ArmInfo. The match that will take place in the Turkish town of Bursa
in a few hours will remain in the memory of people for a long time
irrespective of the final score. This match will become a symbol of
reconciliation between two neighbor states. The Armenia vs. Turkey
qualifying match is expected tonight.

Although this game will bring nothing to the teams (they have already
lost their chance to participate in the 2010 FIFA World Cup South
Africa), the world community will engage all eyes on the match at
least because the two countries’ leaders Serzh Sargsyan and Abdullah
Gul as well as UEFA President Michel Platini will attend it.

Everything started with football i.e. with the South African town of
Durban where the Draw 2010 FIFA World Cup was held. Sending the Turkish
team to the group with Armenians the FIFA and UEFA presidents could
not even imagine that they made a good beginning of the process that
would become known in the world history as "soccer diplomacy." This
very term will long define reconciliation of the two states having
no relations for a long period of time before.

This process began on September 6 2008 when Turkish President Gul
arrived in Yerevan to watch Armenia vs. Turkey qualifying match at the
invitation of Armenian President Sargsyan. Yet then all the leading
Mass Media in the world called that event historical. The match ended
Armenia 0 : Turkey 2, but the score was not important then.

It was the first step towards rapprochement of the two countries,
but there is a long and uneasy way to pass i.e. many meetings and
contacts at various levels, as well as various statements, discussions,
debates in Mass Media etc. However only the key landmarks will remain
in memory: April 22 – the statement on initiation of the "Road-map";
August 31 – statement on initialed Protocols and finally the "endlessly
long" evening of October 10 in Zurich when ministers Nalbandian
and Davutoghlu finally signed the "Protocol on the establishment
of diplomatic relations" and the "Protocol on the development of
bilateral relations" under close attention of the world community.

Much is still to be done, of course: ratification of the Protocols
by the two countries’ parliaments, their implementation and opening
of the border if they are ratified. However, tonight all this will
give place to the favorite game of millions of people worldwide –
football. The creative English who founded football in the 19th
century could not even imagine that it would become the reason of
conflicts and reconciliation.

It would be impossible not to mention at this point the famous
"football war" of 1969 between El Salvador and Honduras. Football fans
cannot but know the match Argentina-England (World Cup Mexico 1986)
when Maradona made the legendary "Hand of God" goal in the hot and
nervous pitch in Mexico. Four years before that game the two states
fought for the Falkland. It made Argentineans even angrier to have
lost the war then. By that goal Maradona wanted to say that it was
Argentina’s revenge.

Thirty years after the "football war" Armenia and Turkey showed the
opposite example to the world trying to normalize their relations by
means of "football diplomacy". We have nothing to do but hope that
22 people who will enter the green pitch in Bursa tonight at 11:00pm
Yerevan time will vindicate the honor of their flag and that Turkish
fans like those in Yerevan will demonstrate to the world that football
can really connect people and even the most irreconcilable rivals.

ArmInfo. Ex-Foreign Minister of Armenia Vartan Oskanyan thinks that the
Armenian-Turkish protocols have already damaged, possibly irrevocably,
Armenia’s positions on the three most significant issues of national
security and national identity. Ex-FM of Armenia expressed his opinion
in the Article published in today’s issue of Aravot newspaper.

"We want the documents that define our reciprocal relationship to be
respectful, farsighted and most of all, sustainable. These protocols
are not. Moreover, the protocols have already damaged Armenia’s
positions on the three most significant issues of national security
and national identity", Oskanyan thinks. According to him, first,
they will hamper the resolution of the Karabakh conflict. "The reason
for this is simple. Any Armenian insistence of no-linkage between
Armenia-Turkey and Armenian-Azerbaijani is not credulous. The linkage
between the Turkey border opening and the resolution of the Karabakh
conflict was clear from the beginning. Now, it’s inarguable. If the
presence of the Minsk Group co-chair countries’ foreign ministers
at the signing wasn’t enough, there were the last minute frantic
attempts at the signing ceremony to prevent Turkey from speaking of
that linkage at that forum. But the coup de grace was the Turkish
Prime Minister’s unequivocal conditional announcement the day after,
buttressed by the strength of his ruling party whose meeting had just
concluded, that the Turkish Parliament won’t ratify these protocols
until territories are returned", Oskanyan said. "Any acceptable
resolution will require certain compromise on the Armenian side –
including compromise on the territories surrounding Karabakh. Many
would say that such compromise would have been necessary eventually
regardless of Armenia-Turkey relations. This is true.

