Baku is reportedly examining ways to have the OSCE’s Minsk Group
nations (Russia, the United States, and France) replaced or the
mediators in the Karabakh settlement process recalled.

A statement to that effect was made by Deputy Foreign Minister Araz
Azimov in an interview with the Azeri television channel ATV on
Wednesday. "The letter sent by Baku to the OSCE Secretariat is meant
to request information on these mechanisms," he said.

This move should not be perceived as an effort by Azerbaijan to
disband the Minsk Group, Azimov said.

"The Azeri government wants the Minsk Group to conduct a steady and
efficient negotiating process within the boundaries of international
law," Azimov said.

an agreement on personnel training for CSTO member countries. The
agreement was signed by leaders of Armenia, Belarus, Kazakhstan,
Kyrgyzstan, Russia and Tajikistan.

The document regulates the order selection, formation and training
of personnel, education process and expenses.

First deputy chair of the CIS affairs committee Vladimir Lityushkin
said 1,157 billion rubles will be allocated for the purpose, RIA
Novosti reports.

The USA, Russia and France, which are mediating a peaceful resolution
of the Nagornyy Karabakh conflict, did not show support for
Azerbaijan’s territorial integrity by voting against a resolution at
the UN General Assembly on 14 March, the Azerbaijani news agency APA
says in a news analysis. It says that these three countries lost trust
in Azerbaijan after the vote. The agency suggests that Azerbaijan
should continue the peace talks with Armenia on the condition that
any resolution of the conflict can be based only on the principle
of territorial integrity. The following is the text of the analysis
piece by APA:

Baku, 17 March: The most unexpected moment in the adoption by the
UN General Assembly of a resolution on the situation in Azerbaijan’s
occupied territories was undoubtedly the fact that the co-chairs of
the OSCE Minsk Group – the USA, Russia and France – voted against this
document. In reality, this document has destroyed illusions around the
existing situation concerning the resolution of the Nagornyy Karabakh
conflict and brought full clarity to this issue. We are talking about
the votes of the OSCE Minsk Group co-chairs, which directly address the
settlement of the Nagornyy Karabakh conflict, against the resolution
that recognizes Azerbaijan’s territorial integrity and envisions a
solution to the conflict on the basis of this principle.

The votes of the USA, France and Russia against the resolution generate
a fair question: "How objectively can the co-chairs of the OSCE Minsk
Group mediate a settlement to the conflict if they vote against the
resolution recognizing Azerbaijan’s territorial integrity?" Another
interesting point concerning the adoption of the resolution is that
the co-chairs did not only vote against the resolution, but also
carried out active work against its adoption.

This situation has unveiled two important results:

1. The co-chairs of the OSCE Minsk Group are not impartial mediators,
but specific parties to the settlement of the conflict. Their position
coincides not with that of Azerbaijan, whose rights have been violated
in the wake of the conflict, but with that of the aggressor, Armenia.

2. The solutions offered by the co-chairs can not be based on
Azerbaijan’s territorial integrity. The position of the co-chairs
shows that they are trying to resolve the conflict not on the basis
of the principle of territorial integrity, but on the basis of the
principle of self-determination of peoples or on the basis of a mixed
formula of these two principles.

It is unnecessary to say, judging by the mentioned two results,
that the confidence of the Azerbaijani public in the work of the
OSCE Minsk Group will dwindle. Moreover, the public has already had
mixed reactions towards the Minsk Group, which has failed to achieve
a breakthrough in the resolution of the conflict for many years.

However, by voting against the resolution, the co-chairs have
overlooked one factor their position at the UN General Assembly has
made it difficult not for Azerbaijan, but for the OSCE Minsk Group.

It is beyond any doubt that one of the key points in the settlement of
the conflict irrespective of its outcome is to prepare both publics for
compromises. The co-chairs have made statements about it many times and
stressed the necessity of preparing public in Azerbaijan and Armenia
for compromises. Under the current circumstances the position of the
co-chairs both limits Azerbaijan’s capabilities to make compromises and
nullifies the chances of the public to accept the existing compromises.

There is a simple logic here if the mediators do not recognize
Azerbaijan’s territorial integrity and avoid resolving the conflict on
this principle, then the [Azerbaijani] public will refuse any proposal
from the co-chairs, thinking that it meets Armenia’s interests. Thus,
the co-chairs dealt a blow to the confidence of the public in
themselves by their position at the UN General Assembly.

