Three Armenian citizens were arrested at `Sarpi’ checkpoint at the
Georgian-Turkish border for the attempt to cross the border. The
entered the Georgian territory, escaping passport control, Georgian
Frontier Service informs.

The Armenian citizens entered Georgia from Russia through `Lower
Zaramag’ checkpoint on the South Ossetian part of the Georgian-Russian
border. A criminal case has been launched on the fact.

Armenia names defence minister as new PM

YEREVAN – Armenia’s ruling Republican party on Monday named Defence
Minister and presidential favourite Serge Sarkisian as the country’s
new prime minister.
Sarkisian is a close ally of President Robert Kocharian, who is
expected to approve the nomination on Wednesday, parliamentary
speaker Tigran Torosian told AFP.

Sarkisian, 52, will succeed Andranik Margarian, who died of a heart
attack on March 25 after seven years as prime minister.

The defence minister is considered the favourite to replace Kocharian
when the president’s second term expires next year.

Like Kocharian, Sarkisian is from the disputed region of
Nagorno-Karabakh and fought in the 1988-1994 war in which Armenia
seized the region from Azerbaijan.

He also chairs the Republican party’s ruling council and is expected
to play a key role in the party’s campaign for May 12 parliamentary
elections.

ISTANBUL: A planned vote in the U.S. Congress that would classify the
widespread killings of Armenians by the Ottoman Turkish government
early in the 20th century as genocide is threatening to make bilateral
relations unusually tense.

The speaker of the House of Representatives, Nancy Pelosi, backs the
resolution and at first wanted a vote in April. But under Turkish
pressure, Bush administration figures have lobbied for the Democrats
in charge of Congress to drop the measure.

Secretary of State Condoleezza Rice and Defense Secretary Robert
Gates sent strong letters of protest to her and to Representative
Tom Lantos, chairman of the House Foreign Affairs Committee, which
has not set a date for the vote. "That has had an impact," said
Lynne Weil, a Lantos spokeswoman, referring to the letters. Copies
were also sent to Representative John Boehner, Republican of Ohio,
the House minority leader.

Turkey vehemently denies that the killings of 1.5 million Armenians
during a period of several years, beginning in 1915, amounted to
genocide. It contends that the deaths occurred in the chaos of war
as the Ottoman Empire was falling apart, and that many Turks were
also killed when Armenians sided with Russian forces in the hope of
claiming territory in eastern Turkey.

But many Armenians have sought acknowledgment from nations around
the world that the deaths amounted to systematic genocide at Ottoman
hands. So far, parliaments of more than 15 countries have agreed.

France and Switzerland went further and called for criminal charges
against those who deny it.

A vote in Congress would be purely symbolic, but Turks have warned
that it would be felt as a bitter slap, and that it could bring
enormous public pressure on the government in Ankara to chill its
cooperation with Washington. The U.S. has strong military ties to
Turkey, a NATO member.

In an effort to highlight Turkey’s opposition to a congressional
resolution, many high-ranking Turkish officials have visited Washington
in recent months. One of them, Foreign Minister Abdullah Gul, says
that the damage would be very deep if the resolution passed.

"It is only natural that the Turkish public who closely follow the
issue would also react to this strongly," Gul said in a telephone
interview this week. "As the elected government of democratic Turkey,
we would not be able to remain indifferent. However, I am confident
that common sense would prevail at the Congress."

In Turkey on Thursday, the government held an opening ceremony for a
museum in a restored Armenian church near the city of Van in eastern
Turkey that dates from the year 941 and is considered one of the most
precious symbols of the Armenian presence in Anatolia. The renovation
was undertaken as a major step toward mending ties with Armenians.

Turkey’s Foreign Ministry also chided the Senate Foreign Relations
Committee on Thursday for supporting a resolution that would condemn
the killing in January of Hrant Dink, an editor who was a voice for
ethnic Armenians in Turkey.

Similar congressional votes have been deferred in the past after
intense lobbying. But with strong support for the resolution from
Pelosi, and lingering resentment in Congress over Turkey’s refusal
to let U.S. forces use Turkish soil for the invasion of Iraq, the
bill’s prospects may have grown.

