Honoring those who lived

SSU’s artist sculpture recalls past, present inhumanity, warns it can
happen again

"Any type of unjust treatment is completely reprehensible," said Jann
Nunn, an SSU associate art professor who is creating the memorial.

"This is a university campus, this is an obvious place to do this so
people won’t forget these things happened. It is only through an
educational effort that we can do that."

The idea for the public memorial grew out of SSU’s Center for the
Study of the Holocaust and Genocide and from a lecture series several
years ago that featured genocide survivors.

"We decided we needed a more lasting memorial and we need to educate
students about present-day genocide," said Elaine Leeder, the dean of
SSU’s Social Sciences Department. "It is more relevant today."

The memorial is not just a reminder of the Holocaust, however. It is
also for the survivors of genocide in Armenia, Darfur, Rwanda and
Cambodia, and American Indians in the United States.

"What makes this one remarkable is it doesn’t focus on a single
genocide, but on the universality and the commonality with respect to
genocide," said David Salm, a Santa Rosa businessman and a major
contributor to the project. "It has brought numerous communities
together, creating a coalition and an awareness that there has been
suffering across the globe and we are all brothers in this."

For Leeder and Salm, the memorial also has personal meaning.

Leeder’s father fled Lithuania before World War II and her mother fled
Poland, where Leeder lost 100 relatives in the Holocaust.

"The Holocaust has been part of my life since I was born," Leeder
said. "It is what we talk about. Especially now, it has been over 60
years and there is something in the Bible that says after 60 years you
speak about the traumas in your life."

Salm’s parents fled Germany.

"My family was enormously lucky," Salm said. "My parents, who were
both born and raised in Germany, were able to leave under great
duress. They arrived in this country as penniless refugees, but filled
with enormous gratitude and hope."

The memorial is being erected in the Erna and Arthur Salm Grove, named
after his parents.

The memorial, which will cost about $100,000, consists of 45 feet of
railroad track that will merge at a 12-foot-tall, illuminated glass
tower, with bricks engraved with the names of some genocide survivors
inlaid around the tracks.

To raise money for the memorial, the engraved bricks are being sold
for $100 and $250, with 300 bricks sold so far.

The tracks have been put in place, while the glass tower, made of
5,000 individual pieces, is taking shape in Nunn’s studio.

"It’s a big monument . . . 12 feet tall and 10 feet wide," Nunn
said. "I felt like it needed to be a big statement. Because it is a
multigenocide monument, there are plenty of people who have been
affected by it, just in Sonoma County. Our thoughts are there would be
a lot of people interested in this project, and by purchasing a brick,
that is a way to participate in having a lasting memorial."

The memorial dedication is scheduled for March 29.

Turkish Court Imprisons Assailant of Priest

A Turkish court has sentenced a 19-year-old man to more than four
years in prison for stabbing a Roman Catholic priest last year in
western Turkey.

The Izmir city court sentenced defendant Ramazan Bay Monday and fined
him for carrying the switchblade knife used in the attack.

Bay stabbed the 65-year-old Italian priest in December 2007, after a
Mass at a church in Izmir, and surrendered shortly after the attack.
The priest survived.

Turkey’s small Christian community has been targeted in recent years
in several attacks, including one last year in which three Christians
– two of them Turkish converts – were killed in the central city of
Malatya. Another Italian Catholic priest was shot and killed in 2006
in Trabzon.

A Turkish-Armenian journalist was slain last year in Istanbul by a
nationalist gunman.

Writer Hrant Dink had angered Turkish nationalists by using the term
"genocide" to describe the mass killings of Armenians in the Ottoman
Empire of the early 20th century.

CIVILITAS FOUNDATION REPORT ON CRISIS AND OPPORTUNITY IN ARMENIA

On December 26 the Civilitas Foundation presented its first annual
report on Armenia in the context of internal and external events in
2008. The president of the foundation and the former foreign minister
of Armenia Vardan Oskanyan said the report is a hookup of analysis,
conclusions, observations and recommendations by about twenty
co-authors who made an overview of Armenia from the inside. This is
the purpose of the report which is going to be annual. The authors
of the report think that besides the reports by foreign organizations
and experts we need an overview from the inside to evaluate our lives
and outline the ways of development. In this sense, the initiative
of Civilitas is unprecedented.

The report entitled Crisis and Opportunity, which covers global
and regional events, the internal political situation and economy
in Armenia, was presented today at the Yerevan Hotel. Politicians,
civil society activists, foreign diplomats and reporters were invited
to the event. Vardan Oskanyan said people will express their opinion
on the report after reading it, as well as through press, and today
Civilitas held a discussion of the issues covered in the report.

Opening the discussion, Vardan Oskanyan said March 1 was followed by
a deep crisis and tension, which tends to aggravate, he thinks. Is
the ruling coalition aware of=2 0this and does it take steps, Vardan
Oskanyan asked Armen Rustamyan, the chair of the National Assembly
committee of foreign affairs? He said there are elements of crisis
which were noticed even before March 1, during the presidential
election. According to Armen Rustamyan, it was obvious before the
election that Armenia needs a new time but the country was not ready
for the new time, for the second generation reform, and the roots go
back to the beginning of independence.

