ARMENIA, AZERBAIJAN ANNOUNCE NO PROGRESS IN KARABAKH TALKS

The foreign ministers of Azerbaijan and Armenia said Tuesday that
talks between their countries’ leaders had made no progress toward
a settlement of the dispute over Nagorno-Karabakh, but that they had
instructions to continue negotiations.

Armenian President Robert Kocharian and Azerbaijani President Ilham
Aliev discussed the long-standing conflict on the sidelines of a
Black Sea summit in Bucharest, Romania, on Sunday and Monday.

Representatives of the Organization for Security and Cooperation in
Europe, which is trying to broker a resolution of the 18-year-old
conflict, were also present.

Armenian Foreign Minister Vartan Oskanian told state television that
the talks had been conducted “in a normal atmosphere, but they did
not succeed in registering progress and giving a positive impulse to
solving the problem of the Karabakh conflict.” Still, he said that
he and Azerbaijani Foreign Minister Elmar Mammadyarov had orders
to try to find points on which they could bring the two countries’
positions closer.

Mammadyarov said that, in spite of the lack of a breakthrough,
the Aliev-Kocharian meeting had seen a “wide discussion” of the
details of a settlement. “We decided to continue the process and, if
necessary, to hold another meeting at the level of foreign ministers,”
Mammadyarov said.

in Washington, Us Government agreed to development of democratic
institutions in Azerbaijan, reportedly said Matthew Bryza, Assistant
to US secretary of State for European and Eurasian affairs.

“Democracy is each country specific and Washington just supports each
country’s efforts in this sphere”, – Bryza said.

As to Nagorno-Karabakh conflict settlement, US official said the year
2006 is very important for the conversation process. “The agreement
is possible but big courage is needed both from Azerbaijan and
Armenia. This will be a very decisive step for conversation process”,
– Bryza concluded.

Armenians broke the cease-fire in Aghdam frontline in Garabagh
yesterday wounding an Azerbaijani army soldier, APA’s Garabagh
bureau reports.

Armenian armed forces from their positions located in the occupied
Sarijali village in Aghdam fired on the opposite positions of
Azerbaijani armed forces at 21.20 yesterday. As a result, the wounded
Azerbaijani soldier, Mireliyev Elmar Shahkerem was hospitalized, he
is in better health now. The soldier was drafted from Davachi region.

The Armenian armed forces from their positions in the occupied
Yusifjanli village of Aghdam fired on the opposite positions of
Azerbaijani armed forces at 24.00 last night. Azerbaijan’s Defense
Ministry press service did not confirm this information.

It is also reported that Armenians are torching the occupied villages
of Aghdam in Asgharan direction.

official visit to Ukraine, Ukrainian MFA Spokesperson Vasily Filipchuk
reported. In his words, talks and meeting with Ukrainian top leadership
are planned during the visit. Besides, a number of urgent matters
of bilateral cooperation are to be discussed, specifically ways to
expand trade and economic cooperation, interaction within international
organizations, as well as European integration. In Filipchuk’s words,
special attention during talks with Ukrainian authorities will be
paid to settlement of “frozen conflicts in the South Caucasus,”
reports Novosti-Ukraina.

have decided to request the international community for assistance in
establishing a dialogue on the Nagonro Karabakh conflict settlement,
Daniel Fried, Assistant Secretary for the Bureau of European and
Eurasian Affairs stated. In his words, the parties were close to an
agreement in Key West, however failed to achieve real progress. “May be
this time the sides will succeed. The OSCE MG Co-chairs will not exert
pressure upon the sides. They have just advanced some ideas, which
can serve as a good basis for the conflict resolution. The decision
depends on the Armenian and Azerbaijani Presidents,” Mr. Fried said.

He remarked that as a U.S. representative he wishes “return of as many
regions as possible to Azerbaijan and return of refugees to their
homes.” He also underscored that the OSCE MG framework serves for
finding ways of settlement. “However, I reiterate, everything depends
on the Presidents,” Daniel Fried said, reported Azertag news agency.

Levon Chakhmakhchyan, representing the Parliament of the Republic of
Kalmikia at the Russian Federal Council, was arrested when taking a
bribe of US$300 thousand. “Vzglyad” business paper informs that the
special operation was held on June 2 in Moscow. The money confiscated
from Levon Chakhmakhchyan was marked with special matter and it did
not make difficulty for security service employees to find out the
origin of these.

According to the data of the Federal Security Service, the confiscated
cash was just part of the bribe. The rest of the sum had to be
transferred to a bank account. The whole sum totaled US$1.5 million.

“According to “Interfax,” Chakhmakhchyan declared, “he touched neither
the money nor the bag, and he did not even know what was in it.”

Chakhmakhchyan’s son-in-law, assistant to the Auditor of the Counting
Chamber was also arrested. Chakhmakhchyan considers this is also part
of the persecution against him.

The above-mentioned special operation became a new link in the circle
of resignations at the higher Chamber of the Russian Parliament. To
remind, late in May Head of the Nenets Autonomy Alexey Barinov was
also arrested. He was charged with financial machinations, which cost
the state 19 million rubles.

Following this, three senators – Boris Gutin, Alexandr Adabashyan
and Igor Ivanov prematurely terminated their liabilities.

June 2 the Federal Council terminated the liabilities of Senator Arkadi
Sargsyan, representing the Parliament of the Republic of Khakasia.

