UN PASSES RESOLUTION ON SITUATION IN OCCUPIED PARTS OF AZERBAIJAN

UNITED NATIONS, March 14 (Itar-Tass) – Following an initiative of
the Azerbaijani delegation, the UN General Assembly has endorsed
a resolution titled on the situation on the occupied territories
of Azerbaijan.

The document was supported by delegations of 39 countries, while 7
countries voted against it and another 100 countries abstained from
voting, said Janos Tisovszky, the press secretary of the General
Assembly’ s President.

The resolution voices grave concern over the continuing armed
conflict in Azerbaijan’s enclave of Nagorny Karabakh, which is mostly
populated by ethnic Armenians, saying it continues to pose threat
to international peace and security and affects the humanitarian
situation in the countries of Southern Caucasus.

The resolutions endorsed by the General Assembly are advisory documents
and do not have the power of international laws unlike the resolutions
passed by the UN Security Council.

CENTRAL DEPOSITARY OF ARMENIA CALLS UPON STOCK COMPANIES FOR COOPERATION

ArmInfo. The Central Depositary of Armenia (CDA) offered all the
stock companies in the country to keep their stock register. CDA told
ArmInfo that in conformity with the alterations and amendments to the
RA Law on Stock Companies that will come into effect on July 1 2008,
all the stock companies must refuse from keeping stock registers and
transfer this function to a professional organization.

By the data for the beginning of 2008, CDA kept registers of 734 stock
companies, including 230 CJSC. CDA has the necessary experience and
technical base to provide the following services: keeping register;
placement-related services; services connected with corporate activity
of emitters; provision of the list of registered owners; opening
of personal account for a shareholder; change of data in accounting
card; transfer of securities; blocking of securities; operations with
securities; provision of information and statements on operations.

CDA was founded in October 1996. In January 2008, Swedish OMX bought
in Armenian Stock Exchange (ArmEx) and CDA that were reorganized
into open joint stock companies. Earlier, it were self-regulating
organizations based on American model. The basic infrastructure of
the country’s stock market is reorganized in conformity with the
European development model.

Baku. Mahbuba Gasimbayli-APA. Defense Ministry is investigating how
the soldier of Azerbaijani Army Mukhtarov Yagub Allahverdi has been
captured by Armenian armed forces, Spokesman for Defense Ministry
Eldar Sabiroghlu told APA. The spokesman said that the people would
be informed about concrete reason of the soldier’s action.

"It is not exactly known how the soldier has been taken by Armenians.

That’s why it is difficult to say anything. This was what I meant,
when I said "I have not fully acquainted myself with the situation".

Investigation is being carried out, the causes are being determined,"
he said.

Eldar Sabiroghlu said it was not right to target at the Defense
Ministry without knowing the essence.

"The statement made by Armenian Defense Ministry should be ground
neither for us, nor for mass media. They can exert pressure on
soldiers and get whatever they want. They had treated Samir Mammadov
similarly. That’s why, the press should take this into consideration
while reporting an event," he said.

Armenian mass media first reported quoting the country’s Defense
Ministry that soldier of Azerbaijani Army, Mukhtarov Yagub Allahverdi,
20, had been captured in Tovuz Region.

Azerbaijan’s State Commission on Prisoners of War, Hostages and Missing
Persons and office of the International Committee of the Red Cross
(ICRC) in Azerbaijan confirmed the report.

STEPHEN FEINSTEIN, GENOCIDE SCHOLAR, PASSES AWAY

Toronto, Canada-It was with shock and great sadness that we at the
Zoryan Institute learned of the passing yesterday of our colleague and
friend, Stephen Charles Feinstein. His departure marks the loss of an
important scholar, great educator, active associate of this institute,
and strong friend of the Armenian people. His death, while speaking
at a local Jewish Film Festival, caught everyone by surprise, as,
aged only 65, he seemed robust and full of energy. He was taken to
hospital where he died of an aortic aneurism that resulted in cardiac
arrest. His wife Susan was with him the entire time.

In the words of Vahakn N. Dadrian, Zoryan’s Director of Genocide
Research, "His selfless and very effective involvement in the promotion
of studies that went beyond focused Holocaust themes and incorporated,
in particular, the Armenian Genocide, was a monument to his sublime
humanity. We will all sorely miss him."