Can Azerbaijan reject the mediation of the OSCE Minsk Group? This does
not seem to be real even after the resolution adopted at the UN General
Assembly simply because the resolution supports the activities of the
OSCE Minsk Group and [Azerbaijani] Deputy Foreign Minister Araz Azimov
said in his statement that Azerbaijan is interested in continuing the
talks with the mediation of the OSCE Minsk Group. However, Azerbaijan
wants to see important qualitative changes in the peace talks. We can
reach such a conclusion by assessing both the adopted resolution and
the official statements.

But if Azerbaijan really wants to see a breakthrough in the peace talks
and benefit from the resolution adopted at the UN General Assembly,
it should set a specific term to the co-chairs the conflict should
be resolved within the framework of the territorial integrity of
countries and the talks should be held specifically on the basis of
this principle. The resolution adopted at the UN General Assembly
allows Azerbaijan to put forth such a term. The next stage of the
talks on the settlement of the Nagornyy Karabakh conflict depends on
the acceptance of this term by the co-chairs. It is not plausible
that the results of the talks that are not based on the principle
of territorial integrity of countries will be any different from the
results that have been achieved up to date.

YEREVAN, MARCH 25, NOYAN TAPAN. Four former employees of the RA
Ministry of Foreign Affairs have filed a lawsuit to the Administrative
Court with the request to be restored at their jobs and receive
compenstion for being forcedly out of work. According to "Aravot"
daily, the former spokesman for the MFA Valdimir Karapetian, former
heads of various units of the ministry: Malta Aivazian, Karine Afrikian
and Arakel Semirjian (Levon Ter-Petrosian’s nephew) filed a lawsuit
against the RA MFA on March 24.

To recap, earlier these persons made a statement about their joining
the movement led by the first Armenian president L. Ter-Petrosian,
as a result of which they were dismissed from their jobs by the
minister’s order. The foreign minister Vartan Oskanian had stated
that under the law on diplomatic service, employees of the foreign
ministry have no right to be involved in politics.

Leftist Cumhuriyet daily’s columnist and chairman of the board
of trustees Ilhan Selcuk was taken into custody early Friday with
suspected links to an illegal gang which is accused of paving the
way to a military coup. Media organizations and opposition parties
slammed the move. Cumhuriyet said Selcuk’s detention reminded the
events of military intervention into politics from 1971 and 1980.

In the operation 11 more people were taken into custody including
Workers’ Party leader Dogu Perincek and former rector of Istanbul
University Prof. Kemal Alemdaroglu. Perincek was taken into custody
in Ankara and brought to Istanbul for interrogation, the official
Anatolian Agency reported.

Turkish police searched branches of Workers’ Party and private
TV channel Ulusal Kanal in Istanbul. "Police staged simultaneous
operations at the branches of Workers’ Party, Ulusal Kanal and Aydinlik
magazine in Istanbul and Ankara around 4-4:30 a.m. this morning,"
Erkan Onsel, deputy chairman of the party, told reporters.

Analysts say Selcuk’s detention is a new episode in the nationalist
and Islamist groups’ struggle for power. Cumhuriyet is among the
strongest opponents of the AKP government in media.

High-level AKP officials, including Prime Minister Tayyip Erdogan,
have said the closure case against the ruling party was launched to
cover up the Ergenekon operation.

Selcuk is a very important and prominent figure in Turkey’s
leftist political movement. He was arrested in 1970s following a
military-declared state of emergency. He has been writing columns in
leftist Cumhuriyet daily, which became the symbol of anti-AKP movement,
since 1963 and published number of books such as "I Think Therefore
Shoot Me", "Left-Right-Sharia".

Local news agencies reported almost 500 people gathered in front of
the Cumhuriyet daily’s headquarters in Istanbul as well as the Workers’
Party building in Ankara to protest the custodies.

Ibrahim Yildiz, editor-in-chief of Cumhuriyet, told journalists
Selcuk’s detention reminded the events of military intervention into
politics from 1971 and 1980.

"We suppose (Selcuk) is fine because we can’t contact him. Ilhan
Selcuk is 85 years old. He had had two serious heart attacks. We
couldn’t get any information and we are concerned", he added when
asked about Selcuk’s health condition under custody.

