DEVELOPMENTS IN NAGORNO KARABAKH SETTLEMENT PROCESS

Group Matthew Bryza.

As Noyan Tapan was informed from RA President’s Press Office,
the interlocutors discussed the latest developments in the Nagorno
Karabakh settlement process.

The Nagorno-Karabakh problem was discussed at the 5th plenary session
of the initiative group of the Parliamentary Assembly of South
Caucasus in London, the chairman of social policy commission of
Azerbaijani parliament Hadi Rajabli who participated at the session
told journalists, Trend reports. The Azerbaijani delegation attending
the meeting included Siyavush Novruzov, Kh.Rajabli and chairman of
parliament commission for agrarian policy Eldar Ibrahimov.

Rajabli noted that the discussions aimed at finding a way for the
settlement of the conflict. `The position of Azerbaijan was steady
and reasoned. Other representatives agreed with our opinions. The
Georgian delegation protected our position in all aspects,’ ho told.

Azerbaijani deputies announced that the efforts of liberating the
occupied territories through war have increased in the country and
besides, the budget of the military expenditures have been raised.
`It was stated at the meeting held under chair of the head of Eastern
European countries department of the Foreign Ministry of Great
Britain Symon Smite that if Azerbaijan is eager to the peaceful
solution of the conflict, then why to take arm. We brought an
argument that it is not increased the interest of military
expenditures in the state budget. For the reason

of increase of budget expenditures, the finance was directed toward
various spheres. I told in my speech that if the military
expenditures of Azerbaijan is of concern for you, then why do you
keep silence for the delivery of Russian military technique from
Georgia to Armenia? Russia has supplied $1 billion military arms to
Armenia, but no-one came against it. I stressed that Azerbaijan will
take any possible steps to ensure its territorial integrity,’ he
added.

According to Rajabli, during the meeting, it was announced the
position of Armenian side regarding Nagorno-Karabakh conflict.
`Armenian deputies stressed that the co-chairs of OSCE Minsk Group
announces that Azerbaijan doesn’t accept their proposals. And we said
that Azerbaijan cannot agree with the proposals bringing damage to
its territorial integrity. In any cases, the economic growth of
Azerbaijan makes Armenia worried. They take a great interest in
establishing economic relations. We have stressed that it is possible
only after settlement of all problems. Besides, we drew the attention
to the fires committed by Armenians in Azerbaijan’s occupied
territories,’ he said.

The next meeting is planned to be held in December in Dubai. That
meeting will focus on the cooperation in the sphere of ecology,
transport and banks.

Share of Seasoned Brandy Increases in Production of YBC

SHARE OF SEASONED BRANDY INCREASES IN PRODUCTION OF YBC

YEREVAN, JULY 28, NOYAN TAPAN. Yerevan Brandy Company (YBC) increases
the share of seasoned brandy in its production. Journalists were
informed about it at the July 24 press conference dedicated to the
results of the financial year from July 2005 to July 2006. As YBC
Spokesperson Zara Nazarian said, in this period the amount of
"super-premium" brandy having seasoning of 15-20 years increased by
180 thousand litres or more than by 35 percent.

In Z.Nazarian’s words, in the previous financial year the amounts of
grape purchase increased by 25% and made 23 thousand tons. Next year
the company plans to increase the purchase amounts up to 30 thousand
tons.

As YBC Financial Director Igor Arakelian said, in the period under
review the plant made investments amounting to 2 bln drams (about 4.75
mln USD) that were mainly directed to production purposes. 350 mln
drams was invested into YBC’s Armavir branch and 260 mln drams in
Aygavan. These funds were spent on increasing the possibilities of
acception and reprocession of grapes. In particular, today it became
possible to distil up to 80 thousand litres of wine materials daily in
Armavir.

As YBC management assured, today the brandy spirit reserves of brandy
company are enough for producing brandy for 10 years. At present the
company has 15 mln absolute litres of spirit and after autumn
purchases the stores of spirit will make 16 mln absolute litres.

In I.Arakelian’s words, despite of financial losses of the company
caused by depreciation of US dollar against RA dram, in the year under
review the realization grew by 5%. The total commodity circulation
made 19 bln drams, which is more by 9% in comparison with the previous
year. YBC net profit grew by 8%. A 11% growth of realization and 14%
growth of profit is expected next year.

It was mentioned that YBC’s market number one remains Russia. 2.5 mln
out of 3.5 mln litres of produced brandy was sold in Russia last
year. The company had some difficulties in connection with importing
new excises in early 2006 in Russia. As YBC General Executive Director
Erve Karoff said, the sale amounts in Russia have been limited and if
it goes on like this, YBC will try to find another markets.

