YEREVAN (RFE/RL)-Armenian Parliament speaker Hovik Abrahamian on
Friday announced that President Serzh Sarkisian will declare next
week a general amnesty for opposition members arrested following last
year’s Armenian presidential election.

Speaking to RFE/RL on Thursday, Abrahamian said that Sarkisian will
make a statement to that effect on May 28, a national holiday. "It
will be about a general amnesty and it will be on May 28," he said.

Abrahamian made the same statement in a separate interview with the
opposition daily "Chorrord Ishkhanutyun." "Believe me, the president
will declare a general amnesty on May 28 and your comrades will be
free," he said. "I promise you that."

However, a spokesman for the influential speaker clarified the next
day that Abrahamian simply "did not rule out the possibility of a
general amnesty, expressing his good wish."

"Under the constitution of the Republic of Armenia, it is the president
of the republic who is authorized to make such a proposal, after which
only the National Assembly can declare [an amnesty,]" the official,
Nairi Petrosian, said in a statement.

Sarkisian’s office could not be reached for comment.

Some 55 associates and supporters of opposition leader Levon
Ter-Petrosian remain in prison more than 15 months after the disputed
presidential ballot. The vast majority of them have already been
tried and sentenced on charges mainly stemming from the March 1,
2008 deadly clashes in Yerevan between security forces and opposition
protesters challenging official vote results.

The Armenian opposition regards the jailed oppositionists as political
prisoners, while the Council of Europe Parliamentary Assembly (PACE)
believes that at least some of them were prosecuted on "seemingly
artificial or politically motivated charges." The PACE has repeatedly
threatened to impose sanctions against Yerevan if those individuals
are not set free. The Strasbourg-based body is expected to again
discuss the issue at its next session in late June.

World wide famous singer Charles Aznavour celebrates his 85th
anniversary today. Charles Aznavour (Shahnour Varenagh Aznavourian),
is an Armenian-French singer, songwriter, actor, public activist and
diplomat. Besides being one of France’s and Armenia’s most popular
and enduring singers, he is also one of the most well-known singers
in the world.

Aznavour was born in Paris, the son of Armenian immigrants Michael
Aznavourian and Knar Bagdasarian. His artistic parents introduced him
to the world of theatre at an early age. He dropped out of school at
the age of nine, already aspiring to the life of an artist. He began
to perform at this time, and soon took the stage name "Aznavour".

He is known for his characteristic short figure and unique tenor voice;
clear and ringing in its upper reaches, with gravely and profound low
notes. He has appeared in more than 60 movies, composed about 1,000
songs and sold well over 100 million records.

In 1998, Charles Aznavour was chosen as Entertainer of the Century by
CNN and users of Time Online from around the globe. He was recognized
as the century’s outstanding performer.

In 2009 he was appointed ambassador of Armenia to Switzerland, as
well as Armenia’s permanent delegate to the United Nations at Geneva.

CIS economic strategy, reported the press office of the CIS executive
committee.

Consideration of 18 draft documents is on agenda.

The heads of government are also expected to focus on action plans,
humanitarian cooperation and other issues.

The Armenian delegation led by Prime Minister Tigran Sargsyan includes
head of government machinery David Sargsyan, Culture Minister Hasmik
Poghosyan, Deputy Foreign Minister Shavarsh Kocharyan and other high
ranking officials.

Choloyan and the Religious and Executive Councils announce with sorrow
the passing of Jack Papazian, a faithful member of St. Gregory the
Illuminator
Church, Philadelphia, Pennsylvania. Jack entered into his eternal rest
on Tuesday, May 19. He was 69 years
old.
Jack has served as chairman of the board of trustees at St. Gregory
Church, NRA delegate, and chairman of
the National Representative Assembly. He and his wife have been
faithful Pillars of the Prelacy.
Funeral
services, which will be officiated by the Prelate His Eminence
Archbishop Oshagan, will take place tomorrow, Friday, May 22, at
St. Gregory the
Illuminator Armenian Apostolic Church, 8701 Ridge Avenue,
Philadelphia, PA 19128. Friends may offer their condolences to the
family prior to the
service from 8:30 am to 11:00 am.
He is survived by his loving wife Armine; son David and his wife
Carol;
daughter Cindy and her husband Tim; and four grandchildren.

