GLENDALE, JULY 28, NOYAN TAPAN – ARMENIANS TODAY. The launching of
Voice of Mass collection will take place at the hall of Glendale
Public Library on August 6. According to the Armenian Writers’ Union
of California, professor Oshin Keshishian and prose-writer Sargis
Vahagn will give reports.

The collection was published in 2009. Works by fifty one authors
are included in the volume. The patron of arts of the volume is the
Primate of the Western Diocese of the Armenian Apostolic Church of
North America Hovnan Derderian.

Ara Terunyan, a 35-year-old white man, was shot in the head and died on
July 22. Terunyan was shot in the 300 block of West Colorado Boulevard
in Glendale, according to the Los Angeles County coroner’s office.

Terunyan was sitting inside his sport utility vehicle across the street
from the Glendale Galleria about 11 a.m. when a gunman walked up to
the driver’s side window and fired several shots inside, Glendale
police said.

Police are still searching for the gunman. Detectives had only a
vague description of him and no motive.

"It doesn’t appear random, but we’re unsure if it’s business or
domestic related," said Sgt. Tom Lorenz of the Glendale Police
Department.

On July 27, newly appointed Ambassador of Serbia to RA Dragan
Jupanievatzi (residence Athens) handed his credentials to RA President
Serzh Sargsyan. Congratulating the Ambassador on the occasion of
assuming his post, S. Sargsyan expressed the hope that he will make
a contribution to development of bilateral relations.

Mentioning many historic-cultural communities of Armenian and Serbian
peoples and their warm attitude to each other, S. Sargsyan remembered
with gratitude that at difficult moments for the Armenian people
the Serbian people has always extended a helping hand. "We will
never forget the Jugoslavian pilots, who were going to help those
who suffered in the 1988 Spitak destructive earthquake and died in
an accident," he said.

S. Sargsyan said that the two countries have much potential of
cooperation in various spheres, and exact steps are needed for its
efficient realization. In that respect he attached much importance to
the coming official visit to Armenia by Serbian President Boris Tadic.

According to a report by the RA President’s Press Office, S. Sargsyan
and Dragan Jupanievatzi discussed issues regarding expansion of
economic and cultural contacts, completion of the legal-contractual
sphere, activization of interparliamentary contacts, and cooperation
within the framework of international structures.

On July 22, Azerbaijani President Ilham Aliyev presided over the
Cabinet of Ministers meeting on country’s socio-economic development
in the first half of 2009.

In his opening speech President Aliyev said most countries experience
serious economic problems due to the global financial crisis for
already a year. He noted that thanks to measures taken including
the ongoing reforms in recent years, the impact of the crisis
in Azerbaijan has been minimized. In the first half of the year,
gross domestic product (GDP) grew 3.6 percent and on-oil GDP grew
4.1 percent, which indicates that the future of the country less
dependent on the oil factor. In the first half of the year, social
issues were successfully addressed and programs were implemented in
this area. Rate of inflation has decreased and amounted 3.7 percent
over six months. During this period, incomes of the population
increased 19 percent and average monthly salary 15 percent.

The president noted that in the first half of 2009 Azerbaijan created
35,000 new jobs, 25,000 of which are permanent.. During this period,
the second stage of the State Program on Socio-Economic Development of
Regions was launched. Volume of credit allocated by the state for the
development of entrepreneurship was increased. Azerbaijan also met the
challenges facing them in the field of energy security and increased
oil and gas production. Now Azerbaijan is exporting gas to neighboring
countries. Sumgait and Guba power plants to be put into operation this
year will further enhance Azerbaijan’s electricity export capacity.

Noting that during the past six months programs were implemented in
the transport sector as well President Aliyev said the programs aim
to upgrade Azerbaijan’s transport infrastructure.

"In recent years we have been able to become stronger," he said and
added that the army-building was also focus of attention. "This is
evidenced by large-scale military exercises conducted last month."

President Aliyev said negotiations on the Armenia-Azerbaijan
Nagorno-Karabakh conflict is continuing. He reiterated that
Azerbaijan’s position of on this issue is unequivocal and based on
international law.

Noting Azerbaijan’s great prospects for further development, President
Ilham Aliyev said: "We act in a planned way and any issue can be
resolved in this case."

Finance Minister Samir Sharifov, Minister of Agriculture Ismet Abbasov,
Minister of Ecology and Natural Resources Huseyngulu Baghirov and
the State Customs Committee Chairman Aydin Aliyev reported to the
president about the outcome of the socio-economic development in the
first half of 2009.

