The only female candidate for the Mayor of Yerevan, Vice-President
of the Orinats Yerkir Party Heghine Bisharyan told a press conference
today she does not think the outcome of the elections is predetermined
after Gagik Beglaryan’s appointment. She does not share the opinion
that this election is a simple imitation and declared that she he
will on May 31.

Bisharyan said she welcomes the nomination of first President Levon
Ter-Petrosyan and the decision of the "Heritage" to participate through
their representatives in electoral commissions and assume the role of
an overseer. Heghine Bisharyan said it’s unacceptable to disseminate
rumors that developments similar to March 1 are possible after the
elections of May 31.

Tumanyan and Alexander Spendiaryan monuments, passed away at 86. Works
of the master are known to every person in Yerevan. The founder of
Sculpture School at Yerevan State Academy of Fine Arts, Chubaryan
authored numerous works that later became symbols of the Armenian
capital.

13 Year Old Armenian Girl Needs Your Help

Gayane was born in 1995 in Armenia where she still lives with her
family in the remote village of Davtashen. She has been diagnosed with
an ovarian tumor which has grown so large the doctors say they will
need to remove all her reproductive organs. The surgery is scheduled
for this week at the Armenian National Center of Oncology in Yerevan,
Armenia’s capital.

It is not known if the tumor is benign or malignant. The surgery will
help determine the tumor’s type. The surgery will cost $600-800
dollars which the parents can not afford. The family will also need
money for travel to and from their home to the hospital.

The ovary is the paired female reproductive gland in which ova or eggs
are formed. Ovarian cancer forms in this tissue. Most ovarian cancers
are either ovarian epithelial carcinomas (cancer that begins in the
cells on the surface of the ovary) or malignant germ cell tumors
(cancer that begins in egg cells).

Many types of tumors can start growing in the ovaries. Most of these
are benign (non-cancerous) and never spread beyond the ovary. Ovarian
tumors that are not benign are malignant (cancerous) and can spread
(metastasize) to other parts of the body.

Tumors in girls under 18 years of age tend to be LMP or germ cell
tumors. Low malignant potential (LMP tumors) tumors grow slowly and
are less life-threatening than most ovarian cancers. Although they can
be fatal, this is not common.

Most germ cell tumors are benign, although some are cancerous and may
be life threatening. About 5% of ovarian cancers are germ cell
tumors. Of the several subtypes of germ cell tumors, the immature
teratomas are the ones most likely to occur in girls and young women
younger than 18. These are rare cancers that contain cells that look
like those from embryonic or fetal tissues such as connective tissue,
respiratory passages, and brain. Tumors that are not very immature
(grade 1 immature teratoma) and have not spread beyond the ovary are
cured by surgical removal of the ovary. When they have spread beyond
the ovary and/or much of the tumor has a very immature appearance
(grade 2 or 3 immature teratomas), chemotherapy is recommended in
addition to surgery to remove the ovary.

Ovarian cancer is difficult to diagnosis early as the symptoms are not
obvious, but are often vague. The symptoms include:

> Pressure or pain in the abdomen, pelvis, back, or legs

> A swollen or bloated abdomen

> Nausea, indigestion, gas, constipation, or diarrhea

> Feeling very tired all the time

Most often these symptoms are not due to cancer, but only a doctor can
tell for sure. Any woman with these symptoms should tell her doctor.

ArmInfo. The official structures of Azerbaijan exert special
psychological and moral pressure on the Armenian POWs, as well as
subject them to bodily suffering and violence, as a result of which
the latters have to make fabricated statements. We are aware of this
from the reliable sources, spokesman of Armenia’s DM, Colonel Seyran
Shahsuvaryan told ArmInfo.

The Armenian POWs are deprived of correspondence, as well as an
opportunity to meet their relatives, that is a gross violation of the
international law, in particular, the 3rd and 4th Geneva Convention.

This happens against the background of complete provision of
the Azerbaijani POWs by the Armenian party with the right for
communication with the relatives, receipt of medical aid, as well as
freedom of speech.

The Defense Ministry of Armenia claims once more of its adherence to
the international standards and urges UN and International Red Cross
Committee to pay attention to the gross flouting of the Armenian
POWs’ rights, as well as use of the POWs by Azerbaijan as a means
of internal and external propaganda. In view of this, the Defense
Ministry of Armenia demands to stop this inhuman activity carried
out by Azerbaijan at a state level.

YEREVAN, MARCH 19, NOYAN TAPAN. The RA National Assembly on March 19
ratified the loan agreement for "The Market Opportunity to Farmers"
Program signed between the Republic of Armenia and the OPEC Fund for
International Development (OFID) in Vienna on December 23, 2008. By the
agreement, a 14 million dollar credit will be given to Armenia. The
credit is provided for 20 years, with a grace period of 5 years and
has an annual 3.2% interest rate and a 1% payment for credit servicing.

