Ukraine and Georgia. According to US Vice President’s Counselor, Tony
Blinken, Joe Biden will deliver statements focusing on relations
between Ukraine and Georgia in Kiev and Tbilisi. US Vice President has
scheduled meetings with Ukrainian and Georgian leaders, as well as

Russian President Dmitry Medvedev sent his condolences to President
of Armenia Serzh Sargsyan and President of Iran Mahmoud Ahmadinejad
following the crash of a passenger aircraft.

A telegram to President of Armenia Serzh Sargsyan reads, in part:

"We were deeply saddened to hear the news that citizens of the Republic
of Armenia had lost their lives when a passenger plane crashed en
route from Tehran to Yerevan.

Please accept our deepest condolences following this tragedy, and
pass our words of sympathy and support to the families and friends
of the victims, and to all the people of Armenia."

ArmInfo. The airplane of the Caspian Airlines will carry out Yerevan-
Tehran flight today at 2:45 PM by local time sending 50 people –
family members and close ones of the died in the crash of Tu-154
plane in Iran, Head of the Civil Aviation Department of Armenia Artyom
Movsisyan said at today’s government session.

According to him, the Caspian Airlines will bear all the expenses
on sending of the relatives to Iran and their accommodation in the
local hotels. A. Movsisyan also said the list of the Armenians died
are currently specified.

As of the current data, the total number of the Armenians on board
was 36, 5 of which (3 passengers and 2 crewmembers) were citizens
of Armenia. there were 4 children among the died. Two of the three
"black boxes" have been found and will be decoded by the local
specialists. In case the "black boxes" are damaged, they will sent
to Moscow, A. Movsisyan emphasized. An insurance police at the rate
of 32,000 Euro per every died will be paid to the families of the
air crash victims.

principles at today’s news conference in Yerevan, RA MP, Heritage
Parliamentary Faction Secretary Larisa Alaverdyan emphasized that
liberated territories are initially Armenian, so ceding them is out
of question.

According to Alaverdyan, by accepting a point on NKR people’s
expression of free will, specified in Madrid principles, Armenia calls
in question the independence referendum conducted in NKR. Heritage
MP once again urged Armenia to recognize NKR’s independence to show
Armenia’s firm position on this issue.

Larisa Alaveryan stressed that the point on allocation of international
peacemaking forces poses a particular danger, as in practice, the
level of confrontation tends to grow in their presence.

BRUSSELS, Nov 5 (bdnews24.com/Reuters) – Europe’s enlargement chief
will praise Turkey’s democratic resolution of a constitutional crisis
when he unveils progress reports on candidates for EU membership on
Tuesday, but seek a new push for stalled political reforms.

Enlargement Commissioner Olli Rehn will also warn that political
problems left over from the ethnic conflicts of the 1990s are blocking
progress in several Western Balkan countries towards joining the
27-nation European Union, aides said.

Rehn is keen to stress the positive after the Turkish government
faced down a challenge from the military this year to its candidate
for president, former Islamist Abdullah Gul, and won a resounding
mandate from voters. Gul is now president.

But the report may give ammunition to Ankara’s critics by detailing
a lack of progress on freedom of expression and religion, civilian
control over the military and the rights of women, minorities including
Kurdish-speakers and trade unions.

"For the first time in four years, we don’t have a crisis in the EU
over Turkey this autumn," a European Commission official said, noting
that despite strong public scepticism on both sides, the accession
process was plodding slowly forward.

However, the official said Turkey could yet trigger fresh controversy
in the EU if it stages a military incursion against armed Turkish
Kurdish separatists operating from northern Iraq.

While fear of a further setback to its EU membership hopes may be a
factor restraining Prime Minister Tayyip Erdogan, EU officials say
domestic and regional pressures are so strong that Brussels may have
little sway on the decision.

Ankara began tortuous membership negotiations in 2005 but part of
the talks were suspended last December after it refused to open its
ports and airports to traffic from Cyprus.

French President Nicolas Sarkozy has said the populous, secular but
mostly Muslim country is not in Europe and should not join the Union,
but he has allowed its entry talks to proceed at snail’s pace in his
six months in office.

