GYUMRI, JANUARY 22, ARMENPRESS; The government of Austria donated
over 300,000 euros worth modern mobile infant transport incubators
and respiratory devices to a children’s hospital in Armenia’s second
largest town of Gyumri.

The hospital was built by Austria in the wake of the 1988 quake that
razed the town to ground.

Ashik Daribaldian, head of infant rehabilitation division of the
hospital, said to Armenpress the donation is very important for safe
transpiration of infants.

He said the advantage of the donation is that the incubators can
easily move to a hospital early born infants. He said the staff had
a training course in Austria.

Transporting sick or premature infants may be necessary between
hospitals or between different locations in the same hospital. A
transport incubator provides a temperature-controlled, mobile
environment for the baby which is run from an independent power supply
or the dc supply provided in ambulances and helicopters. The incubators
have a means of controlling the humidification level in the enclosure.

Armenia reduced production of cut diamonds by 51.1% to 43.215 billion
dram in 2007 from 88.359 billion dram in the previous year, primarily
due to the crisis on the global diamond market, an official at the
Trade and Economic Development Ministry told Interfax.

He said sales of cut diamonds tumbled 51.8% to 42.178 billion dram,
with exports down 51.5% to 41.475 billion dram.

A strong army and a developed military and industrial complex will
have a positive effect on Azerbaijan’s position in the region, head
of the Azeri presidential administration Ramiz Mekhtiyev said.

A strong army could have a comprehensive effect on all tracks of
Azerbaijan’s foreign policy, Mekhtiyev wrote in an article published
by Azerbaijan, the country’s official newspaper.

A stronger position in the region, as well as the resolution of the
Nagorno-Karabakh conflict, will be possible through the comprehensive
development of the national military and industrial complex, the
official said.

There is no doubt that the years to come will be dedicated to the
solution of these issues, Mekhtiyev said, speaking about the upcoming
presidential elections slated for 2008.

There will be seven main areas in which Ilkham Aliyev will
concentrate his activity if re-elected as Azeri president. These
areas include bolstering stability, further democratizing society,
strengthening Azerbaijan’s leading position in the region,
liberalizing the national economy, further developing the education
system and the country’s regions, as well as bolstering the country’s
defense capabilities.

Desire Is Different Than Ability

I have some confused ideas. I start with President Bush and his
Middle East tour.

– Fruitless is the US president’s tour in our region. For he somehow
returned home empty-handed.

Bush certainly came with a full basket. He talked to us about the
independent state of Palestinian, democracy, and the Iranian threat.
He and his companions suggested selling us new weapons. But on his
way home, he returned with a basket full of the corpses of
Palestinians killed by his ally Israel.

I believe that the talk about democracy is fake. The US
administration does not think about democracy in any Arab country
unless this country holds positions at variance with its own. But if
a country holds similar positions, it overlooks stifling democracy in
many Arab countries. With respect to Iran, the president presented us
with a purely Israeli project though Iran does not pose any threat to
the United States, neither today nor in the future. Therefore, he
expects his Arab hosts to back up a state that kills women and
children and that occupies land against a Muslim country. We have
many reasons to complain about Iran, voice our concerns and remain
vigilant, but these reasons do not comprise the American-Israeli
reason. Therefore, Mr. President you’d better forget about it.

To be fair to George Bush, I believe that he is honest when he talks
about the Palestinian State. He wants to see it established.
Succeeding where all other US (and non-US) presidents failed will
cover up all his failures in Iraq, Afghanistan, Katrina, and what
happened in between.

Desire is something and ability something else. Let me explain it. I
desire having an intimate dinner with Haifa Wehbeh by candle light,
but the ability is nonexistent. There are younger, more handsome, and
richer men to dine with the beauty Haifa. President Bush is in a
similar situation with respect to desire and inability. This reminds
me of a friend minister who told me one day that the singer Sabah
called him and asked him, ‘And then?’ He answered saying, ‘The call
is 50 years late.’

– President Bush disappointed the Kuwaitis. They seldom agree on
anything, but in a rare instance they unanimously agreed to ask for
four Kuwaiti citizens unfairly held in Guantanamo. Instead of
responding positively to their request, the president talked about
democracy and met with Kuwaiti women.

While Lebanese democracy is hindered until further notice, Kuwait is
considered the most democratic Arab country. Its parliament is one of
the most active legislatures in the world and meticulously holds the
government accountable without disregarding any issue. As for the
Kuwaiti women, they spearhead liberation in the Gulf and other parts
of the world, and they do not need any US support.