Vardan Oskanyan said we can speak about the past but the discourse
that we cannot go on like this was in the past as well. According to
him, the problem is if now the government is aware that the tension
and problems are culminating, and Armenia may be deprived of voting
right in the PACE, and if the government takes action.

Hovanes Igityan, a member of the Armenian National Congress,
director of the EU chamber of trade in Armenia, said three things
are important for Armenia: inner consolidation, confidence in the
government and the international reputation of Armenia. According to
Igityan, Armenia lacks all the three, and the problem is that Europe
already views us as a country of risk, which has its consequences.

Vardan Oskanyan said unfortunately the parliament does not reflect the
moods of the society, and in the recent presidential election it became
known that 50 percent of the society supports the opposition. Oskanyan
says he thi nks a new election is not a way out since the political
system is not ready but says he does not feel that the government
is aware of the problem of the parliament and takes steps to prevent
the same picture in the next election.

The ex-prime minister Armen Darbinyan says the problem is
that political process takes to the street. Darbinyan says the
internal situation does not allow Armenia to be a powerful regional
state. According to Armen Darbinyan, the situation aggravates the
impact of the economic crisis.

In answer to observations of inadequacy of the parliament to the
situation, Member of Parliament Armen Rustamyan said he does not
want to act as the advocate of the parliament but this parliament is
the result of the deficient electoral system, and the situation will
not change unless all the political forces display political will,
and the society underscores its vote.

In this connection, Vardan Oskanyan said words are not enough. The
ex-foreign minister underlined that the ARF Dashnaktsutyun, for
instance, did not become opposition after the election to fill in
the gap of ideological opposition, which would be the right behavior,
and preferred to join the coalition. Armen Rustamyan said in a country
where the opposition has no opportunity to work the only way of acting
is to be in the government.

Vardan Oskanyan noted that in Armenia there is an extreme perception
of the opposition, and peopl e are not aware that the opposition must
foster development through dialectic contact with the government,
and the leader of the opposition must meet and shake hands with the
head of state. On these words Hovanes Igityan said the impression
is that the talk is about Luxembourg. According to Hovanes Igityan,
in Armenia the phrase "transition period" is used to justify mistakes
and drawbacks on the one hand and on the other hand, transition has
become a status.

It is impossible to find points in common in Armenia unless the
government is unable to view issues from the point of view of the
opposition and vice versa, Vardan Oskanyan said. He underscored the
importance of free press to the change of the situation in Armenia,
noting that he thinks the president must meet with the leaders of
the TV companies and tell them to be free.

Armen Darbinyan said the press cannot be free unless the economy
is free.

As to the economy in general, Armen Darbinyan is pessimistic. He
thinks that the Armenian economy may really benefit from the global
crisis thanks to its small size but it takes bold steps rather than
what is being done now. Armen Darbinyan says the steps that are
being taken now will lead Armenia to the state that was in 1993,
the period of cheap imports. Vardan Oskanyan said it is difficult to
say what percentage of economic regress is due to the global crisis,
and what percentage is o ur problems. According to Oskanyan, this
correlation is at least 50 percent.

Our internal problems matter more.

The hall also had an opportunity to participate in the discussion
of the crisis in Armenia. The political scientist and ex-consul
Ruben Hakobyan said he thinks Armenia is in a great, deep crisis,
and the "minor" global crisis adds to it. The sociologist Lyudmila
Harutiunyan thinks Armenia is in a deadlock rather than a crisis,
the society has lost hope, and if now the opposition retreats,
it will be the final defeat of the society. Lyudmila Harutiunyan
calls the government to be prudent, and the political forces which
"try to keep somewhere in between the government and the opposition
thereby serve the government", Lyudmila Harutiunyan says.

The ex-spokesman for the foreign minister and the public affairs
officer of the Armenian National Congress Vladimir Karapetyan said
there is a crisis of truth in Armenia, evidence to which is the
failure to reveal the wrongdoers of the slaughter of March 1 and
the opposition activists and leaders deprived of liberty and kept
hostage. And Vardan Khachatryan from the Heritage Party said in
Armenia none of the problems will be solved unless three components
are present: independent financial assistance, independent courts and
independent press. The chair of the National Assembly Committee of
state and legal affairs, Republican Davit Harutiunyan said the question
i s what should be done to have independent press, independent courts,
lasting political will of the government.

All the participants of the discussion, independent from their
points of view, thanked the Civilitas Foundation for organizing
the discussion, and expect that discussions will continue, not only
in Yerevan but also in the regions, to talks to the society and to
transform the society.

30 Universities May Be Closed

The head of the President’s audit service Hovanes Hovsepyan told
reporters that in 2008 the service has extended 630 reports to the
office of the prosecutor.

In the second half of 2008 the audit service got 10 thousand
applications.

25 percent of applications are complaints of the City Hall, 17 percent
the judicial system, 16 percent are of social nature. 37.1 percent
of applications have been met, Hovanes Hovsepyan said.