SHIRLEE KERBEYKIAN, 83
Mrs. Shirlee
Kerbeykian passed away on May 16. Shirlee, together with her husband
Edward, were founding members of Sts. Vartanantz Armenian Apostolic
Church,
Ridgefield, New Jersey. Archbishop Oshagan officiated the funeral
service on Wednesday, May 19, at Sts. Vartanantz Church. In his
eulogy, the Prelate
described Shirlee as a devoted wife and mother and a part of that
generation of Armenian Americans who remained faithful to their
Christian faith and
Armenian roots even under very difficult conditions.
Shirlee is survived by her husband, Edward, and a son,
Craig. Another son, Jeffery, died in 2002. She is also survived by her
sister, Marian Yagoobian, her daughter- in-law Sophie Kerbeykian, and
six
grandchildren.

ARCHBISHOP OSHAGAN WILL TRAVEL TO WHITINSVILLE
FOR 52ND
ANNIVERSARY
Archbishop Oshagan will travel to Whitinsville, Massachusetts, this
weekend, where on
Saturday evening, May 23, he will preside over the 52nd anniversary
banquet of St. Asdvadzadzin Church, and 50 years of growth and service
of the
Prelacy. The following day, Sunday, May 24, His Eminence will
celebrate the Divine Liturgy and deliver the sermon.

THE ARMENIAN CHURCH AND THE SUNDAY SCHOOL
MOVEMENT
The Student Council of the Theological Seminary of the Catholicate of
the Holy See of
Cilicia, organized an evening devoted to the Sunday school movement in
the Armenian Church. The speaker was Rev. Fr. Sarkis Sarkissian, a
member of
the Religious Council of the Diocese of Beirut and active in the
organization of Sunday schools. He concisely described the history of
the Sunday
school movement in the church and paid tribute to the two Catholicoi,
Sahag and Papken, who recognized the importance of Sunday schools for
the
spiritual growth of children and youth. He quoted from the Pontifical
Letter of Catholicos Sahag (1902-1939) announcing the beginning of
Sunday
schools in the Holy See of Cilicia. Rev. Fr. Sarkissian noted that the
Sunday schools must be a complement to the educational process that
begins at
home and school.

Guild Mothers Day luncheon, hosted by Mr. & Mrs. Rene and Linda

T ODAY IS THE FEAST OF THE ASCENSION
Today,
Thursday, May 21, is the Feast of the Ascension (Hambardzoum) of our
Lord Jesus Christ, which comes forty days after the Resurrection. The
universal church has celebrated the Ascension since the fourth
century. According to Biblical scripture the Ascension took place in
the village of
Bethany, on the Mount of Olives, in the presence of our Lords
disciples. After giving them commandments and blessings, the Lord was
received up into heaven and sat on the right hand of God, (Mark
16:19), and a cloud received him out of their sight,
(Acts 1:9). In the early centuries of Christianity, Hambardzoum was
one of the most popular feast days for the faithful and was celebrated
with merriment and festivities. There are many Armenian traditions
associated with this dominical feast. Perhaps the best known one being
fortune-telling (vijakakhakh).
The Divine Liturgy Introit for the Feast of the Ascension

SUNDAY IS SECOND PALM SUNDAY
This Sunday,
May 24, is Second Palm Sunday (Yerkrort Tzaghkazard). The seventh
Sunday of Easter is called Second Palm Sunday, based on the readings
for
that day. Beginning with New Sunday, the Armenian Church reads from
the four Gospels every day in their proper order; Luke in the morning;
John at
midday; Matthew at the beginning of the evening hour; and Mark at the
end of the evening hour. The sections relating to Christs entry
into Jerusalem coincides with the seventh Sunday of Easter, hence the
designation, Second Palm Sunday.

Baku- APA. Georgia’s President Mikhail Saakashvili arrived in
Azerbaijan for official visit on May 20, President’s press service
told APA.

