Armenia, nevertheless, sent its proposals on the updated principles
of Madrid to OSCE. The Director of the Center of Political Studies
Garnik Isagulyan stated about it today. Recall, the spokesman of
the Armenian Foreign Ministry refused the fact that the Armenian
MFA proposed anything. On the same day, though, Edward Nalbandyan
himself did not refuse strongly: "It is an ordinary working process
in the course of which the parties always make proposals which were
responded. This process will be continued until the parties make
their positions closer".

A week ago, Azerbaijan already stated that it does not have any
complaints or proposals with regard to the principles. On these days,
the Azerbaijani foreign minister said he is going to meet with the
OSCE Minsk group co-chairs in Paris.

Despite the fact that the Karabakh issue has long ago come out of
the regime of confidentiality and is discussed on a public sphere,
the Armenian MFA did not consider it necessary to go into details of
its proposals.

Ankara warned on Thursday that all options remain on the table,
including recalling its ambassador to the United States, if a
congressional panel in Washington recognizes the 1915 killings of
Armenians as genocide.

The U.S. House of Representatives Foreign Affairs Committee will
consider the resolution Thursday.

Turkey is weighing all the risks and is making calculations over
potential retaliatory measures against the contentious resolution,
one Turkish official said, adding, "All options are on the table."

In 2007, when the U.S. Foreign Affairs Committee passed a similar
measure, Ankara recalled its ambassador to Washington in protest and
says it is one of the options today.

Turkish officials, basing their argument on the strong partnership
with the United States, warned that the U.S. administration should not
let the relationship be harmed by the resolution but admitted that the
Obama administration has been less supportive than the George W. Bush
administration in opposing the measure. Washington has been pursuing a
"wait-and-see" policy, according to Ankara.

Turkish President Abdullah Gul called Obama late Wednesday, an
indicator of Turkey’s quest to secure support from Washington until
the last moment to block the measure.

The passage of the resolution could overshadow Turkish-U.S.

cooperation in Afghanistan and Iraq, say Turkish officials. Turkey may
even consider closing the İncirlik air base, which would be a severe
blow given the close Turkish-U.S. military ties that have developed
since Turkey joined NATO in 1952. Both countries are jointly involved
in several missions.

The current U.S. administration is also considering Turkey as a
possible radar-base site as part of efforts to neutralize Tehran’s
nuclear and missile programs and prevent a Middle East arms race.

Turkey has not yet answered Washington, and the Turkish General Staff
is still evaluating the idea.

‘Stakes are higher’

Turkey says the resolution would not only damage the Turkish-U.S.

relationship but also undermine reconciliation efforts with Armenia.

One Turkish official said: "We are at a more different situation
today than in 2007. The stakes are higher."

Turkish Foreign Minister Ahmet Davutoglu warned Thursday against
any steps that would put at risk efforts for a comprehensive peace
in the Caucasus, saying the resolution would not only negatively
affect Turkish-Armenian relations but also Armenia’s relationship
with Azerbaijan.

"Today those steps that have been sought to achieve long-lasting peace
in the Caucasus and those that risk it are standing up against each
other," he said. "We are in favor of the first option."

US Congress US congressmen have sent an appeal to the Committee
on Foreign Relations of the US Congress, urging not to discuss the
resolution on "genocide".

24 US congressmen have sent an appeal to the Committee on Foreign
Relations of the US Congress, urging not to discuss the resolution on
"genocide" of Armenians in the House of Representatives.

According to the US Azeris Network (USAN), the appeal sent to the
chairman of the Foreign Relations Committee of U.S. Congress Howard
Berman and members of the committee, notes that the discussion of
this resolution in the House of Representatives is a destabilizing
factor for the US interests.

It is noted that this will be a serious blow to US-Turkish strategic
relationship, to American interests and NATO operations in the Middle
East and Central Asia. Considering Turkey’s role in bringing peace and
stability in Iraq, Afghanistan, the Middle East and other regions,
the congressmen consider it dangerous to discuss the resolution on
"genocide" of Armenians. "Discussion of dubious historical events in
the Ottoman Empire during World War II in the US Congress actually
ruins US relations with its current real strategic partner in NATO",
says the appeal signed by 24 US congressmen.