As a Holocaust specialist, Steve was quick to appreciate the
significance of the interconnections between the Holocaust and
the Armenian Genocide. He worked energetically to introduce the
Armenian Genocide into the curriculum and public programs of the
University of Minnesota, creating, among other things, a very useful
teacher’s resource kit and producing in conjunction with Minnesota
Public Television an award-winning documentary film, "The Armenian
Genocide: 90 Years Later." Under his supervision, the CHGS’s website
() became a rich and valuable source of reliable
information on all aspects of the Holocaust and genocide.

Prof. Feinstein was the Director of the Center for Holocaust and
Genocide Studies since 1999, as well as an Adjunct Professor of
History at the University of Minnesota. Previously, he had taught
in the Dept. of History at University of Wisconsin-River Falls for
thirty years until retirement.

He had received a Ph.D. in Russian and European History from New York
University in 1971,and an MA in European History and Art from there in
1966. Steve had a scholarly interest in the artistic representation
of genocide. He wrote and lectured about it, organized art exhibits,
and his site provides a rare showcase for the art of Jewish, Armenian,
and other genocides.

In 2003, he helped organize a partnership between the University of
Minnesota and the International Institute for Genocide and Human
Rights Studies (A Division of the Zoryan Institute) to run the
highly regarded annual Genocide and Human Rights University Program
simultaneously in Minneapolis and Toronto. The partnership provided
official accreditation to the program in both locations. He served
both as Co- Director of the program and taught in it at both locations.

"In all my dealings with Steve, I found him to be both visionary in
seeing the benefits of collaboration between our two organizations,
as well as eminently practical in helping to overcome the inevitable
obstacles to such undertakings. He will be missed not only for his
vision and his scholarship, but also for his leadership in field
of genocide studies as a master educator," said Greg Sarkissian,
Zoryan’s President.

Stephen sought to foster scholarly research and increase public
knowledge about the history and politics of ethnic and national
conflict in the eastern Mediterranean, with the hope that the
knowledge developed would contribute to reconciliation among the
diverse peoples of the region. In this respect, he collaborated through
the CHGS with scholars such as Eric Weitz and Taner Akcam on several
research projects with various other institutions around the world,
including the Zoryan Institute.

Always a man of conviction in the defence of truth, Stephen Feinstein
was one of the prominent signatories to the famous statement of 126
Holocaust scholars at the Thirtieth Conference on the Holocaust and
the Churches in 2000 "affirming that the World War I Armenian Genocide

Stephen Feinstein, Roger Smith incontestable historical fact and
accordingly urge the governments of Western Democracies to recognize
it as such."

Roger W. Smith, Chair of Zoryan’s Academic Board, in remembering his
late colleague, stated that "Steve, whom I knew for many years and
worked with in many contexts, was one of the finest persons I have
ever known: he had integrity, intellect, generosity, and a universal
perspective that included all peoples. He knew a great deal about
tragedy and suffering, but transcended them with humanity and that
ever present sense of humour."

"Steve was well known for his numerous contributions to the field,
through his own research, teaching, public lecturing, organizing
conferences and publishing, and particularly through the help and
support he provided to countless students and scholars in their
respective efforts," commented George Shirinian, Executive Director
of the Zoryan Institute.

"He was outstanding for his countless efforts at outreach and
networking with others in the field. His collaboration, irrepressible
humour, benevolence and warm friendship will be greatly missed by
all of us at the Zoryan Institute."

Steve leaves his wife Susan, two children, and two grandchildren. The
funeral will be held at Temple Beth-El in Saint Louis Park, Minnesota,
Friday afternoon at 2:00 PM. The family has requested that any memorial
donations be directed to the Center for Holocaust and Genocide

ANKARA: Dink Family Lawyers To Appeal To ECHR

After a court has found the Trabzon police innocent of gross
negligence, Dink family lawyers are preparing to appeal to the ECHR.

The RSF has called for the prosecution of all those responsible.

It has been more than a year now that journalist Hrant Dink, editor
of the weekly Turkish-Armenian newspaper Agos, was gunned down and
killed in front of his office in Istanbul on 19 January 2007.

The investigation of the murder has been unsatisfactory; for instance,
there is evidence that the Trabzon police was told many times of the
planned murder, but failed to act. However, so far only the suspected
gunman and a group of mostly young men involved in the planning of
the murder have been put on trial, as well as two gendarmerie officers
in Trabzon.

