Spending on social services increase

Between January and August the state faces 157.7 billion AMD in
increased spending on social services (growth by 35% which is 86.9% of
nine-month plan).

In particular 116.9 billion AMD was allocated as pensions for
retirees, and 40.8 billion as benefit.

Spending on pensions grew by 14%, on benefits ` by 26.2%; spending on
subsidy reached 12.2 billion AMD that implement the plan by 81.2% and
lost 22.1% to last year’s index, reports press-office of Armenian
Ministry of Finance.

Budget of more than 48.6 billion AMD was projected as grant spending
of which nine-month program is already executed by 80.3%.

Lyndon LaRouche advocates set up a table on campus yesterday with
posters bearing photographs of President Barack Obama with an
edited-in, Adolf-Hitler-style moustache. While other students and
staff browsed the Dawg Daze booths, some people were busy raising
their voices because of the display.

Members of the LaRouche group hand out pamphlets with a defaced
President Obama on the cover. These depictions of the president upset
many people who saw them.

"What do you think of Obama?" one LaRouche supporter asked people
passing by the stand between Mary Gates Hall and Red Square. "He’s
kissing too much booty. What do you think of the mustache?"

Santiago Vega, a passing community member, said the display angered
him, but he said that it is tricky to define the group’s display as
either hate speech or speech protected by the First Amendment.

"They push it up to the line, but they don’t go over it," he
said. "They’re on the precipice."

The LaRouche group distributed pamphlets that drew a link between
Obama’s policies and Hitler’s policies on euthanasia.

"Obviously, they have no sense of history," Vega said. "It’s
incredible, the abject stupidity."

Henry Gasparian, an Armenian immigrant who lived through a Nazi
occupation, was charged with assault after a fight with LaRouche
supporters in Edmonds Sept. 5.

"I would almost say this is an incitement to violence," said Jeff
Ostrove, a UW sophomore who saw the display on campus yesterday.

LaRouche supporters have campaigned on campus for years, handing out
pamphlets and engaging in political debates with passers-by. Members
of the perennial presidential candidate’s national party do not talk
to the press as a rule and declined to comment for this story.

LaRouche, who first ran for U.S. president in 1976, has a long
political history. He has, at various times, been called the leader
of a politi ommunist, a racist and an anti-Semite. Although the
majority of his presidential campaigns seek a Democratic nomination,
the Democratic Party has never recognized LaRouche.

The Civilitas foundation today organized a discussion in connection
with the Armenian and Turkish dialogue in which the reporter of the
Turkish Jaman daily Yavud Baydar also took part.

Baydar noted that because of his political stances 14 years he lived
out of Turkey and returned there only in 1998. After returning to
Turkey, he got to know Hrant Dink and other representatives of the
Armenian community of Istanbul and patriarchate. Only then, he learnt
about the Armenian case.

According to Baydar, in ’90 the Turkish society started to understand
that the current Constitution needed amendments. After this, the
Turkish doors opened. And the current government managed to direct
Turkey to the European Union. The society has to know what happened
in Turkey many years ago. The Kurdish people, who are numerous in
Turkey, started bringing up their issues. And the Armenian community
which is only 70, 000 was pushed apart. The present Turkish youth is
interested in these problems. Many understand that it is impossible
to go ahead with problems. Now in Turkey the society is trying to
find ways to solve problems.

Hrant Dink’s murder gave a new dynamics to the question. Each educated
Turkish citizen tries to learn the black pages of their history. But
this is very difficult process because for many years people did not
know their history now getting acquainted with it, they need time to
reconcile, says Baydar.

Reporters asked about the Armenian and Turkish protocols. According
to Baydar, the greater part of the Turkish society does not know about
the protocols, but understands that relations should be bettered with
their neighbours. Not only physical but also spiritual borders should
be open for people to know each other.

YEREVAN, SEPTEMBER 29, ARMENPRESS: Armenian Prime Minister Tigran
Sargsyan took part today in the discussion on "Doing Business 2010"
theme organized in collaboration with the World Bank and Armenian
Government in the "Erebuni Plaza" hotel complex; representatives of the
private sector and the civil society also took part in the discussion.

