ELECTIONEERING FINISHED IN NKR

STEPANAKERT, June 17. /ARKA/. The election campaign of candidates
for the National Assembly of the Nagorno-Karabakh Republic (NKR) has
been finished in the country. Since May 17, the candidates have been
actively engaged in the election campaign. The NKR Public TV & Radio
Company broadcast candidates’ appearances, meetings were held as well.

The NKR CEC has established a press center to report all the
information on elections.All conditions for observers, many of whom
are in the NKR, have been created.

On June 19, parliamentary elections are to be held in the NKR. A total
of 89,576 voters have been registered to vote in party-ticket elections
and 87,548 voters to vote in the single-mandate elections. A total
of 105 individual candidates, as well as the Free Homeland Party,
Democratic Party of Artsakh, Party of Moral Revival, Social Justice
Party, Our Home – Armenia, NKR Communist party and the opposition
bloc ARF “Movement 88” are to take part in the elections. P.T. -0–

Foreign Minister of Azerbaijan Elmar Mamedyarov made a working visit
to Strasbourg on June 15-16, where he met with the leadership of the
Council of Europe.

According to press-service of the Foreign Ministry, during the
meeting with the Secretary General Terry Davis they discussed the
questions on settlement of the Karabakh conflict, pre-election
situation in Azerbaijan, Creation of working group for study the
problem of “political prisoners” with participation of the
representatives of government, parliament and NGO, the actions of the
authorities in the sphere of democratization. Mamedyarov invited
Davis to make official visit to Azerbaijan.

During the meeting Mamedyarov met with the PACE Secretary General
Bruno Haller, and exchanged views on the coming discussing in PACE of
the reports “On functioning of democratic institutes in Azerbaijan”
and “On political prisoners in Azerbaijan”. Besides, they discussed
measures for bringing the coming parliamentary elections in
conformity with the international standards, and providing of human
rights and superiority of law.

Mamedyarov met with the members of Monitoring group “AGO” and the
Committee of Ministers of CE. They discussed the questions on
fulfillment by Azerbaijan of obligations before the CE.

DISAGREEMENT IN TURKISH-AMERICAN RELATIONS DEEPENS

America’s Pressure on Turkey Intensifies as a Result

The meeting of Turkish Prime Minister Recep Tayyip Erdogan with US
President George Bush contrary to Turkish television and press’s
optimistic evaluation did not help restore Turkish-American strategic
partnership but rather raised more questions in the relations of
two allies.

Zeyno Baran, the Nixon Center director for International Security
and Energy Programs, emphasized in an interview to Turkish Jihan TV
that the Turkish Prime Minister failed to get the signal President
Bush sent in his words or misunderstood him and added, “The US is
not Turkey’s strategic partner”.

Zeyno Baran’s conclusion is apparently the answer to the statement
about “restoring Turkey’s strategic partnership with the US”. Despite
the aggravating tension in Turkish-American relations, it seemed not
real that the US will intensify pressure on Turkey to make it improve
relations with Armenia.

But it is not the laws of logic that regulate politics. Turkish
television affirmed this point on June 14 informing about the new
resolution on Armenian Genocide that the House of Representatives
will submit to “democrat Adam Schiff, influential representative of
the Armenian lobby at the US Congress, senator from California”.

The resolution, as a rule, is to pass discussion at commission of
International Relations of the House of Representatives. Turkish
television quoted political observers as saying that the resolution
will be adopted once the commission discusses it.

At one point during the Turkish-American discords US deputy defense
secretary Paul Wolfowitz threatened Turkey with “recognizing
the Armenian Genocide at the Congress”. His threats produced no
result. It’s evident that once the Congress adopts the resolution,
the Bush administration will lose another lever of influence on Turkey.

It must be noted that Washington’s task is to take Turkey in its
projects of Middle East policy. It will settle discords securing
restoration of Turkish-American strategic alliance. Turkey, restoring
its position of the US representative in the Middle East, will lose
the opportunity to improve relations with Syria and Iran and to oppose
US regional projects, including the ones concerning Kurdish issue.

YEREVAN, JUNE 15. ARMINFO. A without-debate voting of “The
Commemoration Day of Armenians on the occasion of the 90th
anniversary of April 24, 1915 massacres: Germany should contribute to
reconciliation of Turks and Armenians” draft resolution elaborated
by the CDU/CSU bloc will take place at the German Bundestag on June
16, at 12:00 at Berlin time, resolution’s co-author, chairman of
German-Caucasian parliamentary group of Bundestag Christoph Bergner
stated in an interview to ARMINFO.

