GAZPROM MAINTAINS REDUCED GAS PRICE FOR ARMENIA

/PanARMENIAN.Net/ Gazprom confirmed that it maintains the reduced price
for gas for Armenia. Yerevan will receive the ‘blue fuel’ for $110
for thousand cubic meters, said Gazprom’s Spokesman Sergey Kupriyanov.

The delivery terms will be valid till January 1, 2009.

"We agreed on unchangeable price for 3 years," he said adding that
the company will increase its share in ArmRosgazprom.

He remarked that the practice was applied to Armenia since it agreed to
share its gas actives. The other South Caucasian states – Azerbaijan
and Georgia – are offered to buy gas for $230 for thousand cubic
meters, reports Neftegaz.ru.

House Rebuffs U.S. Financing For Caucasus Railway

WASHINGTON: The House of Representatives on Wednesday approved an
amendment to bar the U.S. Export-Import bank from financing a railway
corridor that links Turkey, Georgia and Azerbaijan.

Rep. Joseph Crowley, a Democrat, said the 258-kilometer project did
not warrant U.S. support because it bypasses Armenia and effectively
continues "an illegal economic blockade against the Caucasus nation."

As designed, the project is "an effort to hurt the Armenian people
and can only result in greater regional instability," Crowley said.

He credited Armenia with having "made great strides in democratic and
economic reforms in spite of its neighbors’ demonstrated hostility."

The amendment was approved without opposition.

A press release issued by Crowley’s office predicted Senate passage
of a simlar amendment. It said the amendment is expected to become
law before the end of the month.

The long-running conflict in the region of Nagorno-Karabakh could be
resolved over the next year, the Belgian presidency of the Organisation
for Security and Cooperation in Europe (OSCE) said Tuesday.

"There is a very good chance that we can (resolve) this conflict in
the course of next year," Belgian Foreign Minister Karel De Gucht
said in Brussels at the OSCE’s annual conference.

Armenia and Azerbaijan fought a six-year war over the Armenian-majority
enclave, which said it was seceding from Soviet Azerbaijan in the
early 1980s, and have struggled for 15 years to end the dispute over
the region’s status.

"This has been a very delicate negociating process with the direct
involvment of the presidents of Azerbaijan and Armenia," De Gucht said,
adding: "We have now a very good understanding of what we still have
to resolve."

In a declaration at the end of its conference, the 56-member OSCE
urged "the presidents of Armenia and Azerbaijan to redouble their
efforts in the coming year."

The OSCE was originally set up as a point of contact between NATO
and Warsaw Pact countries, but its tasks now focus on safeguarding
human rights, democracy and the rule of law in Europe.

RA Minister of Finance and Economy Vardan Khachatrian and the newly
appointed Head of the European Commission delegation in Armenia Per
Eklund, the interlocutors spoke about the work on implementation of
the Armenia-EU Action Plan. P. Eklund said that they consider the
measures implemented under the Poverty Reduction Strategy Paper (PRSP)
and the Millenium Callange Armenian Program as priorities of the action
plan’s directions. V. Khachatrian said that being the main economic
document of the government, the PRSP is a guideline for all donor
organizations because it indicates the priorities, tasks and terms in
a definite way. Speaking about the cooperation of donor organizations,
the minister noted that donor organizations hold meetings from time to
time to clarify their work and directions, and an electronic database
was created for their assistance. It is refreshed by donors, which
allows them to avoid similar programs. According to the press service
of the RA Ministry of Finance and Economy, during the meeting the
sides discussed other issues related to Armenia-EU economic relations.

Ministry Of Nature Protection Decides On Borders Of Parks

Ministry of Nature Protection has submitted a project plan on
administration of national parks Dilijan and Sevan for 2007-2011 for
the public discussion. One of its important elements is the definition
of the borders of the parks. The ministry says in deciding the borders,
environmental problems are considered together with the layouts of
state cadastre.

Considerable disputes arise with rural communities while deciding on
these borders.

The document also pays considerable attention to the development of
tourism. The studies conducted since October, 2005 indicate that 25
economic units operate in the areas most of them having no clear
ideas on tax legislation. Many of them do not coordinate with the
adminsitration of the parks.

"Why Kocharyan suddenly left the CIS summit and quickly returned from
Minsk," a former commander of the voluntary detachment of the Nagornyy
Karabakh republic [NKR], Arkadiy Karapetyan, asks and himself answers
to his question. "Everyone leaves a trace when doing something. Traces
of what Kocharyan is doing prove that the time has come when he is
to sign a document on surrendering the liberated territories."

Karapetyan could not say what made Kocharyan return so soon. However
he said: "We can assume that there was more pressure on Kocharyan than
expected. He should have pursued a policy that would not allow this
situation to come about. Today the authorities do what the situation
dictates. The fact that the government still does not have a strategic
doctrine also confirms this".

Unlike some political figures, Karapetyan does not rule out that
Kocharyan may sign a document on surrendering the territories in the
near future. "I am sure that he can sign [this document], because I
know Kocharyan well," Karapetyan said.

