Azerbaijani delegation led by first deputy speaker of parliament
Ziyafet Asgharov will attend the NATO Parliamentary Assembly spring
session in Paris in May this year, Mr.Asgharov told APA.

The parliamentarian said that NATO-Azerbaijan relations are developing
and added the Nagorno Garabagh issue will be discussed in the NATO
PA spring session.

“We have always raised the Nagorno Garabagh issue at the NATO
Parliamentary Assembly. Now we are trying to achieve in session
adopting a document on this issue” Asgharov said.

“Ad-hoc committee of the Parliamentary Assembly of the Council of
Europe (PACE) on Nagorno Karabakh will now continue its work under
the direct control of organization’s Bureau, the head of Azerbaijani
parliamentary delegation to PACE,” said Samed Seyidov at the press
conference on the results of his visit to PACE committee in Paris.

Commenting on the speech of the committee head, Lord Russell-Johnston,
Seyidov underlined that the content of this speech was known
beforehand, as it was included in the Council of Europe’s agenda
during the January session of the committee.

“We hold similar evaluation. Following the resolution adopted at the
Council of Europe’s conference, Lord Johnston continues to reflect on
the realities of the Azerbaijani-Armenian conflict and the interests
of Azerbaijan,” Seyidov said. “The date of a meeting of the Ad Hoc
Committee will be defined at a meeting of PACE in April.”

Seyidov stated that together with PACE Azerbaijan will have to appoint
a representative of the mission to participate in talks. “But our
delegation has not been completely formed, we are waiting for the
results of the re-run parliamentary elections in May,” Seyidov
emphasized.

He also said that another meeting of the CE representatives will take
place on March 16 in Istanbul, though no issue on Azerbaijan was not
included in the agenda.

ARMENIA TAKES MEASURES AGAINST BIRD FLU

[Presenter] Armenian President Robert Kocharyan has instructed
the government to waive the added value tax on the imported
poultry feed for six months [to help farmers cope with the bird flu
situation]. Although not a single case of bird flu has been registered
yet by international and local organizations in Armenia’s Ararat and
Armavir districts, the local governments of both districts are taking
measures to discover the infection in time.

In connection with this, the UN’s Food and Agricultural Organization
[FAO] will give additional technical assistance to Armenia. The
Armenian agricultural minister and the subregional representative of
the FAO for Central and Eastern Europe signed an agreement today on
an assistance programme for taking preventive measures against bird
flu in Europe and the Caucasus.

[Armenian Agricultural Minister David Lokyan] By signing this agreement
the Armenian government tries to solve a difficult problem in the
agricultural sphere and ensure the safety at the poultry plants which
employ 3,000 people. This is part of a complex programme against
the disease.

This is the first programme in the region. Preventive measures
against bird flu are at a low level in Eastern Europe. Therefore,
it is impossible to step up the public awareness efforts regarding
the preventive measures against bird flu.

BAKU, MARCH 9, ARMENPRESS: The Azerbaijan Ministry of Health confirmed
that a 16-year-old girl, Gunel Qasimova from Sarvan died of H5N1
in hospital on March 8. It said no new human cases of bird flu were
detected in Sarvan and Daykand villages of Salyan province during the
last two days. Earlier, six out of eight bird flu suspected people
were discharged from hospital.

Another resident of Daykand, Shahmar Asgarov, remains in hospital
receiving treatment for suspected bird flu. His state is serious. The
World Health Organization’s (WHO) bird flu experts are coming to
Azerbaijan and will stay in the country until the end of March. The
results of bird flu monitoring will be sent to London to be checked
by scientists at the WHO laboratory.

Later President Ilham Aliyev received at his temporary residence
Foreign Minister of Japan Taro Aso.

The Minister expressed confidence that President Ilham Aliyev’s first
official visit to Japan will play an important role in enhancing
cooperation between the two countries.

He said Azerbaijan is located at strategically very important region,
and that his country attaches particular significance to its relations
with Azerbaijan.

The Minister recalled the official visit to Japan by national leader
of Azerbaijan Heydar Aliyev in 1998. He said that visit marked
intensification of Azerbaijan-Japan relationship. According to him,
this visit by President Ilham Aliyev will open a new stage of bilateral
cooperation.

Mr. Aso pointed out that Japan supports territorial integrity of
Azerbaijan, and will continue to do so at various international events.

