(Sweden).

YEREVAN, FEBRUARY 3, NOYAN TAPAN. The RA Ministry of Nature Protection
completely implemented the envisaged programs in 2008. However, as
the minister Aram Harutyunian stated in the annual report submitted to
the prime minister Tigran Sargsyan on February 3, the implementation
of some measures was delayed due to structural changes.

By the ministry’s report, in 2008 the total amount of nature
protection and nature use payments made 4,741.7 mln drams (about
15.3 mln USD). Checks of 1,642 economic entities were conducted,
with 1,535 violations being revealed. 208 acts on actual amounts
of nature protection and nature use payments were submitted to tax
bodies. The State Nature Protection Inspection sent 22 materials to
the prosecutor’s office, 189 suits to courts for examination.

T. Sargsyan explained that in connection with structural changes
made at the Ministry of Nature Protection, there was a necessity to
clarify a number of measures on efficient use of natural resources
with the Ministry of Energy and Natural Resources.

The prime minister said that the RA State Revenue Committee has
some questions about nature protection and nature use payments, in
particular about provision of information on conducted checks and
measurements. In his words, the tax bodies should have an opportunity
to calculate precisely the sums paid by economic entities. "Mines not
shown on maps are often operated, that is, we grant licences for one
area, whereas in reality mines are operated in other areas, which does
not allow tax bodies to calculate precisely the revenues received,"
the prime minister noted, adding that this year the ministry will
pay special attention to the operation of unregistered mines.

Yerevan – APA. Deputy chief of police of Armenia Gevork Mherian was
killed. APA reports that he was shot dead outside his house in the
Kievyan street.

Investigation is being carried out on the site. Russian media reports
quoting the witnesses that Mherian was killed by a hired killer.

Gevork Mherian was appointed deputy chief of Armenian police under
the order of Serzh Sarkisian in July last year. Before, he had been
Armenian president’s advisor.

Hayastan All Armenian Fund Acting Executive Director Ara Vardanyan Visits
Islamic Republic of Iran

Yerevan, February 3, 2009 – Hayastan Fund Acting Executive Director Ara
Vardanyan left for the Islamic Republic of Iran with a two-day working
visit. The purpose of the visit is to discuss possibilities of establishing
a Fund local committee in Iran. The trip was organized with the support of
the Armenian Embassy in Iran, as well as Chairman of the Armenian Council of
Tehran Aida Avanesyan.

Meetings are scheduled with the Armenian Ambassador to Iran Karen Nazaryan,
primate of the Armenian diocese of Tehran Archbishop Sepuh Sargsian,
management of the Ararat Sport Center in Tehran, and representatives of the
Armenian cultural NGOs in Iran.

Ara Vardanyan believes that foundation of a local committee in Iran will
make the already established rapport between the Fund and the Armenian
community in Iran even more efficient.

There are around 100,000 Armenians living in Iran currently. Thanks to their
sponsorship a number of projects were implemented in Shvanizor, Alvank and
Nrnadzor villages of Megry region, Armenia.

ATP Organizes ‘Tree City Armenia’ Competition in Six Rural Villages

YEREVAN–Armenia Tree Project (ATP) initiated a "Tree City Armenia"
competition to encourage the care of decorative and fruit trees planted in
six villages in the Kotayk, Armavir, and Aragatsotn regions. The competition
was proposed by ATP Executive Committee member Moorad Mooradian and modeled
after the Tree City USA program of the Arbor Day Foundation.

After assessing the needs and conditions in Artashar, Irind, Karmrashen, Nor
Artamet, Tsakhunk, and Zoravan, ATP began partnering with families in the
villages by planting decorative and fruit trees at dozens of community
sites. The program was designed to encourage the villages to grow and
nurture the ATP trees, in competition with one another to achieve the best
results.

Several fruit trees were distributed to each family in 2007 and two more
trees were given to each family in 2008. The participating villages achieved
remarkable survival rates of 96-98 percent, which serves as an example for
other villages and communities to follow in the future.

After visiting the planting sites to monitor the results, the winners of the
"Tree City Armenia" competition were announced during a ceremony at the ATP
office in Yerevan on December 11, 2008.

ATP Community Tree Planting program manager Anahit Gharibyan opened the
program with a heartfelt welcoming speech, during which she emphasized the
important role of the participating communities in developing Armenia and
building a better future for the next generations. "Since these communities
achieved such unexpectedly high results, we decided to rejuvenate the
orchards by providing more new fruit trees," stated Gharibyan. "It was
difficult for ATP to decide which village would take first prize because all
of the communities took exceptional care of the trees."

ATP Yerevan Director Mher Sadoyan congratulated the community leaders from
the winning villages and pledged to continue working with them in 2009. "We
would like to continue our collaboration by aiding those communities with
the fewest resources, especially by greening public sites," said Sadoyan.

