The Zarakolu Price Goes to Info-Turk Editors

The Istanbul IHD has decided to attribute the Ayse Zarakolu Price for
Freedom of Thought (2006) to Info-Turk editors Özgüden and Tugsavul
along with Kisanak, Yilmaz and Karaca. The price award ceremony took
place on the International Women Day.

BÝA (Istanbul) – The Istanbul Section of the Human Rights Association
of Turkey (IHD) has decided to attribute the Ayse Zarakolu Price for
Freedom of Thought (2006) to Info-Turk editors Özgüden and Tugsavul
along with Kisanak, Yilmaz and Karaca. The price award ceremony took
place in Istanbul on the International Women Day.

Since Özgüden and Tugsavul cannot enter their country because of
legal proceedings, publisher and human rights defender Ragip Zarakolu
came to Brussels on February 24, 2006, and announced the IHD’s
decision at the International Freedom of Expression eXchange (IFEX)
General Meeting held at the International Press Center. Later on, he
presented Özgüden and Tugsavul the price.

Ayse Nur Zarakolu, publisher and co-founder of IHD association, was a
determined defender of human rights. She always had a clear and net
standing against militarism and taboos defined as “red points” by the
militarist system. Because of this standing, she was tried,
imprisoned and subjected to various menaces. So, she became one of
the vanguards of the fight for the freedom of thought and expression.

Even at the time when the simple word “Kurd” was banned, she did not
hesitate to publish Sociologist Ismail Besikci’s book entitled
“Kurdistan, an Inter-States Colony.” She published the works
revealing the suffer and problems of the Non-Moslim minorities. She
also started debate on the question of “Armenian Genocide” which
still remains as a taboo in Turkey.

Ayse chose what is difficult, not the easy one. Since her death, as
the Istanbul Section of the Human Rights Association, we attribute
The Price of Freedom of Thought and Expression in the name of Ayse
Nur Zarakolu.

This year we elected five persons who choose what is difficult and
fight for years against militarism.

Today, when one speaks of “freedom of thought”, Article 301 of the
Turkish Penal Code comes to mind. Adopted in a racist point of view,
this article privileges as a crime only the insult to the Turkish
identity while they are many people belonging to different ethnic
identities. To be tried under this article, it is enough to speak of
“red points.”

Dogan Özgüden and Inci Özgüden-Tugsavul are two journalists who fight
for many years against military coups and militarist policies. With
their review Ant, they always criticized the militarist tendencies in
the name of the left-wing movement of Turkey.

With the Info-Turk Agency that they founded in exile, they put in
question many subjects considered taboos in Turkey. They took a clear
position against anti-semitism and opened debate of the question of
Armenian Genocide. Still there is always an arrest warrant against
Dogan Özgüden under Article 301 for having criticized putschist
generals.

Zülküf Kisanak was sentenced according to the same article because of
his book “Lost Villages – How the Heritage of Thousands Years was
destroyed?”

Seferi Yilmaz, after the sabotage of the counter-guerrila forces
against a bookshop in Semdinli, played the principal role in the
identification of these forces. So, he encouraged all those who fight
for a pacific solution to the Kurdish Question.

As for Emin Karaca, he was arrested at the 1971 military coup. After
his release in 1974, he continued his journalist work. He was
condemned again because of an article that he translated on the
Gladio and the Susurluk Scandal. He keeps a net position on the
subject of Armenian taboo. Recently, he was sentenced under Article
301 for having criticized putschist generals.

As the defenders of human rights, we consider vital the fight against
militarism and the taboos that it invented. The fights in this field
should never be forgotten.

We are sure that if Ayse had heard the names elected for the price in
her name, she would stand up and applaud them by all heart.

Dogan Özgüden and Inci Tugsavul

Dogan Özgüden, 70, began journalism career in 1952 in Izmir. After
having worked at the newspapers Ege Günesi, Sabah Postasi, Milliyet
and Öncü in Izmir, Gece Postasi and Sosyal Adalet in Istanbul, he
directed as chief editor and main editorial writer of the most
important left-wing daily Aksam (1964-66).

