On September 17, during the Iftar dinner, which the PM of Turkey Recep
Tayyip Erdogan gave to Turkish media editors-in-chiefs, he said Turkey
would not open its border with Armenia without solution to Nagorno
Karabakh problem. He also said that Armenia must be freed from the
influence of the powerful diaspora. We asked the Armenian Foreign
Ministry to comment on the above, which said that the Turkish PM’s
comments are not helpful to the process and that genocide survivors
must be respected.

We asked the head of the press department Mr. Tigran Balayan to
comment on the above.

Turkish Prime-Minister stated, that till Nagorno Karabakh question
is not solved, Armenian-Turkish border will not open, and made some
insulting remarks on Armenian Diaspora. What would be your comment?

Mr. Balayan said that the Turkish side is informed, and we are
confident they realize, that we exclude the conditioning of the
normalization of Armenian-Turkish relations by the steps towards
the settlement of Nagorno Karabakh conflict. Trying to link those
two processes, could ruin one and another. Number of countries,
including the Minsk Group Co-Chairs countries have expressed the
same position. They stated repeatedly that the normalization of the
Armenian-Turkish relations must be without preconditions.

With this mutual understanding we have started and conducted
negotiations and came to agreements, reflected in the initialed
protocols. If Turkish authorities have problems with the signing of
documents, they should not try to solve them by distorting the spirit,
essence and goals of the initialed documents.

The signing and implementation of agreed documents is a difficult
process. Nevertheless, Armenia is ready to respect the agreements
and go forward.

If the authorities of current Turkey are not ready today to recognize
the fact of the Genocide perpetrated in Ottoman Empire, they are at
least obliged to respect the survivors of the Armenian Genocide and
their descendants, said Balayan.

YEREVAN, SEPTEMBER 16, NOYAN TAPAN. On September 15, Armenian
President Serzh Sargsyan receiving over 10 Russian representatives
of literature, oratory, mass media, music, theater and cinema having
participated in the events of Russian Speech Days conducted in Armenia,
stressed the importance of such initiatives in the development of the
Armenian-Russian strategic cooperation in the sphere of humanities,
as well as in spreading Russian language and culture in Armenia. He
said that teaching of Russian is put on a high level in all the spheres
of the Armenian educational system, its evidence is the achievements
of Armenia registered in different Olympiads of Russian language.

According to the RA President’s Press Office, the guests told the
President about their impressions and new ideas on the development
of Armenian-Russian cultural cooperation. Particularly, they touched
upon issues of making an exchange of pupils and students, as well as
implementation of joint programs together with literature and theater
circles. S. Sargsyan welcomed the initiatives of the guests and said
that he will be glad to see that the submitted proposals have turned
into concrete programs after some period of time.

investments in implementation of debit cards, HSBC Bank Armenia Chief
Executive Officer Tim Slater said at the presentation of new service

About 20 000 debit cards will be issued in 2010.

HSBC Bank Armenia cjsc was the first international bank to open
in Armenia in 1996. The bank is a joint venture between the HSBC
Group, which has 70% ownership, and members of overseas Armenian
businesses. The bank has 9 subsidiaries and a network of automated
teller machines (ATMs) operating in Yerevan.

removed from the agenda all issues related to Armenia, Zaruhi
Postanjyan , MPs of Heritage faction told press conference in Yerevan
today.

According to her, PACE adopted such a decision since the deadline for
signing the Armenian-Turkish agreement has approached. "PACE decided to
leave in peace the Armenian authorities and give them the opportunity
to sign the protocols," deputy of the Heritage faction said.

Zaruhi Postanjyan informed, that being not a member of the PACE
Monitoring Committee, she has been twice invited to the meeting of
the monitoring committee. "This year, when I again had to take part
in this meeting, I received a letter in which I was informed that
there would be no need in my participation, since as an opposition
party the ARF Dashnaktsutyun is involved", Zaruhi Postanjyan informed.

According to her, at this meeting, the monitoring committee of PACE
did not discuss any issue related to Armenia. Commission on Human
Rights adopted the draft resolution and the report relating to the
rights of national minorities in Turkey, addressing the rights of
the Armenian population as well. "This project was included in the
agenda of the meeting, but it was also withdrawn," the deputy of the
Heritage faction Zaruhi Postanjyan said.

Three Azerbaijani judoka qualify for European championship semi-final
in Armenia

Yerevan is hosting the European junior judoka championship. On the
first day of the championship, three Azerbaijani judokas have
qualified for the semi-final.

A total of five Azerbaijani judoka are representing the country in the
championship.

