culture preserves Shengavit and Karmir Blur have been approved by
two documents, signed on February 5 and March 3 this year, Ashot
Piliposyan, director of the Erebuni museum told a PanARMENIAN.net
reporter.

"Tens, hundreds and thousands of books are written about any historical
and archeological memorial. They lose their significance in the course
of time, but a memorial remains a durable source of information and
the subject of research," he said. Ashot Piliposyan emphasized the
importance of defining the territories and boundaries of the two
historical and archeological culture preserves.

"The program includes theoretical and practical studies. This will
help achieve best results," Erebuni Museum director Ashot Piliposyan
told a PanARMENIAN.Net reporter. "Specialists from Armenia, Russia and
United States will give reports on maintenance of cultural heritage,
scientific exposition and temporary problems."

YEREVAN, June 3. /ARKA/. Armenian Ministry of Finance is not planning
an additional issue of government securities, Armenian Minister of
Finance Tigran Davtyan said at the special parliament session Tuesday.

The Ministry is trying to keep the rate within reasonable and low
range, Davtyan said.

According to the preliminary information of the Ministry of Finance,
mid-term government coupon bonds with partial redemptions constituted
35.9% (34.5bln Drams) of the state internal debt in January-March this
year; long-term government coupon bonds were 23.7bln Drams (24.7%).

The share of short-term government coupon bonds in the state
internal debt was 28.45% (27.3bln Drams); savings bonds were 0.3%
(257.7mln Drams).

Average yield on bonds was 9.9702% in the first
quarter. ($1=369.93Drams).

The President of Armenia, Serzh Sargsyan, sent a messages of condolence
to the President of France, Nicolas Sarkozy, on the crash of the Air
France plane on its way from Rio de Janeiro to Paris. The message
reads:

"It was with great sorrow that we heard of the disastrous crash over
the Atlantic and the human losses.

On behalf of the Armenian people and myself, I extend deepest
condolences to you, the friendly people of France and the families
of the victims.

Sharing the sorrow and pain of the French people, I wish strength of
spirit to the relatives of the innocent victims."

President Serzh Sargsyan sent another message of condolence to the
President of the Federal Republic of Brazil, Luiz Inacio Lula da Silva.

"On behalf of the people of the Republic of Armenia and myself,
I extend deep condolences on the crash of the Rio de Janeiro-Paris
plane that took place on June 1st and took hundreds of human lives.

At this hard moment for Brazil, I express my sympathy with you and
the friendly people of Brazil, wishing you patience and strength of
spirit," the President’s message reads.

Administration, lieutenant colonel of RA Police, Norayr Muradkhanyan
provided final details on electoral lists. He noted that May 26 was
application deadline for inaccuracies and violations observed in
electoral lists. According to Muradkhanyan, only two applications
were filed in Yerevan police by RA Congress Authorized Representative
Patvakan Hovakimyan. "The application said that the list included 106
family names of dead people. Upon completion of check-up we clarified
that names of 42 people indicated in the application weren’t in
electoral lists, 26 of people deceased had no death certificates,
10 were alive and nothing could be clarified about the remaining 10."

Muradkhnyan also presented detail on 189 people who weren’t included
in the lists. Upon examination it was clarified that 173 of them were
included. He also noted that out of 34 voters claimed to be on military
service, only 2 were in the army, the remaining 32 were not in the
list. As for 7 people under arrest, the matter is being clarified
at the moment. On May 27 we addressed the Ministry of Justice but
haven’t been given a reply yet."

Muradkhanyan also noted that according to ANC Representative’s
application, 2038 people were checked up. 2025 people included in
the lists have a right to vote.

Thus, Preliminary electoral lists including 771383 persons, were
completed with 94 more voters, to comprise the list of 771477 Yerevan
citizens.

In conclusion, Muradkhanyan noted that no other applications on any
imprecision in the lists for May 31, 2009 elections into Yerevan
Council of Elders were filed.

ArmInfo. Addressing the people on the occasion of the Republic Day
on May 27, President of Azerbaijan ‘rattled the saboteur’ again by
old tradition.

This time ‘the son of the great father of all Azeris’ was really at
his best and generous with statements and threats addressed to Armenia.

Azerbaijani media reported that Aliyev declared: "I want to state it
once again as various speculations are often spread on this issue.

