Please tell us about the upcoming USAN conference in Chicago on
December 4, what are its aims and objectives, and who will take part
in it?

USAN’s annual regional conference will be held in Chicago, because
despite having a sizeable Azerbaijani community there, and even an
Azerbaijani TV channel GunAz, that region has been neglected over
the years.

It should be noted that many of today’s U.S. political leaders,
including President Obama, hail from Chicago. Hence, we want to raise
the profile of the Azerbaijani-American Diaspora there, to get to know
other local communities (Turkish, Pakistani, Japanese), engage into
a regular dialog with state and local political officials there. USAN
regional conference will have a great number of well-known scholars,
academics, civic leaders as well as politicians.

We have received a proclamation from the Governor of the state of
Illinois, a welcome letter from the Mayor of Chicago Richard Daley,
will have another mayor and other officials speak at the USAN regional
conference. We have notified over 660 federal and state congressmen
and senators about the USAN conference from Illinois as well as nearby
states of Indiana, Michigan and Wisconsin.

How would you comment on the recognition of USAN (and USTN) as the
official partners of the U.S. Census Bureau, who will be essentially
helping the government in carrying out the 2010 census. Undoubtedly,
this is a recognition by the U.S. government of the increased standing
and authority the Azerbaijani Diaspora has gained?

This is indeed a major achievement by the U.S. Azeris Network
(USAN) and the U.S. Turkic Network (USTN) – our organizations have
become the first-ever Azerbaijani and Turkic Diaspora organizations
to have been recognized by the U.S. Census Bureau (part of the
Department of Commerce) as its Official Partners for 2010 Census
USAN remains the only such organization
to represent the Azerbaijani-American community. This is very important
– it not only raises the profile of our organizations on the federal
and state levels, but would contribute to the more precise count of
Azerbaijani-Americans and all Turkic-Americans in the next year’s
census. As you know, results of Census determine the fate of billions
of dollars in U.S. government grants, various state and local projects,
as well as the number and borders of the Congressional districts
in each state (there are 435 such districts across United States,
with some states "losing" districts, whilst others "gaining", all
based on population growth).

Practice shows that it would be more effective for the Azerbaijani side
to work actively with the US Congress than with the local executive
powers mostly depending on lawmakers’ position. Do you share this
opinion? Which measures are taken in this direction?

As you know, the Azerbaijani-Americans have become much more
politically active in the last two years, and have sent via USAN over
100,000 letters to their elected officials (President, Vice-President,
Governors, Congressmen, Senators, etc). Dozens of USAN letters were
published in newspapers across the U.S., which in turn were read and
taken notice of by the members of Congress from those regions. USAN has
also been noticed by such Congress-specific analytical publications
as the POLITICO magazine. The membership in the Azerbaijani Caucus
has also risen significantly over the past years.

In general, the primary task of the Azerbaijani-American Diaspora is
to be in constant contact with their local elected officials, which
includes Congressmen and Senators from their electoral district,
as well as Governors, Mayors and state legislators. Since Diaspora
are living in those districts, are taxpayers and voters, these local
and state officials will be highly receptive to what they have to say.

Meanwhile, the Executive Branch, such as the White House, is less
involved with domestic community relations, and handles Azerbaijani
issues mostly through the prism of interstate relations with Baku.

Hence, of course Congressional relations are more of a natural priority
for the Diaspora.

The United States seem to concede to Russia in the mediation in the
Karabakh conflict settlement. Do you consider that in this case the
domination of one mediator country would be more effective or Russia’s
role should be balanced by the US policy that also has its interests
in the South Caucasus?

Having two such powerful mediators is arguably a plus, as well as
a natural necessity in the region. To achieve anything vis-a-vis
Armenia without engaging Russia is not even possible, because
Armenia is, in the words of the Russian Duma Speaker Gryzlov, the
"Russian outpost" in the region. Hence, as Azerbaijan is being able
to explain its position and view to all the major stakeholders, it
should yield better results. The simple reality is that U.S. cannot
pressure Armenia to withdraw its occupying forces from Karabakh with
the same effectiveness as Russia.

YEREVAN, NOVEMBER 23, ARMENPRESS: Armenian President Serzh Sargsyan
met November 22 in Munich with his Azerbaijani counterpart Ilham
Aliyev. This was the sixth meeting between the two presidents conducted
for the discussion of the Nagorno Karabakh conflict regulation issue
this year.

Presidential press service told Armenpress that the meeting started in
an extended format with the participation of the foreign ministers
of the two countries, OSCE Minsk Group co-chairs and personal
representative of the OSCE Acting chairperson. Afterward the two
presidents continued the negotiations face-to-face after which again
an extended discussion took place.

The discussion over peaceful and comprehensive regulation of Karabakh
conflict lasted for four hours. The foreign ministers of the two
countries were assigned to continue the activity with the support
of the co-chairs toward peaceful settlement of the conflict based on
Madrid principles.

At a briefing after the meeting the co-chairs assessed the meeting as
constructive and pointed out that Karabakh conflict has no military
solution and there is no alternative to the negotiations process.

Not only Azerbaijan, but also the U.S. sees Section 907 as unjust,
Foreign Relations Department head at the Azerbaijani Presidential
Administration Novruz Mamedov said today at the international
conference on "Obstacles to Security in the Caucasus: Realities and
Prospects for Regional Cooperation." Section 907 prohibits the U.S.
from assisting Azerbaijan.