Inci Tugsavul-Özgüden, 65, began journalism career in 1961 in Ankara
at the daily Hür Vatan and the weekly Kim, later worked at the
dailies Hareket (1962-63) and Aksam (1963-66).

They founded and directed the socialist review Ant and the Ant
Publishing House (1967-71). Both were accused more than 50 times of
having committed “crime of opinion” in the articles that they wrote
or published. Threatened by a total of more than 300-year
imprisonment, they had to leave Turkey after the military coup of
1971.

In Europe they organized the Democratic Resistance of Turkey with
other opponents in exile in order to mobilize European public opinion
against the Junta’s repressive regime.

Since 1974, they edit in Brussels the Info-Turk Agency which informs
the world opinion of the situation of human rights in Turkey
() and lead the Sun Workshops (Ateliers du
Soleil), a multicultural permanent education organization
().

Along with more than 200 other opponents of the regime in exile, they
were deprived of their Turkish nationality in 1982 because of their
criticisms against the military junta. Although this decision was
annulled after ten years, the Foreign Affairs Ministry has declined
to give them a written guarantee that they would not be indicted or
imprisoned for the accusations that the same ministry communicated
earlier to the European Human Rights Commission.

On the contrary, more than 30 years after the military coup, Turkish
Justice indicted Dogan Özgüden for insulting army chiefs because of
his article criticizing putschist generals. The tribunal ordered his
arrest at the checkpoint if he returns to Turkey in order to judge
him.

One of the former leading members of the Journalists’ Association of
Turkey (TGC), the Journalists’ Trade Union (TGS) and the Ethical
Council of the Press (BSD) in Turkey, Dogan Özgüden is now a member
of the Association of Professional Journalists of Belgium (AGJPB),
the Brussels Center of Intercultural Actions (CBAI), the Human Rights
League of Belgium (LDDH) and the Movement Against Racism and
Xenophobia (MRAX).

He is author of many books and studies, mainly On Fascism (1965,
Istanbul), On Capitalism (1966, Istanbul), File on Turkey (1972,
France), Turkey, Fascism and Resistance (1973, The Netherlands; 2006,
Belgium), Mass media and Turkish Migrants (1983), The Portrait of
Turkish Migration (1984), Black Book on the Militarist “Democracy” in
Turkey (1986), Extreme Right in Turkey (1988).

Former member of the Journalists’ Association of Turkey (TGC) and the
Journalists’ Trade Union (TGS ), Inci Tugsavul-Özgüden is now member
of the International Press Association (API) in Brussels. She is the

DEMOCRACY IN ARMY?

It is the second day since a round table seminar is
being held in Yerevan in the scopes of Starlink
program. It has been organized by International Centre
of Human Development (Armenia) and Research Centre of
European Securities (Netherlands) organizations.

Starlink program aims at `joining Georgia, the Ukraine
and Moldova to larger community of European security
stimulating the process of amendments and democratic
government of security field.’ Politician Aghasi
Yenokyan thinks: `This seminar has an introductory
character after which different mechanisms of
democratic control over armed forces will be
represented, trainings will be held and so on. And the
democratic control over armed forces in Armenia is of
extreme necessity and as the army has a great impact
on the political processes in Armenia. These two must
be separated from each other as much as possible.’

In his turn former Minister of Defence of the
Netherlands and former Secretary of Western-European
union Whim van Eckeley thinks such activities are
important to develop the system of defence.

Taking into consideration the circumstance that the
possible punitive measures towards Iran can create
real threats for Armenian security the Armenian
correspondents tried to receive comments on the
question form former European Minister of Defence.

`It’s a rather difficult question. But I don’t think
serious punitive measures will be carried out against
Iran in the near future. I think Iranian Government
will have commonsense enough to let international
agencies set control over realization of nuclear
programs,’ W. van Eckeley said.

