Information on Armenian-Turkish rapprochement and the pre-signed
Protocols is so controversial that people cannot draw a definite
conclusion.

"I cannot understand the current developments in the political scene
though I am eager to," says an Armenian intellectual who preferred
staying anonymous.

"The information furnished by Turkey conflicts with that expressed by
Armenia’s officialdom. I cannot understand anything. I am a scholar
and I need facts to make conclusions," says the intellectual.

Armenian noted actor Vladimir Msrian refrained from commenting on
Armenian-Turkish relations.

"I have no time. I am busy with other important things. Besides,
I don’t want to speak on the subject," he said in brief.

"I don’t understand much but I know one thing for sure. The sides
must take into consideration public opinion. If the Diaspora boycotts
the Protocols and signals to some vivid inaccuracies, I think the
documents need to be reviewed. I am against the Protocols’ signing,"
RA national artist Varduhy Varderesian said.

"If you are on friendly terms with someone you should forget the
age-long enmity. But are we ready to forget the Armenian Genocide? I
think after the Protocols are signed the Genocide recognition will
be neglected," added Ms. Varderesian.

YEREVAN, SEPTEMBER 28, NOYAN TAPAN. "2009 was a difficult year, and
the whole economy has felt the impact of the crisis. The Armenian
government worked and continues to work in crisis conditions which
has considerably affected both the government policy and the budget’s
formation," RA Minister of Finance Tigran Davtian said during the
discussion of the 2010 draft state budget at the September 28 special
sitting of the Armenian government.

In his words, the 2010 budget was developed based on the economic
indices recorded this year and the forecasts for the remaining period
of 2009 and next year. The minister said the 18.5% fall of GDP recorded
now is expected to make about 15% in late 2009 as some stabilization
tendencies have been observed in the economy since August, and there is
a hope that they will continue and become more pronounced at the end
of 2009. It was also mentioned that by forecasts, GDP will amount to
3 trillion 116 billion drams in late 2009, which is less by about 15%
as compared to the same index of 2008. There has been a considerable
decline in taxes and state duties: they will amount to 510-530bn
drams in late 2009 instead of the envisaged 727bn drams.

T. Davtian said the budget expenditures will make 900-910bn drams in
2009 against the programmed amount of 945bn drams. The expenditures
will be mainly incurred at the expense of budget revenues and loans
received from international organizations (this year Armenia received
loans of 60 million USD from the World Bank, 155 million USD from the
International Monetary Fund, 80 million USD from the Asian Development
Bank, and 500 million USD from Russia).

The minister explained the suspension of some expenditures in the past
months of 2009 by the intention to make the budgetary processes more
manageable, saying that an attempt was made to balance somewhat the
decline in revenue collection. Expenses of little importance to the
economy have been suspended. The amount of important expenses such
as social expenditures, subsidies, expenses on national security and
public administration has remained unchanged.

According to the minister, the budget deficit is forecast to make up
to 7% in late 2009. Under the law passed by the RA National Assembly,
the upper limit of the deficit of Armenia’s budget has been raised
to 7.5%. The minister assured those present that everything is done
to keep the deficit at the envisaged level.

Armenian President Serzh Sargsyan hosted today famous Russian actor
Valentin Gaft, President’s Cabinet reports.

On 26 September an evening devoted to the talented Russian actor has
been held in Russian dramatic theatre after Stanislavski, which has
been a great success. The President said "it is not by chance as one
of the most unique representatives of Russian culture is well known
and deeply loved in Armenia."

Emphasizing the close spiritual ties between the Armenian and Russian
peoples, President stressed that Russian culture and language are
much enjoyed in Armenia.

Serzh Sargsyan attached importance to the maintaining and reinforcement
of the existing ties. Serzh Sargsyan said the actor’s visit was a
great contribution in this regard.

Valentin Gaft said this was his first visit to Armenia, but he was
already thinking about his next visit.

YEREVAN, SEPTEMBER 28, ARMENPRESS: With the support of "Eurasia"
Partnership Foundation the "International center for human development"
NGO has initiated community discussions to fully involve the Armenian
citizens of the provinces in the discussions ongoing round the
protocols on regulation of relations between Armenia and Turkey and
establishment of diplomatic ties.

