Visiting Wales, Azerbaijan`s ambassador to Great Britain Fakhraddin
Gurbanov met with First Minister Rhodri Morgan.

Gurbanov raised the minister`s awareness about ongoing political
developments in Azerbaijan and the region.

The ambassador also highlighted investment climate in his country.

Morgan said Wales was keen on further boosting bilateral relations
with Azerbaijan.

Prospects of economic and commercial ties between the two countries
were also in focus at the meeting.

The Azeri ambassador also gave information about the Nagorno-Karabakh
problem and current level of peace talks.

On the sidelines of his trip Gurbanov also visited the Cardiff University.

YEREVAN, DECEMBER 4, NOYAN TAPAN. During the December 3 meeting of
Armenian President Serzh Sargsyan and U.S. Deputy Assistant Secretary
of Defense Celeste Wallander who is on a visit to Armenia, the sides
assessed the cooperation of the two countries in the defense sphere
and the implemented projects as efficient. According to S. Sargsyan,
during his term as defense minister of Armenia, he participated in
the establishment of this cooperation. He added that there is much
potential for developing the cooperation. The president underlined the
importance of Armenia’s participation in international peacekeeping
operations, noting that Armenia is obliged and able to make its
contribution to the promotion of international security.

Stating that Armenia values the support that the U.S. administration
has provided since Armenia’s independence, Serzh Sargsyan added: "We
also value highly the United States’ efforts on establishment of peace
and stability in our region and on solution of the regional problems".

C. Wallander said that the purpose of her visit is become better
acquainted with Armenia’s priorities in the defense sector. Noting
that her country appreciates Armenia’s participation in various
peacekeeping missions, she said that she went to the peacekeeping
brigade of the RA armed forces on the same day and was impressed by
the skills of Armenian servicemen.

According to the RA presidential press service, the interlocutors
also exchanged ideas about regional developments and problems.

"The normalization of the Armenian-Turkish relations will have a direct
influence on the Armenian-Georgian relations," member of the Republican
faction of the National Assembly of Armenia, President of the Javakhk
Patriotic Union Shirak Torosyan told a press conference today.

"Using their privilege of being a transit country, the Georgian
authorities have been implementing a discriminatory policy towards
Armenian and the Armenians of Javakhk," Shirak Torosyan said and
added that "equal partnership relations will be established between
Armenia and Georgia, the friendship will be real, the problems of
Javakhk will be solved."

"After having an alternative access to the outer world, Armenia
will considerably stiffen its position and will demand from the
Georgian authorities to solve the problems of Javakhk Armenians,"
Shirak Torosyan said.

"The Georgian economy will also considerably benefit from real
partnership relations. International investors are not interested
in Armenia, Georgia or Azerbaijan separately. Despite the political
disputes the international community views the South Caucasus as one
united region. All the countries will benefit when it really becomes
a united economic region. International investors will start investing
in the South Caucasus," he noted.

The CIS Interstate Statistical Committee announced indicators of ten
months on GDP (gross domestic production) and industrial production.

In January-October, the highest indicator on gross domestic product
– 8,3 percent has been registered in Azerbaijan. Following comes
Uzbekistan (8 percent), Kyrgyzstan (3,2 percent) and Tajikistan
(2,9 percent).

For ten months, GDP in the CIS countries have decreased in comparison
with the similar period of last year for 9 percent.

In this area Armenia is "leading" with about 17,5 percent. During
the period under review, the GDP in Ukraine has decreased for 15,9
percent, in Russia – for 9,6 percent.

Azerbaijan is the only country on CIS space which achieved growth
in industrial production. So, in Jan-Oct, industrial production in
republic has increased in comparison with the similar period of 2008
by 7,4 percent.

During this period, industrial output in Moldova has decreased for
24,1 percent, in Kyrgyzstan – for 13,9 percent, in Russia – for
13,3 percent, in Armenia – for 11,4 percent, in Tajikistan – for 8,6
percent, in Belarus – for 4,5 percent, in Kazakhstan – for 0,2 percent.

"PRESS CLUB" CYCLE: LEGISLATION ON FREEDOM OF ASSEMBLY

On December 1, another "Press Club" show went on the air of "Yerkir Media"
TV company. The cycle is produced under Yerevan Press Club project,
supported by the Open Society Institute. The guests of the program host, YPC
President Boris Navasardian were Karen Mehrabian, Deputy Chief of RA Police
Department on Public Order Protection, Eduard Vardanian, Deputy Chief of RA
Police Department on Legal Protection, and Robert Revazian, lawyer of
Helsinki Committee of Armenia. The discussion centered on the application of
the RA Law "On Conducting Meetings, Assemblies, Rallies and Demonstrations".