President Ilham Aliyev said important steps had been taken towards
cementing the Azerbaijan-Japan cooperation, and further improvement
of the existing relationship. He expressed his views on a number of
issues of mutual interests.

The Head of State expressed confidence that this visit will mark a
new stage of the Azerbaijan-Japan relationship, noting that numerous
meetings he had here in Japan were very successful in terms of
enhancing mutually beneficial cooperation between the two countries.

President Ilham Aliyev and Foreign Minister Taro Aso touched on
Japanese companies’ close involvement in development of oil fields
in Azerbaijan, and favorable investment opportunities existing in
the country.

They also discussed the Azerbaijan’s most painful problem, the
Armenia-Azerbaijan conflict over Nagorny Karabakh. President Ilham
Aliyev outlined the current situation, and expressed official stance
of his country with regard to the ways of the conflict’s resolution.

OSCE Minsk Group co-chairs to meet in Istanbul on 20 March

The OSCE Minsk Group co-chairs Steven Mann (US), Yuri Merzlyakov
(Russia), Bernar Fasie (France) and Andrzey Kasprzyk, personal
representative of OSCE-chairman-in-office will hold their next
meeting in Istanbul, Turkey, on 20 March.

The US Embassy in Azerbaijan informed APA that it will be the
co-chairs’ second meeting in March. On March 6-8, they analyzed the
negotiations held between Azerbaijan’s and Armenia’s Presidents in
Rambouillet. The co-chairs were expected to offer new suggestions to
the Foreign Ministers. However, neither the co-chairs’ meeting nor
their suggestions to the Ministers is made public.
Russian Foreign Ministry group for Nagorno Garabagh told APA that
Russian co-chair is in Washington. The American co-chair Steven Mann
and Assistant US Secretary of State for European and Eurasian Affairs
Daniel Fried will visit Baku on 13 March.
After their meeting, the co-chairs traditionally visit the
region-Azerbaijan and Armenia to familiarize with the opinions of
these states, and they meet again to discuss these issues. This
tradition seems to have been broken this time. Either the co-chairmen
have not offered any suggestions to the Foreign Ministers after the
Washington meeting or they have received replies and therefore, they
meet to analyze them.
The co-chairs said that the date of their visit to the region will
depend on the sides’ positions and preparation./APA/

Armenian NGOs of Georgia Urge Authorities to Prevent Ethnic Conflict

ARMENIAN NGOs OF GEORGIA URGE GEORGIA AUTHORITIES TO PREVENT ETHNIC CONFLICT
IN TSALKA

TSALKA, MARCH 11. ARMINFO. The Multinational Georgia and New
Generation NGOs have urged the Georgia public, authorities and
President Mikheil Saakashvili to take urgent measures to solve the
problem in Tsalka in order to prevent one more ethnic conflict in
Georgia.

The NGOs urge the authorities to fairly investigate the incident in
Tsalka and to punish those guilty.

To remind, Georgian and Armenian residents of Tsalka got into fight
Mar 9. 5 young Armenians were wounded, Gevorg Gerorgyan – killed. The
attackers were Georgians from Svanetia.

Alarmed by the incident the Armenian residents of Tsalka (some 500
people) held a rally in front of the police building with demands to
punish those guilty. The police togeter with local criminals dispersed
the ralliers. Mar 10 the police blocked all the roads leading from
Armenian villages to Tsalka and are controlling all the governmental
facilities in the town.

Commenting on the incident the United Javakhq NGO says that it is a
direct result of the Georgian authorities’ policy to artificially
change the ethnic maps of its regions. The large-scale population of
the mostly Armenian regions with Georgians from Svanetia and Ajaria is
breaking the ethnic balance in the region and provokes ethnic
tensions.

The NGO urges all the Armenians of the region to be calm and
restrained and demands that the Georgian police fairly investigate the
case and punish all those guilty.

YEREVAN, MARCH 14, NOYAN TAPAN – ARMENIANS TODAY. “The Moscow Treaty
concluded in 1921 between two empires hasn’t received a deserved
estimation by now.

In fact, by this treaty the Armenia’s achievements created by May 28,
after the interval of 6 centuries, were reduced to zero,” Ishkhan
Saghatelian, Chairman of ARFD Nikol Aghbalian student union, declared
at the conference organized by the union in connection with the 85th
anniversary of the Moscow Treaty.

