"The PACE Bureau agenda does not contain a provision obligating each
President of PACE to follow host country’s protocol," Parliamentary
Assembly of the Council of Europe (PACE) President Mevlut Cavusoglu
told a press conference in Yerevan.

Commenting on reminder that PACE presidents used to visit the Armenian
Genocide Memorial, he said: "As far as I know, the two previous
Presidents of PACE have not visited the Memorial in Tsitsernakaberd.

However, despite all this, it is my own decision. I respect your
opinion and you should respect mine."

Tbilisi will host a regional seminar on cybercrime in the framework
of a joint project launched by the European Union and the Council
of Europe.

Head of the European Union Delegation to Georgia, Ambassador Per
Eklund will kick off the event to be attended by experts and private
sector representatives from Armenia, Azerbaijan, Estonia, Georgia,
Moldova, Italy, Netherlands, Norway, Romania, Spain, Turkey, Ukraine,
UK as well as Interpol.

European Union is not supposed to condemn the history, but rather
secure reconciliation and peace, EU Enlargement Commissioner Stefan
Fule said in response to a written query presented by a group of
European Parliament MPs who demanded him to clarify the European
Commission’s standpoint on the Armenian Genocide.

"European Union is an institution that should secure peace,
reconciliation, democracy, stability and prosperity in the region,"
stated Fule.

At the same time he urged on Armenia and Turkey to adhere to the
normalization of relations between the two countries and called on
them to ratify the Protocols in a reasonable time frame without any
precondition and also bring them true to life.

According to Fule the normalization of the relations will contribute
to the establishement of security, stability and cooperation in the
South Caucasus.

It seems to be evident that Serge Sargsyan fails to eliminate
the grounds proving his incapability of keeping under control
the governmental system. Recently, the disagreements between the
subjects of this system have become public very often, which gives
way to rumors about uncontrolled situation, instability, distrust
and unpredictability in the system.

The latest brilliant example is the interview of one of the
major enterprisers Barsegh Beglaryan and the response of BHK to
it. Barsegh Beglaryan announced that the Bargavach Hayastan party was
a governmental project fulfilled during Robert Kocharyan’s tenure. BHK
answered to Beglaryan that he himself is a project. They are supposed
to mean a project of Serge Sargsyan because the friendship of Barsegh
Beglaryan and Serge Sargsyan is well-known.

It is a noteworthy circumstance that in this case not the BHK and RP
but the BHK and Serge Sargsyan are debating. Though Serge Sargsyan
is the leader of the Republican Party, in psychological sense,
this party has never been associated with him. Barsegh Beglaryan
is a close friend of Serge Sargsyan, moreover, Beglaryan is not an
unaware person not to be able to imagine the reaction his statement
in address of BHK would arouse. He would hardly try to make Serge
Sargsyan, who has a lot of problems, face additional problems being
constrained to explain or justify himself to BHK.

Consequently, the probability that Serge Sargsyan, with the help of
Barsegh Beglaryan tried to explain something to the BHK is big. More,
Bargavach Hayastan party has been being explained this thing for
already a long time starting from the Yerevan Mayor election when
the party arrived the second not getting the necessary amount of
votes to form a coalition with RP in the Elders’ Council. Perhaps,
since this period, Serge Sargsyan has been attempting to explain
something to the BHK, for example that he wants to build his own
governmental system with his presidency where BHK does not fit. BHK
goes on refuting its being foreign to Serge Sargsyan’s system.

The question occurs: what is the reason that Serge Sargsyan does not
get rid of the BHK coalition partnership himself. For this, he needs
to have a serious reason. While the most serious disagreement that
BHK had with the RP was Nerses Yeritsyan. It is comprehensible that
this is not a serious ground to break off the coalition with BHK.

Another question also occurs: why Serge Sargsyan needs to get rid
of BHK. Here another part of Barsegh Beglaryan’s interview is worth
mentioning. He said that Serge Sargsyan needs to form his own team
as soon as possible. In other words, Barsegh Beglaryan seems to be
reminding Serge Sargsyan about his duties towards the party that
are to be fulfilled until its members are disappointed. The problem
is that the peculiarities of the Armenian governmental system create
such perceptions like if you do not suit the demands of your team and
do not fulfill your commitments, hence you are not a vital political
figure, consequently, no one will be afraid of you and will respect
you. So, Barsegh Beglaryan seems to be hinting that accomplishing his
commitments is necessary for not only the team, but for Serge Sargsyan
himself to become influential and legitimate for the whole pyramid.

To form a personal team for Serge Sargsyan means to get rid of Robert
Kocharyan’s team. Maybe, this is the reason why Bargavach Hayastan
is reminded about its being a Kocharyan project. Perhaps, this is the
reason why Serge Sargsyan was stating that Robert Kocharyan had never
left politics. Probably, he was telling Robert Kocharyan to come to
politics to care for his team.