Representatives of Armenian communities in Baltic states held protest
actions on the occasion of the 22nd anniversary of the Armenian
pogroms in Sumgait, Azerbaijan.

The demonstrators headed to Azerbaijani Embassies in Riga and Vilnius
with banners condemning the massacres of Armenians in Sumgait and
laid wreaths to the khachkar in the yard of Armenan Church in Tallinn.

The initiators of the demonstration protested against the mass
massacres of Armenians and called international community to recognize
it as crime against humanity.

in the power industry was discussed during the March 1 sitting of
the RA Public Services Regulatory Commission. The commission has
established new tariffs of the companies engaged in the power industry.

According to a press release of the commission, the final tariffs of
electric power supplied to consumers have remained unchanged.

Moscow, March 1, Interfax – Chief architect of Moscow Alexander Kazmin
believes there is enough space at the Poklonnaya Gora for building
religious institutes of various confessions.

"It’s normal. There will be a Buddhist stupa, an Armenian chapel and
a Catholic church," the Rossiyskaya Gazeta has quoted Kazmin as saying
on Monday.

"People of various confessions participated in the Great Patriotic
War. There are fewer veterans left, but they have grandchildren and
grand grandchildren," he reminded.

"It’s necessary that each of them coming to the Poklonnaya Gora to
commemorate his or her relative can light a candle," Kazmin added.

Today there is an Orthodox church, a synagogue and a mosque at the
Poklonnaya Gora.

Changes have taken place in the training schedule of the Armenian
National team. They had informed before that the trainings would
be held in the technical centers of the teams, but later it was
decided that the trainings will be held in the stadium of "Pyunik"
club. By the cof the chief coach Vardan Minasian our team is having
two trainings. The first one has already been held and the second
one will start at 17:00.

The Armenian National team will leave for Antalia tomorrow at 10:00
by a charter. There it will have a match with the Byelorussia’s
national team.

Where and How Did the Armenian Language Begin?
Lecture Explores the Origins of Armenian Language

ANN ARBOR, MICH., Feb. 17, 2010- Linguist and Manoogian-Simone
Foundation Post-Doctoral Fellow Hrach Martirosyan, addressed this
important question among others in his talk "Perspectives on the
Origin of Armenian Language and Culture" which took place at the
University of Michigan on January 25h, 2010. Martirosyan, who holds a
PhD from Leiden University, presented his lecture as part of the
University of Michigan’s Armenian Studies Public Lecture series.
Mr. Martirosyan’s fascinating work in comparative linguistics
gives him a unique perspective on the rise and development of Armenian
dialects throughout history. His talk emphasized the interrelated
nature of the Armenian lexical history and the lexical histories of
Indo-European languages from what are today Iran and India. Using a
variety of comparative and archeological sources, Martirosyan raised
questions about the role of historical Armenian linguistic forms in
drawing connections between languages today.
The lecture featured examples from contemporary standard forms
of Armenian as well as lesser known dialects. Challenging the long
held popular belief that Armenian stone carvings and the English
Stonehenge are related, he used modern comparative linguistics to by
show the etymological specificity of the Armenian terminology.
Historic studies in Armenian folklore were employed to draw
connections between Armenian language and culture with other

GAS PRICE INCREASES IN ARMENIA

>From April 1 this year Armenians will start paying more for gas. 1
cubic metre of natural gas currently costs about 24 cents but from
April it will be 33 cents. This decision was taken on February 26 by
the appropriate organisations in Armenia.

Gas prices will also increase for businesses. The regulatory commission
explains this by saying that Russia has increased its natural gas price
for Armenia from 154 USD per 1,000 cubic metres to USD 180. Another
reason is the fact that the dollar has gone up dramatically in Armenia.
