Washington ? Ont-ils quelque chose a discuter ou la reunion etait
juste necessaire ?

Le turcologue Artak Shakaryan considère que l’Administration americaine
a organise la reunion pour etre capable de declarer le 24 avril que
les pourparlers armeno-turcs se passent normalement malgre quelques
questions epineuses et l’adoption de la resolution H. Res.

252 ou l’utilisation du terme "genocide" dans le message presidentielle
generait l’avancement du sain processus.

Selon l’evaluation d’Artak Shakaryan, l’absence du moindre resultat
après la reunion, la froide atmosphère et les declarations des leaders
montrent qu’appeler la reunion de pas en avant serait incorrect.

Le Turcologue considère que la partie turque ne prendra pas de pas
vers le 24 avril avec une ratification des protocoles armeno-turcs.

après il y aura de nouveau le calme dans les relations armeno-turques
" indique Artak Shakaryan qui a ajoute " rien n’arrivera a moins que
la partie armenienne ne vienne en avant avec quelques initiatives. "

El Paso Public Library, Texas, USA, will host Armenian Film Festival
2010 from April 22 to 24.

The program includes the following films: Germany and the Secret
Genocide (Set against the backdrop of World War II, the film
chronicles the involvement of Turkey’s ally, Germany, in the first
genocide of the 20th Century. German documents attest to Turkish
culpability and to German complicity and cover-up. Kevin Thomas of the
Los Angeles Times has declared the film a `…rigorously researched
….a notable and persuasive film…a warm-up to the Holocaust) on April

Voices from the Lake (This feature-length documentary film on the
Armenian genocide focuses on the day-to-day tragedy that unfolded in
Kharpert-Mezreh, one among 4,000 towns and villages of the former
Ottoman empire in 1915, where monumental forces were unleashed by a
policy of annihilation. The story is captured through eyewitness
accounts by American and European officials, missionaries, educators,
and Armenian survivors, as well as by little-known documents and
diaries. This film is very useful in creating an understanding of the
impact of the genocide on individuals and on a particular community)

DADRIAN-AKCAM BOOK ON THE TURKISH COURTS-MARTIAL NOW IN ITS THIRD EDITION

Despite being based on a taboo topic that is subject to legal
restriction in Turkey, the Dadrian-Akcam book on the Turkish
Courts-Martial titled, "Tehcir ve Taktil:" Divan-ı Harb-i Ã-rfî
ZabıtlarÄ&#x B1;. Ittihad ve Terakki’nin Yargılanması, 1919-1922 is now in
its third edition, indicating remarkable interest in the topic of the
Armenian Genocide there. First published some sixteen months ago by
Bilgi University Press in Istanbul, this 732-page volume is a detailed
reconstruction, plus a historical and legal analysis of the post-WWI
Turkish military tribunals prosecuting the perpetrators of "crimes
against the Armenians" during the war, and is based on original
Ottoman sources. Jointly compiled and edited by Professors Vahakn N.
Dadrian, Director of Genocide Research at the Zoryan Institute, and
Taner Akcam, Kaloosdian/Mugar Chair in Armenian Genocide Studies at
Clark University, this compendium is ushered in by a 125pp extensive
introduction by Prof. Dadrian. It explores the criminal prosecution in
the 1919-1921 post-war period of the perpetrators of the wartime
Armenian Genocide. Supported by a succession of post-war but
pre-Kemalist Turkish governments, Turkish Military Tribunals spent
months gathering incriminating evidence as part of their pre-trial
interrogations. As a result, the Mazhar Inquiry Commission was able to
amass, classify and catalogue a wealth of evidence attesting to the
deliberate and planned nature of the wholesale liquidation of the
targeted Armenian population of the Ottoman Empire. Witness
testimonies included disclosures by high-ranking military officers,
governors of several ranks, and Young Turk Ittihad party leaders,
including the extensive affidavit supplied by wartime Third Army
Commander, General Mehmet Vehip.

Several aspects of these trials, unprecedented in Ottoman-Turkish
history, render the resulting documentation of the centrally organized
mass murder invaluable. Foremost among these is the nature of the
evidence-in-chief, involving secret and top-secret official ciphers
issuing from Talat Pasha, Interior Minister, party chief and the prime
architect of the Armenian Genocide. Equally important, all these
ciphers were authenticated by competent officials from both the
Justice and Interior Ministries before being introduced as prima facie
evidence. Moreover, the defendants were confronted with these
documents asking them to verify the authenticity of their signatures
at the end of these documents.

An English language edition of this very important book is set to be
published by a major American University Press, hopefully before the
end of the year.

Armenian Minister of Transport and Communications Manuk Vardanyan met
Chinese Ambassador to Armenia Tian Changchun .

During the meeting, the Minister gave high assessment to Armenia-China
political and economic relations, emphasizing perspectives of
collaboration in the sphere of transport.

The Ambassador, in turn, spoke about possibilities of cooperation in
telecommunications sphere.

As Manuk Vardanyan stated, there’s great potential in transportation
sphere, specifically public transport and road construction. The
Minister stated that an international tender for South-North highway
construction will be announced, with Chinese companies expected to
participate.

Parties also focused on the possibility of the purchase of Chinese
buses and micro buses or the alternative of setting up car
manufacturing unit in Armenia.