Within the frameworks of province discussions the first discussion of
1.5 hours took place today in the Artashat town of Ararat province
in which representatives of different sections of population of the
province took part.

The discussions were held round different tables and any opinion of
the participants has been recorded.

Head of the "International center for human development" NGO Tevan
Poghosian noted that during the discussions possible scenarios of
development of Armenian-Turkish relations have been presented which
were formed based on the numerous publications on this theme made in
the medias.

After the discussions the participants voted for two following issues;
"Which scenario of development of Armenian-Turkish relations do you
consider more preferable?" and "Which scenario of development of
Armenian-Turkish relations do you consider most possible?"

This range of community discussions will take place in all the
provinces of the republic. After the discussions the results will be
summed up and presented to the Armenian authorities and the society.

Yeghegnadzor town in Vayots Dzor province is the next arena for the
community discussions.

Interview with literature critic Siranuysh Davoyan

In your opinion what is government and what are the mechanisms of
its formation and its functions?

If we connect the power only with the state, say, the state as
government or a model of it, this is another thing but if we connect
the government with power this is a completely different thing and
maybe observed in all fields. In other words, government is always
mistaken with power but in reality, government is an absolutely
different thing. For me, government is more related to the state. It is
an expression of the state or state thinking. Force is more particular
to the culture and is expressed in it. In other words, you may have
the feeling that a certain person is a strong artist or a strong
intellectual, but there is a second question too whether art is a
way to govern and we have to answer both yes and no. Yes because if
art expresses the public thinking and brings the model of the state
so it is a governmental lever if not, it is just force. The state
and the government is a way of thinking which is not particular to
modern times but it is model exhausted in the Middle Ages. In Armenia,
I have to state with sorrow we are still in the Middle Ages and on the
peak of the pyramid, we have the king. Even if we dwell on democracy,
we are out of the modern model from the point of governance.

Well, which is the reason why the governmental model remained that
old one?

In order to answer this question I would like to proceed from
culture. My main question is to view all through culture. Very
concretely, I will say that in 10th century, something broke down in
culture and it lost its continuance. We shaped something from antic
culture and passed it to the Middle Ages. Then, something again broke
down but it did not continue. Every time instead of trying to restore
what breaks down but we enter in that broken model like a stopped
watch which goes round without end.

We have to think about overcoming that break. We have to learn the
causes of that break. Sometimes I even think that we avoid thinking,
inventing new worlds and models. Something is wrong with our composing
energy. We always repeat everyone is bad, everyone came to kill us
and we inside have no problem, everything is great while the enemies
are bad they came and killed us.

Who should make attempts to overcome that break? Who should think in
this direction?

If I answer concretely and short, I will say that everyone should
think because even if we take separate persons we see that this
break exists in each of us and it is noticeable in all the levels of
relations. There is the external side too- our external communication,
but do we communicate inside? And how we can restore it is very
difficult to say because it is rooted inside us. You know, let it
not sound strange but I think it is very important for us to read our
culture. These problems were dwelt on in literature too in the last
200 years. Our writers always find difficulties in writing about men
because the state shadows always the men.

What will we get by recovering the break?

We will form a society. On the other hand we will not be closed in
ourselves and we will not have the complex of living in ourselves
and we will not be terrorized with the thought of communicating with
extern. By communicating, we will perceive ourselves as unique but
not exclusive type. This perception will take us in our place in the
world making us participants of changes.

Is the fact that we are unable to resist world’s challenges determined
by this break?

Yes, if you cannot speak, you cannot tell yourself, your culture,
how you can be a participant. Diplomacy is not only economic
relations. Being a participant means first of all cultural
participation. If we do not realize our culture today, we do not
realize the danger how can we present ourselves anywhere.

In your opinion, how can the public reclaim its rights?

First, we have to shape a society because the society is a type of
thinking too. Unfortunately, we do not have this type of thinking. And
society is a territory where everyone has right to speak and can
speak. What we have is not a society in reality because either we do
not speak or do not want to speak or we are not let speak. Everyone
has to be in their places and speak from there. For example, as an
intellectual, I am not in my place and I do not speak from my place,
a political figure does not speak from their place and we come out
to have many professions and we come out to be able to speak about
everything. It is another thing when you are forbidden to speak as
a person.