First Deputy Prime Minister of Azerbaijan Yagub Eyyubov and other
officials welcomes Georgian President at Heydar Aliyev International
Airport.

Saakashvili and Eyyubov had a short protocol meeting in the VIP hall
of the airport.

Following this, Mikhail Saakashvili visited the graves of Heydar
Aliyev and academician Zarifa Aliyeva in the Alley of Honors, paid
tribute to them.

Georgian President also visited Martyrs’ Alley, put fresh flowers on
the graves of men killed for freedom and sovereignty of Azerbaijan,
laid wreath before the Eternal Torch complex.

Baku Mayor Hajibala Abutalibov, Deputy Foreign Minister Khalaf
Khalafov and other officials accompanied Mikhail Saakashvili.

A number of documents will be signed between the two countries within
the two-day visit.

ArmInfo. VivaCell-MTS, subsidiary of Russian MTS company, may change
its brand to MTS-Armenia by 2010, Director General of VivaCell-MTS
Ralph Yirikian said today during a meeting with students of Armenian
State Economic University.

In Aug 2008 VivaCell brand was changed to VivaCell-MTS. Yirikian
said that, when joining MTS group, VivaCell decided to familiarize
Armenian subscribers with MTS brand and its quality. That’s why,
today, the company uses both brands. In the future VivaCell brand
will be removed. However, since the company wants its brand to remain
Armenian, it is considering the possibility of replacing it with
not just MTS but MTS-Armenia. Presently, VivaCell-MTS is conducting
different polls among its subscribers to see which of the brands they
prefer. The final decision will be based on the results of the survey.

ANKARA (A.A) – 20.05.2009 – The French Embassy in Ankara separated
Turkish-Armenian relations from the Upper Karabakh dispute.

The French Embassy in Ankara released a statement and said that
normalization of Turkish-Armenian relations and solution of Upper
Karabakh disputes were two separate processes.

"Normalization of Turkish-Armenian relations and the solution of Upper
Karabakh dispute are two separate processes that should be parallel
to each other but should progress on their own," the embassy said.

The statement came after the visit of Bernard Fassier, the French
co-chairman of the Minsk Group of the Organization for Security and
Cooperation in Europe (OSCE), to Turkey.

Fassier visited Turkey on Monday and met Ertugrul Apakan, the
undersecretary of Turkish Ministry of Foreign Affairs, as part of
efforts to find a peaceful solution to Upper Karabakh, a territory
under Armenian occupation.

OSCE is currently acting as a mediator for the peaceful solution of
the Upper Karabakh issue.

The embassy said that France was supporting and encouraging the
rapprochement between Turkey and Armenia, and at the same time it
was determined to work together with the U.S. and Russian co-chairmen
of the Minsk Group to find a fair and sustainable solution to Upper
Karabakh dispute between Armenia and Azerbaijan.

In its statement, the embassy said that any progress to be made in
either normalization of Turkish-Armenian relations or the solution of
Upper Karabakh dispute would be a positive step for the entire region.

The embassy also said that normalization of Turkish-Armenian
relations, particularly regarding the Upper Karabakh dispute, would
have a positive impact on settlement of ongoing conflicts in the
region.

conditions forward but is also trying to threaten Armenia.

‘40,000 Armenians were living and working illegally in Turkey. Why
have they come to our country? Because there is great poverty in
Armenia. They are trying to earn their living in our country. We
will send them back, if necessary, but we do not do it because of
humaneness’, – Erdogan said in Warsaw during his meeting with students.

He also added the main demand of Turkey from Armenia was the
withdrawal of troops from the occupied Azerbaijani territories,
including Nagorno Karabakh. ‘We have not passed this decision, the UN
passed the decision. Turkey closed the borders with Armenia because
of the occupation. There is cause and consequence. The borders will
be opened, when the consequence is eliminated’, he said.

Ahar-Tabriz, East Azarbayjan Province, 16 May: The head of the
Iran-Armenia friendship parliamentary delegation has said that the
expansion of relations between Tehran and Yerevan will ensure and
bring more stability and security to the region.