Public relations department of the Armenian Government told Armenpress
that greeting the participants of discussion the Armenian Prime
Minster Tigran Sargsyan stressed the importance of improvement of
business environment in Armenia and noted that on the assignment of
the Armenian President a working group has been formed which aims to
improve the indexes reflected in "Doing Business" report.

The Prime Minister also noted that despite the progress a serious and
consistent activity must be conducted not only towards improvement
of the legislature but also the practice for administration.

Tigran Sargsyan did not consider the raise of Armenian position for 7
points gratifying, as there are tasks to be done in this respect. To
reach success in them the cooperation between the private sector,
NGOs and the state is signified.

The discussion is dedicated to the issues of business environment
which are based on Doing Business 2010 researches. The slogan of the
research is "Improving in difficult times", which is the 7th annual
report issued by International Monetary Fund and the World Bank.

The report says that Armenia has improved its positions from 50th
place in 2008 rising to 43rd place among 183 economies of the world.

ArmInfo. Great Britain will make all the efforts to assist to the
Armenian-Turkish process, fully share the aspiration and efforts of
the European Union in this direction, British Ambassador to Armenia
Charles Lonsdale said at today’s international conference in Yerevan
"Armenia- Turkey: Prospects of Normalization of Relations in the
Light of European Integration".

According to the ambassador, there are certain risks in the process of
establishment of diplomatic relations initiated by the two parties,
however, there are also opportunities of using all the possibilities
which have not been used by Armenia and Turkey for a long time enough.

The ambassador attached importance to the process of normalization
of the Armenian- Turkish relations and emphasized that the countries
of the region, as well as the those outside of it are also interested
in successful completion of the process.

The conference has been organized by Analytical Center of Globalization
and Regional Cooperation and the British Embassy in Armenia. Experts
and politicians from Armenia and Turkey, a number of ambassadors
and representatives of foreign states in Armenia take part in the
conference.

ArmInfo. Turkey overestimates its opportunities in Azerbaijan,
Leader of the Liberal-Democratic Party of Turkey Cem Toker told
ArmInfo correspondent, Monday.

At the same time, overestimating its opportunities, the authorities of
or country underestimate the responses from Azerbaijan in the context
of normalization of Armenian-Turkish relations. Therefore today Turkey
can’t play a mediator’s role in the region only by participating in
the events, he stressed.

According to the Turkish politician, being a Muslim country, Turkey
can’t simply be a mediator as it holds an openly pro-Muslim position
with respect to not only the Nagorno-Karabakh, but also any other
conflict in the region.

He added that Turks are brothers of not only Azeri people, but also
Arabs and any other nation professing Islam, therefore Turkey’s real
opportunities in respect of mediation in a conflict are quite modest,
the Turkish politician concluded.

The Republic of Armenia and the Republic of Turkey have agreed to
start their internal political consultations on the two protocols –
the "Protocol on the establishment of diplomatic relations" and the
"Protocol on the development of bilateral relations" – which have been
initiated in the course of their efforts under Swiss mediation. The
two Protocols provide for a framework for the normalization of their
bilateral relations within a reasonable timeframe. The political
consultations will be completed within six weeks, following which
the two Protocols will be signed and submitted to the respective
Parliaments for the ratification on each side.

He was one of those without whom, in his opinion, everything would
sink in sweet syrup.

A couple of years ago I had a chance of an interview with Robert
Sahakyants and one could not assume at that time that he would leave
the world so soon. We all knew he was ill, but no one suspected
how serious the illness was. He was one of those without whom, in
his opinion, everything would sink in sweet syrup. All that you’ll
read further are his direct words, as we thought no one could speak
of Robert Sahakyants and the world surrounding him better than he
himself. For some reason he always spoke Russian, although he knew
his native language perfectly well. Call it freak of a genius if you
like, but now that he is gone words, however beautiful they might be,
are needless.

