In 2007-2009, on the order of the State Committee of Real Estate
Cadastre under the NKR Government, the Geodesy and Cartography Center
of the State Committee of Real Estate Cadastre under the RA Government
compiled the NKR Atlas and prepared it for publication in the Armenian
and Russian languages.

The atlas has been recently published at the Tigran Mets publishing
office in Yerevan.

The atlas offers full historical-geographical notion of the Nagorno
Karabakh Republic. About 70 medium- and large-scale maps, texts, and
schemes comprised in the atlas introduce comprehensive information
about the formation, geographical situation, natural conditions and
resources, population, economy and culture of NKR. The atlas also
includes the geopolitical and military-political events, which played
a critical role in the historical development of the Artsakh Armenians.

The atlas is issued in 1.500 copies. Candidate of Technical Sciences
Manuk Vardanian is the chairman of the editorial commission and chief
editor of the atlas.

Today in the NA under the persuasions of the "Heritage" party in the
4th session of the 6th meeting was delayed the presentation of the
final report of the temporary commission for the 1-2 March events.

The deputies of the "Heritage" party, particularly Armen Martirosyan,
Larisa Alaverdyan and Anahit Bakhshyan reasoned the delaying of the
discussion by saying that their final report has been divided at the
beginning of the session and they didn’t have the opportunity to get
acquainted with the text of the report.

The Vice Speaker of the National Assembly Ms Arevik Petrosyan informed
that the report has been divided according to the NA regulation it
was given to the parties two hours before the session.

"Besides that I think that it is not in those two hours that the
political powers that are interested and involved in the works of
the NA temporary committee were to gat acquainted with the report
and make their own opinions.", – announced A. Petrosyan.

However, by the insistence of the "Heritage" deputies and by the NA
chairman’s persuasion the discussion of the question was delayed. The
report will be presented after the first break if the session, that
is to say at 14:30.

If the Armenian-Turkish border opens in the coming months, first and
foremost, it would be Armenia’s diplomatic victory, and secondly, from
an economic standpoint, it would change all the trading routes in the
region, stated International Crisis Group Vice-President for Europe
Alain Deletroz, in an interview with Azerbaijan news agency 1news.az.

"It is possible to create new railway lines in the region. Currently,
Armenia’s trading routes are primarily with Iran, Georgia and
Russia. But with Turkey, completely new routes will open for Armenia,
which connect with the Near East and Mediterranean Sea ports,"
added Deletroz.

In Deletroz’s words, people from the region’s countries understand
this. "Relations with Turkey is a very sensitive issue for Armenians,
due to a tragic past. Though, and Turkey, and Azerbaijan, and Georgia,
and Armenia want to live like Europeans and to one day join the
European Union."

Normalization talks between Ankara and Yerevan have worried Georgia,
an Armenian expert has said, suggesting that the government in Tbilisi
wants the border between Turkey and Armenia to remain closed.

He also said Georgia might face a territorial dispute with neighboring
Armenia because of the ethnic Armenians’ situation in the former
Soviet country, adding that the sizeable Armenian minority in
Georgia’s Samtskhe-Javakheti region would eventually demand autonomy
for themselves.

"Along with Iran, Georgia is a major transit route for Armenia to reach
the world. Seventy percent of Armenian trade is procured via Georgian
transit routes. So, Georgia wants the border to be kept shuttered,"
Haykazun Alvrstyan, a historian and researcher at the Center for
Armenian Studies, told Hurriyet Daily News & Economic Review over
the weekend. Georgia fears losing its key role in Armenia’s trade
relations, Alvrstyan said. "Another of Georgia’s fears is to see
Armenia as an alternative country for energy pipeline plans."

The closest land routes to and from Armenia run through Georgia – via
the Black Sea ports of Poti and Batumi and via the border checkpoint of
Kazbegi-Verkhny Lars on the Georgian-Russian border. The checkpoint
was closed by Russia in 2006 after relations were frozen between
Moscow and Tbilisi.

Conflict warning

Likening the situation in Georgia’s Samtskhe-Javakheti region with the
row in the self-proclaimed Nagorno-Karabakh republic in Azerbaijan,
Alvrstyan warned of a possible military conflict in the Caucasus
region.

"The Georgian government has ignored Armenian culture in the region as
it has not officially recognized the Armenian church and has banned
the Armenian language in schools," Alvrstyan said. "If mandatory
precautions are not adopted, major conflicts will be inevitable in
the region."

Ethnic Armenians are the majority in the southern Georgian region of
Samtskhe-Javakheti, making up about 54 percent of the population,
according to the 2002 census. Armenians, who share the region with
Pontian Greeks, Ossetians and Georgians, are underrepresented in all
spheres of public life, especially government, according to a 2006
report by the International Crisis Group.

Lack of dialogue between local Armenians and the national government
in Tbilisi adds to perceptions of discrimination and alienation,
and many Armenians claim they are treated as second-class citizens,
the report said.

Nagorno-Karabakh is an enclave in Azerbaijan that has been occupied
by Armenian forces since the end of a six-year conflict that left
about 30,000 people dead and displaced 1 million before a truce was
reached in 1994. Its unilateral independence is not recognized by
the international community.

Georgia was oppressing not only ethnic Armenians, but also all
minority groups in the former Soviet country, Alvrstyan said and
claimed that the government in Tbilisi was trying to assimilate the
ethnic population.