According to him, this treaty concluded between Russia and Turkey
was one of the anti-Armenian acts: “A shameful treaty that tightened
Armenia’s bondage for even more”.

Saghatelian reminded that “by the inducement of the same dictatorship”
the Armenian communists signed the humiliating Kars Treaty on October
13 1921, which became the ratification of the decision about capturing
Armenia and was concluded with Russian-Turkish cooperation.

The press conference participants, among which there were
representatives of a number of youth structures of the party and NGOs,
adopted a statement, according to which the Moscow Soviet-Turkish
Treaty and Kars treaty, which is its continuation, are worthless from
the moment of their signing as they contradict the main principles
and norms of the international law.

The statement authors call on the Armenian National Assembly to
invalidate the “illegal treaties violating the rights and interests
of the Armenian people”. It’s also mentioned that RA Foreign Ministry
should adopt a statement about the Moscow and Kars Treaties’ being
inadmissible for Armenia.

He Is Charged With Appropriating $100, Selling Petrol To Armenians
During Karabakh War and Cooperating With Pro-Armenian Forces

One of Nakhijevan clan members, former Azerbaijani parliament
speaker Rasul Guliyev was due to return home from the United States
on London-Baku charter flight yesterday night. Late Heydar Aliyev
and Guliyev were in good relations before 1995 until the speaker of
the parliament embarked on forming his own team within the clan to
counter the Aliyevs in fight for presidency.

In his message to the Azeri society, Guliyev, who spearheads
oppositional Democratic Party of Azerbaijan, said that he does to
cause bloodshed by his return. “It is possible that there will
be disturbances at the airport on October 17. We have operative
information about imminent provocation including an assault on the
airport,” Ramil Usubov, interior minister of Azerbaijan, said. Usubov
called for the representatives of diplomatic missions and journalists
to stay away from the airport, as “clashes are probable.”

Yasar Aliyev, deputy head of Baku police, was quoted by the Azeri
press as saying that nobody will be allowed to enter the area of
Heydar Aliyev International Airport to meet Rasul Guliyev. Zakir
Garalov, head prosecutor of Azerbaijan, stated that a special cell
of European standards was prepared for Guliyev.

According to RFERL, Guliyev is returning to secure democratic
parliamentary elections on November 6. He had announced earlier that
he will return to Baku in company of US congressmen and a group of
journalists. Rasul Guliyev is charged with appropriating more than $100
million from the state budget, selling petrol to the Armenians during
the Nagorno Karabakh war and supporting pro-Armenian forces in America.

In the face of the upcoming parliamentary elections the Azeri
authorities emphasize the “fact” of the cooperation of the country’s
opposition and Armenian special services but not the Karabakh
issue. Sill in August 3, the police arrested Ruslan Basirli, leader of
Yeni Fikir oppositional party on charge of a coup attempt organized
in concert with non-governmental American organizations and Armenian
special services. During the last weeks Ramin Tagiyev and Sayid Nuri,
the same party’s leaders were also arrested.

President Ilham Aliyev’s assessment of the pre-election situation
is as follows, “Wonderful conditions have been created for the
elections.” The international organizations hold to other views. In
its report on pre-electoral Azerbaijan, the Human Rights Watch called
on the Western governments to adopt a tougher line in regard to the
violence in Azerbaijan.

The report also writes that the growing violence that the opposition
activists face from the hands of law-enforcers “casts doubt
on government’s obligation to hold free and just parliamentary
elections.” The report says that the US and EU should “condemn the
violence in pre-election campaign forestalling further aggravation.”

As it is known, the police quelled three last rallies by Azadleg Union
beating tens of participants and detaining hundreds. The head of the
PACE stated in Baku last week that Azerbaijan has not fulfilled the
proposals of the PACE to hold free and just elections.

The allocations from RA state budget envisaged for RA foreign policy
will amount to AMD 8.117.820. RA Foreign Ministry will receive AMD
700.570.7 for the current expenses of the ministry, as well as AMD
119.797 for ceremonial needs. The fees Armenia is to pay will total
to AMD 1.053.545.3. While AMD 4.164.784.7 of budget allocations are
envisaged for TA Embassies. AMD 2.000.000 will be spent on purchasing
buildings for RA Embassies. The salaries of the employees of RA
Foreign Ministry’s diplomatic services will grow by 40%.
