Today, the NKR Prime Minister has received the Rector of
Armenian-Russian Slavonic University, the RA Ex Prime Minister Armen
Darbinyan and accompanying him officials. They had arrived in Artsakh
to become familiarized with the socio-economic state existent in
the second Armenian Republic, and to specify prospects of their
participation in a number of programmes.

The head of the NKR Government presented the state activities being
implemented in different branches of the economy, touched upon the
issues to be settled through additional means and realization of new
ideas. A.Darbinyan expressed readiness in rendering assistance, in
particular, to the spheres of small and middle business, agriculture
and high technologies, foreign investments and re maintenance of
modern mechanisms. The necessity of involvement of new crediting
resources with low interest rate was emphasized.

The NKR Vice Prime Minister, Minister of Finance S.Tevosyan, the NKR
Minister of Economic Development B. Babayan and the RA Ex Minister
of Finance and Economy Ed. Sandoyan were present at the meeting.

ArmInfo. Congressional Armenian Caucus Co-Chair Frank Pallone and New
Jersey Republican Frank LoBiondo were joined by dozens of their House
Colleagues in urging Senate and House Appropriations Committee leaders
to maintain $48 million in U.S. assistance to Armenia, increased
aid to Nagorno Karabagh, and continued military assistance parity to
Armenia and Azerbaijan in the fiscal year (FY) 2010 foreign aid bill.

As Armenian National Committee of America (ANCA) reported, Aram
Hamparian, Executive Director of the ANCA thanked Congressmen Pallone
and LoBiondo for their work, as well as expressed gratitude to Nita
Lowey, Adam Schiff, Mark Kirk, Steve Rothman, and Jesse Jackson for
their work in support of the pro-Armenia provisions in the FY2010
foreign aid bill. "We are hopeful that the conference committee,
which will be called to reconcile the Senate and House versions of
this legislation, will approve the higher House figures for aid to
Armenia and Nagorno Karabagh, endorse the House’s decision to maintain
military aid parity between Armenia and Azerbaijan, and support the
House language reaffirming Section 907 of the Freedom Support Act",
A. Hamparian said.

To recall, the House approved a bill according to which it is
scheduled to allocate $48 mln to Armenia and $10 mln to Nagorno
Karabakh for 2010. At the same time, according to the bill, approved
by Appropriations Committee of US Senate, $30 mln assistance is
envisaged for Armenia, that is less by $18 mln than in 2009. A joint
commission of the houses’ representatives will be created till late,
2009, to consider every provision and submit the final version to
the president to sign.

Iran’s move to unilaterally lift the visa regime between Azerbaijan
and Iran is a positive development in bilateral relations, Azerbaijani
member of parliament and member of Azerbaijan-Iran Parliamentary
Friendship Group Asef Hajiyev said.

"Azerbaijan has an important geo-strategic location at the crossroads
of East and West. Our state has views close to those of the Europe
while majority of the country’s population is Muslim. Therefore,
Iran is interested in Azerbaijan-Iran rapprochement and warming of
relations between the two countries," the MP said.

"On the other hand, Azerbaijan has reason to be offended by Iran.

Tehran helps Yerevan in many areas and is building a gas pipeline
to Armenia."

"Given that millions of Azerbaijanis live in Iran, the closer the
positions of Azerbaijan and Iran, the better," he added.

"Azerbaijan should not rush to cancel the visa regime with Iran.

Azerbaijan should be very careful and act on basis of only Azerbaijan’s
national interests," he said.

"If time shows that lifting the visa regime benefits Azerbaijan,
it can take the similar step as well," the MP said.

the Embassy of France in Armenia hosted a reception in honor of
participants and jury members of the festival October 28 in Yerevan.

"I find Arevordi very professional compared to other festivals.

Organizers and participants have a huge motivation, " jury member of
the main program of the festival Frank Schweikert told a last press
conference in Yerevan today.

According to him, the festival has a regional significance, since
the topics discussed are not only of national but also international
importance. The festival once again proves that communication is one
of the most important tools on the way to solve problems.