He also said they tried to contact the President Abdullah Gul, Prime
Minister Tayyip Erdogan and Justice Minister Mehmet Ali Sahin but
couldn’t reach them.

"SUPPRESSION POLICY AGAINST OPPOSITON"

The leader of main opposition leftist CHP accused AKP of trying to
create its own "deep state." "Turkey is being dragged into a very
dangerous conflict. This process is not consistent with democracy,"
Deniz Baykal told in a televised news conference in Ankara.

The lawyer of Selcuk, Fikret Ilkiz, told reporters on Friday he will
not be able to see his client for 24 hours, noting Selcuk was taken
into custody under the anti-terror law. Ilkiz also urged integrity.

"We have to take this as an investigation. It would be better if we
stay a bit calm." He expects Selcuk’s interrogation to be completed
in 48 hours.

The socialist independent MP Ufuk Uras showed reaction to Selcuk’s
detention, saying such threatening actions against journalists are
hurting the public concisness and increasing concerns on judiciary.

"Those exercises should be consistent with law and fundamentals
of democracy. Such anti-democratic and threatening behaviors cause
question marks in the soceity" he said in a statement on Friday.

Oktay Eksi, the chairman of Turkish Press Council -an influent media
organization-, said he was shocked by custody of Selcuk. "I don’t think
they are involved with such organization. I just want to say that I
am shocked". Press Council is a self regulation platform created by
journalists with the aim of realizing a freer and a more respectable
press, according to its website.

Another press organization said custody of Selcuk and Perincek similar
to those that had happened during the military junta. "This situation
is a suppression policy against opposing columnists, publishers and
media", Ahmet Abakay, the chairman of Modern Journalists Association,
said in a statement.

ERGENEKON OPERATION

The probe against the Ergenekon gang started after hand grenades that
were issued to security forces were seized at the home of a retired
military officer in Istanbul last June. A retired military commander
and a lawyer were among those arrested earlier. A total of 39 people
have been arrested under the investigation.

Authorities have not commented publicly on the investigation, and
most reports about the investigation have emerged in local media and
are based on anonymous sources. The Ergenekon gang was suspected of
being behind a series of bombings on the Cumhuriyet newspaper offices
carried out last year, Turkish media have said previously.

Newspapers have said the group had been plotting a series of bomb
attacks and assassinations and were behind the killing of Turkish
Armenian journalist Hrant Dink.

The National Security Service of Armenia has issued a statement saying
that illegal ammunition has been seized from a nephew of an opposition
MP, 168 Zham newspaper reported on 20 March.

The security service’s statement said illegal ammunition, including
a home-made gun, was found in facilities owned by Sos Gevorgyan,
the nephew of arrested MP Sasun Mikaelyan. The search measures were
part of the probe into the mass unrest that followed the 19 February
presidential election, the National Security Service reported.

Sasun Mikaelyan was arrested on 12 March. Sos Gevorgyan has been
under arrest since 3 March, on charges of violating articles 235 and
300 of the Criminal Code, illegal possession of weapons and actions
aimed at seizing power, the statement said.

issues and outlined future development. The board decided to build

It was also decided at the session to open five new branches of
Areximbank – two in Yerevan and three in provinces. Commenting on
these decisions, Kazanskaya said that Areximbank, under Gasprombank’s
support, will be able to become the leader in finance sector.

Areximbank was established in 1998 for supporting entrepreneurship
and serving financial flows between Russia and Armenia. In November
2007, Gasprombank acquired 80.09% of Areximbank’s shares.The rest of
the package belongs to German Raiffeisenbank.

Areximbank is the biggest consumer creditor. It also the leader in
transferring individual’s money without opening accounts.The bank
has ten branches in Yerevan and provinces.

Areximbank enjoys membership in international payment systems VISA
International and MasterCard International. In 2007, the bank’s capital
amounted to $11.5 million and profit before taxation $1.5 million.

Its assets totaled $68.5 million and credit portfolio $33 million.

The bank has 54 000 clients, 35% greater number than in 2006.

Gasprombank is one of three largest Russian banks and the third
biggest bank in Central and East Europe.

The bank has 36 branches and participates in four Russian banks’ and

Our children need to know. Rwanda is a few days away from commemorating
fourteen years after one of the most horrific genocides of the 20th
century occurred.

The Rwandan genocide began on 7 April 1994. The genocide was highly
organized, with top government and ruling party officials playing a
direct role.