"At the moment, he is worried not about when he will have to sign
such a document, but about the domestic political situation. Even if
Kocharyan musters enough strength not to sign this document or if he
resigns, it will be already difficult to maintain even Armenia’s place
on the map, let alone the liberated territories," Karapetyan said.

Karapetyan is surprised by the defence minister’s remarks that 40
per cent of servicemen are illiterate. "Are not the authorities
facilitating this illiteracy? [Armenian Defence Minister] Serzh
Sarkisyan says that this is the task of the government. Who stood at
the helm of Armenia for the past eight years? Even if the authorities
resign right now, we will need at least 10 years in order to revive
the country," Karapetyan said.

(a suburb of St. Petersburg) Saturday will be the final event of the
Year of Armenia in Russia. As the Press Office of the State Hermitage
reported before, the same day a new exposition on the culture and art
of Armenia will open in the museum and Armenian PM Andranik Margaryan
will be present at the event.

Exposition devoted to ancient state of Urartu – the fist state
formation in the territory of Armenia – was earlier situated in
the halls, where the exhibition will open. Now, besides the history
and culture of Urartu, the exposition acquaints visitors with early
Medieval and Medieval Armenia. Archaeological materials will also be
presented, reports the Press Office.

Within the Year of Armenia in Russia over 300 events were held in 40
Russian regions. Russians acquainted themselves with best symphonic
orchestras of Armenia, exhibitions of many museums and galleries of
that country, could see performances of Armenian dramatic theaters,
reports RIA Novosti.

LET THE ONE WHO SETTLES THE KARABAKH ISSUE CAST A STONE AT KOCHARYAN AND ALIYEV

The statisticians of the meetings of Kocharyan and Aliyev are in a
much better state than the historians of the same meetings, if there
are such. Every year enables the statisticians to add two more points
to the statistics of meetings, whereas the historians can tell nothing
to the generations about the contents of these meetings because as a
rule it is not revealed. In this respect, it was pointless to expect
that the meeting in Minsk on November 28 would be different. It is
possible that we may hear the echos of this meeting, or it is possible
that the echo of all these meetings will be the resolution of the
Karabakh conflict for which the presidents of Armenia and Azerbaijan
meet. But since nothing is reported about these meetings, and the
conflict is simply moved from one year to another, we may conclude
that the presidents meet for another purpose than the settlement of
the Karabakh conflict.

Therefore, perhaps, it is pointless to accuse them. Let the one who
settles the Karabakh issue cast the first stone at Kocharyan and
Aliyev. The current process of settlement of the Karabakh conflict is
not realistic, therefore a new settlement should be considered. And
for a new settlement it is necessary to demolish the existing process
settlement. In other words, it is necessary to spark a new conflict
and get down to resolving it. There seems to be no other option. And
if the presidents meet to resolve the problem of Karabakh, currently
their goal – the presidents are ostensibly considering this variant –
is to turn the settlement into a conflict to reach its settlement
afterwards. The point is that any proposal on settlement does not
differ from the present "unsettled" state. The proposals that have
been offered are even more disputable, considering the status quo
and the history of its formation. The settlement should be acceptable
for the publics. The agreement of the presidents must take the test
of their publics too.

Besides the fact that the offered proposals on the settlement of
the conflict are actually as unacceptable as the current situation,
the publics have got used to the existing situation. In Armenia, in
Karabakh and in Azerbaijan people no longer wait for the settlement
of the Karabakh conflict in planning their future and work out their
programs and prospects considering the present situation. In other
words, in order to make the agreement of the presidents acceptable for
the societies, it should be better than the present reality, moreover,
so good that it does not contradict to the vision of the societies for
their future, based on the status quo. In this case, it is apparent
that in order to make their agreement on the proposals on settlement
acceptable for the societies the presidents and the mediators have
to make the current situation worse than the offered proposals. And
if the presidents meet with a sincere wish to reach a settlement,
it means they are discussing the way of reaching settlement at the
price of deteriorating the situation. In this sense, if the suggestion
that the settlement does not worry the presidents, and they meet for
quite another purpose is true, it is rather favorable. In this case,
these meetings should be encouraged, and everything should be done for
them to have a good time together and not remember about the confict
over Karabakh. It is possible that this is what the mediators are
busy doing.

Stability in Caucasus", Milli Mejlis member Ganira Pashayeva said
adding that Baku and Tbilisi have numerous remarks and amendments to
the document being organized by Romanian parliamentarian Severenen.

"Azerbaijan and Georgia stand against the document since it contains
statements conflicting with national interests of these two states. The
report says, for example, that Azerbaijan and Armenia should cooperate
in the economic field along with the negotiation process and this
will create a positive atmosphere.

However Azerbaijan has no intention to cooperate with Armenia before
the settlement of the Nagorno Karabakh conflict. In her words, the
discussion of the report was expected at the PACE winter session but
it was postponed over the protests submitted by Azerbaijan and Georgia.

The session agenda does not include the report. It will probably put
on debate after the introduction of essential changes with Azerbaijan
and Georgia’s consent," she resumed, reports Day.az.
