Turkey opened to researchers its most secret archives regarding the
incidents of 1915, Turkish President Abdullah Gul said on Tuesday.

Keeping a record of history is not the business of politicians or
parliaments; it should be the business of historians and scholars,
Gul told the 11th International Congress on "Social and Economic
History of Turkey" held at Ankara’s Bilkent University.

"That is our government’s stance on the Armenian allegations that
constantly remain on the agenda," he said.

Gul said researchers could take advantage of Turkey’s most secret
archives, adding that Turkey was proud of its history.

Armenia, with the backing of the diaspora, claims up to 1.5 million
of their kin were slaughtered in orchestrated killings in 1915. The
Armenian diaspora has lately increased its organized activities
throughout the world for the acknowledgment of their unfounded
allegations in regard to the incidents of 1915 as "genocide" by
national and local parliaments.

Turkey rejects the claims, saying that 300,000 Armenians along with
at least as many Turks died in civil strife that emerged when the
Armenians took up arms for independence in eastern Anatolia.

Turkey also says parliaments and other political institutions are not
the appropriate bodies to debate and pass judgment on disputed periods
of history. Past events and controversial periods of history should
be left to historians for their dispassionate study and evaluation.

However Turkey’s efforts to carry a deeper investigation have yet to
have a positive outcome. In 2005, Turkey officially proposed to the
Armenian government the establishment of a joint historical commission
composed of historians and other experts from both sides to study
together the events of 1915 and to open the archives of Turkey and
Armenia, as well as the archives of all relevant third-party countries
and share their findings publicly. Unfortunately, Armenia has not
yet responded positively to this initiative and Turkey’s proposal
remains on the table.

On June 16, with 93 pros, no cons and abstentions the National
Assembly adopted the draft decision on "Forming an ad hoc commission
to investigate the events of March 1 and 2 and their consequences. The
draft decision suggests creating an ad hoc commission to submit to the
NA a conclusion on the events of March 1 and 2 and their reasons. It
is noted that " the Commission is aimed at investigating the events
of March 1 and 2 and their results, the legality of the cases of
violence and the Police actions, the clarification of the conditions
of the death of the victims, presenting suggestions on political,
legal and solutions to prevent the reoccurrence of such events."

When carrying out the enlisted responsibilities, the Commission is
authorized to submit inquiries to the state and local self-government
bodies, law-enforcement bodies, which should provide necessary
information.

Within three days after its formation the Commission will send
an invitation to Levon Ter-Petrossian and other non-parliamentary
forces to participate in its activities with the right to speak at
the parliament.

One representative from each non-parliamentary force, the list of
which will be determined by the Commission will have the right to
participate in the latter’s work.

The Commission should elect a President and Vice-President. By October
25, 2008 the Commission should report to the National Assembly on
the results of its work by presenting a conclusion.

The "Zharangutiun" Party boycotted the vote on the grounds that the
National Party had rejected their proposals.

Cornet-AM, Russia-based Comstar’s Armenian subsidiary, is to roll
out a 3660-3700 MHz WiMAX network in Yerevan plus 18 other towns,
reports ARKA News Agency. The WiMAX licence it was granted is valid
until March 2017. The operator has announced that the first group of
covered cities will have access this July.

Significance: Comstar’s proactive move to enter the Armenian broadband
market (see Armenia – Russia: 1 February 2008: ) is going according
to plan. Armenia, where the physical infrastructure is poor and
the internet penetration rate still below 10 users per 100 people,
serves as a good example of a market with high potential for wireless
broadband–the WiMAX technology allows Comstar to reach initially
75% of the population, and the company has plans to expand that
coverage further. Also, broadband markets in other countries in the
Commonwealth of Independent States remain largely untapped, and offer
similar business opportunities for an early mover such as Comstar.

Shirak Marz made an appeal to His Holiness Karekin II,
Catholicos and Supreme Patriarch of All Armenians.

-Patriarch of Armenians, we do not want to storm your
soul and tranquility by reminding you of the tragic
events of March 1. We do not want to remind you of the
slaughter of Armenian people who, with the name of God
on their lips, like those looking for the flower
brabion, were seeking justice at the Square of Freedom
for 10 days. Ten days which were followed by political
persecution and arrests,- runs the appeal of the
Gyumri office of the Yerkrapah Union of Volunteers.

As a result, hundreds of honest, free and law-abiding
citizens, political activists, azatamartiks and
commanders of the liberation war were appeared in
jails. By the way, some of the arrestees are members
of the National Church Council, Ashot Zakarian, Sasun
Mikayelian, Hakob Hakobian, Miasnik Malkhassian, and
many others. They are all worth mentioning as on
October 27, 1999, they elected you but today they are
imprisoned with put-up charges based on false evidence
of people who have sold their conscience to Mammon.

