Congressman Michael McMahon’s March 27th fundraiser was picketed
by local community groups outraged over his acceptance of campaign
donations from interests who backed his recent vote as a member of the
U.S. House Foreign Affairs Committee to block American recognition
of the Armenian Genocide, reads press release by Armenian National
Committee of America (ANCA).

According to ANCA, members of Turkish diplomatic corps were also
present at the event. Local Armenian, Greek and Cypriot activists
protested outside.

"Given the timing of the fundraiser, it’s clear that Congressman
McMahon is cashing in on his recent vote against passage of the
Armenian Genocide Resolution. Congressional Representatives should not
be rewarded for their complicity in genocide denial or for supporting
Turkey’s current aggression towards minorities," said ANCA activist
Paul Saryian.

"We are convinced that if Turkey had been punished for its atrocities
committed against Armenians, the invasion of Cyprus and crimes
committed against Greek Cypriots would have never happened. With his
recent vote and contributions he is receiving by the Turkish community,
McMahon is now complicit in these crimes against humanity," ANCA
quotes Nikolaos Taneris, founder and press officer of Cyprus Action
Network of America (CANA).

To mark the anniversary of an emergency fund-raising drive in launched
on March 19, 2008, in defence of the `Gala’ TV station and freedom of
speech, the station organized a celebration today at the Gyumri
`Asbarez’ Club today. The fundraiser collected a total of 26 million
AMD in a matter of days to cover fines imposed by the RoA tax
authorities.
Levon Barseghyan thanked the assembled group of journalists and
invited guests, remarking that, `Two years ago, we correctly regarded
the fund drive as a victory and decided to celebrate the occasion on a
yearly basis. I congratulate all those who are free. I am hopeful that
despite the fact that we are informally celebrating the freedom of
speech holiday today, the day will arrive during the next few years
when it will become an official holiday.’

Awards were presented to outstanding journalists in the field. Those
noted for their special contributions included Tatul Hakbyan for his
`Green and Black’ book on the Karabakh conflict, Hetq Online’s Tavush
correspondent Voskan Sargsyan for his coverage of regional issues,
photo-journalist Gagik Shamshyan and Gala reporter Armenuhi Vardanyan
for political affairs coverage.

On March 26 the President of Armenia, Serzh Sargsyan, signed a decree
on 2010 spring recruitment and demobilization, President’s Press
Office reported.

According to the decree, during April-June, 2010 those male citizens
who turn 18 before the draft day, as well as those who lost the
deferment right will be called up for compulsory military and
alternative service.

During during April-June, 2010 those who completed the compulsory
military service, will be demobilized.

Azerbaijani MP: Syria’s mediation in Armenian-Turkey negotiations will
not bring results

`Any initiative, offering mediation deserves attention and is
commendable,’ Member of the Azerbaijani Milli Majlis (Parliament) Azay
Guliyev said.

He was commenting on Syria’s possible mediation in the Armenian-Turkey
negotiations.

"I think, in this case, this mediation will not bring fruits as
Armenia is not an independent state. Armenia depends on its Diaspora
and Russia. Therefore, there will be no progress in negotiations with
Ankara until they receive an order from outside,’ the MP said.

`It is worth noting that this desire was expressed in Damascus, where
Armenia initiated a peace agreement with Azerbaijan. Definitely, such
statements are just PR, no more. Therefore, in response to the Foreign
Ministry of Azerbaijan noted that Baku is ready to sign such an
agreement, but only after the liberation of Armenian-occupied
territories of Azerbaijan," the MP said.

Asked whether Syria has earned the status of an impartial mediator in
the talks, like Switzerland, the MP said "Of course, Syria can not
claim to be a neutral mediator in the Armenian-Turkish negotiations
like Switzerland. Obviously, it was not Bern to initiated
rapprochement between Yerevan and Ankara. It was initiated by the U.S.
and the EU.’

‘But this is not the main point. For example, we also hear calls for
direct talks with Yerevan without intermediaries. But even in this
regard the problem is that Armenia is dependent on external forces,
and cannot independently make important decisions," MP Guliyev added.

with Abraham H. Foxman, National Director of Anti-Defamation League
in Washington DC.

– How would you comment on the resolution of the House
of Representatives Foreign Affairs Committee recognizing made-up
"genocide of Armenians" in Ottoman Turkey?

– Congressional resolution on such matters is a counterproductive
diversion and will not foster reconciliation between Turks and
Armenians and may put at risk the important multilateral relationship
between Turkey and the United States.

