CAUCASIANS SEEK PEACE

The Caucasus states which emerged at the end of 20th century upon
the breakup of the Soviet Union have become dependent on regional
and global powers’ support to get rid of the economic and social
problems brought by their unexpected independence. Regional states
who are aware that cooperation can only occur where constraints and
impositions are placed upon them, and cannot produce results in the
long term, have made various attempts to create the required atmosphere
and infrastructure to make the most of this co-operation.

The strong ties existing between regional states and Turkey, both
from the historic and cultural points of view, have unavoidably
dragged Turkey in this picture. It has been observed that every kind
of problem, conflict and war experienced in this region has had a
significant effect on Turkey, which even goes beyond the region.

Turkey, which pursues policies of supporting territorial integrity
and stability in the Caucasus, especially in recent times, continues
to make various attempts to positively affect the situation in the
region by working proactively. In this context, strengthening the
independence of the South Caucasus Republics, defending territorial
integrity and involving itself in efforts to transport the energy
resources of the Caspian region to the West are the three basic tasks
undertaken by Turkey in the region.

Ensuring stability in the Caucasus is made possible by consolidating
economic relationships between Caucasus countries. The priority in the
Caucasus at this stage is to create a basis in which three countries
(Azerbaijan, Armenia, Georgia) can experience some form of loose
integration so that border conflicts can be resolved and economic,
social and cultural partnerships increased. We should not talk about
conflicts but common interests. Through this process economic unity
will be ensured, cultural exchange will continue and ultimately the
countries will start to resolve the region’s political problems,
which have become acute.

Many attempts have been made to strengthen the Caucasus Republics,
which have vital importance from the Russian point of view both
economically and politically. As a result of these continuing attempts
new energy pipeline, railway, highway and similar projects are being
developed in addition to those which already exist, ties between
communities are being strengthened and stability is increasing.

The failure to establish these economic ties in the past has been
one of the fundamental factors which has delayed the establishment
of peace and stability in the region. Instigating mutual economic
activity will bring cultural unity projects into the region in its
wake and draw Caucasus peoples, who have separated from each other
and become polarised due to their recent history, closer to each
other every passing day.

Political problems will be resolved more readily if an economic
union can be established in the Caucasus, as the philosophy behind
the foundation of the European Union (the first such economic unity)
states. Many possible models are being discussed, but more important
than the decisions they make is the fact that the parties must be
able to discuss things together in a reasonable way.

In our world, which gets smaller every day, states which are deemed
to have no relations with each other anymore can still get involved
in regions they see as problematic, either because of the potential
for expanding their own power which they offer or as part of a
natural process they cannot avoid. The Caucasus region is of vital
importance not only for Russia and also the USA and EU. Whereas Turkey
has to be sensitive in developing policies concerning the Caucasus
because of its historical roots in, and geographic proximity to, the
region, it is the biggest supporter of the Caucasus due to that same
historical and cultural past. It should not be forgotten that each new
extra-territorial actor will bring its own problems into the region.

When all the things experienced in the Caucasus in the last 15 years
are taken together it is seen that the Caucasus people have suffered
rather than benefited from these processes. Political, military,
financial and sociological problems have all been experienced, and
therefore significant migration has become a reality and the region’s
peoples have suffered the most. Therefore providing consistency in
the Caucasus is also for the benefit of the surrounding countries,
mainly Turkey.

By pursuing a peaceful policy Turkey aims to change the present
situation in the region and thereby create a financial revival and
an arena for cultural cooperation. The important thing here is to be
able to unite the Caucasus people so that they can obtain security,
stability and prosperity through dialogue around common principles
and aims.

The cultural diversity of the Caucasus must be considered the greatest
treasure of the region, but this diversity should serve to promote
rather than endanger peace, stability and prosperity. Turkey is
determined to maintain its support for Caucasus countries in their
attempts to establish good neighbourly relations and will strengthen
dialogue in the region by establishing healthy communication channels
and protecting the territorial integrities of regional states from
both external and internal threats.

