YEREVAN, DECEMBER 10, NOYAN TAPAN. At the December 10 sitting of the
Governing Council of Millennium Challenge Account (MCA) – Armenia state
nonprofit organization, the 10th allocation bid to be submitted to
the Millennium Challenge Corporation (MCC) was approved. The sitting
was conducted by the Chairman of the Council, Armenian Prime Minister
Tigran Sargsyan.

The CEO of MCA-Armenia Ara Hovsepian said that by submitting this bid,
the organization envisages to receive financing of 6,811,305 dollars
from MCC for the first quarter (January-March) of 2009. The programmed
expenditures for the indicated quarter make 7,109,153 dollars.

The expenditures of the 10th allocation bid will be spent on the
following components: rural road rehabilitation, improved irrigation,
monitoring and evaluation, and program management and supervision. In
the words of A. Hovsepian, according to the current forecast data, the
cost of construction work financed at the expense of the government’s
allocations for the component "rural road rehabilitation" will reach
11,669,871 dollars (without VAT) at the end of the current quarter,
while the sum of the program’s actual and forecast expenditures for
December amounts to 28,081,321 dollars.

As for the work done in the reporting year, it was mentioned the
repair work of 24.5-km road sections in the south-west of Armenia
under the rural road rehabilitation program is being completed. At the
same time, the work envisaging repairs of 273-km road sections with
60.3 mln dollars under the road construction agreements of the first
package has begun. Construction of 3rd-category channels in 4 rural
communities was completed under the improved irrigation program. By
late 2008, the final designs of 6 main channels, 7 gravity irrigation
systems and 18 pumping stations will be ready for the construction
stage in all Armenian marzes, and the construction stage will begin in
2009. More than 18 thousand beneficiaries have been instructed so far
on internal management and high-quality agricultural produce under the
water-to-market component of the improved irrigation program. Under
this program, over 130 agricultural loans of a total of 1.5 million
dollars were distributed.

The allocation bid will be ratified by the chairman of MCA-Armenia’s
Governing Council, after which it will be submitted to MCC for
approval.

Three Turkish scholars and a journalist have issued a personal public
apology for their country’s role in the killing of as many as 1.5
million Armenians during the waning days of the Ottoman Empire, which
modern Turkish governments have refused to characterize as genocide,
The Guardian, a British newspaper, reported today.

Academics and journalists who have flouted Turkey’s official government
line on the "Armenian question" have faced prosecution under a
controversial provision of the country’s penal law that criminalizes
"denigrating Turkishness."

According to The Guardian, the apology came in an open letter that
includes the following statement: "My conscience does not accept
the insensitivity showed to and the denial of the Great Catastrophe
that the Ottoman Armenians were subjected to in 1915. I reject this
injustice and for my share, I empathize with the feelings and pain
of my Armenian brothers. I apologize to them."

The Armenian News Agency reported that the statement would be opened
for signatures online. Armenia Liberty, an online publication, reported
that nearly 300 Armenian intellectuals appealed to Turkey’s president,
Abdullah Gul, in a separate letter, made public yesterday, to recognize
the Armenian genocide and modern Turkey’s "hereditary responsibility"
for the "monumental crime against humanity."

Relations between Turkey and Armenia have thawed in recent months,
with President Gul making an unprecedented trip in September to
the Armenian capital. The election of Barack Obama, who a leading
Armenian-American lobbyist said in an interview with The Armenian
Reporter "has repeatedly and clearly pledged to affirm the Armenian
Genocide," is also expected to focus attention on the contentious

Yerevan. Serzh Sargsyan will pay a two-day work visit to Sofia
December 10 with the invitation of President of the Republic of
Bulgaria Georgi Prvanov.

The same day the official reception of Sargsyan will take place and
Sargsyan will hold private talks with his Bulgarian counterpart Georgi
Prvanov. The talks will be followed by Armenian-Bulgarian talks in a
wide format, the signing of documents and joint press conference of the
two presidents and the presidents will make a joint statement on the
results of the visit. It is foreseen to sign a protocol on Culture
Days of Bulgaria in Armenia in 2009 and Culture Days of Armenia
in Bulgaria in 2010, the 2009-2014 work plan for cooperation in
spheres of state administration, cooperation agreement in the sphere
of archives, as well as a protocol on making changes to the treaty
on excluding the double tax on income and assets of both countries,

unsolved "frozen conflicts" as risk, Azerbaijan’s FM Elmar Mammadyarov
told the APA correspondent in Brussels.

According to him, after the events in Georgia, the capitals around
Europe, and in particular Brussels got more aware of what Azerbaijan
has for many years said that the conflicts are not "frozen" because
they can be active at any unexpected moment," said the minister.