According to the main speaker, RA deputy minister of agriculture
Samvel Avetisian, under the agreement, Armenia is obliged to
provide additional co-financing of about 3 million dollars for the
implementation of programs on development of social infrastructures in
rural areas. 0.5 million USD of the credit will be spent on maintenance
of the Program Implementation Office, while the major part of the sum
will be provided for programs on construction of gas supply networks
in communities. With this aim 38 communities im most vulnerable and
border areas have been selected, and designs are now being worked
out for these communities.

The deputy minister also spoke about the measures taken within the
framework of the program on development of rural areas prior to the
attraction of new credit resources. In his words, a total of 30 million
USD was spent as of the beginning of 2009, including 5 million and
10 million USD received under two credit agreements signed with the
OPEC in 2005 and 2007 respectively, and a sum of 15 million drams
provided by the IFAD. Out of the 30 million USD, 8.5 million USD
was allocated to a rural financing structure, which re-financed the
banks selected and provided 199 long-term and short-terms credits at
10-13% interest rates through these banks. Besides, by the production
infrastructure development component, 3 major projects on water supply
and construction of intercommunity roads

The government today reconfirmed its decision that no new TV and
radio frequencies will be provided to any company by January 20,
2010. Deputy Minister of Economy Vahe Danielyan said the objective
is to ensure an equal field for all companies.

At the suggestion of the Minister of Finance, Tigran Davtyan,
the Government decided to allocate 2 billion drams to the Ministry
of Urban Development for the purpose of reconstructionion of the
earthquake zone.

Prime Minister Tigran Sargsyan informed members of government that
according to an agreement with the World Bank, within the coming two
weeks the Central bank of Armenia will received a $50 mln credit
and will provide it to small and medium-sized businesses through
trade banks.

Armenia’s champion Arman Pashikyan has lost his chance to win the
Championship sustaining a defeat from Vladimir Hakobyan.

Arman Pashikyan and Tigran Petrosyan will continue competition in
a tie-break.

The total prize fund of the Individual European Championship is
120,000 Euros. First prize is ~@ 15,000, second is ~@ 12,000, third ~@
10,000 up to 25th prize, which is ~@ 1,000. According to Montenegro
law all prizes are taxable (maximum 10%). The first 22 players will
in addition qualify for the World Cup.

he does not think the working champion of the world Viswanathan Anand
will keep his status longer. "Anand is a perfect chess player. But it

It is most important for Armenia to remain on the occupied lands
of Azerbaijan as long as possible, said Russian political scientist
Alexander Karavayev, chief of the service of political forecast of
the Center of studying post-Soviet area.

According to him, it is difficult to say anything clearly whether
there is still a perspective or danger of resumption of hostilities
in Nagorno Karabakh for the interests of any party-either Azerbaijan,
Armenia, Russia or West.

"On the one hand, we hear every day about the fire on the line on
armed confrontation and tensions is constantly felt. Therefore, we
can not reject anything or even speak of any terms. Another matter is
that if we agan compare the situation around Nagorno Karabakh with
Georgian conflicts, the probability of resumption of hostilities
between Azerbaijan and Armenia is extremely low.

Here I mean hostilities that would not go beyond the framework
of small incidents when there is information about the passage of
one or even a group of soldiers over the contact line. Of courses,
such cases are not a cause to resume war, though on the other hand,
the cause can be insignificant. But on the whole we see that each
side finds it difficult to start war, considering that superpowers
will not render a direct aid either to Armenia or Azerbaijan for the
armed completion of this conflict", noted the political scientist.

He said we can not state that Russia will provide Armenia with any
sources for it to fix in the region.

"On the whole, when I hear some statements that Armenia is planning
hostilities to expand the occupation area, I ask a question to
myself-why does it need it for? As in the sense of Armenian military
planning this is an absolute nonsense", noted Kaaravayev

It is most important for Armenia to remain on the occupied lands of
Azerbaijan as long as possible, said he.

"But another matter is that when Azerbaijan pays attention to different
possible variants of the development of such a script. They usually
try to substantiate the division of geopolitical spheres of influence,
which would mean deployment of peacekeeping contingent there in the
framework of NATO, or other framework but without Russia, or vise
versa, deployment of peacekeeping contingent by CSTO and Russia",
he said and concluded that such measures can cardinally change
the regional system of security balances and influence the wider
redistribution of powers in the Near East region.

Such scripts, he said deserve instant attention but on the whole it
is just clear that today the South Caucasus region is not so important.