In his words, events of 1915 have not been characterized in the
document as “genocide”, however, there is paragraph there saying that
international historians name it “Armenian Genocide”. To remind,
in his recent interview to ARMINFO Bergner noted that in spite of
importance of development and strengthening Turkish-German relations,
“we are convinced that Bundestag deputies will follow the voice of
their conscience when adopting decision on the draft resolution”. He
also noted that the adoption of the draft resolution stresses a big
responsibility rest at Kaiser Germany, as being a witness of events
in Ottoman Empire it did not prevent their realization.

In her turn, professor of Freie Berlin University Tessa Hoffman
noted earlier in an interview to ARMINFO that the initiators of the
draft resolution do not purpose an aim to condemn Turkey. They use
terms which German diplomats – witnesses of those events – had used
when describing Armenian Genocide. “However, I am not sure that the
words are chosen rightly as German ambassadors and advisers used very
clear language, despite the fact that “genocide” term had not been
used that time. They used “extirpation” and “annihilation” words,
whereas “assassinations” and “expatriation” are noted in the draft
resolution. International community should use the exact juridical
language to classify the events rightly. There is a big difference
between “expatriation” and “genocide” words”, she noted.

To note, the German Parliament will make the final decision on the
draft resolution on June 16 and, as Armenia’s ambassador to Germany
Karine Ghazinyan stated earlier, the proper decision of Bundestag
will be equal to recognition of Armenian Genocide of 1915 by Germany.

IF KEVIN Anderson goes on to fulfil the rich potential many believe
he has, then the 22-year-old welterweight prospect may one day look
back on Saturday night in Kirkcaldy as a pivotal moment in his career.

Anderson’s gruelling but convincing ten-round points victory over
Vladimir Borovski at the Fife Ice Arena is likely to prove more
valuable than any of the early stoppage wins the exciting Buckhaven
boxer had previously recorded since turning professional two years ago.

The young Scot was forced to dig deep and extend himself for
almost every minute of every round against his experienced and
resilient Ukrainian opponent. If referee Al Hutcheon’s 99-92 verdict
in Anderson’s favour was merited, it nonetheless failed to tell the
whole story of just how exacting a night’s work it was for the local
hero in front of a partisan 1,500 crowd.

“It was a good learning fight for me,” said Anderson. “I will take
a lot more from going ten rounds for the first time with a guy
like Borovski than I would have done from an early knockout. I’m
looking to step up to championship class now, so that was the perfect
preparation.”

Anderson has been nominated to face Welsh champion Bradley Pryce in
a final eliminator for the British welterweight title, a contest his
manager and promoter Tommy Gilmour hopes to stage in Kirkcaldy later
this year after the unqualified success of the first professional
show staged in Fife since 1952.

An audience which included 82-year-old Jim Gallacher, the former
middleweight who boxed on the last bill staged at the Ice Arena, were
enthralled by the main event in which the frantic pace set from the
first bell by Anderson barely dropped as he sought relentlessly for
a way through Borovski’s unflinching defence. “It was always going to
be a tough fight, but I thought I had him hurt in the opening rounds
and really went for it,” said Anderson. “I thought I would stop him
in the first five rounds, but he was really tough. When I went back
to the corner after the fifth round, my corner told me to stay on
the jab and just keep winning the rounds.

“His defence was excellent. I was trying the get him to drop his hands
by working him to the body, but he kept his guard really tight all
the way through. I’ve got a few things I’ll need to work on when I
go back to the gym, but overall I’m happy with my performance. The
atmosphere in the arena was brilliant and it really gave me a lift
boxing at home for the first time. Hopefully we can come back here
with the title fights.”

Gilmour was delighted with Anderson’s 14th consecutive win since
turning professional two years ago and believes he is now ready to
step into championship class.

“Considering Kevin had not boxed since January, I was really pleased
with him,” said Gilmour. “What would a two-round blowout have given
him in terms of preparation for the British title eliminator with
Bradley Pryce? This was the kind of really hard fight he needed at
this stage of his career.

“He tried a lot of different things in there and his level of fitness
was superb. It has given him an indication of what is required to step
up to the next level. No-one can say we have fed the boy a diet of
easy opponents, he is learning his trade properly and I’m delighted
with the pace of his progress.”