Azerbaijani President Ilham Aliyev said at a governmental meeting on
socio-economic development of the country in the first half of 2009,
AzTV reported.

‘If Armenia analyzes real situation, Azerbaijan’s increased
opportunities and country’s military, economic, political ad diplomatic
achievements, this problem will be addressed as soon as possible,"
the president said.

The president said Azerbaijan army is ready to fulfill any task
successfully.

"All our efforts target one goal. That is, to restore Azerbaijan’s
territorial integrity and achieve withdrawal of forces from the
occupied lands," Aliyev said.

NAKHIJEVAN: TURKISH-AZERBAIJANI DISCREPANCIES

The recent developments in the South Caucasus round the number
of key issues sidelined not less important problems of the region,
among which the developments round the Nakhijevan Autonomous Republic
(NA) and the involvement of the external powers, and firstly Turkey,
can be mentioned.

The facts evidence that especially during the last decade Turkey
managed to ensure the considerable political and economic presence
in the NA and this should really worry Baku. The low profile of the
central Azerbaijani authorities in the issue of the activation of
the Turkish factor in the region is, perhaps, determined by the logic
of non-infringement of the brotherhood relations with Turkey and to
exclude the speculations on the Turkish-Azerbaijani discrepancies. The
fraction between Azerbaijan and Turkey on Nakhijevan, which, in its
essence, is of fundamental importance, can be classified according
to several main directions.

Demographic problems Nakhijevan, which have no land frontier with
the Republic of Azerbaijan, has appeared in a deplorable social
and economic state, due to which a vast stratum of local population
prefers to emigrate. In accordance with the unofficial figures the
population of the autonomy sank considerably because of the poor
economic conditions, endemic unemployment. According to the population
census in 1999, there were about 37020thousand people living in the
autonomy and at present that number does not exceed 150 thousand.

That problem becomes even more disturbing for the central authorities
of Azerbaijan when another topical problem comes forward – the tendency
of transformation of the demographic setting of Nakhiijevan. At the
recent period the inflow of the population, most of which are Kurds,
of the eastern regions of Turkey to the Nakhijevan Autonomy can be
observed. The new settlers from the eastern parts of Turkey integrate
to the social conditions and life of the autonomy with comparative
ease. Even more, most of them managed to buy estate there at rather
short period (and this has become rather natural thing). This
problem bothers Azerbaijani experts, who connect the tendency of
gradual transformation of the NA with the special policy of Turkey,
in the consequence of which in the near future Nakhijevan will face
the threat of Kurdishizing.

Focusing their attention mainly on the process of the Kurdishizing
of the autonomy, there are no words in the press about people of
Nakhijevan who has immigrated to Turkey and settled as a rule in Igdir
and Istanbul. The point is that Turkish party carries out serious
work with the immigrated Azerbaijanis, trying to use their presence in
the line of the activation of the Turkish factor in the autonomy. The
official Ankara, on the one hand promotes to the comparatively easy
integration o f the Azerbaijani settlers to the local social and
community life and on the other hand it promotes in any way to the
communication with their relatives who stayed in the autonomy.

Clannish struggle The absence of the land frontier with the NA has
considerably weakened, especially for the recent decade, the control of
the central authorities of Azerbaijan over the internal and external
processes in the autonomy. But not only: today it is not spoken about
the discrepancies between the authorities of the NA and the central
authorities. In the autonomy, which appeared in the enclave, all the
conditions are created for the establishment of the authoritative
and despotic order, which can be seen there today. As the people of
the autonomy mention at every turn basic human rights and freedoms
are violated but due to the pressure of the local authorities they
have no opportunity to speak about it. It is not infrequent that
the opponents of the local authorities, who openly expressed their
indignation over the established despotic order, the atmosphere of
the unfairness and the impunity, were arrested on the charges of the
espionage for Armenia.

Due to the ebbing of the influence of the central authorities on the
elite of the NA the clannish discrepancies between the centre and
the region were aggravated. It is know that the central authorities
of Azerbaijan represented by the Alievs family origin from Nakhijevan
and th ey have rather serious contradictions with the ruling clan of
the autonomy.

To preserve the control and the influence over the NA Azerbaijani
authorities tried to activate oppositional wing of the local
authorities, but they failed to achieve serious success. The "enclave"
psychology or the so called complex of the isolated co-existence also
put obstacles in the way of the rectification of the relations with
the centre.