Perhaps, in a competition with Robert Kocharyan, Serge Sargsyan would
be the winner due to a number of circumstances. Otherwise, when Robert
Kocharyan formally is absent from politics, but he keeps influencing
it through different circles it will be difficult for Serge Sargsyan,
being the only formal responsible person, to fight against those
"partisan" actions.

Perhaps, this is the reason why after the Yerevan Elders’ Council
election, Serge Sargsyan has been sending regular messages to Bargavach
Hayastan and Robert Kocharyan. The problem is what Serge Sargsyan
can do if Bargavach Hayastan does not leave at all, and if Robert
Kocharyan does not return to the formal political field.

The European Council adopted directives for the negotiation of
association agreements with Armenia, Azerbaijan and Georgia, to
replace the current partnership and cooperation agreements with the
three countries. It also agreed on the position to be adopted by
the EU within the joint committees established by the partnership
cooperation agreements with a view to establishing new subcommittees
in several policy areas.

The joint declaration of the Prague Eastern Partnership Summit of
7 May 2009 stressed a common wish to deepen and intensify bilateral
relations between the EU and its eastern European partners.

Azerbaijani, Armenian public ‘not ready for peace’

News.Az interviews Arif Yunus, director of the Department of Conflict
Studies at Azerbaijani NGO, the Institute of Peace and Democracy.

This month marks the 16th anniversary of the ceasefire between
Azerbaijani and Armenian armed forces. Do you think the sides will
manage to preserve the reconciliation?

This issue can be seen both positively and negatively. The positive
side is that the ceasefire has been kept for 16 years without the
peacekeeping forces of any third state or international organization
being involved. This is, undoubtedly, a plus. However, this does not
include small arms. We constantly get information about the violation
of the ceasefire, exchanges of fire and a sniper war in which people
are killed. This is the negative aspect. Another negative is that the
negotiating process, which has lasted all this time, has not been
effective yet. A ceasefire does not does not mean peace, a ceasefire
is an indefinite state.

However, the sides to the conflict say that some progress in the
negotiations on the Karabakh conflict has been achieved. Do you agree?

I cannot see anything positive here. I follow the negotiating process
constantly, I have been studying it especially since the creation of
the Minsk Group. There have been many proposals on the conflict
settlement at different times, but all of them ended without result.
It is difficult to say that the negotiating process has given anything
new, because the negotiating process here is mostly for show. This
means that in reality there have been no real negotiations. The
negotiating process means that the sides are striving to attain
something via compromise. It is clear that the negotiating process
between the two countries is leading to compromise, but perception of
the term ‘compromise’ is distorted in Armenian and Azerbaijani
society. They think that compromise must be only in their favour. That
is, when Armenians and Azerbaijanis speak about a just settlement,
each party is thinking that the issue must be settled only in their
favour. Meanwhile, this is a hurdle that is difficult to get over. For
the Armenians, settlement means that Azerbaijan recognizes the
independence of Karabakh or its annexation to Armenia, while for
Azerbaijanis it is the mandatory preservation of Karabakh within
Azerbaijan and, afterwards, Baku will think of any autonomy without
defining the notion of high autonomy itself.

At the same time, people in Baku forget that Karabakh once had this
autonomy for 70 years. I think if we want to settle the issue of
compromise, we should have put something definite on the table during
these years. But we can see that both parties think that time is on
their side. The Armenians think that sooner or later the current de
facto state will become de jure and the time will come to recognize
the independence of Karabakh. That is, they believe that the world
will get tired, Azerbaijanis will be fed up too and, as a result,
their military gains will become legal and the whole world will
recognize the independence of Karabakh, as they did in the case of
South Ossetia and Abkhazia, not to mention Kosovo. This is the
position of the Armenians. Therefore, they are in no great hurry. The
Azerbaijanis also think that time is on their side: they get dividends
from oil, the economy is growing, the situation in Armenia is
worsening, and so on. Therefore, I sometimes say that the negotiations
are held for the Americans’ sake, as they really want this problem to
be settled and it doesn’t matter in whose favour. What’s important for
them is that the problem is settled and stability is established in
the region in order to squeeze out the Russians and start their
business with Iran. But it is extremely difficult for the United
States to do this now, as there are conflicts and two countries,
Azerbaijan and especially Armenia, are in suspense and strongly depend
on Russia. Therefore, they need to settle this conflict which is why
they often force us to hold talks while we continue talks as if doing
them a favour. Therefore, I say that these negotiations are for show.

If they want to hold real negotiations, the talks cannot take place in
isolation: negotiations should be held not only on the level of the
presidents and foreign ministers but also on the level of the people
and public. One day the sides will sign a document and what’s most
important is that when this day comes the societies are ready for
peaceful coexistence. In conditions of real hysteria in Armenian and
Azerbaijani society, when both parties view each other as enemies, no
one can guarantee that a peace agreement would be accepted by the
public. Therefore, they say that if someone really wants peace and
holds negotiations, they do not only hold talks, they also prepare the
public for peace. We are not preparing our people for this. On the
contrary, the Armenian and Azerbaijani press and even textbooks are
filled with fierce campaigns. Negotiations cannot be held like this.
Therefore, I am not optimistic about the negotiations.