Trabzon police "not negligent" On 10 January of this year, the Chief
Public Prosecution in Trabzon, in northeastern Turkey, decided not
to prosecute seven police officers of the Trabzon police force for
gross negligence in the murder of Hrant Dink.

Following the objection of lawyers of the Dink family, the case was
taken to the Rize Heavy Penal Court. It has rejected the objection
of the lawyers.

Bahri Bayram Belen, one of the lawyers for the Dink family and a
joint attorney in the murder trial, told bianet that they have not yet
been officially informed of the decision, but that they will appeal
to the European Court of Human Rights (ECHR) as soon as possible.

Police "turned a blind eye" He said, "Some officers in the Trabzon
police, gendarmerie and related intelligence units turned a blind
eye to [information telling them about a planned murder] and caused
Hrant Dink’s death. This case is very important for us. We had even
demanded that the case of the two gendarmerie officers being tried
in Trabzon be joined with this case."

According to the decree of the Rize court, there will be no trial
against former intelligence chief Engin Dinc, former anti-terrorism
chief Yahya Ozturk or five other police officers from the Trabzon
police department for obscuring evidence, gross negligence and
protecting criminals.

Based on witness accounts, the Dink family had filed a criminal
complaint with the Istanbul Chief Public Prosecution. However, the
prosecution had decided that the case was not in their jurisdiction
and had sent the file to the Trabzon prosecution, despite the argument
of the Dink family that the case should be tried as a whole.

The Trabzon prosecution then decided that there was no clear and
convincing proof for prosecution. After the objection, the nearest
heavy penal court in Rize confirmed this decision, saying there was no
evidence of gross negligence or previous knowledge of the murder plans.

RSF: Police officers also need to be put on trial Meanwhile,
the Paris-based Reporters Without Borders (RSF) issued a new press
release on 6 March, in which it criticised the lack of progress which
a parliamentary subcommittee for human rights was making in its probe
into the murder.

Senior police and gendarmerie officials from Istanbul and the Trabzon
blamed each other for the failure to take the necessary measures to
prevent Armenian-Turkish journalist Hrant Dink’s murder when they were
questioned at the end of last month by the parliamentary subcommittee.

"We reiterate our call for all those investigating the role of
the security forces in connection with the Dink murder to make
every effort to establish who was responsible for what," Reporters
Without Borders said. "To this end, we think it is important that
the police officers implicated should be tried at the same time as
Dink’s alleged murderers."

Trabzon and Istanbul police accuse each other When the parliamentary
subcommittee questioned Trabzon intelligence department chief Engin
Dinc on 28 February, he reportedly identified Erhan Tuncel, who is
charged with being one of the masterminds of Dink’s murder, as a
police informer. Dinc said he only spoke with Tuncel once to ask
him to convince Yasin Hayal, another of the Dink trial defendants,
not to kill Dink.

Dinc accused Ahmet Ilhan Guler, the head of the Istanbul police
intelligence department, of failing to react after the Trabzon police
issued an alert about a murder plot. The accusation had already
been made to the subcommittee by former Trabzon police chief Ramazan
Akyurek, now head of police intelligence in Ankara.

During his appearance before the subcommittee, Akyurek said
he alerted the police in 81 cities of "possible attacks against
minorities," adding that "it was not necessary to identify Hrant Dink
by name." Akyurek directly accused Istanbul police chief Celalettin
Cerrah of failing to react to his alert.

According to Agos, the subcommittee has decide to question Cerrah
again, this time in Ankara.

The Dink family and its lawyers are calling for all the Trabzon and
Istanbul police officers involved in the case to be charged and tried
in Istanbul.

He also added that no Internet sites are blocked, simply several

the culture articles over the whole period of the state of emergency.

According to the Turkish Bianet independent agency, the following day
of the murder of Hrant Dink on January 19, 2007, the Turkish writer
Temel Demirer read a declaration to the press in Ankara saying that the
journalist had not been only killed because he was Armenian, but also
because he had spoken about the Armenian Genocide.