Militia members, the armed forces and civilians carried out appalling
atrocities, against innocent Rwandans. At least one million Rwandans
died under mercilessly torture, which made most victims die regretting
why they lived on earth. The circumstances of their deaths remain
our great concern.

It must be remembered that the extermination of an estimated one
million Rwandans, was not a side-effect of the war and the crash of
‘Habyalimana’s plane’, but a well organised plan of the then regime.

A Memorial Day, is a day of remembrance for those men, mothers,
children and babies who were tortured to death, in 1994 genocide. It
is a period when we remember mass crimes against humanity.

Furthermore, it is at this period, when those who deny genocide,
are exposed through their direct or indirect manifestations.

One of the main reasons of why we need to have a memorial day is that,
it helps to stop the propaganda of those who deny it.

There have been various attempts to deny and minimise the 1994 genocide
in Rwanda, both within the country and outside the country.

We need to check this trend, for it takes us in a very wrong direction
and is by its nature dangerous to our country.

Gregory H. Stanton, formerly of the US State Department and the founder
of Genocide Watch views the dangers of denying genocide as thus:
"Denial is the eighth stage that always follows genocide.

It is among the surest indicators of further genocidal massacres. The
perpetrators of genocide dig up the mass graves, burn the bodies,
try to cover up the evidence and intimidate the witnesses.

They deny that they committed any crimes, and often blame what happened
on the victims. While the arguments made by a genocide denier vary
depending on which genocide is being denied, most arguments have a
common basis.

The accusations of a genocide denier usually include conspiracies
stating that the targeted ethnic group conspired against the accused
state with its enemies, that death tolls have been exaggerated in
order to create undeserved sympathy, that the victims provoked the
actions against themselves, through either armed insurrection or
exploitation of the majority, and that the evidence supporting a
genocide thesis was largely fabricated.

Deniers often argue from ignorance, approaching the subject without
acknowledging eyewitness records or previously made studies, or
previous conclusions, and claim falsehood based on lack of direct
evidence.

Deniers may also accumulate pieces of data from less-cited or less-used
sources and exaggerate them in an attempt to counter records indicating
genocide occurred." Stanton’s experience is evidenced in Rwanda,
where genocide deniers have resorted to accusing those who stopped
the 1994 genocide; they have harassed and killed witness.

All these are meant to intimidate them and possibly erase the memories
of genocide in the nation. That is the whole essence of the hopeless
claim, ‘double genocide’. There are so many other examples of denials
in Rwanda and elsewhere world wide; the Armenian genocide is denied
by the government of Turkey, that the deaths was only a result of
the Armenian insurrection and The Holocaust is denied by saying that,
it either did not occur or was exaggerated.

The Rwandan genocide is often denied too; they say that it was a
result of vicious civil war and not a deliberate attempt to wipe out
the Tutsi. The Rwandan 1994 genocide is still denied in different
ways by different people; the people who have been trying to associate
‘the Habyalimana’s plane crash’ with the 1994 genocide deny genocide,
and leaders who have deliberately refused to put on trial genocide
perpetrators that live in their countries, minimise and deny the 1994
Rwandan genocide.

Critics of genocide memorial days and remembering genocide in general,
say that it renews bad memories of the past and possibly hatred. It
is true that the memories of the past are renewed but it does not
necessarily mean that hatred is rejuvenated.

Some people may be touched of course, for different reasons, but the
advantages of ‘remembering’ highly out numbers the ones we would get
in ‘not remembering.’ It helps the young children who are expected
to live for long, to know the ills the country suffered and hence
paves way for them to forge a better future.

The ugly pictures of old Rwanda, gives unforgettable scenarios in
terms of human suffering. But we cannot afford to hind the reality
of our country’s history, especially when we still have people who
are ready to take us back.

This is the time when our children and us, take chance to re-direct
our minds towards forging a new route to reconciliation.

We should know that, no foreigner will come to unite Rwandans; it is
the duty of Rwandans to make their country peaceful.

Remember that the so-called civilized societies, stood by, as our
children were massacred in the broad light day.

Remember that propaganda against Rwanda continues to manifest itself
in different styles by the very perpetrators of the genocide.

Remembering will thus prevent a recurrence of genocide, or even
greater disasters. To forget only accomplishes the goal of the enemies
of Rwanda.