Nagorno-Karabakh will be an independent state not today and
neither after 10, nor after 100 years. Azerbaijan’s position is
unequivocal. Despite pressures, we will maintain this position to
the end." Such a constructive stand! Of course, the statements by the
OSCE Minsk Group co-chairs that the parties should display political
will, refuse from militarist rhetoric and go on compromises to settle
the conflict sound a bit illogic in this context. Unlike Armenia,
Azerbaijan has not fulfilled any of the above recommendations (Aliyev’s
words are the best evidence of that).

President of Azerbaijan did not refrain himself from telling
the old and boring tale about the only obstacle to the conflict’s
settlement i.e. ‘unconstructive position of Armenia and its tactics
of artificial protraction of the negotiation process’. Probably the
late Heydar Aliyev did not explain the son that one should see the
beam in one’s own eye. It is evident that the only unconstructive
party is the official Baku that suffers from inferiority complex and,
probably, to compensate this shortcoming, does not want even to speak
of compromises.

"The issue must be resolved only under international law. Azerbaijan
will not surrender its principal and fair position based on
international law. We will not take a step back. Azerbaijan is
supported by all international organizations. On some occasions Armenia
tries to introduce principles of self-determination as principles
of territorial integrity. But it can only be accepted by people who
are not informed about this issue and do not engaged in politics. It
is not accidental that the world community rejects this approach,"
the Azerbaijani president said.

The president of the neighbor-state seems to be not enough informed
of the international law it constantly refers to. Mr. Aliyev, you
should have been aware that the people’s right to self-determination
and the territorial integrity are equal principles irrespective of
whether Azerbaijan wants this or not. So, you’d better admit this
and display the very constructivism for lack of which you quite
groundlessly blame Armenia.

Industry. In January-April, 2009, industrial production at a cost of
AMD 8386.9 mln at factual prices was produced in the Republic. In
comparison with January-April, 2008, the physical volume index of
the industrial production formed 118.9 percent.

The structure of industrial production proper to main types of
the economic activity is as follows: mining industry-31.5 percent,
reprocessing industry-35.7 percent, electrical energy, gas, and water
industries and distribution-32.8 percent.

In the accounting period the volume of consumer goods production
formed AMD 1652.6 mln against AMD 1209.3 mln during the same period
of the previous year or 136.7 percent of it.

At factual prices of January-April, 2009, the realization of ready-made
goods formed AMD 8380.1 mln, and the realization level – 99.9 percent.

Agriculture. In January-April, 2009, 882.7 tons (live weight) of
animal and bird meat was realized in the Republic, 108.45.3 tons of
milk, 6911.9 thousand eggs were produced.

Construction. In January-April, 2009, construction works of AMD 7008.9
mln instead of AMD 4498.2 mln of January-April, 2008, were realized
in the Republic.

EFFORTS TO EXPORT DEMOCRACY INTO POST-SOVIET COUNTRIES PROVED
POLITICALLY UNREWARDING; An update on Moldova.

Installation of the new administration of Moldova, a process that
began with mass disturbances, reentered legitimate channels. It is
about to be completed. Moldovan legislators elected chairman of the
national parliament. He is Communist leader Vladimir Voronin, acting
head of state. Election of the new president is on the agenda now. The
first effort to do so failed. The opposition refrained from voting and
the Communists found themselves short of one vote or they would have
installed their president already. The next election will take place
on May 28 but the opposition persists and promises to boycott it,
too. Another failure to have the head of state elected will
necessitate a snap parliamentary election in Moldova. Actually, this
turn of events is unlikely. Odds are that the Communists will make
their political adversaries an offer they won’t be able to turn down.

In a word, Moldova is about to start a new political cycle. This
political cycle promises no upheavals on a major scale. Even the rift
in society is not nearly as broad as one could infer from the April
events in Kishinev. Yes, there are radical youths irresistibly
attracted to Romania. It never occurs to them that Romania itself,
EU’s backwater province as it is, is not exactly in a hurry to embrace
Moldova. They want Romania and that is that. Anyway, most in Moldova
in the meantime (mature city dwellers and villagers) consider
themselves Moldovans and entertain no heady notions of reunification
with Romania. It is these people that the new president will rely
on. Whoever he or she is does not really matter. All of Moldova knows
that Voronin will remain in charge – both as chairman of the
parliament and leader of the ruling party.

In short, Voronin is going to accept a new position and remain the
central figure in Moldovan politics. Moscow has no objections to this
development. No other politician in Moldova can match Voronin’s
ability to be pro-Russian and promote interests of his own country all
at the same time. Also importantly, Voronin himself evolved from what
he used to be once. A Communist by origin, he is smart enough to
listen to European structures. Not even his pro-European policy is a
hurdle for the relations with Moscow. Sure, there was a period when
the Moldovan-Russian dialogue was compromised. There was a period when
Moldova was rapidly drifting away… These several years of mutual
repulsion are over now, and Moscow and Kishinev find themselves on one
and the same wavelength more and more frequently. When pro-Romanian
youths were running rampant in Kishinev, Voronin appealed for support
to the Western community and called Dmitry Medvedev in Moscow whom he
found a
sympathetic and supporting listener.

