipeline International have now accepted a sixth partner, who will have
an equal stake in the pipeline. The other members of the consortium
are Turkey’s Botas, Bulgaria’s Bulgargaz, Transgaz of Romania,
Hungary’s Mo and Austria’s OMV Gas. Signatures under the document put,

Turkish Energy Minister Hilmi Guler, Austrian Economy and Labour
Minister Martin Bartenstein, Romanian Economy and Finance Minister

ReutersPlans for gas diversification, backed by Europe and by the
United States, are, theoretically at least, the only way to ensure
constant, reliable and cheaper energy supply for the continent and
Bulgaria in particular. Europe wants to reduce its dependence on the
140bcm (billion cubic metres) of gas it currently receives from Russia.

The idea is to build a new pipeline, which is not controlled by
Gazprom, the Russian monopolistic company that already controls 145
000km of gas delivery systems. The new pipeline would be built on
the strategic stretch between Russia and Iran, the two countries with
the world’s largest reserves of gas, to central Europe. "If we have
a dominant company like Gazprom trying to influence all inroads of
gas to Europe, we need to develop an alternative to the supply of gas
from Russia," says a senior European Commission official involved in
energy policy. Given the worsening fallout from the Russia-Ukraine
dispute, as well as the impact of last August’s Russia-Georgia war
on Caspian energy security, the Europeans are trying to accelerate
the Nabucco plans.

"We have good reason to believe that Nabucco will fly," says Reinhard
Mitschek, executive manager of the Nabucco consortium as quoted by
the Guardian.

The Nabucco pipeline project, however, appears fundamentally flawed
from the outset. "This is an attempt at reverse engineering in
pipeline development," said a senior industry source. The worry
is that before countries commit themselves to ivesting billions in
building a complex pipeline network and installation, they have to
find the resources first, or in this particular case – the gas –
and then build the pipeline. With Nabucco it is the other way around.

Pierre Noel, an energy analyst at the European Council on Foreign
Relations, claims that the concept is flawed because it is ludicrous
to imagine that once you build a pipeline over a land that has little
or no resources, the gas will start to flow. Yet this appears to be
what Brussels is counting on – the one feasible alternative route of
gas diversification that will save Europe from the monopoly of Gazprom
and the new potent Russia that has been using its vast supplies of
energy as a means of policy making.

Nabucco was originally planned to transport natural gas from Turkey
to Austria, via Bulgaria, Romania, and Hungary, running from Erzurum
in Turkey to Baumgarten an der March, a major natural gas hub in
Austria. This pipeline is a diversion from the current methods
of importing natural gas solely from Russia which exposes EC to
dependence on the Kremlin and the whim of its practices. The project
is backed by the European Union and the United States. The Americans,
in particular, have always insisted that Europe – and particularly
Bulgaria – ought to diversify their supply and not rely solely on
one source. According to Eurasianet.com, the pipeline will connect
Erzurum with the Tabriz-Erzurum pipeline, and with the South Caucasus
Pipeline, connecting Nabucco Pipeline with the planned Trans-Caspian
Gas Pipeline.

Construction of the pipeline has been postponed many times, principally
because it appears to be a highly risky business calculation. From
2008 it has been forced back to 2010, and this, of course, is far
from certain. It is estimated to cost eight billion euro. Brussels
has already spent millions of euro on research for a pipeline from
Turkey’s eastern border through Bulgaria, Romania, and Hungary into
Baumgarten on Austria’s border with Slovakia.

The paramount question remains: is Nabucco worth all the effort?: "The
most important issue regarding this project is to obtain enough gas,"
said Elmar Mammadyarov, Azerbaijan’s foreign minister, as quoted by

Bulgar ian President Georgi Purvanov has been one of the main
campaigners for the Nabucco project despite the opposition’s claims
that he has had Russia’s South Stream project as a priority.

The end of 2008 saw Purvanov visiting several countries that could
potentially provide natural gas supplies for Nabucco. On December
19 he paid a visit to Turkmenistan where, on conferring with his
counterpart Gurbanguly Berdimuhamedow, he said that Bulgaria was
ready to buy two billion cu m of natural gas from the country every
year. Turkmenistan has the world’s fifth-largest reserves of natural
gas and only its underdeveloped pipeline infrastructure prevents it
from being a more important player on the global market.

On December 4 Minister of Economy and Energy Petar Dimitrov met
Egyptian petrol minister Sameh Fahmi to negotiate the supply of one
billion cu m of natural gas from Egypt after 2011. The supply will be
made feasible via pipelines running through Greece, Turkey and Italy,
although an alternative route is also possible through the Nabucco gas
pipeline. In January 2009 Bulgarian Prime Minister Sergei Stanishev
will visit Egypt where he will complete and sign a memorandum of
co-operation with Egypt – specifically in the sphere of energy.

Earlier in 2008 Bulgaria had sealed gas supply deals with Azerbaijan
and Uzbekistan.

Hayastan All Armenian Fund Office To Be Opened In Stepanakert

HAYASTAN ALL ARMENIAN FUND OFFICE TO BE OPENED IN STEPANAKERT

The Hayastan Fund’s Acting Executive Director Ara Vardanyan and the
Executive Director of the Armenia Fund U.S. Western Region Sarkis
Kotanjian are in Karabakh with a three-day working visit.

During their visit they had meetings with Nagorno-Karabakh President
Bako Sahakyan, Prime-Minister Araik Harutyunyan, Urban Development
Minister Anahit Vardanyan and discussed details of the official
opening of the Fund’s office. The office will be located in the
Government building and be headed by Valeri Ghazaryan. The office
will be officially opened in a month.

Ara Vardanyan pointed out: "A permanent office in Stepanakert will
undoubtedly ensure a more efficient project and resource management."

"It is alltogether logical that an office is being established in
Nagorno-Karabakh Republic. It is in line with the overall startegy
of the Hayastan All Armenian Fund to always improve construction
management and quality control measures", says Sarkis Kotanjian,
Executive Director of the Armenia Fund U.S. Western Region.

The current projects and further activities were also discussed. The
Hayastan Fund management visited the Stepanakert School N11
construction of which is currently in process.
