Obama heading to Europe

WASHINGTON ‘ They gave him their hearts when he visited last
summer. Now, the question hanging over Europe is how much more they’ll
give Barack Obama as he returns for the first time as president of the
United States.

Obama leaves Tuesday on a whirlwind eight-day tour. He remains
enormously popular in Europe, and the throngs that greeted him last
year as a candidate are likely to grow. With first lady Michelle Obama
along, Obamas’ debut on the world stage as president already is
inspiring anticipation of the kind of rock-star reception that greeted
John and Jackie Kennedy on their first trip as first couple to Europe
in 1961.

Yet Obama also heads into his first overseas trip with grand goals –
looking to forge a coordinated global response to the economic crisis,
hoping Europe will send more of its sons and daughters to help in an
escalating war in Afghanistan, and seeking to restore international
cooperation that he thinks suffered in the years under President
George W. Bush.

That will be a tough sell. Publicly, European and world leaders will
embrace Obama. But privately, they are likely to say no to some of his
requests, most notably sending combat troops to Afghanistan, or simply
avoid the subject.

"He remains a superstar in European public opinion," said Reginald
Dale, a scholar at the Center for Strategic and International Studies,
a centrist research organization. Dale noted that Europeans have even
more trust in Obama than Americans do, according to a recent poll by
the Financial Times newspaper.

"European leaders want to be seen next to Obama, preferably with
… his arms around their shoulders and a big smile, because he’s so
popular in Europe. And nobody’s going to try and raise awkward
subjects with him."

Perhaps, but those subjects will be unavoidable as Obama heads first
to the United Kingdom, then on to France, Germany, the Czech Republic
and Turkey.

UNITED KINGDOM

His first stop will be at the G-20, a group of 19 major economic
powers, plus the European Union, meeting in London.

Obama already has been pushing them for more government spending to
stimulate the global economy, as he’s doing at home. Many European
countries, however, instead are emphasizing tougher regulation of the
financial system.

"Even the European Union itself is balking," said Nile Gardiner, a
scholar at the Heritage Foundation, a conservative research
organization. "I think we are going to see a significant transatlantic
divide emerging at the G-20 between the U.S. position of massive
stimulus spending and European opposition to that."

Prime Minister Mirek Topolanek of the Czech Republic, the current EU
president, ripped last week Obama’s free spending approach as a "road
to hell." But his own opposition party pushes for stimulus spending,
and recently it passed a vote of no confidence in his government.

FRANCE AND GERMANY

Obama next will attend a meeting of NATO in Strasbourg, France, and
Baden-Baden, Germany.

Officially, the meeting will mark the 60th anniversary of the
alliance. Unofficially, the war in Afghanistan will dominate the
meeting as the United States asks for help.

"President Obama will probably not have much luck in obtaining
additional combat forces," said Stephen Flanagan, a scholar at the
Center for Strategic and International Studies. "There just isn’t the
willingness on the part of most of the European allies to do that
right now."

CZECH REPUBLIC

In Prague, Obama will attend a meeting of the EU.

One likely topic will be the U.S. commitment to deploy a missile
defense system in the Czech Republic, as the Bush administration
proposed. Ostensibly aimed at protecting against missile launches from
Iran, the system also is seen as a defense against Russia ‘ but Moscow
sees it as an insult and a threat.

"If Obama withdraws on missile defense, which he seems to be doing,
then he is going to leave the Czech and Polish governments out there
hanging in the wind," said Dale of CSIS. "They went to great lengths
to reach agreement on … basing those facilities there, even though
their public opinions were largely against it."

One potential result: remain vaguely committed to the missile defense
while continuing a review of the policy. The challenge: doing it in a
way that assures the Czechs and Poles that they’re not being strung
along and convincing the world that the Obama administration isn’t
caving in to pressure from Russia.

TURKEY

Obama will visit Ankara and Istanbul before turning homeward.

Though this isn’t the site of Obama’s promised speech reaching out to
the Muslim world ‘ that will come later in a still-unidentified Muslim
capital ‘ Turkey is a Muslim country.