The next "Press Club" show will be aired on "Yerkir Media" on December 8, at
21.15.

FOI CENTER SUIT ON PROVIDING MEDICAL INFORMATION

On December 2 court of general jurisdiction of Kentron and Nork-Marash
communities of Yerevan started hearing the case on the suit of Freedom of
Information Center versus Clinic No.2 LTD. On June 10, 2009 FOI Center
addressed to the Clinic, requesting to provide information about the
procedure of drug allocation to children under 7 years, as well as a number
of other issues concerning free drugs for children. Having no reply, FOI
Center filed a suit obliging the Clinic to provide the requested
information, and bring its Head Tigran Khachatrian to administrative
responsibility by a fine of 50,000 AMD (about $ 130).

At the session of December 2 the representative of Clinic No.2 gave reply to
the request. The judge granted time for its review by the plaintiff.

OPPOSITION MEDIA NOT INVITED

The list of media, invited for covering the congress of November 28 of the
Republican Party of Armenia (included in the ruling coalition), did not
contain the representatives of a number of opposition newspapers, in
particular, "Hraparak", "Haykakan Zhamanak", "Hayk", "Chorrord
Ishkhanutiun", "Taregir". This was reported in "Hraparak" daily on December
1, 2009.

Baku – APA. Greek Prime Minister and Minister of Foreign Affairs, OSCE
Chairman-in-Office George Papandreou highly appreciated the OSCE Minsk
Group efforts toward the solution to the Nagorno Karabakh conflict
at the 17th OSCE Ministerial Council in Athens, APA correspondent
reports from the Athens.

Papandreou emphasized the importance of solution of the delayed
problems. "Co-chairs are constantly supporting the Azerbaijani and
Armenian presidents to solve disagreements. Her, in Athens, we see
support of all OSCE member countries. Both the OSCE chairmanship
and member countries should make efforts toward the solution to
the conflict". Papandreou said he hoped Kazakhstan will make its
contribution to the conflict solution as the OSCE presidency next year.

Based on the results of Nalbandian-Mammadyarov meeting, Turkey will
build its policy in the Armenian-Turkish relations.

Regular summit of the OSCE Ministerial Council can be considered a
milestone in several respects. First, for the first time the OSCE
chairmanship passes to Kazakhstan, a Central Asian country, which in
view of its significance can be considered a European country too,
as in current geopolitical realities the geographical concepts are
replaced by energy, transport and strategic ones. So, the choice of
Kazakhstan as the OSCE chairman is justified. Moreover, the huge
hydrocarbon reserves of the country make it almost priceless for
Europe, which with all its might is eager to get rid of the Russian
monopoly on gas.

/PanARMENIAN.Net/ Back in 1975, when the OSCE (then CSCE) was
established, it was declared an organization whose interests extended
from Vancouver to Vladivostok. Much time has passed since then and
the geopolitical configuration of the world has changed. Initially the
organization was unipolar; now it is moving toward multipolarity, but
its priorities remain the same: energy security, border management,
and, of course, attempts to prevent and settle conflicts. It must
be admitted that OSCE is able to achieve the latter with difficulty,
but the fact that "hot spots" are rather few on the Eurasian continent
can be recorded as an asset of the OSCE, albeit with some exaggeration.

But be that as it may, the OSCE Minsk Group has been able to preserve
the fragile peace in the area of the Nagorno-Karabakh conflict for
15 years already.

The Summit itself is interesting to Armenia, first of all, for the
resolution to be made by the OSCE Minsk Group Co-Chairs on the basis of
Madrid Principles, the details of which are known to few people only,
but are commented by almost everyone. There is one more delicate point:
Turkish Foreign Minister Ahmet Davutoglu is presently in Athens. It
is rather strange, if we take into consideration the extremely tense
relations between Greece and Turkey over the Cyprus issue. Most
likely, Davutoglu has arrived in Athens to bargain for Azerbaijan,
i.e. once again to make it clear to Baku that the "brotherly people"
will never leave Azerbaijan "in trouble".

And considering the fact that this summit is the first since
the signing of the Armenian-Turkish Protocols, the reason for
Davutoglu’s visit becomes obvious. Turkey is there not because
the Nagorno-Karabakh conflict and normalization of Armenian-Turkish
relations are interrelated, they are officially separated, but because
based on the outcome of this meeting, Turkey is going to build its
policy in the Armenian-Turkish relations.