The discrepancies between the local authorities of Nakhijevan and
the central authorities of Azerbaijan are a good reason for the
Turkish party to expand its involvement in the internal issues of
the autonomy. In recent years the official Ankara has considerably
activated the collaboration with the authorities of the autonomy
and in this connection the central authorities of Azerbaijan have
expressed their indignation repeatedly. But on the other hand the
official Ankara accepts warmly the representatives of the opposition
and average citizens. One should forget that the opponents of the
ruling elite in Nakhijevan very often are obliged to express their
concern about the desolated condition in the autonomy through the
interference and the support of the Turkish party.

Economic factor The unfavourable social and economic situation
provides to the collaboration between the Nakhijevan Autonomy and
Turkey. The absence of the land frontier considerably complicates the
communication and the turnover of the commodities20between the centre
and the region. They are mainly carried out through the territory
of Iran. The economic partnership with the neighbouring Turkey is
more profitable from technical and financial points of view. That
partnership brought to the economic dependence of Nakhijevan’s economy
on that country. The most part of the electric energy is supplied to
Nakhijevan from Turkey and the small quantity from Iran.

The factor of the neighbouring Iran is one of the important
preconditions for the deepening of the economic, as well as political
relations between the autonomy and Turkey. The problem is that Iranian
party, taking into consideration the factor of the Azerbaijanis in
Iran is wary of any activation of the Azerbaijanis in Nakhijevan and
the gaining of the political and economic weight of the Nakhijevan
Autonomy in the region.

Thus, it is logical that the Iranian party is not interested at all
in the economic development of the autonomy. Thus, the absence of
the land frontier with Azerbaijan, not very friendly relations with
Iran and the absence of any relations with another adjacent country –
Armenia, have turned the collaboration with Turkey into profitable
alternative. Turkey continues to play key role in the economic
development of the Nakhijevan Autonomy. The Turkish capital holds a
firm place in such spheres of the autonomy’s economy as transport,
services, building and tourism.

Conclusion The problem of Nakhijevan is the most contradictory part
in the brotherhood relations between Azerbaijan and Turkey. The
Nakhijevan Autonomy is still in the "information vacuum" and this
allows Turkish party acting freely in this direction.

In the recent period the rumours about the further fate of the
Nakhijevan Autonomy were activated owning to the rectification of the
relations between Armenia and Turkey. The authorities of Azerbaijan
clearly realize that the opening of the border between Armenia and
Turkey would strengthen the barrier between the Republic of Azerbaijan
and the Nakhijevan Autonomy and would provide to even more weakening of
the control and involvement of the central authorities in the internal
development of the autonomy and this would bring to the extension of
the influence of Turkey in the internal and external problems.

Baku – APA. On July 22, the Cabinet of Ministers held a large meeting
on the socio-economic results of the first half of 2009.

President of Azerbaijan Ilham Aliyev presided over the
meeting. According to APA, in his opening speech, President Aliyev
reminded about the serious economic problems in the most countries
caused by the global financial crisis and said the crisis’ impact
on Azerbaijan was minimized as a result of measures, including the
reforms carried out in the country in recent years.

GDP rose 3.6% in the first half of the year and non-oil sector growth
was 4.1%. "It shows that the future of the country less depends on
the oil factor. The solution of the social issues was successfully
developed in the first half of the year and existent program were
carried out in this field. The inflation was reduced to 3.7% in
the past six months. Cash profit of the population was raised 19%
and average monthly salary – 15% in this period".

The head of state said 35 000 new job places, including 25 000
permanent jobs, were created in Azerbaijan in the first half of
the year. The second phase of the State Program for Socio-Economic
Development of the Regions started to be carried out in this
period. The government increased resources allocated for the
development of the ownership. Azerbaijan fulfilled energy security
duties and increased oil-gas production. "Azerbaijan is exporting
the natural gas to the neighbor countries. The power stations in
Sumgayit and Guba to be put on operation this year will strengthen
Azerbaijan’s capacity for the export of electricity".

The President said the programs were carried out in the transport
sector in the past six months as well, which contributed to the
renovation of the transport infrastructure in Azerbaijan. The head of
state said the army-building was also in the focus of attention. "The
large-scale military exercises are signs of that".