"We will watch 16 films until the end of the festival, and our task
is to find the film which will be interesting to any audience. These
films should attract attention and be accessible to all, " Frank
Schweikert told a PanARMENIAN.Net reporter.

The festival also organized screenings of films devoted to
environmental issues.

"We must always be careful to the environment. Such festivals are
helping to raise public awareness and find solutions to global
problems, " the French Ambassador to Armenia Serge Smessow said.

The reception was attended by head of the OSCE Office in Yerevan,
Ambassador Sergey Kapinos.

Swedish Foreign Minister Carl Bildt called on Turkey and Armenia
to accelerate the ratification of signed Protocols, Turkish Stargun

In the course of EU-South Caucasus cooperation council session in
Luxemburg, Swedish Foreign Minister commenting on the Protocols said:
"We call on the both countries’ parliaments to ratify the Protocols
as soon as possible. Normalization of relations proceeds from common
interests."

Azerbaijani Foreign Minister Elmar Mammadyarov underlined that
stability and peace in the region depends on "withdrawal of Armenian
troops from Nagorno-Karabakh."

Ten years have passed after the attack on the Armenian National
Assembly on October 27, 1999. The leadership of the Republic of
Armenia headed by President Serzh Sargsyan visited Yerablur today to
pay tribute to the memory of the victims. President Sargsyan laid a
wreath at Vazgen Sargsyan’s grave and the memorial to the victims of
the liberation war in Artsakh.

A memorial to the victims of the October 27 attack was unveiled at the
National Assembly Park. The memorial to state and political figures
Karen Demirchyan, vazgen Sargsyan, Yuri Bakhshyan, Ruben Miroyan,
Mikael Kotanyan, Armenak Armenakyan, Henrik Abrahamyan and Leonid
Petrosyan was replaced by Yervand Kochar’s "David" statue.

ArmInfo. The President of Armenia, Chairman of the Board of Trustees
of the All- Armenian Hayastan Fund, Serzh Sargsyan organized a
fund-raising reception in Moscow on October 25.

The presidential press-service quotes the president as saying in
his speech that this time donations will be spent to implement a
development program of the town of Shushi. "The town of Shushi that
was one of the educational and cultural centers of Eastern Armenia,
which we have always been proud of, needs our support. These was no
war our region that would pass by our town", the president said.

"No one can donate more than the heroes of war who have brought Shushi
back to us. We are strong with those teens who call and donate their
savings to Artsakh, with all the sons of the Armenian people who are
building a new Matenadaran or hospital in Artsakh, whether they are
builders, philanthropists or architects," the president said.

October 22, Armenian and Azerbaijani parliamentarians will meet in
Moscow State Duma. Armenian and Azerbaijani Ambassadors to Russia
Armen Smbatyan and Polad Bul-Bul Ogly, as well as RF President
special representative on the international cultural cooperation
Mikhail Shvydkoy will also participate.

The officials will discuss the Karabakh conflict settlement and the
possible visit of Azerbaijani MPs to Karabakh.

After the previous meeting, Azerbaijani delegation headed by Polad
Bul-Bul Ogly visited Karabakh to meet local authorities, including
NKR President.

A forum entitled "Electoral systems: strenghtening democracy in the
21st century" kicked off in Kyiv, Ukraine, minutes ago. It is the
forth forum organised by the Council of Europe which features 400
participants from the Council of Europe’s 47 member states.

In his opening speech, the Council of Europe’s newly elected Secretary
General, Thorbjørn Jagland stressed that free and transparent
elections are a vital feature of democracy. , its key element. He
highlighted the role of mass media in this respect.

The forum will discuss issues related to electoral systems.

Samuel Žbogar, Minister of Foreign Affairs of Slovenia and Chair of
the Committee of Ministers, noted that an exchange of experience is
the most important component of the forum.

Remind that the Ukraine is on the eve of presidential elections but
none of the reporters underlined the conduct of a free, fair and
transparent election in the country.

David Harutiunian, Head of the Armenian delegation to the Parliamentary
Assembly of the Council of Europe (PACE), and Ambassador Zohrab
Mnatsakanian, Armenia’s permanent representative in the Council of
Europe, are among the Armenian delegates.