Speaking to an IRNA news agency reporter, Arsalan Fathipur pointed out
his yesterday’s meeting with the Armenian Speaker [Hovik Abrahamyan].
During their meeting, they stressed the need for expanding economic
and cultural ties between the two countries describing this as an
appropriate opportunity to continue their cooperation in the
state-owned and private sectors.

Focusing on friendly and sincere cooperation between Iran and Armenia,
they called for improvement of bilateral ties in the fields of trade,
banking, insurance, tax and customs in order to simplify trade between
the two countries. They also stressed the need to establish working
groups and special committees for providing the grounds for removing
existing obstacles.

Oceano retiree builds cultural bridge to Armenia

Connecting lives through the Peace corps

When Penny Porter retired as a school teacher a few years back, she
decided to stay away from the rocking chair and do `a good deed for
the world.’

So she joined the Peace Corps.

Most folks think of Peace Corps volunteers as 20-somethings living in
mud huts and building bridges down by the river. But the stereotype is
outdated. The corps takes folks of all ages and many skills.

So Porter, 64, enlisted, setting off a cross-cultural exchange
that put her in Armenia and brought an Armenian teenager to Oceano.

When Porter applied, she had no idea she would be going to
Armenia. But when she got the call, she quickly contacted
Armenian-American County Supervisor Katcho Achadjian. He put Porter in
touch with his sister, who schooled her linguistically and culturally.

Armed with that knowledge, Porter went to her Peace Corps assignment,
got through training and landed in Kapan, a mining town in Armenia’s
far south. There she set up an English class.

Argine Karapetyan, a local ninth-grader, heard about it.

Argine, now 16, already spoke Armenian and Russian ‘ Armenia was part
of the USSR ‘ and had been taking English classes since the third
grade.

But she and fellow students were `usually taught only the grammar,’
she says. When she heard about Porter’s class she saw a chance to
`learn how to talk.’

Argine learned well ‘ so well that Porter recommended her for the
State Department’s FLEX (Future Leaders Exchange) program, a
country-to-country operation that helps people from different cultures
understand one another.

Getting the go-ahead wasn’t easy, Argine says. She had to write `long
essays: Why do you want to go there? Will be easy to adjust?’

`The selection (process) is rigorous,’ concurs Linda Rollison of FLEX.

Argine must have written impressively, because she came to Oceano
Aug. 6, and is living with Porter there. The teacher returned home in
the summer of 2008.

More importantly, Argine is attending Arroyo Grande High School.

So what about those American teenagers, Argine?

`They’re funny and real crazy,’ she says, a shy smile sliding across
her face. `But not in a bad way,’ she quickly adds.

Socially, she says, she feels the same as she did in Armenia. With
three adults in the room, she does not elaborate.

Argine says her nine months in San Luis Obispo County have dispelled
stereotypes about the U.S. The first to go was the widely held belief
‘ elsewhere ‘ that `everyone’s living in a huge house and has a lot of
money.’

Perhaps the biggest difference, however, is the diversity. Armenia is
a homogenous society. Here in the U.S., Argine interacts with people
of all ethnic backgrounds. `I just count them as Americans,’ she says.

And they took no special notice of her, she adds. `I want to say thank
you to everyone for not looking at me as a stranger.’

As part of her exchange experience, Argine gives talks to local groups
about Armenia. She brings up the Armenian genocide, which took place
in Turkey between 1915 and 1923.

The International Association of Genocide Scholars estimates that
`more than a million Armenians were exterminated through direct
killing, starvation, torture and forced death marches. The rest of the
Armenian population fled into permanent exile.’

Most Armenian-Americans are children or grandchildren of the
survivors. Yet most Americans do not know about this genocide, and the
U.S. government is reluctant to acknowledge it because Turkey denies
it happened, and the U.S. and Turkey are geopolitical allies.

`They (my audiences) say it is wrong,’ Argine says. `But it’s kind of
hard for them to feel the pain.’

`We just want it not to be forgotten,’ she adds.

The cultural exchange does not end when the student goes back home,
Rollison says. Young men and women like Argine ‘ who wants to become a
doctor ‘ are not only emissaries but also the future leaders of their
respective countries, she says.

Argine goes home June 23, a year older and many years more
sophisticated.