On a superbly matched undercard, Glenrothes light-heavyweight Stevie
McGuire racked up a fourth straight success with a 59-56 points
win over Varuzhan Davtyan of Armenia and crowd-pleasing Aberdeen
light-welterweight Mike Reid maintained his unbeaten record with a
60-54 shut-out against Birmingham’s Lance Veralo.

Stuart Green, the Glenrothes lightweight, was equally impressive in
beating Dave Hinds of Birmingham 60-54 but there was disappointment
for Edinburgh light-welter Keith Ellwood who lost 59-55 to Sunderland’s
Martin Marshall.

“The way the crowd reacted, not just to Kevin but to the whole show,
was fabulous,” said Gilmour. “I’m going to bid for the eliminator
with Pryce and try to bring it back to the Ice Arena later this year.
Kevin deserves it and so do the fans who turned out on Saturday night.”

A BOOK “ARTSAKH SCHOOL FROM ANCIENT TIME TO OUR TIME” PUBLISHED IN NKR

STEPANAKERT, June 8. /ARKA/. A book “Artsakh School from Ancient Time
to Our Time” was published in Nagorno-Karabakh Republic (NKR).

According to ARKA’s reporter in Stepanakert, the book is devoted to
the 1600th anniversary of the Armenian alphabet and history of Artsakh
school. It for the first time presents 1600 years lasting history of
Artsakh school, starting from pre-Mesrop period to our time. The book
is based on the manuscripts from Matenadaran, rich archive materials,
Armenian press (1858-1920), works of famous figures of Armenia (Leo,
G. Arakelyan, A. Mandinyan, G. Aghayan, M. Barkhudaryan and others).

Also, archive materials of separate funds and researches were used,
part of which for the first time was included in scientific

Armenian Prime Minister Andranik Markaryan, who is on a working visit
in Japan, today attended the opening of the Armenian pavilion at the
2005 World Expo international exhibition in Japan’s Aichi prefecture.

The Armenian pavilion opened today as the Day of Armenia was declared
at the exhibition, the press service of the Armenian government has
told Arminfo.

Andranik Markaryan welcomed the fact that the three South Caucasus
republics were represented by a single pavilion named “The
Caucasus”. The prime minister noted the importance of using scientific
and technical progress with the aim of integrating countries and
peoples.

The Armenian governmental delegation led by the prime minister will
leave for Tokyo by the end of the day. Markaryan will meet Japan’s
high-ranking officials there.

YEREVAN, JUNE 4, NOYAN TAPAN. On June 5, the delegation headed
by RA Prime Minister Andranik Margarian will pay a 5-day visit to
Tokyo. Within the framework of the visit, meetings are envisaged
with Japanese Prime Minister J. Koizumi, Chairman of the Lower House
of the Japanese parliament Ms. Ch. Ugi and Deputy Head of Japan’s
International Cooperation Agency (JICA) A. Hatakenaka. According to
the RA Government press service, Prime Minister and the delegation
members will partcipate on June 7 in an event dedicated to the National
Day of Armenia to be held at the International exhibition Expo-2005
in the Japanese province of Aichi. Following the visit to Japan, at
the invitation of Prime Minister of Thailand, the delegation headed

LIBEREC/YEREVAN, Jun 4 (SW) – The Czech Republic easily defeated
Andorra, who did manage to score one goal but could not avoid conceding
eight, while Macedonia had an away win to Armenia.

Thirteen minutes were needed for Vratislav Lokvenc to open the score
for the Czechs in the city of Liberec. Dortmund forward Jan Koller
got the second in the 29th minute, but the hosts were surprised when
Riera actually got one back, six minutes later.

However, the visitors could not celebrate for long as Vladimir Smicer
scored just three minutes later to restore the gap. In the second
half, Ajax player Tomas Galasek converted a penalty, and the Czechs
added four more goals in the last ten minutes, with Milan Baros, Tomas
Rosicky (pen), Jan Polak and again Lokvenc doubling the score for 8-1.

In Yerevan, home team Armenia could not avoid a Macedonian win. The
guests scored twice (one penalty) through Goran Pandev, in the 29th
and 47th minutes. Edgar Manucharyan got one back for the Armenians
in the 55th minute, but his side failed to score an equalizer.

In the only remaining match of the night, group 1 leaders The
Netherlands will host Romania.