But in this conditional environment, when Turkey at every opportunity
refers to the return of territories without the resolution of
Karabakh’s status, even the most reasonable compromise that Armenia
would have been prepared to make will be more difficult for this or
any administration to make, because it will be viewed domestically
as a concession made under pressure, in exchange for open borders,
not for the independence of Karabakh. Even if the Turkish parliament
ratifies the protocols and opens the border with the mere expectation
that Armenians will return those territories in the near future, still,
in the context of the forceful and repeated admonitions by the Turkish
leadership, those expectations will themselves become conditions that
the border opening was in exchange for possible future concessions",
Oskanyan added. "Second, the nature of the genocide debate has been
deeply altered.

The ink on the protocols was not even dry before major news outlets
and international figures began to couch their terminology, retreating
from the use of the term genocide, citing the protocol’s provisions
that a commission will determine what the events of 1915 really
were. Armenians will now be dragged into a new cycle of denial –
struggling against the machinery of a state bent on rewriting history
and consolidating the consequences of genocide", Oskanyan said.

Finally, this document succeeds in touching what had heretofore
been a dormant but sensitive issue – the subject of borders and
territorial claims.

No Armenian administration had ever made such a claim of Turkey. Today,
this sensitive issue has become a front-line issue. When Turkish
Foreign Minister Ahmet Davutoglu says these protocols reaffirm the
provisions of the Lausanne Treaty, that means the issue of reparation
and compensation is now on the table. I do not demand my ancestral
home in Marash, but if that demand were really so illusive, then why
is Turkey forcing me to renounce my historic links with that home?

It is important to understand that the claim on land is not merely
a sentimental issue having to do with Armenian properties in Turkey
100 years ago. The issue of lands is also an important element of
the Karabakh conflict. If a mere 100 years later, Turkey is able to
formalize and legalize its control of lands taken forcibly, then what’s
to prevent Armenians from waiting if that offers them the opportunity
to formalize their control of the lands surrounding Karabakh?

On Saturday, October 10, we heard President Sargsyan’s address to the
Armenian people, issued just hours ahead of the scheduled signing,
the content of which was directly contradictory to the content of
the protocols.

It can even be said that the president’s arguments were the best
reasons to reject the protocols. The address insisted that there are
irrefutable realities and we have undeniable rights; the protocols on
the other hand question the first and eliminate the second. Armenia,
without cause and without necessity, conceded its historic rights,
both regarding genocide recognition and what the address so justly
called ‘hayrenazrkum’ – a denial and dispossession of our patrimony.

The administration said one thing and signed another. Normalization
of Armenia-Turkey relations, as an idea even, has been discredited.

The processes – both Armenia-Turkey, and the Karabakh peace talks –
are going to become more complicated and more intense, and not at all
to our advantage. If Armenia does not bring this process to a halt, and
return to square one, the consequences will be grave not just for the
administration, but for the Armenian people", ex-FM of Armenia said.

Railroad closed joint stock company Shevket Shaydulin met with
Armenian Minister of Health Harutiun Kushkyan, the company’s press
service reported.

According to the report, the sides discussed medical and health
issues, as well as provision of medical services and periodic medical
examination of the operating staff of the company.

South Caucasus Railroad cjsc shows interest toward various
medicine-related projects and programs, say the report.

In the scope of "Live with dignity" charity program implemented by
Yerevan Center of Limb Lengthening and Reconstruction, the company
financed the operation of 9-year old Liana Hovakimyan. The aim of the
program is to help patients from low-income families. Currently South
Caucasus Railroad company is selecting new patients needing their help.

South Caucasus Railroad cjsc fully owned by the Russian Railways
is the operator of the Armenian Railways under a 30-year concession
agreement signed on February 13 2008. The agreement may be extended
for another 10 years if agreed upon by the parties.