Trials resemble judgments of the era of the
inquisition, and it would be like committing a sin if
we used the word justice. And all this happens in
Armenia, with your silent indifference. Thus, if we
commit a sin with our unawareness and ignorance, it
means the fault lies either with the pro-government
media or with the silence of the Holy See for
confidence in the authorities and the government has
vanished. The country’s reputation is soiled, which
will result in unpredictable consequences. If this
tense and heated climate of intolerance continues, the
state will considerably weaken, and eventually faith
in the person of the catholicos of all Armenians will
be shattered.

We hereby appeal to you. It is time you used the power
of your patriarchal seat and supported the devout and
faithful children of the Armenian Apostolic Church who
sacrificed everything for our faith, independent state
and are not to be blamed for having stayed alive by
God’s mercy. So do make a patriarchal appeal to the
government to listen to your authoritative voice and
restore the rights and freedoms of people set by the
Constitution. Set free all the political prisoners
because the Armenians worldwide will never tolerate
tyranny in Armenia with its inhuman expressions, and
if people believe the void and bombastic promises and
forgive them, God will not forgive those who ignore
God’s commandments, including you. Do prove that you
are the person chosen by God’s will and you are the
patriarch of all Armenians.-

RF Secretary of State, Deputy Foreign Minister Grigory Karasin and
RA Deputy Foreign Minister Gegham Garibjanyan discussed the details
of RA President Serge Sargsyan’s upcoming visit to Moscow.

The Information and Press Department, RF Foreign Office, reports that
the sides discussed the current stage of Armenian-Russian relations.

At his meeting with the Armenian President on June 6, RF President
Dmitry Medvedev invited him to pay an official visit to Moscow during
the next few months.

Each presidential meeting is a sign of progress. The presidents managed
to create a positive atmosphere during the St. Petersburg meeting,
according to Bernard Fassier, OSCE Minsk Group French Co-Chair.

He said the Co-chairs will pay the next visit to region to facilitate
the process. "We will specify the date of the visit within several
days. We are going to visit both Baku and Yerevan, but everything
depends on the schedules of the foreign ministers and the presidents".

Fassier said they need to visit Yerevan to get familiarized with
the position of the new leadership of Armenia. "The main task of
the Co-chairs now is to complete the work on the basic principles
considering proposals of both sides". Fassier said there were some
new points in the negotiations, but didn’t make them public.

"Our aim is clear: we will organize news meetings of the foreign
ministers and presidents of Azerbaijan and Armenia," Amb. Fassier
resumed, the Azeri Press Agency reports.

KAREN ASRIAN, an Armenian chess grandmaster who was the ex-Soviet
nation’s reigning champion and helped it win the 2006 Chess Olympiad,
died Monday after suddenly losing consciousness, the Armenian Chess
Federation said. He was 28.

Asrian was ranked 92nd by the World Chess Federation, or FIDE.

Apparently feeling ill, Asrian pulled his car into a court yard in
the Armenian capital, Yerevan, early Monday and lost consciousness,
the Armenian Chess Federation said. An ambulance crew pronounced him
dead at the scene, it said.

A moment of silence was held in his memory before the opening of
a speed-chess tournament in Yerevan on Monday after his death was
announced by Armenian player Smbat Lputian.

The general public is cordially invited to a lecture and discussion on
– The Epic Novel about General Andranik – by Lusine Sahakyan,
Associate Professor of Turkish Studies and Director of the Center for
Ottoman studies at the Yerevan State University.

Lusine Sahakyan’s editorial efforts culminate in presenting the reader
with a work that was originally recorded and revised in 1960s-1980s by
a survivor of Western Armenia dialectologist-ethnographer Suren
Sahakyan as the – Story about Andranik – epic novel. This folk story
is a unique example of an epic created in 19’th-20’th centuries, a
wonderful product of Armenian collective thought, manifesting an
attitude towards a heroic and a national liberation struggle. The epic
novel is comprehensive equivalent of national hero’s life
achievements.

This very special event will take place on Thursday, June 12, 2008 at
7:00 p.m. at Glendale Central Library, 222 E. Harvard St., Glendale,

FAR VICE CHAIR ANNETTE CHOOLFAIAN RECEIVES ELLIS ISLAND MEDAL OF HONOR

Healthcare Expert and Humanitarian Recognized for Lasting Contribution
for America and Armenia

NEW YORK, NY — Annette Choolfaian R.N., M.P.H., a respected medical
professional and Vice Chair of the Fund for Armenian Relief (FAR)
board was awarded the 2008 Ellis Island Medal of Honor in recognition
of her contribution to the American healthcare system and her
significant humanitarian efforts to build a better future for the
people of Armenia.