– The Obama Administration has condemned its decision. Anyway how
this decision might harm Turkey-US relation? And how it will influence
the rapprochement process between Turkey and Armenia?

– Turkey and the U.S. have many common and vital interests that require
close cooperation and mutual trust. Passage of the resolution will not
change our shared strategic interests, but could impact the political
will in Turkey to pursue them as effectively as possible. We have
urged Turkey and Armenia to work towards reconciliation for a long
time. The resolution will hinder that process, and we oppose it.

However, opposing the resolution must not be confused with denying
history.

– Do you believe in ratification of Turkish-Armenian protocols
after that?

– We hope the bilateral process will come to a successful conclusion.

We encourage and support both countries in their efforts to achieve
that outcome.

– Do you expect any impact from this process to the settlement of
the Nagorno-Karabakh problem between Azerbaijan and Armenia, taking
into account that there is a direct link between Turkish-Armenian
normalization and the settlement of this conflict?

– Azerbaijan has a long history of tolerance and respect for the
Jewish people, and since independence has been a reliable friend and
partner for the U.S. and Israel. We appreciate the vital importance
of a satisfactory resolution to the Nagorno-Karabakh issue for
Azerbaijan. If Turkish-Armenian normalization will advance the
Nagorno-Karabakh process, we would certainly welcome that additional
benefit.

The Republic of Ireland will start their qualifying campaign for Euro
2012 with a trip to Armenia on 3 September.

The new Aviva Stadium in Dublin will host the clash against Andorra
four days later before the home match with Russia on 8 October.

The campaign ends against Armenia in Dublin on 11 October next year.

‘The early fixtures represent good opportunities for us and it
is always good to finish at home," said Republic manager Giovanni
Trapattoni.

He added: "On balance, these fixtures are better than those we had
in the previous World Cup qualification campaign.

"I also think the squad will have benefitted from the significant
steps forward made against top sides like Bulgaria, Montenegro, Italy,
France and Brazil."

– Former foreign minister Vardan Oskanyan says "the negotiation quality
of the Armenian party has changed because during negotiations one
should be able to formulate alternative approaches." Do you really
think that the quality has changed? Do you think Azerbaijan is in a
more favorable position now?

– In relation to the quality I would like to cite the Azeri foreign
minister’s recent announcement, in which he sings the same song that
they are ready to give the highest level of autonomy to Azerbaijan, and
all citizens of Azerbaijan should take part in the process of deciding
the interval status. This means that they are against Karabakh’s
independence through self-determination. As I understand if it is about
the negotiations as well, then the quality has changed. If following
the announcement on self-determination, territorial integrity and
non-application of power by 55 OSCE states in Athens last year
they again say that the most important and priority principle
among these three ones is the principle of territorial integrity,
i.e. including Karabakh in Azerbaijan’s territory, then something is
wrong with the negotiations. It means that the new and old principles
of Madrid are not consistent, thus Armenia should orient in this
situation. It is a shock approach. They were speaking of a compromise
solution but unexpectedly they are saying that Karabakh will not be
independent. Accordingly the Armenian party is legally suggesting that
Karabakh should become a party of the negotiations. Now Karabakh is the
one to decide whether it wants to be included in the Azeri territory
or be independent. For being declared a de-facto independent state
Karabakh has all the institutions such as the president, parliament
and other institutions. I believe it was a wrong decision to take
Karabakh out of the process of negotiations.

During their tenure they did not do it, thus we are trying to return
Karabakh in order to find the right solution to resolve the issue of
the people’s destiny.

– What does this change in Azerbaijan’s policy mean?

– Azerbaijan has restricted its approach, and our foreign minister has
announced that it is impossible to settle the conflict of Karabakh
without Karabakh’s participation. I mean the participation in this
phase. What I mean is participation which is intermediated by Armenia
as it was before because if we continue the negotiations with this
format, it will be like we are giving a place to Azerbaijan’s demands.

This is my opinion.

– Do you agree with Vardan Oskanyan’s observation that the quality
has changed?

– The quality has not changed because Oskanyan said that; we knew that
before too. Why do we demand that Karabakh should be a participant of
the negotiation process now? Because their policy is stricter now. I
have not taken part in the negotiations but it is clear that Azerbaijan
has a stricter policy now. And they say that they agree with the new
principles of Madrid, but indeed they again misinterpret that thing
and say that Karabakh should be a part of their territory but with
a higher status. And the name of that status is not independence.