The first prize went to the head of Artashar Village in Armavir, which
achieved a seedling survival rate of 98 percent. "Artashar has a population
of 1,800 and unfortunately the standard of living is not very high,"
explained Mayor Manvel Ohanian. "Growing trees seemed impossible, so we are
thankful to ATP for establishing a community tree planting program here. All
of our residents did their best to take care of the trees, so I am very
proud to receive this wonderful prize. It belongs to every family and every
single resident who grew beautiful trees on barren land. Personally for me
this moment is very exciting and inspiring."

All six contestants received Certificates of Excellence for their work in
re-greening their communities while also advancing socio-economic growth in
their regions. All of the village sites are now ready for sponsorship by ATP
donors, since they have become models for further investment.

Since 2004, ATP’s CTP program has been collaborating with 15 villages and
5,572 families have received apricot, wild apple, peach, and pear trees. In
2008, residents at 115 sites in Armenia with trees planted by ATP benefited
from a harvest of more than 500,000 pounds of fresh fruit. Already 19,458
trees have been planted by 1,620 families as part of ATP’s "Tree City
Armenia" program.

Since 1994, Armenia Tree Project has planted and restored more than
2,500,000 trees and created hundreds of jobs for impoverished Armenians in
tree-regeneration programs. The organization’s three tiered initiatives are
tree planting, community development to reduce poverty and promote
self-sufficiency, and environmental education to protect Armenia’s precious

be certainly settled with the support of international community,
considers Greek ambassador Ioannis A. Metaksas.

"This year Greece chairs in the OSCE and in this sense we back
efforts of the OSCE Minsk Group. I consider that the conflict should
be settled between the two countries and of course with assistance
of international community. Greece is faithful to international legal
principles and backs principle of territorial integrity of countries,"
the ambassador said.

Nagorno Garabagh conflict between Armenia and Azerbaijan started in
1988. Following the conflict 20% of Azerbaijani territory has been
occupied by Armenia and around 1 million of people became refugees
and IDPs.

during night of February 1 and 2, reports the press service of the
Nagorno Karabakh Defense Ministry.

In particular, NKR fronts in Horadiz, Kurapatkino, Talish and
Gyulistan have been shoot. The front officers of NKR took appropriate
measures. No officer from Defense Minsitry suffered.

Cooperation Platform is impossible, with the Nagorno Karabakh conflict
unresolved, a senior Azeri official said.

"Nevertheless, Baku supports the idea and considers the ongoing
discussions necessary. The interest of the five countries expected to
build the platform is important for its implementation," Araz Azimov,
the Azerbaijani Deputy Foreign Minister told a conference in Istanbul,
AzerTac news agency reports.

Turkish Prime Minsiter Recep Tayyip Erdogan offered formation of a
Caucasus Stability and Cooperation Platform after the hostilities
in South Ossetia in August 2008. The initiative is supposed to unite
Armenia, Turkey, Azerbaijan, Russia and Georgia.

Nermin DURMAZ (JTW) – Turkey’s attitude to Cast Lead operation
caused disappointment in Israel, Zeev Elkin, a Likud party
member said. According to the Pan-Armenian.net site Elkin said
"Ankara’s position has proved inevitability of the Armenian Genocide
recognition. As to a Knesset resolution, the new parliament will
start work on February 24 and Likud party stands a good chance to
head it. We did not recognize the Armenian Genocide, and instead of
support Turkey, we received harsh criticism from Turkey."

Israel’s deputy foreign minister even said "Erdogan says that
genocide is taking place in Gaza. We [Israel] will then recognize the
Armenian-related events as genocide" although Mr. Erdogan has never
used the word of genocide for the Israeli attacks against Gaza.

Turkey has strongly criticized the Cast Lead operation Israel launched
in Gaza. In Gaza Operation more than 400 Palestinian children were
killed by the Israeli troops.

Mr. Elkin’s call to recognize the Armenian claims caused great
reaction in Turkey. Some of the nationalist papers called Israeli MP
Zeev Elkin as "blackmailer".

Assoc. Prof. Dr. Sedat Laciner said "the recent shift in Israel’s
policy towards Turkey is not ethical. Israel has not supported
Armenian claims till now. If they start to change their pro-Turkish
Armenian policies due to the Gaza critics, they cannot explain the
reason of this change". Laciner further argued that the Israeli and
Jewish support for Turkish position should not be exaggerated because
the Jewish support for Turkey in the Congress has decreased too much
last year:

"We saw last year that many Jewish parliamentarians did support the
Armenian lobby. The Jewish support never solved the Armenian issue in
Turkish-American relations and the Armenian problem became a political
card which has been used against Turkey like a blackmail instrument."
