ArmInfo. Van Eastern Province regional governor Munir Karaloglu said
on Thursday that Turkey would open an Armenian church Surb Khach in
an eastern city on Akdamar island to worship in September 2010.

The Surp Khac Church on Akdamar Island in Lake Van was opened in 2007
as a museum after it was restored by the Turkish government between
May 2005 and October 2006. The restoration cost $1.7 million.

Karalogu said he had contacted the Ministry of Culture and Tourism
in order to open the church to worship and to invite the Armenian
community.

Former Turkish Minister for Culture and Tourism Atilla Koc and then
Armenian Deputy Minister of Culture Gagig Gyurjian, and Mesrob II,
the patriarch of Turkish Armenians, participated in the inauguration
ceremony on March 29, 2007.

The Akdamar Church was constructed by architect Bishop Manuel between
915 and 921 A.D. under the supervision of King Gagik I.

Among the important pieces of Armenian architecture, the church draws
attraction with its stone workmanship and the relief on its walls.

The Asian Development Bank has issued a grant of USD 1 million for
the production of a feasibility study into Iran-Armenia railway
construction. Gurgen Sarkisian, the Armenian Minister for Transport
and Communications, said this in Yerevan on December 21. Iran has
taken on a commitment to financially support this project.

The Asian Development Bank is considering issuing further loans to
this project. The Armenian Government has created a company which
will be involved in organising the project.

In Tehran last April Iran and Armenia signed an agreement on the
construction of railways. This construction will cost approximately
USD 1.5 billion and take 5-6 years. The feasibility study for this
should be ready in three months.

Liverpool is to celebrate the bicentenary of the birth of William
Gladstone, four-time British Prime Minister, with a special exhibition
celebrating his life.

The FREE exhibition, to launch on Tuesday, December 29th – 200 years
exactly to the day of his birth – will be held at St George’s Hall
in Liverpool, less than a mile from his birthplace at 92 Rodney Street.

The three month long exhibition, which ends on March 27 2010, will
be situated in the Gladstone Gallery in the Grade 1 listed hall and
will feature items such as records, diaries and books from his career,
Gladstone merchandise such as pottery and ceramics, newspaper cuttings
of the day and a bust donated by John Moores University.

As part for the celebrations, launched by Liverpool’s Deputy Lord
Mayor, Councillor Hazel Williams, a series of talks will be held on
the day by local historians exploring the different stages of his
life from Gladstone’s childhood in Liverpool, his political career
to the world in which he operated.

Councillor Gary Millar, Executive Member for Enterprise and Tourism,
said: "William Gladstone was a true colossus of British politics,
his influence and beliefs can still be felt today and continue to
inspire many to take an interest in politics.

"Liverpool is fortunate and honoured to have him as a son and
I’m delighted the city is celebrating his fascinating life on this
landmark anniversary. St George’s Hall is a living history lesson of
the legacies of the Victorian age and with a room and statue dedicate
the Grand Old Man himself, I can’t think of a better venue for this
exhibition. I’m sure everyone who has an interest in the man and his
time will find this exhibition of great interest."

One of the outstanding statesmen of the 19th century, Gladstone was
instrumental in shaping modern-day democracy in Britain from reforming
voting rights and meritocracy in the army, to free education and
advocating Irish Home Rule.

An MP for more than 50 years, the son of a Scottish merchant also
served as Chancellor of the Exchequer where he passed a bill cutting
publishing duties paving the way for cheaper newspapers and more
publications.

Steve Binns, MBE, Community Historian of Liverpool City Council,
is one of the UK’s leading authorities on William Gladstone. He has
dedicated 30 years to studying his life, has read over 5,000 of his
letters and is attempting to transcribe his 12 volume personal diary –
the biggest book in the English language – into Braille.

Steve said: "Gladstone is my hero because of his journey from opposing
any change to championing the right of the people to be at the heart
of the government. He arguably invented modern politics from public
speaking and public campaigns to the secret ballot – all of which
was centred on the revolutionary idea of persuading people to vote
and to trust them to do so.