Established in 1986 by the National Ethnic Coalition of Organizations
(NECO), the Ellis Island Medals of Honor pay tribute to American
citizens of diverse ethnic origins for their outstanding contributions
to their communities, their nation and the world.

"I am deeply honored to receive this award and accept it in honor of
my parents who struggled to come to this country and worked so hard to
build a good life for their family. They instilled in me the
importance of helping others and encouraged me to give back in
whatever way possible. If I have been able to make a difference, it is
because of their love, nurturing and support."

Ms. Choolfaian, who resides in Fort Lee, New Jersey and East Hampton,
New York, has made her mark in healthcare as a nurse, health policy
expert and hospital administrator over the course of a meaningful
40-year career. Currently, she serves as professor and chair of the
Health Policy and Management Department at the New York Medical
College School of Public Health.

A main focus of her career has been to improve access and quality of
health care for all Americans, particularly the underserved. It is a
passion she has taken to Armenia, where through more than a decade of
volunteer service with FAR, she has developed numerous programs to
improve the quality of the healthcare and medical education in this
nascent independent country.

"Annette is one of the greatest leaders of FAR," said FAR Chairman
Randy Sapah-Gulian. "Her role as an experienced professional and
public health manager has been instrumental in designing and seeing
through almost every FAR project, especially healthcare-related
projects. Throughout both her professional life and her volunteer
work with FAR, she has shown a commitment to help others lead
healthier, happier lives."

Ms. Choolfaian was instrumental in conceiving and building FAR’s
Homeless Children’s Center in Armenia. Under her leadership, the
Homeless Children’s Center has grown to become the leading child
protection institution in Armenia – offering a modern foster care
system and providing programs that enable at-risk families to remain
together. Ms. Choolfaian also has designed and implemented fellowship
programs for senior members of the Armenian Ministry of Health and
other healthcare managers, allowing them to gain access to the latest
medical practices and techniques.

"She is truly a visionary, who can see the importance of FAR’s
evolving mission in providing assistance to the people of Armenia,"
said Archbishop Khajag Barsamian, Primate of the Eastern Diocese of
the Armenian Church of America and President of FAR. "She is, indeed,
a highly respected healthcare professional, but, more importantly, a
selfless giver of her time, talent, and treasure. She is a loyal to
the FAR family and I know that with committed volunteer leaders such
as Annette Choolfaian, Armenia will grow stronger."

"After the earthquake in Armenia I realized that the preservation of
Armenia’s people, language, culture and history was critical," said
Ms. Choolfaian. "Our brothers and sisters were struggling to maintain
their independence and I felt a responsibility to help them achieve a
strong and healthy society. FAR was an organization that was doing
this and it had leadership and vision that I respected. I joined them
in their efforts with great pride and admiration."

In addition to working with FAR, Ms. Choolfaian serves as a member of
the international advisory committee for Yerevan State Medical
University and also been an advisor to The Armenia Fund USA on the
development of a primary care clinic in Ngorno – Karabagh as well as
an advisor and reviewer for several USAID projects in Armenia.

Each year the Ellis Island Medal of Honor ceremony celebrates the
immigrant experience on Ellis Island, through which millions of
immigrants passed on their way to a new life in America. This year’s
event took place on May 10 amid pomp and circumstance that included
fireworks, military musical groups and presentation of the colors. To
date, approximately 1,000 American citizens have received Ellis Island
Medals of Honor, including six U.S. Presidents, U.S. Supreme Court
Justices, members of the U.S. Senate and U.S. House of
Representatives, Nobel Prize winners, military heroes, athletes,
artists and leaders of industry. Other prominent recipients include
Muhammad Ali, Bob Hope and Rosa Parks.

Medvedev invites Armenian president to visit Russia

STRELNA (St. Petersburg suburb), June 6 (Itar-Tass) — Russian
President Dmitry Medvedev has invited Armenian leader Serzh Sargsyan
to pay an official visit to Russia.

`I invite you to pay an official visit to the Russian Federation
within the next few months, whenever you think it convenient,’
Medvedev told the Armenian president on Friday.

He said that was his second meeting with Sargsyan over the recent
past. `I once again congratulate you on your new position,’ Medvedev
said.

He noted that bilateral cooperation was successful and trade had been
growing.