"Obama will start with a great advantage when he gets to Turkey,
because his name is not George Bush. He was extremely unpopular in
Turkey, as well as in the Islamic world," said Bulent Aliriza, the
director of the Turkey Project at CSIS.

"There’s a sense of goodwill towards the U.S. and particularly towards
President Obama … the entire Islamic world will be watching the
speech he will be making at the Turkish Grand National Assembly in
Ankara."

Also, Obama will be pressed to speak out on whether Turkey committed
genocide against Armenians from 1915 to 1923. Armenians want the
recognition; Turkey maintains the dead were victims of war, not
genocide.

As a candidate, Obama promised the recognition as he appealed for
Armenian-American support. But as president, he needs Turkish support,
for the war in Afghanistan and other issues.

The Turkish government doesn’t expect Obama to risk a diplomatic
incident by using the word "genocide." After visiting with White House
officials recently, Ahmet Davutoglu, the top foreign policy adviser to
the Turkish prime minister, said, "We don’t anticipate anything
negative."

Tashnaq MP Hagop Pakradounian on Saturday said that Tashnaq’s
alliances were `known’ and `honest.’ `If someone is expecting us to
dump General Aoun this will not happen because Tashnaq does not stab
its allies in the back,’ he said.

Pakradounian clarified that Tashnaq would announce its candidates,
rather than alliances, during a press conference that it will hold on
Sunday.

In an interview with LBC on Saturday, Pakradounian reiterated that
Tashnaq would ally with bloc leader MP Michel Aoun and MP Michel Murr
noting that `there is nothing new in the alliances.’

Pakradounian said his party’s objective was to avoid battles in
Christian regions. `We hope the decision in the Beirut I district is
in the hands of the Christian forces, and to have direct relations and
negotiations with them,’ he said.

He said his party wanted a parliamentary bloc formed from the
representatives of the broad spectrum of Armenian society, and which
would be autonomous in its political decisions and positions. `I am
not talking about centrism because there is no neutrality in
politics,’ he said.

Pakradounian said his experience with Aoun was `civilized,’ noting
that Tashnaq would nominate one supporter only throughout Lebanon. He
said the Armenian party had sometimes taken distinct positions from
the March 8 alliance, adding that it had urged Aoun to keep the Greek
Orthodox seat on his electoral list vacant for Murr.

He affirmed that Tashnaq would not vote for Aoun’s second Greek
Orthodox MP in Metn. He also said that [former Kataeb president] Karim
Pakradouni had earlier proposed his nomination `in case we need him.’
However, amid these conditions, `we will not nominate him and he is
our friend.’

The Foreign Minister of Armenia, Edward Nalbandian, received the
Ambassador of France to Armenia, Serge Smessow.

The Ambassador conveyed to Minister Nalbandian the message of the
French Foreign Minister, Bernard Kouchner.

In the message Mr. Kouchner referred to the high-level relations
between Armenia and France and regional issues.

Recalling the meeting with the Armenian Foreign Minister on March
10 and attaching importance to the Moscow Declaration signed by the
Presidents of Armenia, Russia and Azerbaijan and the declaration
adopted in Helsinki in December, 2008, Bernard Kouchner said that as
a Minsk Group Co-Chairs country, France is ready to make efforts in
the directions of peaceful resolution of the Karabakh issue.

flight has carried almost 1,000 people, reports the commercial director
of Armavia Tereza Kazaryan.

People in both cities are showing high interest in the flight. The
number of passengers is constantly growing mostly due to its transit
function. The economy class ticket costs 50 EUR, business class one –
almost 90 EUR.

Armavia planes fly to over 30 cities in Europe, Asia and the CIS.

The national football team of Armenia has a match in `Republic’
stadium named after Vazgen Sargsyan, Yerevan, on 28 March with the
football team of Estonia. The previous four meetings have not been so
successful for Armenian team, as we have been defeated. The Estonian
team is in a better condition, because they managed to gain 1 point
playing in draw with the Turkish team. We can but hope that after the
match Armenian and Estonian teams will have changed positions in the
rating table.