"His attitude to life is fascinating and in my opinion he is probably
Liverpool’s greatest son. He famously said he always backed the
masses against the classes and made so many comebacks that the remark
‘you could take Gladstone out of Liverpool but not Liverpool out of
Gladstone’ always proved accurate."

Cited by Winston Churchill, who also represented both the Liberal and
Conservative Party, as one of his greatest inspirations, Gladstone
was equally famous for his frosty relationship with Queen Victoria
and his political rivalry with Benjamin Disraeli, who like Gladstone
is also honoured with a statue at St George’s Hall.

In 1895, at the age of 85, Gladstone bequeathed £40,000 (equivalent to
approximately £3.31 million today) and much of his library to found St
Deiniol’s Library in Hawarden, Wales, the only residential library in
Britain. Despite his advanced age, he himself hauled most of his 32,000
books a quarter of a mile to their new home, using his wheelbarrow.

In 1896, in his last noteworthy speech, he denounced Armenian massacres
by Ottomans in a talk delivered at Liverpool to 7,000 people at the
now-gone Henglers Circus near West Derby Road.

Gladstone died on 19 May 1898 at Hawarden Castle, Hawarden, Flintshire
aged 88. His coffin was transported on the London Underground before
his state funeral at Westminster Abbey, at which the Prince of Wales
(the future Edward VII) and the Duke of York (the future George V)
acted as pallbearers.

Azerbaijan’s permanent mission to the UN expressed its attitude to
the resolution on the right of peoples to self-determination adopted
at the 64th session of UN General Assembly.

Azerbaijan and Armenia are one of the 50 co-sponsor of the resolution.

Azerbaijan representative to the UN Agshin Mehdiyev said that the
resolution on this subject are adopted every year.

"It has a traditional character. We have always been a co-sponsor of
the resolution. Because Azerbaijan has never opposed right of peoples
to self-determination."

The Armenian Foreign Ministry has embarked on an artificial campaign
in connection with the document adopted at the UN. The resolution
reaffirms the universal application of the right of peoples to
self-determination and urges countries to draw attention to violation
of this right. Armenia says the resolution marks a success in resolving
the Karabakh conflict.

However, the General Assembly document does not stipulate application
of the right of peoples to self-determination in specific conflicts.

Mehdiyev believes that the resolution does not have any moments that
would gladden Armenia.

"Azerbaijan is not opposed to right of peoples to self-determination.

We have always said that this right has nothing to do with the
Karabakh Armenians. Because Armenians have already determined their
fate in a sovereign republic of Armenia. That’s all. How one and the
same people can self-determine many times? The Armenian authorities
are conducting contrived campaign. In fact, this resolution has no
relation to Nagorno-Karabakh," he said.

YEREVAN, December 22. / ARKA /. Member of the World Bank – the
International Finance Corporation (IFC) will provide CJSC Ameriabank
a loan with a purpose of financing small enterprises in the renewable
energy worth $ 15 million.

This was reported to ARKA News Agency by the press-service of the bank.

According to the press release, the relevant agreement between the
Chairman of the Directorate-General Director of Ameriabank Artak
Anesyan and the Regional Director of IFC in the Caucasus Thomas Lubeck
will be signed on December 22 in Yerevan.

Ameriabank (former Armimpexbank) was established in July 1992 on the
basis of the Armenian branch of the USSR Vnesheconombank. On September
8, 1992, the Central Bank of Armenia issued a license to the bank.

TDA Holdings Limited, affiliate of the Russian Troika Dialog Investment
Company, became the bank’s principal shareholder (96.15%) in August
2007. In May 2008 the bank was renamed Ameriabank.

Armenian Stock Exchange awarded a status of market-maker of the bonds
of IMEX Group to Ameriabank on November 3 2008.