Azerbaijan’s Defence Ministry reports every day about the violation of
the ceasefire by the Armenian side in different sectors. What should
be done to reduce these instances to a minimum?

We can differentiate two aspects to this. The first is the real state
of affairs on the front line. The second is the way this is all
presented. These are not the same. As I have already said, a ceasefire
means the non-use of military hardware, aircraft and artillery.
Meanwhile, small arms have never been banned. Naturally, if we go to
the front line, we will see exchanges of fire almost every day, which
are mostly by accident. I can talk about the instances that I have
seen myself. For example, there is a watch at the military post. A
rabbit runs past, the watch is afraid and opens fire. The Armenians do
not realize this and open fire too. Or they are celebrating someone’s
birthday: they drink and start firing into the air and the people on
the opposite side don’t know that it’s a birthday party and return
fire. This causes an exchange of fire for half an hour. This happens
everywhere. Wherever there troops, there is shooting.

Both the Armenians and Azerbaijanis are doing it. Therefore, it is
very difficult to say who is to blame. It’s another matter how all
this is presented. Our Defence Ministry will never say that the
ceasefire was violated by the Azerbaijani side. You will never read in
a report of the Armenian Defence Ministry either that the Armenian
troops have broken the ceasefire. In addition, depending on the
internal political situation, they may not even report a violation of
the ceasefire or report a great deal about ceasefire violations. In
the latter case, an ordinary citizen may get the impression that war
has started. But in fact there is no war, it’s just an exchange of
fire that occurs every day. This presentation is propaganda. For
example, last year on 1 March, when Armenia had elections, there were
reports of fighting on the front line. But these fights occurred every
day. In addition, I can say when these fights will be especially
fierce. As soon as the snow melts, a positional war starts and both
Armenians and Azerbaijanis try to move the trench line a little
further forward. In some cases we are more active and in others the
Armenians are active.

The Minsk Group co-chairs have repeatedly asked the sides to remove
snipers from the contact line. The Armenian side agrees to it, while
the Azerbaijani side does not. What causes the reluctance of the
Azerbaijani side?

It’s the same reason why neither of the sides intends to give up
anti-personnel and anti-tank mines, despite the Ottawa international
convention banning the use of anti-tank and anti-personnel mines. Both
the Azerbaijani and Armenian sides say that as long as the Karabakh
conflict continues, they cannot give them up. That is, everyone refers
to the fact that as long as there is war and a threat, they will not
give up mines and snipers, because the sides do not trust each other
and I think this is the reality. They do not trust each other and they
understand that the negotiations are for show and not serious.
Therefore, it is necessary to be ready every day.

A PAN-DIASPORA CONSULTATION ON THE
"STATUS OF WESTERN ARMENIAN LANGUAGE IN THE DIASPORA TODAY" WILL BE HELD IN
ANTELIAS

His Holiness Aram I has nominated a committee to prepare the third
Consultation on the theme of "Western Armenian language and Armenian Studies
Today", to be held in Antelias 14-16 September2010. These series of
consultations have been organized in cooperation with the Armenian Affairs
Department of the Gulbenkian Foundation. The first conference was held in
2004 on the theme "Armenian Studies in the Diaspora"" and the second in 2008
on "Teaching Armenian History and Language in the Diaspora".

The purpose of the forthcoming consultation is to analyze the usage of
Western Armenian in the diaspora today and its mutation by foreign
languages. Like many other languages, Armenian is being influenced by the
local languages where the diaspora communities live, and by the need to
create new vocabulary to keep pace with the advancement of science and
technology.

A large number of linguists, professors of Armenian Language and Literature
and representatives of educational institutions have been invited to take
part in this important event.

"By the blessing of His Holiness Karekin II, Supreme Patriarch and
Catholicos of All Armenians, on May 9 will take place the Republican
part of Olympiad in "History of the Armenian Church" organized by
the Minister of the Science and Education Mr. Armen Ashotyan," the
information service of the Mother See of Holy Etchmiadzin informs.

Around 50 pupils from Yerevan and the RA regions will participate in
the Olimpiad.

The results of the Olimpiad will be published on the next day on May
10, on the solemn ceremony of presentation with a prize.

On the sidelines of the Olympiad on May 9 the pupils and the professors
will visit the Mother see of Holly Echmiatsin.

Armenia has stepped into a pre-election round, and willy nilly the
political powers will attempt to turn to the people and speak about
their problems, Head of Heritage Party’s parliamentary faction Stepan
Safaryan said at a press conference today when asked about issues
possibly to emerge on Armenia’s political agenda after the suspension
of the ratification of the Armenia-Turkey Protocols.

At the same time Safaryan mentioned that regardless foreign political
issues the domestic ones always exist on the social agenda.

In reference to early elections Safaryan said that first of all
anything is possible in Armenia as the political system is not
developed and stable here. Secondly, he does not see the political
will to hold early elections.