/PanARMENIAN.Net/ – I do what I love, it has never been otherwise. I
love making animated films but I can’t stand movies. Movies in general,
and Armenian films in particular are either boring, melancholic rural
genre, or the same boring, melancholic and in addition fake urban genre
with impractical literary language, and unreasonable behavior of the
actors. I’ve never loved the cinema and I always ask those who argue
with me: "Do you have at least one cassette with an Armenian film
in your house?" and the dispute ends at that. The Armenian cinema
has never been a phenomenon. There have been some good films, but,
largely, even they were compromising, and the causes of compromise were
the era, censorship and mentality. But if you cast a neutral glance,
there is hardly any motion picture that can be called an Armenian film.

– I cannot recall fragments of the Armenian culture even in Soviet
times. The only difference is that the same words were pronounced
louder then. We have always had a superficial culture: everyone is
awarded, everyone has titles, and it makes them self-conceited and
arrogant, but in depth they are all null. The same stoc d neither by
knowledge nor by law. The overall level of development and education
is low; nothing has been changed regarding culture – just as bad and
provincial as it used to be. Provinciality is a sin; it’s the sin of
provincialism. We have remained the same backyard of the empire. It’s
a shame that cultural figures and intellectuals are ignorant. And the
crowd does not think about its antiquity and exclusivity. It doesn’t
give a damn. Crowd is always a crowd.

– Let us recall what we have. Do not take music. Komitas Quartet
has always existed and it will live on – there have always been
remarkable musicians in Armenia. I’m talking of the ability to talk,
think, discuss and explain one’s standpoint. Any "cultural figure"
can be caught unawares. For example, nobody has ever thought if
Dostoevsky is indeed good. It is not necessary to subvert, but one
can doubt at least. Eyes will pop out on their heads if you ask "Is
"Gioconda" real or not, should it be hung or not, is there a mystery
smile or not?" They can not express an opinion on it or even think
over it. We perceive culture by blocks and with slothfulness.

– It is absolute laziness to think that it is not for us to
consider. We have more urgent, tangible goals – to go out, toss
someone and be happy on that. I’m not going to recall facts, not
because I do not know them but because everything is so purely formally
done that to accuse anyone would be pointless. Cultural figures are
amazingly caught at medals. Three days ago severely criticizing the
authorities on TV, from the hands of the same authorities they take
alms. Repair the theater and actors will support the government, do
not repair and they’ll be for the opposition. It is not my discovery;
this is a statement of fact.

– Tell me how to explain to schoolchildren that it’s a sin to tease
an animal if on Sundays we make animal sacrifices before the child’s
eyes. They say it’s an ancient custom of ours. Then, let us go back
to our original state and remove this ext aneous feature. Especially
that it is very delicate – just enough to blow away.

– I have a very reserved attitude towards Yerevan. This is my
favorite city because it is related to my childhood and the people
I meet every day. It is the studio on Teryan Street, where I began
to work. It is specific buildings that I love, but it does not
mean that I like them. Never could I understand our stock phrase
"pink city". I generally prefer cream colour, and secondly it is
not pink, but dirty-violet with unpleasant tint that arouses no
enthusiasm at all. I simply love this city, but her being older than
Rome doesn’t mean she is better. That repulsive color of buildings
is rubbish. Complete absence of aesthetics and the desire to have
beautiful environment. I love this city but were I a tourist, I would
never come here. Stereotypes are also terrible because poets poetized
and profiteers that became businessmen perceived it bluntly. And so
for the right to swim in Lake Sevan they take crazy amounts of money,
because it is a treasure for us and better than the Mediterranean
Sea. Five-star hotels – who ever builds these hotels? Will businessmen
ever come to Yerevan as a tourist and pay these amounts for staying
a day in such hotels? You can never get an answer to these questions,
and I’ve already discussed the reasons.

– At the age of 23 I wrote the following for Ara Yernjakyan, who opened
the Chamber Theater and more and more up-to-date it is becoming for
me: "Here in the mountains there live wonderful people. They have
been living here for ages. This wise old shepherd was tending his
sheep when Alexander of Macedon passed through this land with his
troops. Alexander went further and soon died. Years later another
Alexander, this time Pushkin, came here and met the old shepherd. He
went further and was soon killed in a duel. And the wise old shepherd
continues tending his sheep in the mountains. Long life and new
Alexanders to you, old shepherd".

– You can love Yerevan, but you needn’t tell tales. Everything is
separate: it’s mountains, it’ sheep, it’s Rome.
