Shepperson carries disaster declarations with him

Shepperson carries disaster declarations with him

By LIZ MAPLES
Staff Writer

There is a 90 percent chance that Kentucky will experience a natural
disaster comparable to Hurricane Katrina by 2040.

An earthquake along the New Madrid fault line could be as disastrous,
or worse, than the devastation the Gulf Coast saw from the recent
hurricane, said Boyle County Emergency Management Director Lennie
Shepperson.

Shepperson carries a black, hardside briefcase wherever he goes.
Inside, there are four file folders, one each for Boyle County,
Danville, Junction City and Perryville, which hold disaster
declarations. Before private property could be used in an emergency,
a declaration has to be signed by the mayor or judge-executive.

In Kentucky, the ultimate responsibility in emergencies lies with the
mayor, for disasters within city limits, and the judge-executive, if
the disaster happens in the county.

The plan for disasters here is generic. Shepperson said it’s designed
to mobilize local resources. If something were to happen, the mayor,
judge-executive and the city and county department heads are supposed
to meet at the 911 center in the central fire station.

Shepperson will call the Kentucky Emergency Operating Center. People
there will activate resources and equipment from neighboring counties
to our area.

One reason Katrina was so devastating, he said, is because the
disaster hit such a wide area that all of the neighboring places that
normally could assist were handling their own problems. The natural
disaster in Louisiana and Mississippi covers 90,000 square-miles, or
about twice the size of the state of Pennsylvania.

“A disaster that big is hard to fathom,” Shepperson said.

Tornado is biggest natural threat here

In an earthquake along the New Madrid fault, Boyle County could see
some building damage, but most of the damage is predicted in western
Kentucky. Here, the biggest natural threat is a tornado, Shepperson
said. Unlike Katrina, people may have little or no warning of
impending danger.

During earthquakes and tornados, people have to shelter in place
because there isn’t time to evacuate. Shepperson suggests
preparation.

“People are spoiled to everything going on. They pick up the phone
and the police, fire department, EMS will be there in just a few
minutes,” Shepperson said.

He said in times of wide-spread emergency, it will not be so
convenient.

“This is why we should all be prepared to help ourselves.”

Each household should know where they will go in case of a tornado or
an earthquake.

“When it’s happening it’s too late to decide,” Shepperson said.

For tornados, the safest places are either in a basement, cellar or
the center of a house. For earthquakes the safest place is a doorway
or underneath a desk.

“It’s better to err on the side of safety”

Shepperson suggests that everyone know basic first aid, and have
emergency supplies on hand, extra medication, food, water, cash and
important documents.

“It’s better to err on the side of safety,” he said.

The New Madrid fault creeps underground from northeast Arkansas,
through southeast Missouri, western Tennessee, western Kentucky to
southern Illinois.

Scientists at the Arkansas Center for Earthquake Education and
Technology Transfer predict there is a 90 percent chance there will
be an earthquake, of 6.0 magnitude or greater on the Richter Scale,
by 2040.

Similar size earthquakes occurred in Armenia and San Francisco in the
1980s. There were 67 deaths and $7 billion in property losses in San
Francisco.

In Armenia, there were more than 25,000 deaths and $20 billion in
property losses.

A report by the Center for Earthquake Studies at Southeast Missouri
State University said the states along the New Madrid fault “are more
prepared than Armenia, but only a fraction as prepared as San
Francisco.”

ARMENIA AMONG UN CO-CHAIR COUNTRIES

60th session of the UN General Assembly opened in New York. UN Yerevan
office informed that the main committee of the General Assembly was elected
in the beginning of the sitting. The committee is going to work during the
whole session. Jan Eliasson from Sweden was elected the head of the
committee. Besides, 21 countries in chair were elected. Armenia is one of
these countries. It’s worth reminding that Armenia is represented by Prime
Minister Andranik Margarian.

UN Yerevan office also informed that the main six committees were elected.
They added that the fourth committee deals with special political and issues
of decolonization and Yashar Aliyev, permanent representative of Azerbaijan
to UN, leads that.

It is noteworthy that “the situation in occupied territories of Azerbaijan”
issue is included on the initial agenda of the general committee.

Opp Candidate at Yerevan Center Community Accuses Auth of Dirty Pltx

OPPOSITIONIST CANDIDATE TO PREFECTURE OF YEREVAN CENTER COMMUNITY
ACCUSES AUTHORITIES OF DIRTY TECHNOLOGIES

YEREVAN, SEPTEMBER 15. ARMINFO. “I think any talks about my possible
election with support of the Armenian President an insult to my
person. The whole my pre- election process is facing a strong
resistance of the authorities and the dirty technologies they resort
to,” thinks the candidate to the post of the Prefect of Yerevan Center
Community, Press Secretary of the opposition bloc Justice, Ruzanna
Khahcatryan.