Society first of all is a possibility to participate. How can I be a
participant of something when I cannot speak? This is a more serious
problem and I do not think it is a problem of the government or a
group of people. The government today is the expresser of it, because
it is obvious that in international issues our voice is not heard.

People should be educated to understand that before belonging to the
state they are persons. When they realize of being persons having
rights they will decide by themselves to belong or not to belong to
something. Europe did not open its borders accidentally. Now there are
no borders and there is possibility to communicate freely. Caucasus
and Russia cannot solve this problem yet. I would like to be able
to take from the world, but I would like also to be able to give
something to the world, to give thought to humanity.

(AP) Turkey’s prime minister says the nations of the world should
solve their problems based on peace and trust rather than threats.

Prime Minister Recep Tayyip Erdogan (RAY’-sep TAH’-yip ERHD’-gahn)
spoke Wednesday at Princeton University.

The prime minister said the European Union has not played fair by
making Turkey wait 50 years _ so far _ to join the group.

Advertisement He also said that the country hopes to normalize
relations with Armenia through mediation by Switzerland.

And he said that Armenia’s president should attend a soccer game in
Turkey between the two nations next month without conditions.

Armenian President Serge Sarkisian has said he’ll only go if there’s
progress in opening the border.

On September 23 the Foreign Minister of Armenia, Edward Nalbandian,
received the Polish State Secretary for European Integration Mikolaj
Dowgielewicz.

Greeting the guest, Minister Nalbandian attached importance to
the development of friendly relations between the two countries,
intensification of the high-level political dialogue, as well as the
promotion of cooperation in the cultural field.

The interlocutors dwelt on the cooperation between Armenia and the
European Union and the steps to be taken in that direction. The parties
attached importance to the launch of the Eastern Partnership Program
and the full utilization of the existing potential.

At the request of the guest, Minister Nalbandian presented the
process of normalization of the Armenian-Turkish relations. Mikolaj
Dowgielewicz welcomed the steps in that direction and voiced hope
that they would yield tangible results in the near future.

of settlement of the Artsakh issue.

Turkey is made aware that Armenia excludes linking Karabakh settlement
with Armenia-Turkish relations’ normalization.

`Turkey is informed and, sure, realizes that we exclude any
possibility to link Armenian-Turkish ties’ development with the steps
on untying Karabakh conflict,’ said Armenia’s FM Edward Nalbandyan.

According to Mr. Nalbandyan, attempts to link these two processes may
provoke no-go.

"If modern Turkey’s authorities aren’t ready to recognize Armenian
Genocide committed by Ottoman Empire, they, at least, have to regard
Genocide survivors and their descendants."

During the special parliamentary session held yesterday, Heritage
Party Leader Stepan Safaryan, who criticized the March 1 Commission’s
conclusion, noting that after becoming familiar with the report, he
had the impression that the report was on the topic of social status,
since, according to him, the report more so discussed the polarization
of the classes.

Safaryan expressed a conviction that the report’s entire summary was
that the events which took place in the Republic of Armenia could’ve
been prevented, if ex-president Levon Ter-Petrosyan wanted.

"This is nothing else, if not to affirm that during those days the
president was Levon Ter-Petrosyan. I cannot accept another conclusion,
it turns out that Robert Kocharian could not contain the situation, and
the army and official bodies worked spontaneously," announced Safaryan.

In Safaryan’s opinion, when speaking about the March 1 events, one
must also speak about the three presidents (Kocharian, Ter-Petrosyan,
Sargsyan), who were participants in the events during those days. In
Kocharian’s case, according to Safaryan, one must speak about criminal
accountability, because at the time he was the one in charge of
the situation. Safaryan is convinced that during those days under
Kocharian’s charge, actions took place which were in conflict with
Armenia’s Constitution.

By decision made by the Government of Armenia, starting from 2008,
September 18, the birthday of renowned astronomer and physicist Viktor
Hambartsumyan, will be celebrated as the Day of Astronomy in Armenia.

As leading research worker of Byurakan Observatory Areg Mikayelian
told Tert.am’s correspondent, astronomers will gather near the Cascade
architectural complex on Friday. Starting from 9 pm, they will follow
the stars. According to Mikayelian, anyone who would like to can
participate in the event. The star-gazing event has already been
taking place for several years.

About 30 astronomers participated in the event last year, who followed
stars through the use of a telescope.