NA deputies today elected two chairs of permanent committees on
Social, Health and Nature Protection as well as Defense, Internal
Affairs and National Security. Both were taken by United Working Party
(MAK) members Mnatsakan Petrosyan and Aramais Grigoryan. Mnatsakan
Petrosyan received 71 votes with 1- against and Aramais Grigoryan
received 70 votes with 1 against.

Before their candidacies were proposed, Mnatsakan Petrosyan and
Aramais Grigoryan left their powers as members of returning board.
Hripsime Avetisyan took the position in the returning board from MAK
and Samvel Sahakyan replaced independent deputy A. Grigoryan in the
same board. Vostanik Marukhyan from the Armenian Revolutionary
Federation was not proposed for any position but he was replaced by
Gegham Manukyan from the same party.

The newly elected heads of the committees will govern only for one
year because next year new parliamentary elections will take
place. A. Grigoryan assured that he has a clear idea how he is going
to manage the committee and promised to work in the same spirit as
Mher Shahgeldyan did. Shahgeldyan’s candidacy was proposed by Hmaiak
Hovhannisyan but the latter refused to compete for the position.
Hmaiak Hovhannisyan’s candidacy was proposed by Viktor Dallakyan but
again the deputy refused to participate in the

At a news conference following the meeting of CIS defence ministers
in Baku on 31 May Russian Deputy Prime Minister and Defence Minister
Sergey Ivanov commented on a number of regional and international
security issues.

On the subject of Iran, Ivanov said that Russia’s proposals on
resolving the nuclear problem remained under consideration. “Russia
has made a number of well-known proposals and initiatives, which
remain on the negotiating table, and as far as I know, these were
positively received by the international community,” AVN (0700 gmt)
quoted him as saying. “Russia, on the one hand, believes that every
country should have the right to benefit from using nuclear energy
for peaceful purposes, but, on the other hand, advocates that all
international nuclear non-proliferation regimes be very strictly
observes and enforced,” he added.

Ivanov proposed bringing the adapted Conventional Armed Forces in
Europe (CFE) Treaty into force on a temporary basis from October
this year, a second AVN report said (0736 gmt). “We are fulfilling
all our obligations under the CFE, including under the flank zone
restrictions in the North Caucasus,” Ivanov stressed. Pointing out that
the adapted treaty has so far only been ratified by four countries,
including Russia, he said this was a sign of “double standards”
in the evaluation of Russian and US military presences abroad.

He saw the recent agreement allowing the USA to set up a base in
Bulgaria, which could house up to 5,000 troops, as further proof of
this. “In response to our question about the purpose of this [base] we
are told that this is an insignificant military presence,” he said. “At
the same time, demands are made that Russia withdraws its peacekeepers
from the Dniester region, where there are only 1,500 of them. Some
of them fulfil peacekeeping functions and prevent the resumption of
military actions between Moldova and the Dniester region, and some –
several hundred – guard ammunition and property depots that have been
left behind by the former 14th Army.” “We have already withdrawn all
the heavy hardware restricted under the CFE from there, but we cannot
abandon these depots, because this is Russian property and we are a
responsible state, and we cannot allow this ammunition to find a way
into somebody else’s – terrorists’ – hands. We will guard these depots
until a political settlement of the Dniester problem is achieved,”
Ivanov said.

Speaking on regional issues, the Russian defence minister raised
the possibility of sending a peacekeeping contingent into Nagornyy
Karabakh and said that the rotation of Russian peacekeepers in South
Ossetia would continue, despite complaints from the Georgian Defence
Ministry. He insisted that the withdrawal of Russian military hardware
from the Akhalkalaki base in Georgia to Armenia would not have negative
effects in the region. “This cannot lead to the destabilization of
the military-political situation in the region.

Moreover, the withdrawal of this hardware does not violate the flank
zone restrictions of the CFE,” a further AVN report (0740 gmt) quoted
him as saying.

Ivanov also told the news conference that Russia believes that the
Caspian states (Russia, Azerbaijan, Kazakhstan, Turkmenistan and
Iran) should be responsible for ensuring security and order in the
areas without the intervention of third parties, AVN reported at 0855
gmt. “We must introduce order here – we must fight against poaching,
the pollution of the Caspian and the drugs trafficking, which takes
place in the region. This is all in our hands,” he said

At 0801 RIA-Novosti added that Ivanov had also commented on Russia’s
decision to pull out of a project to build An-70 military-transport
aircraft with Ukraine. “As for the An-70 project, this project is
being carried out in accordance with technical requirements set out
in 1984 and there is still no end to the work in sight. We will see
what happens next,” he said, promising the Defence Ministry would
issue a separate statement on the issue.

The Armenian Foreign Ministry welcomes decision of the Montenegrin
government and the people to establish independent state, congratulates
and wishes success to Montenegrin people in achieving independence,
acting Armenian Foreign Ministry’s Spokesman Vladimir Karapetyan
stated, commenting on Montenegrin referendum’s conducting, being
interviewed by a REGNUM correspondent.

According to him, a peaceful divorce of Montenegro and Serbia is
especially important for Armenia because the right of the Montenegrin
people for self-determination was expressed at the referendum, which,
in its turn, proves fact that referendum remains recognized and
civilized instrument in international relations to settle analogous
problems in the way of people’s will expression.

It is worth reminding that Montenegrin residents voted for its
independence from Serbia during the May 20 referendum. On May 21,
Montenegro’s Election Committees representatives announced the
referendum’s official outcomes, confirming in such way a definitive
break-up of the former Yugoslavia. 55.4% of Montenegrins voted for
independence from Serbia, 44.6% – against it. In such a way, a new
independent country appeared on the European map.