Azerbaijani Judoka, Ilgar Mushkiyev (55kg) joined the tournament from
the second stage. He won Victor Garsia (Spain) without any difficulty
and qualified for a quarter final, where he triumphed over French
Maxim Dufo. He will meet with the Romanian Judoka, Kosmin Lazarean at
the semi-final.

Another Azerbaijani Judoka, Rasim Asadullayev (60kg) joined the
contest from the second stage. First, he gained victory over the
Ukrainian Artem Kharchenko and in the quarter final, he won Andreas
Krassas (Cyprus). Thus, Asadullayev is close to wave the Azerbaijani
flag and sound the Azerbaijani National Anthem in Yerevan. For this,
he, first, must win Floren Urani in the semi-final.

Fagan Eminoglu (66 kg) also succeeded in his debut. He triumphed over
the Estonian Roopsin, Chedrik Besi (Montenegro) and Zlost Horjanast
(Hungary) and qualified for the semi-final, where he will meet with
Ukrainian Artem Buligo.

Other members of the Azerbaijani squad, Ramin Gurbanov (81kg) and
Elmar Gasimov (100kg) will join the contest during next days of the
championship.

The number of children dying before their fifth birthday has decreased
steadily over the past few years, says a UNICEF report.

According to the report dated Friday Sept. 11, 2009, child mortality
fell to under 9 million in 2008. The average rate of decline from 2000
to 2008 is 2.3% compared to a 1.4% average decline from 1990 to 2000.

UNICEF supposes that breast feeding, which became more popular,
vaccinations and other measure of protection have had positive impact
on the reduction of child mortality under five.

Georgian delegation to Parliamentary Assembly of Council of Europe
(PACE) submitted a letter to the Assembly to suspend Russian
delegation from voting right, representative of Georgian delegation
Georgi Gabashvili to PACE said.

`I don’t know the exact time of submitting the offer but the chairman
of the delegation should have submitted it,’ he said.

In order to put the document on the discussion table 20
parliamentarian signatures are needed, but it turned out that 70
parliamentarians have signed it. The majority of the parliamentarians
to sign the document were from Poland and Lithuania, there were
representatives from Denmark, Great Britain, Czech Republic, Sweden,
Bulgaria, Ukraine, Estonia, Germany and other places.

The authors of the document accuse Russia of not implementing PACE
resolutions 1633 and 1647 and call on them to answer for the policy
built on `power and provocation.’

back in Soviet times, Armenian architecture expert Samvel Karapetyan
told a news conference in Yerevan, commenting upon Georgian side’s
recent attempts to appropriate Armenian cultural monuments. "Georgia’s
claims for Armenian churches and monuments, especially those
situated in Tayk province (presently known as Artvin province in
Turkish territory), date back to earlier times. That was one of the
provinces which adopted Chalcedonism, being under the guardianship of
Georgian church," Karapetyan said, adding that it was one of reasons
Chalcedonian churches used Georgian alphabet letters invented by
Mashtots. "Those records contain many serious mistakes. Therefore,
their authors couldn’t have been Georgians. The records were obviously
written by Armenians converted to Chalcedonism,"the expert stressed
adding that Georgians had no right make any claims to monuments.

Karapetyan noted with regret that monuments and churches on those
territories were studied only by one person – architect Tiran Marityan,
who later published relevant materials.

PanARMENIAN.Net reported earlier that the historical Armenian
province of Tayk had been visited by a group of "Georgian
artist-pilgrims". Organized within the frames of Georgian "Living
Music" festival, the trip consists of several stages. Such initiative
was proposed by Georgian Writers’ Union and approved by Tbilisi
municipality.

risks in schools and kindergartens to a minimum, RA Prime Minister
Tigran Sargsyan stated at Thursday’s governmental sitting, referring
to recent poisoning of children in Sisian kindergarten.

According to Premier, drastic steps should be undertaken to
preclude repetition of poisoning incidents in RA schools and
kindergartens. Ministries of Healthcare, Agriculture as well as
Yerevan Mayor’s Office were delegated the task.

On September 5, 25 children from Sisian kindergarten were taken to
hospital, diagnosed with enteric infection.

Today evening the Azerbaijani judo youth team arrives to Yerevan for
participating in the European Judo championship taking place in 11-13,
informed the Armenian Judo Federation to Aysor.am journalist. The
Azerbaijani delegation will arrive to the capital of Armenia from
Tbilisi. They have to be in Yerevan in 21:30.

The Azerbaijani will return to Baku by the same way.