"Also, they increasingly understand better that you need to make a
move so as to avoid undesirable events," he added.

Elmar Mammadyarov noted that Azerbaijan’s position on the withdrawal
of Armenian troops from Nagorno-Karabakh is increasingly better
understood and supported in Europe.

According to the minister, the withdrawal of Armenian troops would
open communications links, allow the return f internally displaced
persons, create opportunity for economic development and, in general,
will contribute to the predictability of events.

"I think this is quite a serious argument to override any other
arguments , he underlined.

Time works against Turkish-Armenian rapprochement. There are obvious
rules in conflict resolution, but it can only be successful if the
will to act overlaps with time management. Slowing down often increases
the chances for counter-dynamics to sabotage it.

The current situation in the flirt between Yerevan and Ankara is
becoming rather worrisome in the sense that it may turn out to be
an opportunity missed. It all began with the right moves. Turkish

invitation to visit Yerevan and watch a soccer match between the two

But there is much more to it than sheer good will. How is work on the
diplomatic level proceeding? Beyond hope, much more is needed. I met

side, I see no problem with either the Office of the President or
with the government," he said. "It is the bureaucracy that worries

But, it also seems that there are differences in how to approach the
"pace" of negotiations on the political level. Gul has been intent on

However, for Erdogan, this issue – as well as most others – is strictly
tied to the critical local elections. He wants to see progress in
slow motion and is not willing to be a target of political rivalry
and populism in the hunt for votes. Babacan will have to pay more
attention to what he says rather than to what the president does.

Meanwhile, as could easily have been predicted, hawks within the
Armenian diaspora are in motion. Intense lobbying, both publicly
and behind closed doors, was initiated to squeeze the Serzh Sarksyan
administration to slow down talks, if not terminate them altogether.

Armenian hawks’ entry into the arena is fuelled by the fear that
the talks, if ended successfully, will help evaporate the historic
demands, the three R’s – recognition (of "genocide"), reparation,
restitution. They base their game on the traditional Armenian mistrust
of Ankara, a centre of evasion and shrewdness in their view. Their
only strength in the developing equation is that there is more than
one power centre in Ankara and they are not in sync with one another
on how to resolve the issue.

Thus, the constantly pumped messages to Armenian President Sarksyan
and Foreign Minister Edward Nalbandian: "Do not trust the Turks,
or you will be severely deceived by them."

Hawks hope that talks will lead to a cul-de-sac, maintaining the

not seeing any progress at all in soccer diplomacy, encouraged to move
ahead to the "genocide recognition" phase. It overlaps totally with the

rule closer to Russia.

The pace and resolve, therefore, are even more important than
before. Neither Turkey nor Armenia, despite relatively weak and
hesitant leadership on both sides, should let the momentum melt into
nothing. The US, too, has enormous interest in the rapprochement. For
Russia, it might be argued, that ending with or without concrete
results would not matter much, but Moscow is keen on the establishment
of diplomatic relations and opening of the border for its own
reasons. It adds to the uniqueness of the momentum.

The hawks, seeing that they will lose if Turks and Armenians succeed in
talking calmly and developing a dialogue, will increase the pressure
on Yerevan and Washington. If the Turkish side also gives in to the
delaying tactics and paying too much attention to hawks acting on
behalf of Azerbaijani hawks, the chances will be doomed to diminish.

It is of utmost importance, therefore, that talks do produce concrete
steps before April 24. Once the channels are opened and windows let
light in, the two sides will have come closer to dealing with the
pain in their history.

"Foreign ministers of the OSCE Minsk Group co-chairing countries have
proposed some changes into the Madrid proposals to the parties to the
Karabakh conflict for entering a new stage, said Azerbaijani Foreign
Minister Elmar Mamedyarov.

The Minister also noted that these changes must be considered and
analyzed and "the meeting will be held after it on the level of either
the Foreign ministers or the presidents",

Commenting on Matthew Bryza’s statements about the soonest meeting
of the Presidents, Mamedyarov noted that the meeting will be held
next year.

Commenting on the issue whether the territorial integrity of Azerbaijan
will be fixed in the political declaration of the OSCE, the Minister
explained: "Well, let’s see if this declaration will be adopted at all,
this issue is just being discussed at the moment".

On the other hand, he noted that the issue of the territorial integrity
of Azerbaijan is not challenged by anyone and Armenia is the only
country which tries to do it.

Commening on Nalbandyan’s statement that Azerbaijan misinterprets
the principles of the Moscow declaration, Mamedyarov noted that this
document is undersigned by the presidents of the conflict parties,
including the President of Russia.