– Why did Azerbaijan decide to make the policy stricter? Maybe Armenia
gave this reason to them by launching the Armenia-Turkey reconciliation
process and recruiting Turkey in the negotiations.

– The answer to this question is different because Turkey wants
to become an important factor and solve problems in the region. If
Karabakh is independent, even if with sovereign borders of the Republic
of Karabakh, it is out of Turkey’s interests because in the region he
will have to deal with two independent and world recognized Armenian
states, which is not so easy. And if the issue is solved and Karabakh
is included in the territory of Azerbaijan, Turkey will deal with
Armenia only.

– Why did the Armenian government give this opportunity by initiating
the reconciliation process?

– There was an issue of opening the border, which was connected with
communications, import of economic products and export, as well
as opening a shorter way to Europe. In other words, we need for
communications and as two member states of the EU, we should have
open borders. We took that chance because we were interested in it,
and it turned out that other super-states such as Russia, the US and
Europe are interested in that too. The two countries entered into
negotiations, which was intermediated by the US and European states.

It was not like we decided to develop relations with Turkey and no one
supported our initiative. It was agreed to develop relations without
preconditions, the parties did not raise the issues of the conflict
of Karabakh or the genocide recognition in order to develop relations.

Neither of the parties pushed preconditions. It was said verbally,
the Turks agreed with that initiative and the US and European Union
promised to do that. But the Turks got their mind back on the way and
understood that they can’t have full influence in the region without
Karabakh. Thus, they are developing this precondition. As the US is a
powerful state and believes diplomatic morality is the fulfillment of
agreements and commitments, and the failure not to do so is immorality,
has started to apply pressure on Turkey. Such pressure will be done
with the issue of the Genocide and other tools.

– However in the Armenia-Turkey protocols there were preconditions
on the issues of Karabakh, Genocide and opening the border.

– These things had to be written directly. If there are preconditions,
these should be written directly. If there is nothing, it means there
are no preconditions either. The Turks are not saying this openly, but
definitely they are accusing the US and saying that they had promised
to solve the issue of Karabakh in parallel with that process. Why
don’t they do it? They are saying that the issue of Karabakh is not
connected with the protocols, and as they have promised that the issue
would be solved soon, it will be solved soon but they don’t know when
exactly. It is 15 years that they say it will be solved soon… Did
not the Turks know in 1991 that one of the main provisions in the
Armenian independence declaration would be the recognition of the
Armenian Genocide? Now they are saying the reason of stopping the
process is the ruling of the Constitutional Court and they ask why
we referred to this document. It was done only for domestic use.

Turkish local daily Milliyet refuted reports by some Armenian media
sources that Ankara, in an attempt to counter the adoption of the
US congressional resolution recognizing the Armenian Genocide, was
going to close down McDonald’s restaurants across Turkey.

According to the paper, the report "made up" and disseminated by
Armenian media sources mentioned that Turkey was going to close down
the chain because of the poor quality of the food it serves. Some
other Armenian media, however, say the real cause is Armenian
Genocide Resolution 252 adopted by US congressional Committee on
Foreign Relations.

Arminfo. Young representatives of national minorities, authorities
and civil society experts discussed today issues of equal rights,
equal opportunities for national minorities in Armenia focusing on
access to education in minority languages.

At this UN DPI-supported forum the participants also discussed the
specifics of implementation in Armenia of the European Charter for
Regional or Minority Languages, the Framework Convention for the
Protection of National Minorities, and UN International Human Rights
Covenants and Conventions.

UN DPI Representative Maria Dotsenko said: "Despite the fact
that the national minorities seem to be well integrated into the
mainstream society and are enjoying equal rights with their fellow
ethnic Armenians, there are some sensitive issues connected to the
preservation or renaissance of their respective languages, specifics
of organization of the education on their ethnic languages, training
of teachers and supply of textbooks."

Mrs. Hranush Kharatyan, Head of Anthropology Chair of the State
University of Linguistics said: "Proper organization of education
requires not only enthusiasm and good will of communities, but
also support from the state, long-term planning and solid financial
investments."

Mrs. Hranush Kharatyan, Mr. Vigen Kocharyan, Head of European and
International Law Chair of Yerevan State University and Mr. Avetik
Ishkhanyan, the Chairman of Helsinki Committee in Armenia led the
discussion.

Other participants in the event were officials from the Ministries
of Education and Science, Youth Affairs and Sports, from Government
Staff Department of National Minorities and Religious Affairs, as
well as representatives from Human Rights Defender’s Office.