Forum for the 2010 Forum for the Future of Democracy is due in Yerevan,
Armenia.

Opening Speech by Thorbjørn Jagland, Secretary General of the Council
of Europe

Genuine democracy requires capacity, opportunity and motivation.

It requires capacity because people must be capable of making informed
choices. They must be able to receive information and form their
opinions without undue interference and influence.

It requires regular opportunities to exercise such informed choices
under free and fair conditions.

And finally, it requires motivation to do so.

Somehow paradoxically, in yesterday’s Europe, there were many people
who wanted to vote, but who were not allowed to vote. In today’s
Europe, there is a growing number of people who have the opportunity
to vote, but refuse to do so.

This, as I understand it, was one of the main reasons which led the
Heads of State and Government of the Council of Europe to launch the
Forum for the Future of Democracy, which is meeting here in Kyiv at
its 5th session. I should like to use this opportunity to thank the
Ukrainian authorities and especially President Yuschenko, who will
formally open this session in just a few minutes, for the effort
invested in the preparation.

But if I may return to my introductory thought. Many people in European
countries which have joined the Council of Europe since 1989 have
become disappointed with political institutions because their hopes
and expectations from democratic reforms may have been too impatient
and too ambitious. Political freedom, when it came, did not immediately
translate into greater security, a better income and a better life.

But it is not the only reason for the growing disillusion among voters
in Europe. Electoral turnouts are decreasing in many countries,
both in those with longer and in those with shorter democratic
experience alike.

So the problems we face, the problems because of which this Forum was
set up, cannot be solved by lowering the expectations of the voters.

They will have to be resolved through greater accountability and
higher trust in political institutions, processes and personalities.

These are the challenges at which this Session, and the previous
Sessions of the Forum have been looking.

Here in Kyiv, we will be looking at electoral systems and try to
identify measures to ensure that elections, as the most important
mechanism of public accountability, remain effective, trustworthy
and widely used.

We all know that free and fair elections are a vital feature of
democracy. They ensure the selection of political leadership based
on the will of the people and they are a key element in holding
the political leadership accountable for its performance. For this
to happen, the elections must be universal, equal, free, secret
and direct. They must be accompanied by respect for fundamental
freedoms guaranteed by the European Convention on Human Rights, the
organisation of the election by an impartial body and the availability
of an effective appeal system.

And we all know that there is still some way to go before these
general principles for democratic elections are fully accepted and
respected everywhere in Europe.

What a genuinely functioning democracy also requires is a democratic
culture, and democratic culture takes years to grow. It is normal that
some countries with more recent democratic experience will encounter
more difficulties and they are entitled to and will receive our help.

But this being said, we should not and we will not tolerate that
a shorter democratic gravitation is used as an excuse to ignore
democratic standards, just as well as we should not and will not
tolerate that long-standing democracies consider themselves immune
from any criticism or advice.

The fact is that some of the most critical issues this Forum will
tackle, such as the freedom to receive and impart information, the
independence of the media and the role of new information technologies
in relation to elections, affect each and every member states of the
Council of Europe.

We should also critically assess what is the scope of action
for international organisations such as the Council of Europe in
improving electoral standards across Europe and beyond. We should
not satisfy ourselves with good ideas, we need good results. The
Council of Europe should not be only a think tank, it should be a
work horse for democracy in Europe. A good example is offered by the
"Code of Good Practice of Civil Participation", which the Conference
of International Non-Governmental Organisations has adopted a few
weeks ago in response to the conclusions of the Forum in 2007. What
remains now is to make sure that the Code is implemented and also to
evaluate what impact it will have in practice.

This is a general principle which I will follow as the Secretary
General of the Council of Europe. In this particular case, we have ways
to measure our influence, for example through the trends in voters’
participation. It does not mean that we should claim the credit –
or accept the blame – if turnouts in the next elections across Europe
go up or down. There are many factors which come to play in deciding
these trends, but we must strive to be one of them.

What we do must be relevant, must be effective, and must make a
difference.
