‘LITTLE MUBARIZ’ TO WAR AGAINST ARMENIA AND HAS ALREADY SECURED HIMSELF

ArmInfo. ‘Every sensible person both inside and outside Azerbaijan is
aware of President Ilham Aliyev’s big authority in the country. Aliyev
has all the resources for succession of power without any referendum
of amendments to the Constitution’, Head of the Center of Political
Innovations and Technologies of Azerbaijan Mubariz Ahmedoghlu said.

Casting no doubt on the words of a little mubariz (little as compared
to his master), we will try to reveal their meaning. Indeed, Ilham
Aliyev really has enough resources since over the years of governing
over Azerbaijan the father of the Azerbaijani nation has accumulated
enough resources. Little mubariz is right also when he says that
Aliyev-junior needs no referendum for ‘succession of power’. The
resources he has accumulated selling oil and gas that belong to the
whole ‘prospering’ nation of Azerbaijan, will easily ensure succession
of power not only to him but also to his successor.

However, it is noteworthy that emblazing his master little mubariz even
urges Azerbaijanis to search for ‘positive sides’ of the referendum.

He is sure that since the origination of the conflict, Azerbaijan
has passed a long political way to the international recognition
of its rights for Nagorny Karabakh. Nevertheless, mubariz says that
with strengthening its international positions and refusing fr om the
previous principles and making new and more radical demands for release
of its lands, Azerbaijan is gaining big dividends in this issue.

We will agree to his words and let mubariz personally search for
‘positive sides’ of the everlasting governance by Aliyev. Azerbaijan
really refuses from its own principles putting forward new absurd
demands and claims to Karabakh land. Given the unscrupulousness and
huckster’s nature of the Azerbaijani authorities, this should not
surprise anyone especially one of their brilliant representatives,
mubariz.

‘Azerbaijan has applied to the UN. Our country asks permission to
launch military actions to release the occupied territories. This
application is necessary to prevent any ‘seize upon us’ by the
super powers in case Azerbaijan begins settling Karabakh conflict
by force. Our country has secured itself. President of Azerbaijan
intends to give the final resolution to the Karabakh conflict and
return all the lands occupied by Armenians.

Here is the long-term outlook of the constitutional amendments’,
thus mubariz spoke.

Despite the feeble mind of the little mubariz, his calls on the
Azerbaijanis is clear i.e. let’s give Aliyev an opportunity to
govern until death and he will unleash a new war against peaceful
population of Karabakh. However, the ‘voice of Aliyev’ forgot to
inform Azerbaijanis that in this new war, which has been unfair from
the20very beginning, they will be the first to lay down their lives
but not he, little mubariz, since his role is small – just to prophesy,
if not to say more precisely.

Judge in the "case of seven," Mnatsakan Martirosyan, made another
unexpected decision today. He rejected defendant Sasun Michaelyan’s
application on the revocation of the service of lawyer Hovik Arsenyan.

At today’s hearing, Mr. Arsenyan was absent from the courtroom and
Judge Martirosyan recessed the court for three hours in order for
the lawyer to show up, claiming that during a sanction the services
of a lawyer cannot be revoked.

"Why not to summon Hovik Arsenyan and make him represent Michaelyan’s
interests forcibly?" was heard in the courtroom.

The prosecutor in the case, Koryun Piloyan, announced that Michaelyan’s
application cannot result in the sitting termination as the respondents
carry out collective protection at the same time representing the
interests of the victims. Thus, Koryun Piloyan confirmed that the
interests of the respondents and the offended party – relatives of
the victims – coincide.

Remind that during the previous court hearing Hovik Arsenyan announced
that Sasun Michaelyan was going to revoke his services as he was
unable to defend the client’s interests properly.

The Judge announced that both the defendant and the lawyer must be
present during the discussion of Michaelyan’s application.

The court sitting continues at 4:30 p.m.

Reports about prime minister Sargsian’s resignation untrue – official

Armenian Prime Minister Tigran Sargsian did not file a letter of
resignation, Armenian Presidential press secretary Samvel Farmanian
told Interfax on Tuesday.

"The information that the prime minister and his team filed a letter
of resignation is false and untrue," Farmanian said.