In October 1992, U.S. Congress passed the "Freedom Support Act,"
regulating the provision of state aid to former Soviet republics.

Under Section 907 the U.S. prohibits public entities from providing
assistance to Azerbaijan. The amendment has been suspended annually
since 2002.

According to Mammadov, not only the economy has been hit with a
crisis, but also diplomacy and foreign policy.

"In 1993, as a result of the Armenia-Azerbaijani conflict, the U.S.
Congress passed Section 907, restricting the provision of humanitarian
assistance to Azerbaijan," Mamedov said. "The leading Western powers
came to the conclusion at the time that Armenia needed assistance,
although Azerbaijan actually had a greater need for the aid."

According to the official, despite Section 907, Azerbaijan is the only
country in the post-Soviet space cooperating productively with the
West.

"Azerbaijan is building a civil society. I recognize that we have
domestic problems. Show me a country that does not have any problems!"
he said. .

"They say, if Azerbaijan is fair, then Europe will support us. I do
not agree," Mamedov added.

The official called on all participants in the talks to be more
specific in their judgments

Memorial built at that place was eventually destroyed. We want to
restore this monument ", Vyacheslav Kovalenko said, adding that it
is a joint Armenian-Russia project. According to him, the opening
ceremony of the monument will be timed to 65th anniversary of the
Victory in Great Patriotic War.

Counselor of the Embassy of Russia in Armenia Victor Krivopuskov
said that the first Center of Russian language in CIS will open in
Armenia. He also infrmed that Teachers Association of Russian language
in Armenia has already been revived and on December 11 Armenia will
host a congress of Russian language teachers.

coming several months, according to Kiro Manoyan, ARFD Hay Dat and
Political Affairs Office Director.

"Turkey will not ratify protocols unless progress in Karabakh talks
is fixed," he told a news conference on Thursday.

He did not rule out that ratification will be protracted for several
years.

In Armenia, a regular scandalous assassination took place. According to
the Police, in the night of November 18, the director of the Khosrov
forest state reserve Samvel Shaboyan was taken to a hospital in
Artashat with numerous arm injuries where he died short later. This
is reporter in the News.am web site. The case took place on the
Miasnikyan Avenue. Shaboyan’s car has been shot. Interestingly,
Shaboyan was not taken to a closer hospital in Yerevan but to Artashat.

Kanayo F. Nwanze, in his turn, said that Armenia is one of the best

According to the RA government Information and Public Relations
Department, programs implemented by IFAD in Armenia and possibilities
of their expansion were also discussed at the meeting.

The delegation led by the RA Prime Minister returned to Yerevan late

Elkhan Polukhov Any foreigner who visits the occupied territories
without the permission of Baku is considered persona non grata,
Foreign Ministry spokesman Elkhan Polukhov has said.

He was talking to APA news agency on Tuesday about the visit of
Turkish journalist Nagehan Alci to Nagorno-Karabakh.

"The name of any foreigner visiting the occupied territories without
Azerbaijan’s permission is included on the list of personae non
gratae," Polukhov said.

This policy applies to all countries, he continued. Azerbaijan always
expresses a resolute position on this issue and this position remains
unchanged.

"The Azerbaijani consulate in Istanbul contacted Axsam newspaper and
the manager of the newspaper, Ismayil Kicikgaya, said this is the
initiative of the journalist and has nothing to do with the newspaper.

After the newspaper expresses its official position, Azerbaijan may
reconsider cooperation with this newspaper," Polukhov said.

Whoever said that music is the only universal language is a wise wise
man (or woman). On Friday November 13th, I had the chance to attend
the Beirut Rock Festival on its second night to witness Yan Tierson’s
opening act; Eileen Khatchadourian and her band.

The young Armenian vocalist performed songs mostly of her debut
effort "Midan" which literally translates to "Home". The album ia a
compilation of Armenian folk songs repackaged and reinterpreted with
a rock twist for a younger generation who is slowly phasing away from
its heritage.

The performance was truly impressive. The singer’s refined vocal
abilities were complemented by her band’s aggressive guitar riffs,
thumping kicks and hypnotizing synthesizer loops. The VJs projected
clips and abstract images added a visual dimension and inspired
various interpretations compatible to the music.

Khatchadourian was kind enough to translate every song’s title and
give the audience a heads up on the theme of each piece which rendered
the whole "foreign language" deal quite a plus since I was literally
feeding off the projected images and melodic progressions to paint the
picture in my head. My brain was accenting the picture at times and
mellowing it at others depending on the vocalist’s tone and delivery.

By the mere folk nature of the project, the track listing covered every
possible topic from the call to come back to the mother land with
"Caravan", the urge to rise up and fight the oppression with "Zarti
Vortyag" to the very sweet and soothing sounds of a lullaby with
"Oror" which served as the artist’s closing act.

As the final words of "Oror" were pronounced, the crowd’s roaring
masked the young artist’s thanks and wishes for a "truly inspiring
night".

This experience was a true eye-opener for me. Whoever claims that
rock should remain in the west is definitely missing out on this
genre’s ability to serve as a powerful medium of translating people’s
struggle from an almost forgotten past to the ground shaking present;
a criteria that perfectly fits Eileen Khatchadourian and her band.