US lawmakers yesterday introduced a resolution commemorating the
Ottoman-era massacre of Armenians as genocide, in a move likely to
test US relations with Ankara ahead of a visit to Turkey by President
Barack Obama next month.

Adam Schiff, the California Democrat spearheading the non-binding
resolution, cited the support of 77 co-sponsors in the House of
Representatives and redoubled his call on Mr Obama to describe the
killings as genocide.

Turkish diplomats have warned the US that such a resolution could
endanger US-Turkish ties and a statement by Mr Obama would have
greater effect.

YEREVAN, March 20. /ARKA/. The construction of an oil pipeline and
oil terminal is estimated at $240-260mln, RA Minister of Energy Armen
Movsisyan told ARKA.

"The figure will be specified after the project work has been completed
in two months," he said.

The Minister said that the work is under way and field operations
will be launched this year.

"I mean the construction of platforms, transportation and pipe
welding," the Minister said.

Movsisyan pointed out that an oil refinery may form part of the
oil complex.

"The issue is regularly discussed. It will be an Armenian-Iranian JV.

The funds are being attracted from Iran provided they are returned
in the future," the Minister said.

In his earlier interviews, Minister Movsisyan stated that Armenia and
Iran reached an agreement on the construction of an oil terminal in
Yeraskh, Armenia. Petrol and diesel fuel is to be piped to Yeraskh
from Tabriz, Iran, for further distribution in Armenia.

The Gomidas Institute is pleased to announce that its London symposium,
"Remembering Adana 1909: A Hunderd Year Perspective", at the London
School of Economics on 28 March 2009 has been changed and will now
take place at Sabanci University in Istanbul on 6-7 November 2009. The
new time and venue was recently agreed and the meeting will take
place with the sponsorship of the Gomidas Institute, the Hrant Dink
Foundation and Sabanci University.

"Holding our symposium on Adana 1909 in Istanbul later on this year
was an opportunity we could not miss", said Ara Sarafian, the current
director of the Gomidas Institute.

"The Adana massacres of 1909 are part of Ottoman history and there
is already great interest to have such a meeting in Turkey. We plan
to broaden our approach with a new call for papers to encourage more
Turkish participants".

The Gomidas Institute is also launching a photographic exhibition on

YEREVAN, MARCH 18, NOYAN TAPAN. A number of National Assembly deputies
representing the coalition parties on March 17 called for an atmosphere
of tolerance at the upcoming elections of Yerevan mayor.

Member of the NA "Republican Party of Armenia" (RPA) faction,
spokesman for RPA Edward Sharmazanov said that parties rather than
individuals will compete at the elections of Yerevan’s mayor and
Council of Aldermen, and the party to win the elections will assume
responsibility for the activity of its mayor. Calling on all the
parties to engage in civilized competition, E. Sharmazanov considered
as unacceptable the propaganda conducted against "Heritage" party
after the parliamentary opposition had announced its decision not to
unite with the Armenian National Congress at the elections of mayor.

Member of "RPA" faction Armen Ashotian considered the black propaganda
against the candidate leading the RPA’s list as unacceptable (to recap,
the head of Yerevan’s Kentron community Gagik Beglarian (nickname
"Chyorny (Black) Gago") leads the list of the RPA). The deputy called
for tolerance, expressing a hope that irrespective of which party
will win the elections, the mayor’s elections "will allow overcoming
the March 1 complex".

"Prosperous Armenia" faction’s member Naira Zohrabian also called on
the political forces running in mayor’s elections to be tolerant. In
her words, the policy of "black PR" adopted by some forces may
result in an internal political propaganda war, in which there will
be no winners.

Implementing a railway project between Iran and Armenia is too
important for Yerevan, Armenian Prime Minister Tigran Sarkisyan said.

The project costs $2 billion, he said. The World Bank and Asian
Development Bank stated their readiness to finance this project,
the Iranian IRNA news agency reported.

Constructing Iran-Armenia railway will enable to transport cargos
to Armenia, Sarkisyan said. The railway will be constructed via 13
border zones, he added.

Sarkisyan said Armenia has held discussions with the Asian Development
Bank which is ready to finance the project.