Temel Demirer declared the thing following at a meeting of protest:

« We live in a country where the murders and silence on the truth are
associates. Hrant was assassinated not only because he was Armenian,
but because he said expressly reality that a genocide took place in
this country. If the intellectuals Turks do not commit 301 crimes under
the terms of article 301, they will be guilty murder of Hrant, also. »

«There was a genocide in our history, it is called Armenian Genocide.
At the expense of its life, Hrant said to us to all this reality. Those
which do not commit a crime against the fatal state form part of the
murder. Those which killed the Armenians yesterday attack our Kurdish
brothers and sisters today. Those which want the fraternity of the
people need to face this history. We must commit crimes to prevent that
what arrived at the Armenians arrives to the Kurds. I invite all those
among you to commit crimes. Yes, there was a Armenian genocide in this
country. »

«We know very well who massacred it! It is neither an unknown nor a
secrecy for we¦nous know the assassin who supports article 301, we know
it… We cannot conceal to us! We cannot conceal to us! All for our
part is clear », he had screamed to the present crowd.

This declaration had been signed by more than 45 Turkish personalities
and organizations.

SCIENTIFIC CONFERENCE IN BRATISLAVA

>From 28 May to 1 June Armenian Unity Forum in Europe
(AUFE) organizes a scientific conference on `Armenian
Genocide’ in Bratislava. The information is provided
by Ashot Grigoryan, the director of the AUFE. He said
that the conference should be held in three stages.
`In the very first day of the conference it is
scheduled to discuss the political targets of our
forum, the other two stages are narrower professional
for lawyers and businessmen,’ he said.

According to him, the target of the lawyers’ part is
the recognition of Turkey and the regulation of the
NKR question. `And the sense of carrying out
businessmen discussion is to create financial fund,’
said the director.

Note that the union is created since 1998 and more
than 30 countries are included in its forms.

Armenia’s former President Levon Ter-Petrosyan, who has reportedly been
under house arrest since the dispersalof opposition rallies in the
capital Yerevan on 2 March, arrived at the Constitutional Court on 5
March to attend ahearing into his appeal against the official results
of the 19 February presidential polls, Mediamax news agencyreported.

The news agency quoted the chairman of the Constitutional Court,
Gagik Harutyunyan, as saying at the court sessionthat Ter-Petrosyan
could not only attend the session but also make a final speech.

Armenia’s Central Electoral Commission is the defendant in the case,
while the Police, theProsecutor-General’s Office and the National TV
and Radio Commission are co-defendants, the agency said.

Under the law, the court is to issue a ruling on the case by 8 March
inclusive, Mediamax added.

YEREVAN, MARCH 6, NOYAN TAPAN. An unsucceeded attempt of military
adventure by Azerbaijan. Thus Major-General Hayk Kotanjian, the Head of
the Institute of the National Strategy of the RA Ministry of Defence,
characterized the breach of the armistice by the Azerbaijani Armed
Forces in the region of Mardakert of the Republic of Nagorno Karabakh,
in the interview given to the Press Service of the Ministry on March 4.

Hayk Kotanjian mentioned that the diversion group of the Azerbaijani
Armed Forces conquered one of the posts of the defence army of
the Republic of Nagorno Karabakh on March 4, as a result of which
two servicemen of the defence army were injured. The leadership
of the Armed Forces of the Republic of Armenia, at the request of
the Karabakh side, informed Anjey Kasprchik, the representative of
the OSCE, about what had happened, as well as tried to call on the
leadership of the Ministry of Defence of Azerbaijan for the purpose
of immediately restoring the status-quo and the armistice.

The military department of Azerbaijan stated that Defence Minister
Safar Abiev cannot conduct telephone negotiations because of being
busy. The Armenian side took return steps and forced the Azerbaijani
servicemen out of the positions conquered by them.

Hayk Kotanjian mentioned that the Armenian military leadership,
in response to the application of the Armed Forces of Azerbaijan,
informed about the readiness for creating a possibility for moving
the dead bodies of the Azerbaijani servicemen from the place of the
clash. The OSCE is aware of the fact that these facts are reliable.

General Hayk Kotanjian denied the information spread by the Azerbaijani
side, according to which the incident, allegedly, was instigated by
the Armenian side in order to deviate the attention of the population
of Armenia from the state of emergency declared in Yerevan. He also
mentioned that the official Baku is spreading false romours concerning
the losses the Armenian side suffered. "The interpretation of the
Azerbaijani side, which is built on a rude falsification of facts
and the abuse of the fact of the state of emergency in Armenia,
is an attempt of manipulation of the opinion of the international
community interested in the preservation of peace and stability in
the South Caucasus," Hayk Kotanjian mentioned.