Several Armenian media outlets, citing their own sources, said earlier
that the Armenian prime minister and the finance and economic
ministers filed letters of resignation. According to those reports,
the letters are currently being discussed at the highest governmental
level, and an official statement will follow shortly.

The prime minister’s upcoming resignation has been the subject of
rumors for several days now.

The Armenian prime minister’s press secretary, Diana Mnatsakanian,
told Interfax earlier that Sargsian is not planning to resign.

"The prime minister is not going to resign. He said: "Not a chance","
the press secretary said.

YEREVAN, March 6. /ARKA/. Armenia made a right choice returning to the
policy of floating exchange rate, but the changes should have been
better covered, said Prof. Dmitry Sorokin, first deputy director of
the Economy Institute, RAN (Russian Academy of Sciences).

The expert said Armenia has always followed the floating exchange
rate policy, adding it was strange to hear the country had shifted
to that policy.

"Overall, the policy is efficacious for Armenia with $3bln imports
and $1mln exports," Sorokin said.

In contrast to Russia, the situation in Armenia changed abruptly,
with economic criteria and other factors playing a crucial role,
according to the Russian expert.

"It is difficult to say whether the country needed gradual or abrupt
changes. However, any change must be explained to public. Neither
Russia, nor Armenia explained the situation to people," Sorokin said,
pointing out poor coverage of the situation both in Armenia and Russia.

During the Tuesday special session, the CBA Board decided to return to
the floating exchange rate policy, in view of the ongoing aggravation
of trade conditions and the global financial and economic crisis,
as well as the slowdown in capital inflow.

With the Armenian dram devaluating sharply due to the retrieval of
the CBA floating exchange rate policy, the U.S. dollar exchange rate
this year is expected to range from AMD 360 to AMD 380 per $1.

ISTANBUL – Former soldiers and diplomats say recognition of the Kurdish
social and cultural identity and constructive relations with northern
Iraq should be cornerstones of a strategy to end domestic terrorism
and secure the unity of the Turkish state

The genuine recognition of Kurdish cultural identity is a means to
stop terrorism by the PKK, according to a group of former soldiers
and diplomats. They have also called for positive engagement with
the Kurdish administration in northern Iraq.

Bilge Adamlar Stratejik AraÅ~_tırmalar Merkezi, or BİLGESAM, (Wise
Men’s Center for Strategic Studies) a think tank formed by retired
soldiers, ambassadors and academics, released a report yesterday on
Turkey’s current situation and future challenges.

Penned by retired Ambassador İlter Turkmen, a former minister
of foreign affairs, the report identified the Kurdish problem as
Turkey’s main challenge. "For years, there has been an avoidance of
a realistic prognosis to the problem and a continuing belief that
the only problem is PKK terrorism supported from outside," read the
report. "Total or near total elimination of terrorism necessitates
an immediate implementation of a series of economic, social, cultural
and psychological measures based on a political vision."

While identifying the unity of the state as the main element of that
vision, the report emphasized that the implementation of regional
economic and social projects did not contradict with the unitary
nature of the state.

Resolution of the Kurdish problem within the unity of the state depends
on genuine recognition of the problem, according to the report, which
called for the elimination of the obstacles in implementing Kurdish
language use. "Although the legal framework has changed forbidding
the use of Kurdish, the ban continues as far as implementation is
concerned," read the report.

The think tank report endorsed Salim DerviÅ~_oglu, former commander of
maritime forces, and Sönmez Köksal, former chief of Intelligence,
who called for the following: Administrative rules preventing the
use of Kurdish outside of official meetings or talks should end.

Where there is such a demand there should be Kurdish language courses.

Kurdish Institutes should be allowed to operate.

The report also argued for the merit of having ethnic parties in the
parliament with the implication that it will be wrong to close the
pro Kurdish Democrtatic Society Party.

Relations with Northern Iraq

The report emphasized that it would be unrealistic to ignore the entity
in northern Iraq while dealing with the domestic Kurdish problem. "It
should not come as a surprise that the emergence near our border of a
half-independent Kurdish administration with rich natural resources
will have an effect on developments in Turkey," read the report,
calling for a more constructive, rather than confrontational,
relationship with the Kurdish administration in northern Iraq.

As long as PKK terrorism continues it will be rather difficult to
avoid tension in relations and it would be unrealistic to expect a
massive military intervention in the Kurdish Regional Administration
to finish off the PKK, the report said. "For this reason, relations
with the region should be pursued on two tracks, cooperation and
security," read the report.