The President said the negotiations over the Armenia-Azerbaijan Nagorno
Karabakh conflict were developed and Azerbaijan took univocal position
on this issue, which based on the international law.

The head of state said Azerbaijan had high development prospects. "We
are doing our work according to the plans and any issue could be
solved in this case".

Minister of Finance Samir Sharifov, Minister of Agriculture Ismet
Abbasov, Minister of Environment and Natural Resources Huseyngulu
Bagirov and Chairman of the State Customs Committee Aydin Aliyev
informed about the socio-economic results of the first half of
the year.

President Aliyev delivered a final speech at the meeting.

to blame for the hacker attacks on a number of Armenian websites.

To get some information, PanARMENIAN.Net reporter requested Arminco
technical director Grigory Saghyan to comment on the attacks.

"Hackers attack periodically but last weekend was the peak. Some
websites, including the government’s website, were cracked. Attacks
apparently came from Saudi Arabia, China and Korea," he said.

Mr. Saghyan also called on all internet users to avoid simple
passwords.

NEW YORK.- Another year has passed and we are nearing the 35th Year of
the invasion and occupation of Cyprus. It is once again time for us to
reflect our strengths and weaknesses, achievements and
disappointments. We call on people to attend the Memorial Service at
St. Demetrios in Astoria and CYPRUS¦..35 YEARS LATER, a cultural
event at the Hellenic Cultural Center (information listed below).

A Congressional Commemoration of the Cyprus Invasion and Occupation
will also be held on Capitol Hill on July 21st & 22nd. Hellenic
Communities around the world are commemorating this tragic date in
various ways.

The world has changed since 1974. The Republic of Cyprus is now a
member of the European Union. Cyprus today, is not the Cyprus of
1974. Today The Republic of Cyprus is a cosmopolitan nation. The
Speaker of the Parliament is of Armenian descent. There is a Russian
community of 20,000, a thriving Armenian and Maronite Community, and a
significant East Asian community as well. Cyprus today is bridge of
Europe to the Middle East, with a strong economy, that guarantees all
rights to all citizens.

We urge everyone to remember that the Cyprus problem is not a
bi-communal problem, it is a problem of invasion and continued
occupation. The solution of the Cyprus tragedy lies squarely with the
Turkish generals and the Turkish government. A solution cannot be
achieved without the removal of all Turkish troops and settlers, and
the return of all Cypriot citizens to their ancestral homes.

Let’s all take some time on Sunday to remember the tragic events of
July 20, 1974. To spend a few minutes in recognition of those who gave
their lives, of the missing, of the refugees, and of the enclaved. Our
children and grandchildren have grown up never seeing their family
homes. The overseas Cypriots have waged their own war against the
Turkish occupation, and we have struggled against sometimes seemingly
insurmountable forces.

Although through the years we have not been frightened off by the
success of the affluent Turkish lobby or the general indifference of
the international community, many of us have been overtaken by the
feeling of complacency. I encourage everyone to continue the fight for
justice for the Cypriot people. Some things are clearly inherently
right or wrong. And right is on the side of freedom for Cyprus!

We urge everyone to stay strong and focused on battling this great
ongoing injustice, and assure you that we will not stop, we will not
rest, until we see the removal of Turkish troops, the removal of the
illegal settlers, and return of all refugees to their homes.

We urge all individuals, to express their frustration in the way they
feel appropriate. Whether it’s writing letters to their Member of the
Senate and Congress, writing editorials, or demonstrating their
frustration outside of the Turkish embassy hosting cultural events `
everything counts, everything matters, as long as we work legally and
cohesively, as long as our efforts are united and work toward a common
strategy.

I am very happy to see the younger generation of Cypriot and Greek
Americans active in the cause for justice for Cyprus. Our younger
people may not have seen first hand the pain and violence of the war,
but their hearts and souls are tied to Cyprus and the cause of justice
and human rights.

I remind everyone that we have promises to keep and miles to go before
we sleep. We have made promises to our children, our parents and
grandparents to see a united, free Republic of Cyprus.

by Foreign Minister of Sweden Carl Bildt will arrive in Armenia on July
20.

Delegation’s meeting with President Serzh Sargsyan and Foreign Minister
Edward Nalbandian is envisaged during the visit.

As Noyan Tapan was informed by the RA Foreign Ministry Press and
Information Department, E. Nalbandian’s and C. Bildt’s meeting will
take place on July 20. Foreign Ministers’ joint press conference will
take place straight after the meeting.