– An Armenian Lebanese friend of mine and a university fellow can
distinguish between feminine and masculine unlike most Armenians.
Once he read an article I wrote and said, ‘You attacked all
governments and all opposition movements in the Arab World without
sparing anyone. Who do you think you are?’

The issue is not how I think; it is rather what the government and
the opposition think about. I believe Arab governments maintain one
idea, that of staying in power by all means, whereas the opposition
is obsessed with violently overthrowing the government if possible,
then staying in power by all means. But both ideas are wrong.

Yet, I ask my readers to try to be happy with what they have today
because what lies ahead is worse.

– Since I have mentioned the Armenians, I need to say that they are
the most intelligent of all Christian communities because they
celebrate Christmas on January 6 instead of December 25.
Consequently, they buy Christmas gifts for half their price after
shops have started the sale season. (I read about a lady’s handbag
that costs ₤ 25,000 and that there are women who buy it or men
who buy such an item for their wives. How can a person be so silly? A
more important question: How did such a silly person get this amount
of money to spend it or squander it? My only answer is that the
person either inherited it or stole it.)

– The US presidential candidates are trying to win the votes of the
Republicans and the Liberals, the religious and the secular, women,
workers, trade unions, farmers, industrialists, the public and the
private sectors, and social strata, big and small ones.

If I ran for elections in any Arab country, I would seek the votes of
silly people since they constitute the overwhelming majority.

The issue of electing a new president in Lebanon is about to exhaust
the country. I suggest that we elect two presidents instead of one.
The second will be like the spare tire in the car, and is used if the
original president fails, or dies or is assassinated. Thus, we will
not have to go back to the dilemma of quickly electing a new
president.

to the enemy!, Lieutenant-General Norat Ter-Grigoryants said in an
interview with the Miatsum.ru Forum, asked whether he admits a version
of 7 regions’ delivery in exchange for giving a status to the NKR.

The General said that from the military viewpoint, the indicated
regions are of extreme importance for the NKR security. ‘They should
not be delivered in any case, as the whole defense system will be
violated, that will allow the enemy to try to fulfill the plan on
deportation or even elimination of the NKR population again, and now,
with new forces and taking into account the mistakes thy made’, the
General said. As he emphasized, no status can assure security of the
NKR population: ‘Being conductor of the Pan-Turkish policy in the
region, Azerbaijan tries to continue it in Artsakh carrying out an
aggression. Besides everything they had done, now they keep on
destructing the Armenian monuments of culture and deal with an
Armenia-phobia propaganda among their youth even abroad. The
Azerbaijani authorities do it quite openly in the face of the world
community, which, without taking qualitative measures, watches how
Azerbaijan threatens to launch military operations to eliminate or
finally deport the Armenian people from its own lands. The same
happened in Turkey. Where are our native lands of the Western Armenia
now? Karabakh has been in a blockade with Armenia for about 20 years –
a blockade by Azerbaijan and Turkey. An no country -superstate takes
any measures against it, while blockade is an internationally
recognized act of war’.

As the General said, the Armenian party has to strengthen the state’s
defence capacity and get ready to beat back the aggression of the
foreign lands’ invader. Asked what strategy is optimal for the Armenian
party in case of the military operations resumption, the General said:
"Defence with subsequent breakout operation – for crushing defeat of
the enemy and entry in the most important operative borders".

February 6 the Russian delegation headed by Prime Minister Viktor
Zubkov will arrive in Armenia. The delegation comprises members of
the executive power, representatives of the Federal Agency for Atomic
Energy, Regnum reports.

A broad framework of issues is expected to be discussed in Yerevan,
which includes the Armenian-Russian relations, particularly
the further trade-economic cooperation, attraction of Russian
investments into Armenian economy, as well as cooperation in the
energy sphere. Representatives of Rosatom are expected to discuss
with Armenian colleagues issues of uranium research and production,
and the project of construction of a new nuclear power plant.

This is Viktor Zubkov’s first visit to Armenia.

On Jan. 12, 2008, a friend of me in Yerevan invited me to attend a TV
debate on Armenian-Turkish relations managed by Armenia TV channel. The
debate was between Armenia s ex-prime minister and political leader
Khosrov Harutunyan and political scientist Dr. Armen Ayvazyan. As I
knew Dr. Ayvazyan s views on this issue I accepted to sit with the
group of attendees in the program who would support Dr. Ayvazyan in
this issue.

The debate was especially concentrated on one matter of the
Armenian-Turkish relations; the closed borders between Armenia and
Turkey. Harutunyan defended normalizing Armenian-Turkish relations, and
that Armenia should make initiatives to change Turkey s policy, at the
same time considering the EU as a natural ally to Armenia in this
issue.