18:01 / 04/17/2010May 14-17, NKR President Bako Sahakyan held a number
of meetings with heads of political parties, Central Election
Commission, as well as government and administrative bodies, NKR
Presidential press service informed NEWS.am.

Issues related to the National Assembly elections to be held on 23 May
were in focus. Sahakyan underlined that the forthcoming elections are
a politically responsible event for the republic and all branches of
the government, local authority are expected to do their utmost to
maintain high level and proper elections, creating equal opportunities
for each party and at-large candidates.

President urged all parties and candidates to conduct the civilized
election campaign in accordance with provisions of the law and
morality.

He noted that NKR authorities will ensure free, fair and transparent elections.

Four Armenian billionaires have been included in a list of top 100
billionaires prepared by Forbes Russia magazine.

Among them are Armenian developer Samvel Karapetyan with $750 USD
million (91st), Danil Khachaturov with $1,2 billion USD 55 (55),
Nikolai and Sergey Sargisov brothers (74th and 75th) with $950 USD
million each.

The number of Russian billionaires and their combined fortunes doubled
last year.

Steel tycoon Vladimir Lisin took the top spot as his fortune rose to
$15.8billion from $5.2billion a year ago.

The number of Russian billionaires rose to 62 from 32, while their
combined fortune jumped to $297billion from $142billion.

Forbes Russia notes that the main Russian stock index RTS also
doubled during the same period, "although the economy has stagnated
in general."

Technology and mining billionaire Mikhail Prokhorov, who was on top
of the list last year, dropped to second place, despite increasing
his fortune to $13.4billion from $9.5billion.

Oil, telecoms and retail tycoon Mikhail Fridman came third with
$12.7billion ($6.3 billion a year ago), while Chelsea owner Roman
Abramovich is in forth place with $11.2 billion ($8.5 billion a year
ago). Alexander Lebedev, owner of the London Evening Standard and
the Independent, is 34th with a fortune of $2billion.

Baku – APA. Turkish officials discussed the issues of the Caucasus,
Iran and Armenia during the negotiations in Washington, said Turkish
Foreign Minister Ahmet Davutoglu at a press conference at the Turkish
embassy in Washington, APA reports quoting Turkey’s haberler.com
website.

"This is our sincere decision. It is important for us to realize the
protocols which were achieved as a result of painstaking work.

Azerbaijan is also important for us. We want long-lasting peace in
the Caucasus. These meetings gave a great impetus to the efforts made
towards protection of peace and stability in the South Caucasus. The
Nuclear Summit made great contribution", said the minister.

Davutoglu said he would visit Azerbaijan and Iran next week and added
that Azerbaijan was missing in Washington Nuclear Summit.

"We made all efforts towards this", said Davutoglu.

The diplomat said they intended to find solution of the problem of
Iranian nuclear program that it wouldn’t need to impose sanctions
against Iran.

"There is still an opportunity for the solution of Iranian problem. I
will visit Iran and we will discuss our negotiations with the United
States with Iranian officials. We don’t support military operations
or sanctions. We are against the nuclear weapons in the region and
entire world. We expressed our position on this issue and we will
continue our diplomatic efforts", said the Turkish minister.

"Armenia will not agree returning two Nagorno-Karabakh regions [Aghdam
and Fizuli] as the Armenian side perfectly understands that security
system of the Republic of Armenia and Nagorno Karabakh Republic (NKR)
is secured by the territorial integrity of NKR, and it is simply
excluded that concessions can be made especially when Azerbaijan
does not have the will to recognize the status of Nagorno Karabakh,"
Heritage Party deputy Stepan Safaryan told Tert.am, commenting on a
recent statement by the Turkish Prime Minister Recep Tayyip Erdogan.

Asked why was this statement being made especially at this moment,
Safaryan said: "I think Azerbaijan wants to show that its demands
have decreased. I think it is rather a political trick, as they
understand well enough that it has a very serious risk of prompting
strong domestic reactions and instability [in Armenia], should Armenian
authorities agree to returning those two regions, and therefore they
[the Azerbaijani] want to affect the domestic political life in
Armenia. And if they succeed in doing so, I do not exclude that they
hope that it will be fixed that Armenia proves in fact that those
territories do not belong to it."

Today, at 1:00 p.m. Armenian community of Georgia launches a campaign
at 1:00 p.m. near Avlabar metro station in Tbilisi. The participants
will collect symbolic 1915 signatures under appeal to president,
parliament and political parties of Georgia.

The action is dedicated to 95th commemoration of the Armenian Genocide,
when 1.5 million Armenians were killed in Ottoman Empire in 1915.

As NEWS.am reported earlier, Armenian community of Georgia applied to
president and parliament with a request to consider the recognition
of Armenian Genocide, perpetrated by Ottoman Empire. The document
particularly says of drafting a relevant bill and calls for paying
tribute to Genocide victims in the course of April 24 parliamentary
session.

ArmInfo. Criminal "authority" Armen Azizyan (born in 1964, alias
"Chryk"- "creaky") has been arrested in Armenia. Azizyan has been
arrested within the frames of a criminal case launched on April 4
(on the fact of hooliganism) and pending in the Special Investigation
Service.

As SIS press service reports, on April 4, Azizyan interposed in a
quarrel in Arshakunyats Street with Ashot Avagyan, Vardan Yeganyan
and Artur Avagyan, beat them and cussed out. A charge has been
brought against A. Azizyan according to item 1 part 3 of Article 258
(hooliganism).