The domestic political crisis in Iran which active stage was
finished in July caused new political developments round the Islamic
Republic. Because of the arrests of the EU citizens the relations
between European countries and Iran sharpened. At the same time the
processes connected with the Iranian nuclear programme activated.

This August the US president B. Obama laid down an indirect demand to
Tehran to boost the collaboration with the International Atomic Energy
Agency (IAEA) and to meet the demands of IAEA and the international
community connected with the Iranian nuclear programme and to take
off all the concerns about it.

The second half of August and the beginning of September turned into
the negotiations on the Iranian nuclear programme, into the weeks
of discussions on possible military strike and the imposing economic
sanctions against Iran and all these also put forward a big bunch of
contradictions regarding international policy and security. At the
same time, serious scandal was initiated by the French and the US
foreign offices connected with the name of the IAEA secretary and his
objectivity in the "Iranian issue". On 25 August the Deputy Foreign
Minister of France stated during the press-conference that his agency
has all the grounds to blame IAEA and its Secretary General Mohamed
El-Baradai in concealing a number of important facts concerning the
Iranian nuclear project from the international community. According
to French and latter to American diplomats very important information
about the Iranian nuclear programme, which IAEA possessed, was not
included in the latest report of the agency, and statements about
that information were made by its Secretary General only during his
press-conference, which are not legal arrangements and, in fact,
they cannot serve as a bases for applying legal measures against
Tehran. In its turn, the IAEA Secretary General stated that "these
accusations have political background" and added that "such statements,
which are directed to prevent the work of the specialists and are
aimed to deprive the agency of the authority of the independent and
objective structure; they flaunt the regulations of the Agency and
must be prevented".

But the latter developments, including new accusations by the
American representative in the IAEA, came to prove that the scandal
is not going to fade down. Touching upon those facts, which the IAEA
secretary concealed, the American representative said that he meant
the last statement by Baradei "that the relations with Iran are at
the deadlock" and that statement was not included in the latest IAEA
report. But in reality the IAEA report was devoted to the Iranian
nuclear researches, applied its technical side and even with the best
will in the world it could not include in its report such a statement
of no-technical character as "the relations are at the deadlock". As
a rule, such estimations were given by the IAEA Secretary General
at the press-conferences and official communications, which, really,
deprive them of their legal position and turn them into the evaluations
of political character. Both French and Americans are well aware
of that and thus it would be incorrect to regard the accusations
directed against El-Baradei from legal point of view. The problem is
more of political character and can be conditioned by the following
important factors:

The US, France and Great Britain intend to raise the issue of the new
economic sanctions against Iran at the UN General Assembly and Security
Council sessions. The last IAEA report does not afford legal ground
for such sanctions, as Iran’s entire nuclear activity, including the
uranium enrichment, does not violate international legal norms and
the Treaty on the Non-Proliferation of Nuclear Weapons. Under such
conditions while talking about the "concealed facts" the Western
states create basis to start the discussions on the imposing of the
sanctions which would not be based on the IAEA report.

France has activated its "Iranian policy" in recent years, it tries
to exert extra-pressure on Iran, and this is conditioned by the fact
that the Ahmadinejad government makes everything to deprive French
"Total" Oil and Gas Company of its multi-billion contracts with Iran
and push it out of the Iranian energy sphere.

Washington, in its turn, continues the political line, which was
adopted during the presidency of George W. Bush, directed at the
vitiation of the IAEA and pursues the aim to deprive the IAEA of the
monopoly on the struggle against proliferation of the nuclear weapons
and distribute those responsibilities among separate states, which
will allow the US to assume the measures, including military measures,
against one state or another in order to prevent the creation of the
nuclear potential.

As for Iran, the scandalous situation around the IAEA created rather
positive background for Tehran to continue the negotiations on its own
nuclear programme from more favourable positions. M. El-Baradai and
the IAEA indirectly became the defenders of Iran and the discrepancies
in the international community give a bigger room for manoeuvre.