It was mentioned that last year the amounts of brandy realization
increased by 160% in Baltic countries, by 22% in the Ukraine, by 80%
in Germany and Israel. A contract has been signed lately on supplying
brandy to the U.S. and 5 boxes of brandy have been already delivered
there. The company is also going to sell its production in Asian
countries, in particular, in China.

visit to Armenia late September,

Gevorg Danielyan, the Deputy to the RA Prosecutor General stated in
Yerevan today. In his words, the Russian Prosecutor General will
arrive in Armenia by invitation of his Armenian counterpart Aghvan
Hovsepian. `We have already received consent and the newly appointed
Prosecutor General will arrive in Armenia presumably September 20-22,’
Danielyan said.

still suffers from the myths created by itself. Nobody, except
themselves, not only fails to believe them but also to treat them
seriously. Vladimir Karapetian, deputy press secretary of the RA
Ministry of Foreign Affairs, made such a statement, commenting, at the
request of the "Haylur" information program of the Public Television
of Armenia, on the Azerbaijani Foreign Minister Elmar Mamedyarov’s
specific estimations given to the settlement process of the Nagorno
Karabakh conflict.

"Listening to the minister, I get an impression that he speaks about a
process that has nothing to do with him," mentioned Vladimir
Karapetian.

"The sooner they get rid of such illusions, the sooner it will be
possible to establish stability and an atmosphere of mutual confidence
in the region", the spoksperson of the Foreign Ministry of Armenia was
quoted as saying.

Representatives of Microsoft, Intel and Alcatel Companies have agreed
to participate in an international conference in Armenia dedicated to
the development of WiMax and WiFi technologies, which will be held in
September in Yerevan in the framework of the third Armenia-Diaspora
conference, Director of the " Incubator of Enterprises" Fund Bagrat
Yengibaryan said, MEDIAMAX Agency reports.

October 6-8 DigiTech 2006 international exhibition will open in
Yerevan. 70 Companies, including 15 foreign ones, will participate
in the exhibition. The list of participants will include
Mitsubishi-Electric, Microsoft, National Instruments Companies
and others.

The exhibition will be held in the framework of the month of
information technologies announced by RA Government. 15 different
arrangements, including contests, conferences and exhibitions, are
scheduled to be held in the framework of the month.

President of the Union of Information Technologies Enterprises
Hovhannes Avoyan expressed the hope today that the conduct of these
events will promote the resolution of the problems in IT sphere
Armenia currently faces.

Nubarashen Prefect’s Brother Arrested

NUBARASHEN PREFECT’S BROTHER ARRESTED

YEREVAN, JULY 27, NOYAN TAPAN. The brother of Nubarashen prefect,
Ruben Hovhannisian, was arrested within the framework of the
criminal case instituted on the fact of July 12 attack upon Gagik
Shamshian, photocorrespondent of the Chorrord Ishkhanutiun and Aravot
newspapers. This was informed by radio Liberty.

A criminal case was instituted on the signs of articles of impeding
a correspondent’s professional activity, robbing a correspondent
and hooliganism.

"Within the framework of the criminal case, a person, Ruben
Hovhannisian, was involved as a defendant on July 25. An accusation
was brought to him on the above mentioned three articles. According
to the court decision, arrest was used as a preventive punishment to
him. It is also mentioned that R.Hovhannisian pleaded not guilty in
connection with the above mentioned accusation."

War in Lebanon

RA Government has adopted the decision at today’s special session
on rendering a humanitarian assistance to Lebanon that is currently
engaged in military actions.

RA Government press-office informed that it was decided to to send
medicaments, tents and preparations to Lebanon as a humanitarian
assistance. It was also decided to send a humanitarian cargo on July
27 evening by Yerevan- Allelo charter route.

Gagik Yeganian, the Head of the Migration Agency, informed that 550
people from Lebanon and 54 people from Israel have arrived in Armenia
during these days. He also said that 120 people more will arrive to
Armenia from Allepo on July 27 by a charter flight. According to him,
the majority of the evacuated people are citizens of Armenia. However,
he noted, there are citizens of other countries among them: 49

Lebanese and 2 Israeli. It was noted at the session that the number of
evacuated people is growing day by day. Meanwhile, many of them have
no relatives in Armenia. In view of this, the Government has discussed
the issue of rendering a necessary assistance to these persons.

Azerbaijan committed serious crimes

Karabakh Armenians have the right to determine their future,
Vice-speaker of the UK House of Lords, Baroness Caroline Cox said in
the course of a meeting with journalists in Yerevan.

Answering a question how she could picture the future of the NKR, the
Baroness stated, "I cannot advise what to do; the people themselves
should decide what is the most important thing for them" and added
she was ready to support any action, which could lead to the conflict
settlement and secure peaceful life.

According to Baroness Cox, who has repeatedly been to the conflict
zone, both during active hostilities and after concluding an
armistice, Azerbaijan was the major aggressor in the Karabakh
conflict and committed serious crimes against principal human rights.

Perpetration of ethnical cleansing of the Armenians in Karabakh was a
crime against humanity, DE FACTO reports.

120 People to Be Evacuated from Lebanon to Armenia Tomorrow

/PanARMENIAN.Net/ 120 Armenians will be conveyed from Lebanon to
Yerevan July 27. According to Armenian Deputy Foreign Minister
Gegham Gharibjanian, 51 of them, mostly foreigners, requested the
Department for Migration at the RA government to grant them the status
of temporarily protected persons. Gegham Gharibjanian remarked that
the status will be granted to them in the near future.

All those who wish to arrive in Armenia will be granted a free 3-month
visa. The Armenian Embassies in Lebanon and Syria of on working round
the clock, reported the RA government’s press office.