"It is not easy to foresee whether the entity in northern Iraq will
achieve independence. Independence looks quiet difficult. But it
will be more autonomous," said Turkmen at the press conference to
introduce the report. "Many countries are starting to have relations
with northern Iraq. Several countries, Iran among them, have a
consulate in Arbil, whereas Turkey has no diplomatic representation
in that city. It is clear that Turkey has still not determined a
clear strategy," he said.

On the issue of the Armenian claims of genocide, the report calls for
the creation of an environment in which the problem can be pushed to
the background over time.

Turkmen said Armenians will not stop their claims of genocide and there
is no possibility for the Turkish side to directly or indirectly accept
those claims. While the report called for concrete development on the
process of reconciliation between Turkey and Armenia before April,
it also called for avoiding parallelism between history and the state,
instead focusing on more pluralism in history.

Although BİLGESAM brings together a group of former soldiers and
ambassadors with prominent academics, Dr. Atillan Sandıklı, the
president of the think tank, himself a former soldier, emphasized the
independence of the organization. Salim DerviÅ~_oglu, the president
of the advisory board, also a former soldier, said BİLGESAM was not
close to any political party and that it did not act on the behest
of any institution. Sandıklı said, businessmen were sponsoring the
activities of BİLGESAM.

transfer to the floating exchange rate policy and were forming their
activity programs accordingly, RA Prime Minister Tigran Sargsyan
stated.

The country’s government support to entrepreneurs providing means
for overcoming temporary difficulties. "The preference is given to
the companies offering multiple job opportunities, with significant
export potential and good market for their production," he stated,
adding that the situation room has been set up to consider dozens of
business programs and their possible financing.

Commenting on current economic situation, Sargsyan noted that he is
rather optimistic about the future, citing statements of WB experts
on the positive aspects of Armenian economy, conditioned by effective
of macroeconomic policy , low external debt and financial sector
stability.

ANKARA: What Is The West Moving Away From?

WHAT IS THE WEST MOVING AWAY FROM?

The Zaman daily’s Paris correspondent Ali İhsan Aydın recently
reported an interesting piece of news from Paris: Aymeric Chauprade,
an academic, was fired because his interpretation of the Sept. 11
attacks diverged from the generally accepted account of what happened.

As you may know, a variety of opinions still exists on what happened
during the terrorist attack on the twin towers in New York City on
Sept. 11. In his book, the French academic implied that the Sept. 11
incident might be a conspiracy plotted and sponsored by Israel and
the US; because of this, he was fired from the French Joint Defense
College (Collège interarmées de défense), where he had been working
for years.

Chauprade, who was working at the Joint Defense College as an
expert on geopolitics, evaluated counterarguments suggesting that
the Sept. 11 attacks might have been plotted by the Israeli and
American authorities rather than the al-Qaeda terrorist organization
in his book "Chronique du choc des civilisations" (Chronicle of the
Clash of Civilizations). Before the publication of the book, French
Defense Minister Hervé Morin asked for Chauprade’s removal from
his job at the Joint Defense College. Saying the author was trying
to present Sept. 11 as an Israeli-American conspiracy and that this
was unacceptable, Morin added that Chauprade was not allowed to set
foot on the college’s campus. Even though the French academic said he
was not defending the counterarguments but only presenting them, he
further noted: "I certainly have doubts. They are based on what I have
heard from the French intelligence service." (Zaman, March 1, 2008).

It is only unusual that something like this happened in France. The
French academic was making an analysis. Based on what he heard and what
he found while conducting research, he simply stressed that there may
be other factors behind the Sept. 11 attacks. These doubts may or may
not be justified. What matters is being able to express these views,
not whether they are right or wrong. Freedom of expression is a sine
qua non in democracies. Where there isn’t freedom of expression,
it is impossible to speak of democracy.

It has extensively been discussed what views and opinions cannot be
expressed. Insults, degrading statements, inciting hatred, racism,
violence and war are out of the sphere of freedom of expression. Some
even argue that these sorts of views cannot be restricted as long as
there is no imminent threat associated with such views or opinions.