Armenian-Turkish negotiations are completed, and it’s up to the
parliaments of both countries to ratify the Protocols. However, it
would mean that the two processes – the Armenian-Turkish relations
and the Nagorno-Karabakh conflict – which were declared independent
with an agreement between all the parties, including the Minsk group
co-chairs, or even without an agreement, accept this fact in the
frames of two parallel negotiations.

The Turkish Foreign Minister has apparently come to warn the OSCE
Minsk Group, and consequently the Russian Foreign Ministry and the
U.S. Department of State, that on December 7 the Turkish parliament
will make an "appropriate decision" and, as already mentioned,
on the spot in Athens will try to bargain for better conditions
for Azerbaijan.

In view of Turkey’s bend towards the East and North, it is likely that
Turkey will try to extort at least some treats for Azerbaijan from the
West, so as not to disrupt the Erdogan-Obama meeting, scheduled for
December 7. The collapse of US-Turkish negotiations promises serious
complications to Turkey. It is not just the threat of recognition of
the Armenian Genocide by the United States, but also a warning against
possible support of Turkey to Azerbaijan in case, after collapse of
talks on Karabakh, the latter tries to launch a war against NKR. A
side effect will be the recognition of NKR. Hardly would Turkey
recommend Azerbaijan to start a war, having received a warning from
the U.S. on the recognition of NKR. In this case, even the alliance
Russia-Azerbaijan would be meaningless, because Russia – our "true"
ally – would never be able to oppose such a step by the U.S. Ankara,
Yerevan and Moscow realize it perfectly well.

YEREVAN, DECEMBER 2, ARMENPRESS: Armenian Prime Minister Tigran
Sargsyan visited today "Red Hill" ancient place involved in the group
of "Erebuni" historic-archeological reserve-museum. Here the prime
minister was presented the issues of the place which impedes in making
"Red Hill" attractive for tourists.

Director of the museum Gagik Gyurjyan said the last excavations
and serious archeological works in this territory were conducted
in soviet years in 1960s and during that time it was attractive for
specialists-scientists and tourists. But currently the territory is
in bad condition and has even turned into a garbage place.

G. Gyurjyan said besides excavations it is necessary to renovate the
territory which will be the best way to preserve it.

"Naturally, this issue is under the limelight of the government
and these issues need to be solved," Armenian Prime Minister Tigran
Sargsyan said. This year prime minister-affiliated oversight center
carried out relevant studies to clear out the situation connected
with the preservation of the territory.

"During the coming months we will develop strategic program and present
it to specialists. Thanks to the strategy we will be able to preserve
this historic-cultural value having 3000 history as a heritage and on
the other hand understand how we will develop science, tourism on the
basis of all this. The strategic program must include a scientific
part, excavation part, cooperation with best international research
centers," the prime minister said.

According to him, in cooperation with the Asian Development Bank it
is expected to build new road through "Red Hill" border. From this
viewpoint the bank’s demands are rather strict: both preservation of
ecological and historic-cultural values must be carried out according
to the best international standards.

ALECCO AND ANI BEZIKIAN FUND
FOR THE SEMINARY OF THE CATHOLICOSATE OF CILICIA

In response to the desire of His Holiness Aram I, Alecco and Ani Bezikian
established a fund for the Seminary. The annual interest from the capital of
one million United States dollars will be allocated to the Seminary.

In his letter of acknowledgement His Holiness Aram I wrote: "Although you
left Lebanon years ago, you remained loyal to the Catholicosate and its
vocation to prepare spiritual and community leaders. The revenue of the new
Fund will strengthen the commitment of the Catholicosate to invest in human
resource development and prepare young clergy and educators to serve the
Armenian Diaspora communities.

RA NA Speaker Hovik Abrahamyan will pay a 4-day visit to South Korea
at the invitation of South Korean NA Speaker Kil Hyong-O, RA MFA
press service informed NEWS.am.

RA NA Chief of Staff Gegham Gharibjanyan, MPs Hovhannes Margaryan,
Armen Abrahamyan, Ara Nranyan will also arrive in Korea. Armenian
delegation will have meetings with South Korean NA Speaker Kil Hyong-O,
Prime-Minister Chung Un-Chan and other officials. Hovik Abrahamyan
and Kil Hyong-O will sign reciprocal memorandum. RA Parliamentary
delegation also plans to meet Chairman of GS Holdings Heo Chang-soo
as well as the President of Korean International Cooperation Agency
Park Dae-Won in Seoul. The delegation will get headed further to Jeju
city to hold meetings with local authorities.