According to ARKA News Agency’s data, as of September 30 2009,
the bank’s assets amount to 93bln AMD, the bank’s liabilities are
at 71.7bln AMD, the total capital is 21.3bln AMD and the authorized
stock totals to 18.2bln AMD.

The bank’s credit investments were 44.5bln AMD in the period with
liabilities to clients totaling 62.2bln AMD.

Net profit after taxes amounted to 1064.6mln AMD in January-September.

Currently, the bank has only one branch on the territory of Armenia
($1=373.97Drams).

Barack Obama The appeal says that the US aid to separatist regime in
Nagorno Karabakh caused concern among the European Azerbaijanis.

"The Azerbaijani region of Nagorno Karabakh along with the adjacent
regions is occupied by Armenia. The US position as a Minsk Group
co-chair regarding support to the territorial integrity of Azerbaijan
and assistance to Karabakh separatists contradict to each other",
the appeal says.

The Congress urges the US president to stop execution of this decision
and further abstain from such steps, damaging the international image
of his country.

Azerbaijan loses credibility to OSCE Minsk Group mediating Karabakh
peace process, country’s Parliament Deputy Speaker Bahar Muradova
said December 18.

Trend News quotes Muradova as saying, "The OSCE MG has stated its
position only in separate stages of the negotiations. However, its
representatives have always refrained from expressing an opinion in
connection with the actions of members of this group."

According to her, Armenia got support from Russia and France and thus
"they [the OSCE MG] do not condemn one another in this matter and I
do not think that would condemn in future."

A delegation of Turkish journalists, which is in on a visit to
Yerevan on the initiative of the Eurasia Foundation, participated in
a roundtable on the Armenian-Turkish relations and Nagorno-Karabakh
problem.

Armenian journalists reminded their Turkish counterparts that Turkey
has unilaterally been defending Azerbaijan’s interests since early
20th century. Some of the Turkish journalists consider linking the
Armenian-Turkish relations to the Nagorno-Karabakh problem inadvisable.

The RA Parliament member, representative of the Republican Party
of Armenia (RPA) Artak Zakaryan held a meeting with the Turkish
delegation. The Turkish journalists asked the Armenian MP about the
prospects for ratification of the Armenian-Turkish protocols by the
Armenian Parliament, as well as about hat the Armenian side means by
"a reasonable timeframe."

Zakaryan pointed out that Armenia does and will honor all of its
commitments, and expects Turkey to show a similar approach. According
to him, the protocols do not contain any preconditions so they must
not be set outside the protocols either. The Armenian MP also stated
that Armenia reserves the right to adequate steps under international
law in case Turkey refuses to sign the protocols or breaks the terms.

its allies within NATO and in Europe, particularly at a time when
Turkish and US leaders recently had a lengthy meeting during which
they discussed a series of global matters, is an incorrect perception,
a senior US State Department official has said.

The remarks by Philip Gordon, assistant secretary of state for
Europe and Eurasian affairs, came at a hearing at the US House of
Representatives on Tuesday.

Wexler asked Gordon about his view of claims of a shift in Turkey’s
foreign policy orientation. Firstly noting that he had also read those
articles about Turkey’s foreign policy, Gordon said that Turkey has
been playing "a more active role in its region and seeking a very
important role."

Ankara and Washington may have different views on certain issues,
Gordon said, adding that US President Barack Obama and Turkish Prime
Minister Recep Tayyip Erdogan discussed a series of issues including
the two countries’ approaches to Iran, Israel and Syria during their
Dec. 7 meeting at the White House.

"I believe that thinking that Turkey has turned its back to its
decades-long cooperation with NATO, the US and Europe is an incorrect
perception," Gordon was quoted. Highlighting that the meeting between
Obama and Erdogan took a few hours, he said, "This is not a sign
showing that a country is moving away from the US."

It is also not possible to say that Turkey, which is continuing its
bid to become a member of the EU, is moving away from Europe, he said.

"However, it is a fact that Turkey is continuing to be a close partner
for us with its big and important cooperation on a regional and global
scale.", Today’s Zaman reported.