The discussions of the nuclear programme in Iran activated mainly
at the end of August because the domestic political developments in
Iran in July and August sidelined the public discussion. The open
letter by the former presidential elections participant M. Karroubi to
the Chairman of the Assembly of Experts Hashemi Rafsanjani in which
he presented numerous examples and facts of violence in regard to
the arrested oppositionists and the mass rapes of women in Iranian
prisons pushed discussions on all other developments, including the
discussions on nuclear programme, out of the Iranian political and
information fields. This was also promoted by the process of the
formation of the government.

But already at the end of August when Iran again rejected the proposal
of the IAEA and the demand of B. Obama the nuclear issue re-gained
its important place in Iranian political process.

Thus, on September 9 Iranian party presented another "reciprocal
concession proposal" on nuclear issue to the IAEA and the "six"
(Russia, USA, Great Britain, France, Germany, China) which aim was "to
eliminate all the discrepancies between Iran and the "six". Though the
Iranian proposals were not voiced officially, according to European
diplomats, there is "nothing new" in them and they do not imply the
halting or the restriction of the uranium enrichment by Iran, which is
the main demand made to Tehran. Though Iran agreed to negotiate over
its package of proposals, no serious turnaround on its position can
be expected from Iran. This is proved by the statement of the leader
of Iran A. Khamenei made during his Friday Sabbatical on September 11:
"You must stay firm in the protection of your legitimate interests in
all the fields including nuclear one. The abandonment of your claims
means defeat".

Let us mention that such an approach by Iran, which has already become
traditional, is conditioned not mainly by the nuclear programme but
also by the developments in the domestic policy which took place in the
Islamic Republic. The aggravation of the contradictions with the West
can partially divert the attention of the society from the developments
in the domestic policy and relax the domestic contradictions.

At present the top priority for Iran is the avoidance from the
decisions about new sanctions which can be made at the sessions of
UN General Assembly and Security Council. The EU and the US, despite
their tough stance, would also like to avoid such a prospect because
after the last sanctions imposed two years ago the next step should
be the restrictions on buying Iranian oil to which the West is not
ready, especially amid the financial and economic instability under
the current global crisis.

The proposal of France to arrange the meeting between the high-ranked
representatives of Iran and the "six", which is now being arranged by
the EU High Representative for the Common Foreign and Security Policy
Javier Solana, was conditioned by the aim to avoid the imposing of the
sanction on Iran. Meanwhile, the information that Iran is building new
uranium enrichment plant makes the negotiations even more complicated.

However, despite the fact that during such a meeting the ice around
the Iranian nuclear programme would hardly melt, it can be a ground
for the Western states not to impose serious sanctions on Iran. And
as for Iran the situation round its nuclear programme is only playing
into its hands, because the resumed negotiations, meetings and new
official proposals legitimate the re-elected president of Iran and
his government which became rather topical after the latest clashes,
victims and arrests.

French Foreign Minister, Bernard Kouchner, the Slovenian Foreign
Minister and Chairman of the Committee of Ministers of the Council of
Europe, Samuel Zbogar, and the Secretary-General of the Council of the
European Union, Javier Solana.
Swiss Foreign Minister Micheline Calmy-Rey, inviting the parties to
sign the documents, said that it was possible to reach agreement
thanks to the efforts of the foreign ministers of the two countries
and thanked the them as well as former foreign minister of Turkey Ali
Babacan `for the important role they had for reaching this
achievement.’ `Your political courage, efforts and vision of the
future made this all happen, she said.

Turkey, Armenia sign historic accord after last-minute talks to
salvage pact

ZURICH, Switzerland – Turkey and Armenia have signed a landmark
agreement to establish diplomatic relations and open their sealed
border after a century of enmity, as U.S. Secretary of State Hillary
Rodham Clinton helped the two sides clear a last-minute snag.

The contentious issue of whether the killing of up to 1.5 million
Armenians during the final days of the Ottoman Empire amounted to
genocide is only hinted at in the agreement.

"There were several times when I said to all of the parties involved
that this is too important," Clinton said. "This has to be seen
through. We have come too far. All of the work that has gone into the
protocols should not be walked away from."

The Turkish and Armenian foreign ministers signed the accord in the
Swiss city of Zurich on Saturday after a dispute over the final
statements they would make. In the end, the signing took place about
three hours later than scheduled and there were no spoken statements.