Fueled partly by anger over the Iraq war, the proportion of Turks
having a positive view of the United States plunged from 52 percent
in 2000 to a low of 12 percent last year, according to a Pew Global
Attitudes Survey.

inauguration of Armenian medieval Holy Cross Church on Akhtamar
island was necessary, RA Acting Foreign Minister Vartan Oskanian
stated in Yerevan. He said, if a cross was placed atop the church,
participation of the Armenian delegation in the opening would be more
representative and representatives of the Armenian Apostolic Church
would also be present in the inauguration of the temple.

"But Turkey refused, and that’s why our delegation was rather
modest. However it is an Armenian monument, it belongs to us
and Armenian should be present there in order to show it to the
world. Existence of the Armenian monument on the strategically
important island is evidence for the fact that we’ve lived on these
territories for centuries," the RA FM underlined.

He also noted "though the Armenian delegation was not given a right to
speak at the inauguration but with silence and just presence Armenia
managed to bring her message to the world".

"It would be better if Turkey took more active moves for normalizing
his relations with Armenia and opened the border; this is a normal
process and only in this case realization of such programs would
be effective.

There are no causes and basis for closing the Armenian-Turkish border
and Turkey should open the border with Armenia, it will create
a normal situation between the countries. Only after opening the
Armenian-Turkish border it will be possible to start a constructive
dialog," Vartan Oskanian said, "Novosti-Armenia" reports.

Margaryan. The message says:

condolences on the untimely death of Armenian PM Andranik
Margaryan. `With deep sorrow Ukraine learned of the sudden death of
Prime Minister Andranik Margaryan, the glorious son of the Armenian
people, whose life was an example of a self-sacrificing service to the
fatherland during the renaissance and formation of the Armenian state
system,’ PM Yanukovich’s statement says.

Head of the Kazakhstan’s cabinet Karim Masimov also expressed

Armenian National Committee of Quebec Weighs in on Quebec 2007 Elections

Montreal, Qc_ The Armenian National Committee of Quebec (ANCQ) over
the last four weeks has actively been involved in the Quebec 2007
general elections. Committee members have met with and discussed
issues of our community with candidates of all the major parties.

The committee has agreed to support certain candidates and to assist
these candidates through its participation in the campaign processes.
The ANCQ has always supported individual candidates and not political
parties to best serve the needs of our community.

The ANCQ was proud of the passage of C-194 in the National Assembly of
Quebec during the previous mandate of government. When meeting with
the candidates, the ANCQ discussed issues such as the inclusion of
genocides in the educational curriculum, the development of youth
programs within our community and the inclusion of our community in
higher levels of government, among many others.

On election day, ANCQ’s supported candidates were all victorious in
their ridings. Christine St.Pierre (Liberal, Acadie), Jacques Dupuis
(Liberal, St.Laurent), Louise Harel (PQ, Hochelaga-Maissoneuve),
Michelle Courchesne (Liberal, Fabre), Guy Ouellette (Liberal,

Prime Minister Noghaideli to leave for Yerevan for funeral of
Armenian premier

On Wednesday March 28 Prime Minister Zurab Noghaideli is to leave for
Yerevan where he will participate in funeral of Prime Minister of
Armenia Andranik Markaryan.
Noghaideli will return to Tbilisi the same day.
Due to Noghaideli’s absence, the government session planned for
Wednesday, March 28 will be held on Tuesday, on March 27.
The government of Armenia made a special statement about the death of
Prime Minister Markaryan.
"We report with deep sorrow the sudden death of 56 year old Prime
Minister of Armenia Andranik Markaryan as a result of heart failure",
says the document.
Markaryan headed the government of Armenia since 2000.
March 26 is a day of mourning in Armenia.

YEREVAN (YERKIR) – The Armenian Revolutionary Federation Supreme Body
of Arm enia has issued a letter of condolences in connection with the
death of Prime Minister Andranik Margarian.

The letter reads: The Armenian Revolutionary Federation Supreme Body
of Armenia deeply condoles the Republican Party of Armenia for the
death of RPA chairman and Armenian Prime Minister Andranik
Margarian. The cooperation of the ARF and the RPA has a long history.

The cooperation entered into a new stage in the last decade and
especially with a formation of the coalition government in
Armenia. Andranik Margarian’s role was immense in this cooperation. We
knew Andranik Margarian as a patriot and an individual who had a
national and state thinking.

Once again, we offer our condolences to the party members of Andranik
Margarian, his family and friends.