No need to overestimate importance of Moldova for Russia. Russia lacks
any strategic interests in this country. Where economic interests are
concerned, they are paltry because wines and agricultural products are
all Moldova has to offer. It is its central part in Trans-Dniester
region conflict settlement that Russia goes out of its way to
retain. Russia wants to convince the international community of its
own ability to settle conflicts in the post-Soviet zone, and
settlement of the conflict between Kishinev and Tiraspol will be a
perfect way to make this point. Unfortunately, the Trans-Dniester
region keeps insisting on two options only – either independence or
membership in Russia. That it will be given neither goes without
saying. Promotion of its interests in the dialogue with Moldova is all
Russia can do for the Trans-Dniester region. Actually, certain
progress in this process was reported not long ago. Leaders of Russia,
Moldova, and
self-proclaimed Trans-Dniester Moldovan Republic signed a joint
declaration which stands for transformation of the Russian
peacekeeping on the Dniester into a peace-enforcement mission under
the OSCE aegis. It is one of the factors explaining why no involved
party (Kishinev, Tiraspol, Moscow, or Europe) needs radical changes in
the upper echelons of the Moldovan state.

Also importantly, no serious changes are expected in the team of
Moldovan negotiators involved in the talks over the Russian contingent
in the Trans-Dniester region. Moscow’s stand on the matter is known:
the contingent will be withdrawn only when all of the military
hardware has been retrieved from the region. The matter concerns about
20,000 tons of ordnance and munitions. Even uninterrupted
transportation meanwhile (a sheer impossibility in itself) will take
at least three years, according to experts.

Anyway, there is certainly more to the matter than the necessity to
guard army depots. Russia would like to retain its clout with the
Trans-Dniester region, that much is clear. Moscow remembers that there
are 100,000 Russians in the Trans-Dniester region and never permits
Kishinev to forget it either. Should something happen again (the way
it did in 1992), it is to Russia that refugees will stampede. No
wonder Russia wants stability in the region.

Grotesque protests in Moldova, pointless and fruitless as they were,
put an end to the era of the so called color revolutions. The era when
all elections inevitably included two rounds. The first round then
involved actual voting, the second came down to abolition of the
outcome of the first round through mass disturbances. It was so in
Ukraine, Georgia, and Kyrgyzstan where regimes were toppled by the
mobs inspired and guided by the opposition. It was so in Armenia too,
a bloody afterword to the presidential race. And why did the
opposition carry the day in Ukraine, Georgia, and Kyrgyzstan but not
in Armenia? All things considered, there is one nuance analysts
usually miss. In Ukraine, Georgia, and Kyrgyzstan, the opposition was
greatly encouraged by the position of OSCE and Council of Europe
observers who had dismissed the previous election as rigged. In
Armenia, however, European observers logged no serious violations and
thus prevented protesters
from appealing to anyone abroad. Aware of this lack of international
support, the Armenian opposition knew that it was licked – at least
for the time being.

And neither did the Moldovan opposition receive this external
support. Representatives of the OSCE Parliamentary Assembly wasted no
time proclaiming the parliamentary election up to international
standards.

Europe is no longer willing to barter stability near its own borders
for purity of elections in Armenia or Moldova. By and large, the era
of color revolutions is over because efforts to export revolution into
post-Soviet countries proved politically unrewarding. The West was
hailing orange revolution and revolution of the roses several years
ago. What it sees in Ukraine and Georgia these days makes it bitterly
disappointed.

There will be no second round of elections (of the kind discussed
here) in nearby countries in the future.

Art Voices Won Grand Prix At Bucharest Music Festival

ART VOICES WON GRAND PRIX AT BUCHAREST MUSIC FESTIVAL

at Bucharest Music Festival held from May 6-24. Art Voices, as well
as Israeli, Hungarian and German bands made it to Festival finals.

"Thanks to participation and victory at the Festival we received an
invitation to give five concerts in Europe," the musicians noted.

Art Voices gave their special thanks to singer Shushan Pertosyan who
made their trip to Romania possible by finding sponsors to finance it.

Art Voices Ethno Jazz Band was founded 4 years ago.