Clinton and mediators from Switzerland intervened to help broker a
solution, U.S. officials said on condition of anonymity, in keeping
with State Department regulations. Better ties between Turkey, a
regional heavyweight, and poor, landlocked Armenia have been a
priority for President Barack Obama, and Clinton had flown to
Switzerland to witness the signing, not help close the deal.

Clinton told reporters travelling later on the plane with her to
London that both sides had problems with the other’s prepared
statement and that the Armenian foreign minister had to call his
president several times.

She said it became important just to approve the accord and not have
the sides make speeches that could be interpreted as putting legal
conditions on the document. She told each country that could be done
later, "but let the protocols be the statement because that was what
we were there to sign."

The accord is expected to win r
n from both nations’ parliaments and could lead to a reopening of
their border within two months. It has been closed for 16 years.

But nationalists on both sides are still seeking to derail
implementation of the deal.

U.N. Secretary-General Ban Ki-moon called the signing a "historic
decision" that "constitutes a milestone toward the establishment of
good neighbourly relations," spokeswoman Michele Montas said in New
York.

American officials said Clinton; the top U.S. diplomat for Europe,
Philip Gordon; and Swiss Foreign Minister Micheline Calmy-Rey were
engaged in furious high-stakes shuttle diplomacy with the Turkish and
Armenian delegations to resolve the differences.

Diplomats said the Armenians were concerned about wording in the
Turkish statement that was to be made after the signing ceremony at
University of Zurich and had expressed those concerns "at the last
minute" before the scheduled signing ceremony.

Clinton had arrived at the ceremony venue after meeting separately
with the Turks and Armenians at a hotel, but abruptly departed without
leaving her car when the problem arose.

She returned to the hotel where she spoke by phone from the sedan in
the parking lot, three times with the Armenians and four times with
the Turks. At one point in the intervention, a Swiss police car,
lights and siren blazing, brought a Turkish diplomat to the hotel from
the university with a new draft of his country’s statement.

After nearly two hours, Clinton and Armenian Foreign Minister Edward
Nalbandian met in person at the hotel and drove back to the university
where negotiations continued. It was not clear if there would be a
resolution.

In the end, the Turks and Armenians signed an accord establishing
diplomatic ties that could reduce tensions in the troubled Caucasus
region and facilitate its growing role as a corridor for energy
supplies bound for the West.

The agreement faces nationalist opposition, and protests have been
particularly vociferous among the Armenian diaspora.

"The success of Turkey in pressurin
to accepting these humiliating, one-sided protocols proves, sadly,
that genocide pays," said Ken Hachikian, chairman of the Armenian
National Committee of America.

Major countries, however, expressed their support for the accord, with
the foreign ministers of the United States, Russia, France and the
European Union in the room to watch the much-delayed signing.

"No problem, they signed," quipped French Foreign Minister Bernard
Kouchner.

In Turkey, Prime Minister Recep Tayyip Erdogan said his country was
showing "goodwill" to restore ties with Armenia. But he said Turkey
was keen on seeing Armenian troops withdrawn from Nagorno-Karabakh, an
Armenian-occupied enclave in Azerbaijan that has been a centre of
regional tensions.

"We are trying to boost our relations with Armenia in a way that will
cause no hard feelings for Azerbaijan," Erdogan told reporters.

Armenian President Serge Sarkisian said his country was taking
"responsible decisions" in normalizing relations with Turkey, despite
what he called the unhealable wounds of genocide.

The agreement calls for a panel to discuss "the historical dimension"
of the killing of an estimated 1.5 million Armenians during World War
I. The discussion is to include "an impartial scientific examination
of the historical records and archives to define existing problems and
formulate recommendations."

That clause is viewed as a concession to Turkey, which denies
genocide, contending the toll is inflated and that those killed were
victims of civil war.

"There is no alternative to the establishment of the relations with
Turkey without any precondition," said Sarkisian. "It is the dictate
of the time."

Javier Solana, the EU’s foreign policy chief, thanked Turkey, which is
a candidate for European Union membership.

"This is an important co-operation, no doubt, of Turkey to solve one
issue that pertains to a region which is in our neighbourhood," Solana
told AP Television News.