Dr. Ayvazyan finds that opening the borders between Armenia and Turkey,
which currently is not possible as Turkey put several unachievable
preconditions to do that, will threaten Armenia s interests. This is
because opening borders between the two countries would offer the
opportunity to Turk professionals and companies to enter Armenia s
economy widely and allows Turkey s intelligence to infiltrate Armenia.
Dr. Ayvazyan sees that Armenia does not have defensive mechanisms in
economic and national security to face such a case. He also finds that
Armenia must follow efficient policy to face the hostile policy
followed by Turkey and its strategic partner Azerbaijan towards
Armenia. Dr. Ayvazyan stated events from which it can be decided the EU
might not be considered as Armenia s natural or strategic ally . He
also stated Armenia can t survive on the current area of 29.8 thousand
kilometer square, besides territories of former "Autonomous Region of
Mountainous Gharabagh".

Thus, it must raise the issue of the Armenian lands of Western Armenia
occupied by Turkey, which is essential in solving the Armenian issue
instead of seeking alone the international recognition of the Armenian
Genocide.

Harutunyan stated countries in Europe which have small areas, like
Armenia, that had normalized its relations with neighboring countries
with greater areas. The comparison here was improper as these
countries, unlike Turkey, used to solve their problems in civilized
ways. Besides, the people of these countries did not suffer from
genocide, and even Germany, unlike Turkey, admitted the dark page of
its history and recognized the Holocaust. It also seemed Harutunyan
doesn t realize that normalizing relations between parties in conflict
can t be achieved till solving existing problems and restoring justice.
The successive Turkish regimes seem not to be ready to do this by
following hostile policy towards Armenia and denying the Armenian
Genocide.

The three jury members in the program out of four voted for Harutunyan
s opinions. They were either young or not specialized people (a young
female student in religions, a young man who is the director of an FM
radio station, the head of the Photographer s Union and the director of
an NGO!!). The attendees should have given the right to voice their
opinions on this important issue.

The program will be broadcast on Tuesday (Jan. 15 at 9:15 p.m. Armenia
local time) and will receive votes on both views to decide which view
is more accepted by the voters.

politician, Baron John Herbert McCluskey has been appointed Adviser to
the Prime Minister of Great Britain.

Hayk Martirosyan, the adviser to the Chairman of the Armenian Supreme
Court, a member of the John Smith Trust, told ArmInfo correspondent
that Lord McCluskey is going to visit Armenia in 2008. The visit will
be paid within the frames of agreement on exchange of experience and
cooperation in the judicial system reached between Armenia and Great
Britain in 2007. A former solicitor general in Harold Wilson’s
government, Lord McCluskey conducted the loudest criminal cases. To
note, Lord McCluskey was the counsel of Paul McCartney, one of the
members of the Beatles rock band. In 1974-1979 Lord McCluskey with his
close friend, Labor Leader John Smith elaborated and navigated the
legislation of Scotland’s autonomy through the parliament. The
legislation became a cornerstone in Great Britain’s history. In the
recent years Lord McCluskey headed the John Smith Memorial Trust, which
is one of the best known and rating organizations in the international
arena for disseminating democratic values. Within the frames of the
Trust’s activity the Lord has visited Armenia practically every year.

UN General Assembly will pass a resolution on frozen
conflicts.

`We are holding consultations with the GA member
states and stand a good chance to be optimistic about
adoption of the resolution. Of course, there are
states which do not share our opinion but I think that

ArmInfo. The number of e-payments for communal services, goods and
other services for November 2007 was up 12% to 128 mln 255 thsd AMD
(12114 payments), the National Unified Payment System (UPS) CJSC
Armenian Card told ArmInfo correspondent.

As compared with October 2007, the total volume of e-payments grew by
17 mln 494 thsd in November, and the number of operations – by 301. The
volume of non-cash operations through ArCa system’s plastic cards grew
by 75,5%, and the total volume of non-cash operations – (i.e. through
the cards issued by the UPS and other systems) grew by 20,21%.

As of December 1, 2007, the number of UPS service points (bancomats
exclusive) was 1347, 213 of them – cash withdrawal points. In
particular, as of this date, the number of POS-terminals in operation
totalled 1515, 263 of them – in exchange offices. 1485 of the total
number of POS-terminals serve ArCa cards, 1037 – Visa, and 1069 –
MasterCard. The members of the CJSC Armenian Card are the Central
Bank of Armenia and 20 commercial banks of Armenia.