Children of the Artsakh freedom-fighters visited the bordering Armenian
villages of Chinari, Paravakar, Kirants and Voskepar as part of the

company highlights the importance of the project. "To build a bright
future, one should not forget about the past of his Motherland,"
she says. "This project gave an opportunity to our youth to meet
with the people that fought and survived the Artsakh war. This has
become a special lesson of patriotism for all those involved in the
project," President of Azatamartik NGO says. As part of the project
freedom-fighters were awarded, principals and teachers of schools
who were living and teaching even in condition of war were given
certificates of gratitude. The participants in the project visited
the Memorial for the Freedom- Fighters. The first-form pupils of the
bordering villages were presented with books and school supplies.

through your mind and starts to review and think why he is living
for", – said the cultural scientist Levon Lachikyan and added that
the opening of the Armenian – Turkish border is that kind of situation.

The speaker thinks that the question of the border has forced the
public "to wake up".

As for the prospective of the possible Turkish cultural expansion
after the opening of the borders L. Lachikyan thinks are funny.

"The Armenian and Turkish cultures have no reference to each other
neither in time borders nor with their qualities", – mentioned the
culture scientist and added that he doesn’t have any fear that after
opening the border the Turkish art come and destroy the Armenian
culture.

The speaker thinks that having such an opinion is funny and there is
no danger for cultural invasion.

Maral Dancing Ensemble Of Istanbul Prepares To Mark Its 30th Anniver

ISTANBUL, NOVEMBER 12, NOYAN TAPAN – ARMENIANS TODAY. The Maral
dancing ensemble of Yesayan union of Istanbul turns 30 this year.

According to Marmara, the dancing ensemble is preparing for jubilee
concerts and 130 Maral dancers of different ages will take part in
them. 3 of 12 members of the orchestra are Istanbul Armenians and 9
have been invited from Armenia. They will stay in Istanbul for three
months and will take part in dancing ensemble’s rehearsals.

New dances are mainly staged for the concerts with the directorship of
dancing-master Iris Chapkan. The Maral dancing ensemble will perform
on December 16 at the Lutfu Grtar concert hall and on January 17 at
the Jevahir concert hall.

Construction Of North-South Transportation Corridor In Armenia To Be

CONSTRUCTION OF NORTH-SOUTH TRANSPORTATION CORRIDOR IN ARMENIA TO BE LAUNCHED IN 2010

YEREVAN, November 11. /ARKA/. The construction of North-South
transportation corridor in Armenia is to be launched in 2010, Armenian
Transport and Communication Minister Gurgen Sargsyan said on Wednesday.

The first stage of the construction is estimated to cost $60 million.

The corridor will be laid from Armenian city of Meghri to Bavra,
on the border with Georgia.

Asian Development Bank will lend $500 million to Armenia for this
purpose.

The loan will be given to Armenia for 32 years with eight years of
grace period.

The annual interest of the grace period is set at 1%, and later it
will rise to 1.5%.

Sargsyan said that the first stage will be launched in 2010.

The second and third stages will be planned in 2010 as well.

The minister said the Asian Development Bank will transfer the loan
in several tranches.

The first, $60-million tranche is intended for reconstruction of a
18-kilometer section connecting Yerevan with Ashtarak.

The second stage will prolong the road up to Gyumri and the third
tranche will be targeted for construction of a new section of
Goris-Kapan road.

"Successful implementation of the first phase will make it possible
to launch the second stage right in 2010, and the Asian Development
Bank will transfer the funds intended for that," Sargsyan said.

The road is planned to be put into exploitation in 2016.

The Asian Development Bank was established in 1966.

The bank has 67 members.

Armenia joined the bank on September 20, 2005.

Armenia has signed a number of agreements and the mutual understanding
memorandum with the Asian Development Bank.

The bank’s rural road and water supply projects in Armenia are
estimated to cost $83 million.