In the second half of 2008 the service audited the ministries
of environment, health, science and education, transport and
communication, the State Cadastre of Real Estate, the City Hall
of Yerevan, the Committee of Public Revenues, the Agency of Public
Purchases.

The Service has audited 30 of 69 privately-run universities. Hovanes
Hovsepyan said many universities accept students from high school to
second or third year, about 800 students are enrolled for distance
learning courses but are either abroad or serving in the army and
get a diploma without showing at the university.

He said the president instructed the ministry of education and science
to audit the privately run universities.

newspaper said.

Earthquake in Spitak city of Armenian took place in Dec. 1988. At
that time, a great group of Azerbaijanis, who have been sent to render
assistance injured people, died in air accident.

So far, reasons of air accident of the Azerbaijani plane in the
Armenian air space have not been yet determined.

The Government of Armenia held a sitting today chaired by President
of the Republic of Armenia Serzh Sargsyan. Noting that according
to Article 86 of the Constitution of the Republic of Armenia, the
President can convene a Government sitting on issues of foreign policy,
defense and national security, Serzh Sargsyan said this is the first
time he uses the opportunity this year. The sitting started with the
discussion of issues related to the defense sphere.

At the beginning of the sitting the Defense Minister presented
the draft decisions on determining the structure and statutes of
"RA Ministry of Defense, the General Staff of the Armed Forces of
the Republic of Armenia, the Defense Ministry’s Technical Support
Department, and the Investigating Department of the Ministry of
Defense, as well as establishment of the "Staff of RA Ministry of
Defense" state governance body, Department of Technical Support and
Investigatory Service of the Ministry of Defense." The decisions were
adopted, taking into consideration the suggestions made.

Regarding the above-mentioned decisions, Serzh Sargsyan underlined
that the defense reforms in the country are nearing the end. "In a
few days we will have the structures of the Ministry of Defense and
the General Staff, the functions will be finally distributed and
our Ministry of Defense will act in new conditions. I think these
decisions were correct. We have been passing this way for 3.5 years
already. During these years we have managed to do some preparatory
work and I think that the defense-capacity of our state will further
reinforce with these decisions."

A member of Armenian parliament Sukias Avetisian, who was also present
at the exhibition told Armenpress that such exhibitions first of all
contribute to the establishment of business relations and acquiring
of new partners.

"There is also an issue of supply and demand in the Shirak
province. Very often the Shirak residents do not know that a product
was produced in their province. Unfortunately many businessmen,
unconscious of the importance of such events and not having culture
of introduction of their programs and product, do not consider
it necessary to take part in such events which is against their

TRIAL ON "CASE OF SEVEN" POSTPONED WITH MOTIVATION OF DEFENDANTS’ TREATING COURT WITH DISREGARD

The trial on the "case of the seven" that was to continue on December
23 at Yerevan Shengavit community court was again postponed without
being resumed.

Judge Mnatsakan Martirosian presiding over at the sitting explained
the fact that the court sitting started 40 minutes late saying that
one of the defendants, Grigor Voskerchian had health problems. As
G. Voskerchian’s lawyer Stepan Voskanian told journalists afterwards,
the defendant had been beaten in the prison cell. According to
the lawyer, in the morning the same day 4 employees of the special
detachment of the criminal punishments execution department entered the
prison cell of Nubarashen penitentiary institution where G. Voskerchian
is kept. All prisoners except G. Voskerchian were brought out on the
pretext of examining the cell. The special detachment head learning
from the latter that he is accused on the "case of the seven" beat
him hitting him for several times in the face and ear. The defendant
suffering from beating demanded undergoing medical examination.

Before the court sitting started the defendants tried to make a
statement on the incident, but the judge, who had publicized provisions
of the law on manners during the court sitting before, announced thirty
minutes’ break for defendants’ shouting from their seats and hindering
the trial. However the sitting did not take place in thirty minutes,
either. For not meeting the court standing up and therefore treating
it with disregard judge M. Martirosian sent the defendants away from
the hall postponing the court sitting until December 27. He said that
these 4 days will not be included in the defendants’ imprisonment term,
and that decision is not subject to appeal.

Before the sitting the most part of defendants’ relatives were
sent away from the court hall with the motivation of lack of vacant
seats. The men taking those seats in advance behaved aggressively
and refused to introduce themselves saying that they are the
aggrieved, while special seats were intended for the aggrieved at
the court. Journalists being at the court recognized employees of
Kentron Police station among those "aggrieved."

Mass media representatives were also sent away from the hall. A room
had been intended for them on the second floor with the motivation
of creating more favorable conditions for their work, where they had
a possibility to follow the trial on TV. The journalists were also
prohibited to even conduct interviews outside the hall.

After the sitting break the defendants’ lawyers stated that the
incidents in the court hall are a regular provocation organized by the
authorities, the executor of which was judge M. Martirosian. According
to lawyer Hovik Arsenian, the authorities have ordered him to drag
out the start of the trial as far as possible, as all accusations
on the "case of the seven" will be refuted. Besides, by postponing
the sitting the judge did not permit to make a statement on violence
against G. Voskerchian. According to the latter’s lawyer, a crime
has been committed, about which the RA Prosecutor General will be
informed the same day.