"The Ossetians and Abkhazians’ declaration of independence are
a perfect example of revolt against these assimilation efforts,"
Alvrstyan said of the separatist regions of Georgia. The rebel regions’
independence has been recognized only by Russia and its Latin American
allies, Nicaragua and Venezuela; Moscow’s decision to recognize the
region sparked outrage from the international community.

"The ethnic Armenians in the Javakheti region may want to have an
autonomous administration in near future," Alvrstyan said.

The traditional iftar (fast-breaking meal) of the Journalists and
Writers Foundation (JWF) was held at Istanbul’s Grand Cevahir Hotel
on Sunday, and representatives of the Abrahamic religions were among
the guests.

"Children of This Land" was the slogan of the dinner, referring to
the importance of solidarity and tolerance between different religions.

Starting with a concert by a musical group, the program continued with
a speech by Mustafa YeÅ~_il, the head of the GYV. YeÅ~_il complained
about the lack of dialogue between religions, despite the effects of
globalization and said: "We have had great progress in our dialogue
efforts. The prejudices have been replaced by understanding and
knowing the ‘other’ and the meaning of ‘other’ is changed to the
‘children of this land’."

Georges Marovitch, the Vatican’s representative in Istanbul
and spokesman for the leaders of Turkey’s Catholics, attended the
iftar. Commenting on the influence of Ramadan, he stated that it brings
the different religions closer together and extended his gratitude to
Fethullah Gulen, the honorary head of the foundation, for putting great
effort into establishing a dialogue platform for the various religions.

Depicting the iftar, in which representatives of different religious
leaders gathered on the same table, as paramount, Turkey’s chief rabbi,
İshak Haleva, said understanding between people would be possible if
only people listened to each other. He added, "The children of this
land were raised in this land, but they will transcend the oceans
and reach out to every corner of the world."

Gulen sent a message to the iftar, saying despite being far from
Turkey, he felt the atmosphere of Ramadan and hoped that Turkey would
overcome its problems as soon as possible.

Along with many journalists, representatives of the Greek Orthodox,
Syrian Catholic, Armenian Catholic, Armenian Orthodox and Roman
Catholic communities attended the iftar.

management body made a decision on removing Vardan Khachatryan, Movses
Aristakesyan and me,’ Heritage party’s former representative Zoya
Tadevosyan told today a news conference.

She informed journalist that before adopting the decision, management
board members had received a letter from Raffi Hovhanisyan in which
party leader expressed his intention of quitting politics.

`Allegation that Raffi still remains a party leader are false because
has quit both his party and politics,’ Zoya Tadevosyan said.

Tadevosyan was convinced that the letter gave party members a carte
blanche for adopting such decision.

Raffi Hovhannisyan resignation, she said, caused the party to split
because the name Heritage was always associated with Hovhannisyan’s
name.

Answering a PanARMENIAN.Net correspondent’s question whether expelled
party members had been informed about management board’s session, Zoya
Tadevosyan answered, `Yes, we were notified of session, but we didn’t
take part in it because we disagreed to its agenda. Moreover, we
demanded that another meeting be convened before that session, but
they didn’t do that.’

To the question concerning expelled party members’ future plans,
Tadevosyan answered that they might create a political club of
co-thinkers in cooperation with Armenian National Congress. `We will
also organize our co-thinkers’ mass expulsion from that party,’ she
said.

managing board because decision on my removal does not comply with
letter of law," former Vice Chair of "Heritage" party’s managing
board Movses Aristakesyan told a news conference in Yerevan.

The speaker finds that by making such decision board members breached
relevant clauses of the law "On Parties". Besides, Under party’s
regulations, managing board is not entitled to remove a member in
his absence, he added. "The board has absolutely no right to remove
Vardan Khachatryan, Zoya Tadevosyan and me. Such decision can be made
only during a session," Aristakesyan stressed.

Answering journalists’ question on expelled party members’ further
plans, the speaker said that they intended to apply to Justice Ministry
for having such decision recognized null and void.

normalized, Armenia cannot be considered fully independent country,
Suren Surenyants , member of the board of the "Republica" Party
told a press conference in Yerevan today. According to him, the
greatest guarantor of independence are friendly relations between
the neighboring countries.

According to Mr. Surenyants, signing of protocols between Armenia and
Turkey is one more step towards normalization and development of the
Armenian-Turkish relations. "I was rather concerned by the closed
oligarchic system, if it can go through this complicated process,"
Mr. Surenyants said.

"After signing the protocols there will be changes for the better
within the country," Mr. Surenyants said. In regard to normalization
of the Armenian-Turkish relations Mr. Surenyants stressed, that
century-old problem cannot be solved in two months.

Agdam, 11 September: Ten helicopters of Azerbaijan’s Air Force have
flied over the front-line in Fuzuli, Beylaqan, Agcabadi, Agdam,
Tartar and Goranboy districts.

According to APA’s [news agency] Karabakh bureau, the flights began
at 1100 [0600 gmt]. Afterwards, all the helicopters have returned back.

The press service of the Defence Ministry has told APA that the
flights were part of planned drills.

Iranian Ambassador to RA Seyed Ali Saghaeyan. Parties focused on law
enforcement agencies’ collaboration issues, emphasizing the importance
of collaboration against drug trafficking.

RA Prosecutor General, noting that drugs are usually imported to
Armenia from Iran, stressed that Armenian law enforcement agencies
have sufficient potential to prevent Armenia from becoming a transit
zone for drug trafficking. He expressed a hope for further assistance
of Iranian law enforcement agencies in discovery of drug dealers.

Seyed Ali Saghaeyan thanked the Prosecutor for collaboration and
invited him to visit Iran.