Speaking about the recent talks with Foreign minister of Turkey
Ali Babacan, the Foreign Minister of Azerbaijan said the following:
"The issue on opening borders between Turkey and Armenia before the
resolution of the Karabakh conflict was not on the agenda. This is a
sovereign right of the two states. Butthe position of Turkey regarding
the occupied lands of Azerbaijan was discussed in details. In this
context Turkey’s position was voiced repeatedly and this, certainly,
strongly affects the relations between Turkey and Armenia".

As for the issue of holding a referendum, Mamedyarov explained that
before holding any arrangement, it must first be prepared. In the
absence of Azerbaijanis in Karabakh it is impossible to speak of legal
provision. Armenians say that Karabakh has held its referendum. But
how did they hold it? In conditions of war and guns. Such referendums
can be held every day. We suggest to create conditions for it,
and this becomes more urgent in the context of the recent events in
the Caucasus. Progress and predictability in the region is needed,
including in the resolution of conflicts. At the same time, there is
an understanding that the conflict solution will take much time. It
all must be done considering the fact that communications must be
restored, people must be returned and so on".

ArmInfo. The problem of providing the families, suffered from Spitak
earthquake, with flats should be resolved within the next few years,
Prime Minister of Armenia Tigran Sarkisyan said in view of the 20th
anniversary of the Spitak earthquake.

T. Sarkisyan expressed gratitude to those who extended their
helping hand to Armenia just after the Spitak earthquake and said
that a great building work was carried out from 1998 to 2006 under
mediation of different sources, as a result of which over 20,000
families either got flats or improved their living conditions. 5914
received flats through the programme of issuing certificates for
purchase of flats. Many schools, health and culture establishments
were restored. However, this is not enough. There are still families
living with no shelter. I want to assure that specific programmes
will be implemented. President of Armenia Serzh Sargsyan has already
announced that we should resolve the issue of providing the families,
suffered in the disaster zone, with flats within the next few years,
prime minister of Armenia said. T. Sarkisyan emphasized that 4883 new
flats and houses at least will be built till 2013. It is scheduled
to build 2300 flats in Gyumri, in Ani and Mush regions, in Akhryan
village of Shirak region – 182 flats, in Spitak – 354 flats, in Lori
region – 1821 houses. Moreover, the budget of Armenia 2009 specifies
building of 49 flats in Stepanavan.

According to T. Sarkisyan, a new programme on economic
development of the north of Armenia has been developed and is under
implementation. ‘Gyumri, Vanadzor and other towns and villages may
and must become cultural and sport centers, as well as serious traffic
centers’, T. Sarkisyan said.

received the delegation of the Board of Governors of the European
Bank for Reconstruction and Development.

The President of Armenia highly praised the activities of the EBRD
in our country, noting that the cooperation had started right after
Armenia’s independence and that in the success registered during the
last years the EBRD had undoubtedly had its share. Among the problems
facing Armenia today, President Sargsian highlighted two main issues:
consistent work toward economic development and withstanding the
global financial and economic crises, mitigating to the utmost their
consequences. In this context the President of Armenia mentioned
the necessity of engaging more resources, improving the work of the
governing bodies. He also noted that the Government envisaged the
implementation of the short-term as well as the long-term programs.

Assessing the cooperation with Armenia as efficient, the
representatives of the EBRD said that there were new possibilities
for expanding that cooperation which was a strategic objective of
the Bank. Notwithstanding difficult times they anticipate that the
Armenian economy will continue to grow.

The delegation of the Board of Governors also informed that recently
the decision had been made to raise the level of the Bank’s
engagement20 in the countries where they had already maintained
presence. According to them, the business programs related to Armenia
are rather ambitious and with this regard the approaches of the
Armenian Government and the Bank concur.

The President of Armenia also expressed wish that the Bank gets more
deeply involved and more actively participate in the different areas of
the Armenian economy, noting that it is not only about the financial
resources, even though it is an important factor: according to Serzh
Sargsian, the Bank brings along a new culture of administration which

(EBRD).

Greeting the guests, the Prime Minister expressed confidence that
this visit of the EBRD delegation would serve as a new impetus for
the further reinforcement and deepening of our country’s cooperation
with the Bank.

Tigran Sargsyan noted that despite the problems with implementation
of some programs in our country, rather serious work has been done
over the past years to make the cooperation more effective and raise
it to a qualitatively new level. He attached special importance to
the cooperation with the private sector.

Turning to the priorities of cooperation with Armenia, the Head of the
Armenian Government specially pointed out the expansion of support to
small and medium-sized enterprises, development of infrastructures,
contribution to the formation of free economic zones next to
"Zvartnots" Airport and in Gyumri, development of the capital market.