ULTIMATE BORDERS

Aides said Rehn will press Turkey to move quickly to reform article 301
of its penal code, used to prosecute journalists and intellectuals for
"insulting Turkishness", notably over the mass killings of Armenians
in 1915 as the Ottoman empire crumbled.

Foreign Minister Ali Babacan, who is also Turkey’s chief EU negotiator,
has deflected calls for swift action on this, saying a planned new
constitution will bring freedom of expression and religion into line
with European standards.

"We are saying that is not good enough. They need to move faster on
article 301, which was used to bring more prosecutions last year than
in 2005," the EU official said.

Sarkozy is delaying the extension of talks with Turkey into new
policy areas to press for an EU summit next month to create a panel of
"wise people" to consider the Europe’s long-term role, which in his
mind includes its ultimate borders.

But diplomats say supporters of enlargement such as Britain and Sweden
have made clear they will not accept any mandate that would involve
drawing final frontiers or calling into question the EU’s commitment
to Turkey’s accession.

On the Balkans, the reports will note progress in Croatia’s accession
process but urge Zagreb and other governments in the region to do
more to reform their justice systems and fight widespread corruption
and organised crime.

Rehn had hoped to have concluded first-level agreements on closer
ties with all the former Yugoslav republics, but Bosnia’s failure to
enact a key police reform and Serbia’s lack of full cooperation with
the UN war crimes tribunal have stalled both countries’ progress.

European integration process" conference was held in Yerevan today,
during which a number of experts and officials expressed their opinions
on this issue.

According to Executive Director of the International Human Development
Center Tevan Poghosyan, the Armenian authorities have a political will
for further deepening of relations with EU and integration into the
European structures. He also said changes and personnel reshuffles
will take place in the European Parliament after the election,
that, according to him, will also contribute to the development of
relations with EU. In his turn, Director General of "European Friends"
organization emphasized that the Armenian authorities should establish
a cooperation with the newly elected European parliament. He said the
European Parliament positively treats Armenia, and recalled that it
was the first among the international organizations to recognize the
Armenian Genocide.

The head of Migration Service under Armenian Territorial Administration
Ministry, Gagik Yeganyan, touched on the ‘Eastern Partnership’
programme of the European Union and said the programme is favorable
for the countries involved in it as well as for the European Union
since security at its eastern borders will be ensured.

The conference was held under the support of the Brussels
non-governmental organization ‘European friends of Armenia’, the
British Council Yerevan Office, Migration Agency under Armenian
Territorial Administration Ministry and public organization

issued by RF, US and French Presidents Dmitri Medvedev, Barack Obama
and Nicolas Sarkozy don’t differ much from statements issued within
the frameworks of various international structures, supporting MG
OSCE activities, the Chairman of Social Council for External Policy
and Security, ex-NKR Deputy Foreign Minister Masis Mailyan told a

According to him, it’s remarkable that the Presidents urge Armenian
and Azeri authorities to complete coordination of conflict settlement
principles, already published at OSCE official website.

"Basic principles published, in case they are passed and implemented,
will irreparably damage national interests of NKR and RA. Resolution,
passed at All Armenian Conference in NKR, urges Armenian authorities
not to sign the document. Ceding the territories, to which Armenia
has both legal and historical rights, will come as a strong moral
blow to Armenian people, depriving them of a will to resist," ex-NKR

population in 2011 in Armenia was made at the RA government July
9 session. According to Stepan Mnatsakanian, the Chairman of the
National Statistical Service, a special committee has been created,
which has already held its first meeting and established the schedule
of actions. He said that test census of the population will be held
before that, in 2010.

on ceasefire in the conflict zone as the party of war, Karabakh has
also a right to build its peaceful life, Georgy Petrosyan, Foreign
Minister of NKR said at a conference on Nagorno-Karabakh conflict and
Armenian-Turkish relations, PanRMENIAN.Net reports from Stepanakert.

"This fact can not be denied and it is impossible to ignore. Today,
our nation face a challenge to make NKR more democratic, economically
developed and strong country, " head of the MFA NKR said.

According to him, Stepanakert repeatedly claimed that it he had
reservations around principles and instruments, discussed in
negotiating process. "Nagorno Karabakh is not involved in these
discussions, " Georgy Petrossyan said.

He also added, that today one of the main objectives of Armenia and
Nagorno-Karabakh is to mobilize efforts.