Armenia has received $381 million from the bank.

Poverty rate in Armenia might increase by 5% and make 25% as a result
of global crisis, IMF resident representative Nienke Oomes said while
presenting a "Prospects of regional economy development in Caucasian
and Central Asian countries" report to Yerevan State University
students, Nov. 10.

Income per capita rise and poverty reduction is expected in countries
like Azerbaijan, Uzbekistan, Turkmenistan and Kazakhstan, however
poverty rate growth will be registered in Armenia, Georgia, Tajikistan
and Kyrgyzstan. According to IMF forecasts, the population incomes
will decrease by 5%, as private transfers from abroad reduced. "The
recession of demand in labor market may entail the unemployment rate
increase," Oomes said.

According to "Armenia’s social arrears and poverty" report, the
poverty rate in Armenia last year reduced for 1.5% making 23.5%.

Recently a breakthrough in consumer goods was registered, that will
boom when gas and electricity prices go up in April 2010.

Early next year Armenia will dispatch 30 servicemen to Afghanistan,
Robert Simmons, NATO Special Representative for the Caucasus and
Central Asia, stated in Yerevan. He made high appraisal of Armenia’s
participation in peace-making operations, particularly in Kosovo.

Simmons pointed out the efficient Armenia-NATO cooperation. He said
that the aim of his visits to Yerevan is to find out Armenia’s position
on regional problems, NATO’s activities and international security.

Simmons pointed out NATO’s close cooperation with the RA National
Security Service in ensuring border security and assisting frontier
troops. Specifically, it is technical assistance to frontier troops at
the Armenian-Georgian border, he said. As regards the Armenian-Turkish
border, NATO is not launching any activities there.

Regular incidents between Armenian and Georgian frontier guards have
recently been registered.

NATO is also closely cooperating with the RA Ministry of Defense in
implementing reforms – the involvement of civil servants in the system,
elaboration of documents, etc.. NATO is also closely cooperating with
the RA Ministry of Emergencies. Next year NTO will hold an emergency
planning training in Armenia.

Simmons also expressed hope for Armenia’s participation in the
elaboration of NATO’s new strategy. A large meeting will soon be held
in Oslo, Norway, to discuss the issue, and NATO hopes for Armenia’s
participation in it, Simmons said.

for Culture" was launched today in Yerevan.

Conference objective is to develop innovative concepts and approaches
in the sphere of planning and creating a flexible strategic
inftra-structure for cultural policy, as well as implement relevant
programs aimed at achieving sustainable development and mutual
understanding.

It is planned to hold plenary sessions on "Cultural Policy in Changing
World" and "Choice of Cultural Policy", as well as discussion panels
on "Cultural Heritage as the Product of Cultural Diversity and Shared
Value" and "Living in Political-Cultural World: Getting Accustomed
to Diversity and Participating in Dialogue". Within conference
frameworks, it is also planned to organize round tables devoted to
"Cultural Rights, Constitutional Guarantees and Legislation in the
Sphere of Culture" and "Supporting culture: Economic and/or cultural
Effectiveness".

During the opening ceremony, Minister of Culture Hasmik Poghosyan
introduced to participants MP Tigran Sargsyan’s welcoming address
which particularly says, "I welcome all participants of regional
conference which is devoted to a very important problem – cultural
policy. The state’s role in determining the goals and priorities
of cultural policy depends on the general conceptual determination
of the sphere of culture and cultural policy. That’s why we attach
special importance to the conference which should have a primary task
to determine new priorities tailored to present-day demands."

Deputy Foreign Minister Shavarsh Kocharyan noted in turn that "Peoples
on post-Soviet area have very much in common in terms of their cultural
heritage. But similarity of our political and economic problems pushes
CIS states to search new mechanisms and new profiles in the sphere
of political culture."

Conference will bring together representatives from international
organizations (UNESCO, Council of Europe and CIS), national
governmental organizations and scientific and expert associations.