We are actually pretty familiar with what I have just said. However,
something unusual is taking place in Europe. It is as if the West
is moving away from freedom of expression and gradually embracing a
totalitarian style. This is obviously not good.

Anti-Semitism is outlawed in almost all European countries. And, of
course, this is understandable as long as there is hatred and enmity
against Jews. But where anti-Semitism starts and where it ends is
not clear. For instance, the argument that the Nazis burned 6 million
Jews in furnaces is a belief held with certainty by Jews. This is also
the universally accepted standard and opinion. If someone argues that
the actual number was smaller than this, he or she may be prevented
from exercising further "freedom of expression." For instance, if an
academic argues that 5 million instead of 6 million were murdered
and that this is also a crime of genocide, he is assumed to have
committed the crime of anti-Semitism. Because he raised a scientific
doubt with respect to this, French philosopher Roger Garaudy was
prosecuted and convicted.

Likewise, some countries define denial of the "Armenian genocide"
as a crime and initiate investigations into those who express a
different view on the matter. However, this is a controversial
issue. Turkey holds counterarguments. If someone is prosecuted
simply because he denies Armenian genocide claims considering the
Turkish theses, this cannot be properly described as freedom of
expression. Again, criticizing the sexual orientation of gays is
regarded as a crime. However, being critical of the choices of
individuals should be under protection just as these preferences are.

Even though these examples look innocent, freedom of expression
is restricted at every stage — and the West is moving toward
totalitarianism.

ISTANBUL – Collector Orlando Carlo Calumeno is creating a museum
to display his thousands of postcards, photographs and documents
dating back to the 1600s and shedding light on the rich history
of Anatolia. This Museum of the Anatolian Mosaic is opening soon
in Istanbul

Orlando Carlo Calumeno has collected 8,000 handwritten postcards;
2,500 photographs; 2,400 books, some dating back to the 1600s;
measuring devices; post-office scales; and more than 10,000 historical
documents and other ephemera, including bills and diplomasÃ’all on
Anatolian themes.

Though parts of Calumeno’s collection have been exhibited before, the
Museum of the Anatolian Mosaic he is opening to house them will be the
first of its kind in Turkey. Telling Hurriyet Daily News & Economic
Review that the museum would open soon in Istanbul, Calumeno said he
wanted to display his collection permanently because people in Turkey
do not know enough about the societies they live in together. "There
are egoist collectors who want to keep everything for themselves
[and are] not willing to share," he said. "Opening such a museum is
extremely important for refreshing the social memory."

Though his mother is Armenian and his father is Italian, Calumeno’s
family has been living in Turkey for 500 years. The family’s interest
in collecting is as old as its roots here. As a student in elementary
school, Calumeno started spending his pocket money on what would become
his collection. The postcards that he randomly bought over the years,
many bearing Armenian and Greek writing, are priceless today.

Reflections of history

Calumeno said the postcards and photographs had great historical
importance and reflected Anatolia’s historical richness. Describing
a scene in one of them, he said: "On a postcard from Sivas, dated
1909, we see two young girls playing tennis. In another postcard,
again dated 1909, there is a high-society feast in Sivas showing
people with luxury clothes and umbrellas. If there were no footnotes
on these postcards, you would think that they must have been posted
from Florence or Paris."

Calumeno said that interest in collecting postcards in Turkey started
to grow at the beginning of the 2000s. "It is not possible [now]
to gather the collection that I gathered when I was a student," he
said. "These postcards are hard to find in the market and the ones

Hundreds of his artifacts displayed in exhibitions

Some of Calumeno’s artifacts were displayed in the popular exhibitions
"Armenians in Turkey 100 Years Ago," "Sireli Yegpayrıs – My Dear
Brother," "Yadigar-I Hurriyet" and "İzmir Postcards." The hundreds
of handwritten postcards shedding light on Anatolian history drew
attention not only in Turkey, but also in many other countries,
including Armenia. Calumeno said that the process of reviewing his
collection while preparing for these exhibitions "made me see that
every part of the collection completes the other; none of them are
independent."

Along with the exhibition last year, Calumeno released a catalogue
for "Armenians in Turkey 100 Years Ago" that included a total of
750 postcards and was published in Turkish, English and German. He
is now working on a new book that he will publish in the coming
months, "Greeks in Turkey 100 Years Ago." An exhibition will open
simultaneously with publication of the book.