Russian Foreign Minister Sergey Lavrov also was present for the
ceremony in Switzerland, whose d
mediated six weeks of talks between Turkey and Armenia to reach the
accord. The signing took place in Zurich University’s Churchill room,
where Winston Churchill gave a speech in 1946.

Swiss Foreign Ministry spokesman Lars Knuchel declined to comment on
the contentious issue of speeches but said the important thing was
that the accord was signed. He said Switzerland stood ready for
further mediation, if both Armenia and Turkey request it as both sides
seek to implement the accord and build on them.

A Turkish official, who was not authorized to speak and demanded
anonymity, said all sides were happy to dispense with the statements
and that the important thing was the signatures means the process can

foreign ministers in attendance. Armenia’s Nalbandian, by contrast,

Yilmaz Ates of Turkey’s main opposition Republican People’s Party said
the country should avoid any concessions.

"If Armenia wants to repair relations … then it should end
occupation of Nagorno-Karabakh. That’s it," Ates said Saturday.

About 10,000 protesters rallied Friday in Armenia’s capital to oppose
the signing, and a tour of Armenian communities by Sarkisian sparked
protests in Lebanon and France, with demonstrators in Paris shouting
"Traitor!"

On the Nagorno-Karabakh issue, Turks have close cultural and
linguistic ties with Azerbaijan, which is pressing Turkey for help in
recovering its land. Turkey shut its border with Armenia to protest
the Armenian invasion of Nagorno-Karabakh in 1993.

Turkey wants Armenia to withdraw some troops from the enclave area to
show goodwill and speed the opening of their joint border, but Armenia
has yet to agree, said Omer Taspinar, Turkey project director at the
Brookings Institution in Washington.

"We may end up in a kind of awkward situation where there are

At 8:00 p.m. Armenian and Turkish FMs are expected to start signing of
RA-Turkish Protocols initialed on August 31.

The Protocols will be very probably signed in presence Swiss Foreign

Establishment of Holy Almighty (Surb Zoravor) Church-Parish in Calgary,
Alberta
It is with immense spiritual joy and gratefulness to God Almighty, that we
announce the establishment of Holy Almighty (Surb Zoravor) Parish in
Calgary, Alberta=2E

On September 12, 2009 a founding meeting of Holy Almighty (Surb Zoravor)
Church Parish in Calgary, Alberta, was held under the auspices of Bishop
Bagrat Galstanian, Primate. In attendance for this notable inaugural
meeting were devoted and faithful members of the community, Eduard & Houry
Kalaydjian, Heranoush Aprikian, Kevork Poushian, Mardig Basmadjian,
Varoujan Minassian and Mayda Beylerian=2E

At this first meeting, the Primate appointed the following dedicated
Parish members to head the Parish Council, Mayda Beylerian as Chairperson,
Varoujan Minassian, Vice -Chair, Houry Kalaydjian, as treasurer and
Heranoush Aprikian, secretary. The name of the parish, Holy Almighty (Surb
Zoravor), was established at this inaugural meeting. Bishop Bagrat
Galstanian congratulated the members of the parish council and the
Armenian community of Calgary. His Eminence also discussed in depth the
mission, work and services of a parish church.

Bishop Galstanian emphasized that the vision for the Armenian community of
Calgary is to have a parish that serves the spiritual, educational needs
of our people. In his capacity as the Primate of the Armenian Church
Canadian Diocese, Srpazan directs explicate attention to the western
Parishes. His Eminence regularly visits to meet and discuss issues
relating to the mission of our communities and the Church.

On behalf of the Diocesan Council, Clergy and faithful we congratulate the
parishioners of Holy Almighty (Surb Zoravor) Armenian Church of Calgary
and the Calgary and area Armenian Community for this God-pleasing
initiative. In the spirit of this announcement, we repeat the words of the
Armenian Church hymn from 8th century, Sahak III Dzoraporetsi’s:

"Be delighted Holy Church, since Christ the King of Heaven today has
crowned you with His Cross and has adorned your edifice with His
magnificent glories=2E Be delighted daughter of Sion, since today the