Speaking at today’s seminar “Women in Politics” organized by the
Armenian Center for National and International Studies (ACNIS),
R. Khachatryan said that election of an oppositionist candidate to the
post of the Prefect of the Center Community could raise the image of
the authorities, hereby satisfying Council of Europe representatives.

Unfortunately, the authorities create obstacles for the candidate’s
meeting with electors and even pay for black PR. She thinks the
Armenian authorities have a male face. A real distribution of the
power between male and female officials would help establishing legal
order in the country as females “are less involved into dirty
technologies and forced solutions to conflict situations”, she
thinks. Heritage party headed by Raffi Hovannisian, which is in charge
of the ACNIS, has also advanced a candidate to the post of the Prefect
of the village of Berd, Tavush region.

Armenian Church’s dwindling members cause concern

Armenian Church’s dwindling members cause concern
Malankara community steps in to revive Fort’s St Peter’s Church

Situated in the bylanes of Fort, within a stone’s thrown of the Bombay Stock
Exchange, stands St Peter’s Church, the temple of prayer for the Malankara
community. Unfortunately, however, the religious community is threatened by
extinction in Mumbai as it’s presently left with only three members who use
this church. To maintain the divinity, its present members are on the
lookout for the right people to undertake the spiritual responsibility to
take over as its future torchbearers. Sunny Perirayam, a Malankara orthodox
Christian and former president of the Young Men’s Christian Association
(YMCA) is one of the few who took it upon himself to rejuvenate the Armenian
Church. For the uninitiated, the Armenian Church is an independent Christian
church, also known as the Armenian Apostolic Orthodox Church. Its head is
the Catholicos who resides at Holy Etchmiadzin, near Yerevan, the capital of
Armenia. St. Peter’s Armenian Apostolic Church in Fort is the only church of
this community in Mumbai. Says Sunny Perirayam, “This church is a very old
church built in 1892. The structure was loose and in need of immediate
attention. It was Zabel Joshi’s daughter, an architect, who renovated the
church. It’s a small church, but indeed an immaculate one. There are people
who believe that this church is leased out to us. Please note that, this
church is just given to us to conduct holy services rather let it face
extinction. They are Armenian orthodox, while we are the Malankara Orthodox
people. So it’s by an understanding that we are servicing the church.”

Incidentally, relations between India and Armenia date back to over 2,500
years, with evidence of an Indian community in Armenia during the fifth
century BC. Armenian theologist Yeghishe (fifth century) refers to the
“Hindu language” as musical. Although some experts claim the existence of
this community on the Malabar Coast in the seventh century, the first
recorded visit is that of Armenian trader Thomas Cana who reached the
Malabar Coast in 780 AD. Cut to the present. Nuvart Mehta, one of the three
members of this community, attributes the cause of extinction of the
community to migration of its young members.”When I came here in 1952, we
had 30 members. But finally figures started dropping as some young members
left for Canada, Australia and the US. Earlier this church was in bad shape
and had to be rebuilt. Now this has been properly taken care of by the
Malankara Christians. Every Sunday, they have regular services in our
church. Now I don’t know what will happen to it after us.”
T.P. Mathew, a senior member of the Malankara Orthodox Christian community,
said, “This church is a very old heritage structure and a very divine place
to conduct a mass and attracts people because of its serenity. Surely, the
atmosphere of this church will bring the essence of Armenia. It is great
work by Sunny and certain people to bring liveliness back into the
church. Many churches in Mumbai are facing extinction and someone has to
come forward to save such structures of beauty

Drama as Futsal Cup begins

Yerevan win
Armenian champions Yerevan were hot favourites to take one of the two
first qualifying round place on offer in this preliminary
mini-tournament, and sure enough cruised to a 7-2 victory against
one-year-old French side Roubaix.

Gyulambaryan injury
However, Armen Gyulambaryan, Europe’s most prolific Futsal scorer
last season with 127 in all, was taken off during the game with a
knee injury. Armen Danielyan, the reigning Armenian player of the
year, scored twice, a tally matched by Roubaix’s David Vieira.

Dinamo survive
In the previous match, Dinamo eked out a 2-1 victory against English
debutants London. Ani Mullaj, who struck eight goals in this
competition last season, gave Dinamo a half-time lead, and although
Alexandre Topalo equalised just after the break for Olexandr Saliy’s
side, Mullaj was on target again to leave the Albanian team’s
campaign on course.

Sunday games
Fixtures continue on Sunday with London and Roubaix both aiming to
get off the mark in the first game at Crystal Palace, and Dinamo
taking on Yereven later in a match where the winners could well
progress regardless of their third result on Tuesday.