Board of Directors the current state of Armenia’s economy and the
programs for 2009, our country’s capacities to resist the negative

searches for ways to demonstrate our country’s strength to the world,
and therefore, its attractiveness for making investments.

Members of the EBRD delegation expressed their stances and opinions
on the issued discussed, spoke about the world financial and economic
crises, the Bank’s activity under the conditions of economic crisis,
the approaches on resisting challenges.

During the meeting reference was made to our relations with neighbor
countries. The Armenian Prime minister noted, in particular, that
Armenia is interested in having stable and predictable neighbors
and welcomes Turkey’s bid for EU membership. According to hi, the
reforms that will be implemented on that way will make Turkey more
predictable and stable.

American University of Armenia Dedicates New Paramaz Avedisian Building

The American University of Armenia dedicated its new building on November 1,
2008, bringing state-of-the-art educational facilities to Armenia and the
region. The four-story Paramaz Avedisian Building adds approximately
100,000 square feet of space to AUA’s existing facilities, enabling the
University to double its enrollment by providing new classrooms and seminar
rooms, laboratories and research centers, offices for faculty, suites for
AUA’s academic programs, and the new VivaCell Videoconferencing Room. The
educational facility, designed by Altoon + Porter Architects of Los Angeles,
California, incorporates several innovative design elements and
sophisticated environment-sensitive solutions.

"The new Paramaz Avedisian Building along with the United States
accreditation the University received in 2007, provides AUA with the ability
to expand educational offerings with new programs and to increase our
student body and serve additional Armenian and international students. The
University community is grateful to the many donors, large and small, who
made our dream a reality," explained AUA President Haroutune Armenian.

The ceremonies opened with the blessing of His Holiness Catholicos Karekin
II who followed with an inspirational speech on the importance of education.
Republic of Armenia Prime Minister Tigran Sarkisian also addressed the
celebration, saying that "the mission of universities is not just to
transmit knowledge but also to give people the capacity to learn," because
what is learned today is quickly outdated. On behalf of President Serge
Sargsyan, the Prime Minister bestowed the Movses Khorenatsi Medal upon Mr.
Edward Avedisian and Mr. Jirair Turpanjian.

Among the keynote speakers was Dr. Rory Hume, who as Chair of the AUA Board
of Trustees noted that "the new building is an extraordinary achievement"
and compares favorably with the University of California’s buildings, many
of which he has studied in his extensive career with U.C. (AUA is affiliated
with the University of California). Mr. Edward Avedisian, who also serves
on the AUA Board of Trustees, noted that the students who use the new
facility "will have the distinct advantage of the latest technology and an
environment that will inspire them onward in their pursuit of higher
learning."

The building’s namesake, Paramaz Avedisian, who graduated summa cum laude
and first in his class from Rhode Island College of Pharmacy, helped others
in times of need throughout his life. One of his greatest achievements was
in tutoring a legally deaf classmate for over four years and seeing him
receive his diploma. Dr. Armenian said that Paramaz Avedisian is "the
embodiment" of the universal values espoused by AUA.

The principal benefactor of the building is the Khoren and Shooshanig
Avedisian family of Pawtucket, R.I. in honor of Paramaz Avedisian. More
than a dozen family members traveled to Yerevan for the opening ceremonies
along with the children of Paramaz Avedisian. Mr. Ed Avedisian served on
the AUA Building Committee with President Haroutune Armenian, AUA President
Emeritus and Board of Trustees member Dr. Mihran Agbabian, and Dr. Garo
Missirian.

Additional multimillion-dollar contributions were provided by the Turpanjian
Family Foundation and the Manoogian Simone Foundation. The Turpanjian
Family Foundation also provides major support to the AUA School of Political
Science and International Affairs and funds the AUA Turpanjian Rural
Development Program. The Turpanjian Scholarship program, administered by
AUA, has assisted over 650 students throughout Armenia to date. The
Manoogian Simone Foundation continued its generous support of the American
University of Armenia with the naming of the Alex and Marie Manoogian Hall,
in honor of Ms. Louise Simone’s distinguished parents. Numerous other major
donors made room-naming contributions and traveled to Yerevan for the
festivities.

The dedication ceremonies were also attended by a host of dignitaries,
including US Ambassador Marie Yovanovitch, USAID Mission Director Robin

The Paramaz Avedisian Building dedication was part of a weekend of
celebration activities that included commencement ceremonies for the
University’s 16th graduating class and a gala dinner banquet attended by
more than 400 students, alumni, faculty, Board of Trustee members, donors
and supporters.

make a donation to the Paramaz Avedisian Building matching fund drive before