However, Armenia is the 4th country after the Ukraine,
Moldova and Georgia to undergo Starlink program.
Taking into account the fact that the above mentioned
countries faced `colored revolutions’, as well as
active attempts to be admitted in the NATO in the
latest 2-3 years, isn’t there apprehension that the
same tendency is expected in Armenia? In reply to
Panorama.am this question politician A. Yenokyan said:
`Nevertheless, the NATO can give warrants of real
security to European countries. The fact of being
under the patronage of that organization holds these
countries back from war, it is obvious. I think in the
case of Armenia it will work if we manage to be
integrated into this project together with our

Receiving the representatives of Christian leagues, His Holiness Aram I
emphasized the decisive importance of Christian togetherness. “It is a
fact that Christian communities have different theological perceptions
and different political approaches, but eventually we belong to one
Christian community. Therefore, we must strengthen our common ground
by making it a source of strength and deeper commitment”. Speaking
about the Christian-Muslim dialogue, Aram I considered it “an essential
dimension of our common life in Lebanon. It is integral to our daily
life. It touches all spheres and aspects of our lives. Lebanon means
co-existence, but the challenge is how we can sustain our coexistence
by common values, perspectives and aspirations that ensure the unity,
independence and sovereignty of Lebanon”.

In response to some of the questions raised by those present pertaining
to Christian-Muslim dialogue, His Holiness referred to inter-religious
dialogue as “a global concern and a clear priority for all the
churches”. He said that “Unfortunately, inter-religious dialogue
has become a fashion in many regions and such initiatives are taken
for the sake of making headlines and gaining some visibility. If we
are serious about inter-religious dialogue, we must give substance,
establish a clear agenda to such dialogues”. His Holiness also
stressed the importance of methodology and strategy to be adopted by
inter-religious dialogue. He said: “Superficial approaches, one-sided
and bias attitudes do not help to promote closer collaboration between
religions. We must be realistic. We must address the root cause and not
just symptoms of issues and challenges facing religions and societies”
said His Holiness.

“Earth From Sky” Photo Exhibition To Be Opened In Yerevan

“EARTH FROM SKY” PHOTO EXHIBITION TO BE OPENED IN YEREVAN

YEREVAN, October 17. /ARKA/. A photo exhibition “Earth from the Sky”
is to be opened at the National Picture Gallery in Yerevan on October
21. Displayed at the exhibition will be the works by the French
photographer Jean Artus Bertran.The press service of the French
Embassy in Armenia reports that the photo works show the Earth’s
nature and the damage caused to it by Man. The photographer flied
over hundreds of countries and spent 4,000 hours to prepare this
series of photos.

The photos served as a basis of the book “The Earth from the Sky”
published in 24 languages. The exhibition bearing the same title has
been held in 30 countries and visited by 50mln people. In Yerevan the
photos will be available in a tactile version for people with sight
problems.

The exhibition will be opened by a press conference of French
Ambassador to Armenia Henry Cuny.

YEREVAN, OCTOBER 13, NOYAN TAPAN – ARMENIANS TODAY. Armenia-diaspora
conferences don’t touch upon issues of considerable role and meaning
for re-establishment the Armenian people’s unity. Paruyr Hayrikian,
the Chairman of the National Self-Determination Union expressed such
an opinion at the October 13 press-conference.

According to Hayrikian, the issue of a united system of the Armenian
Apostolic Church and of ways of re-establishing the united orthography
should certainly be involved in the agenda of the 3rd annual conference
Armenia-Diaspora to take place soon. On this occasion, the NSDU
Chairman sent a letter to Vartan Oskanian, the RA Foreign Minister by
which he proposes to work out slogans and a symbol for that conference
starting from now and even to announce a national competition for that
purpose. For example, according to him, the following symbol should
be put into the circulation: “Every Armenian, led by the commandment
“respect parents,” should visit Armenia and put out a candle at Surb
Etchmiadzin once in three years, at least in five years.”

A NEW ERA FOR TURKEY AND ARMENIA

October 3rd was a historic day for Turkey and for the European Union as it
marks the official launch of negotiations that should lead to Turkey joining
the European Union. The Turkish Armenian Business Development Council
welcomes this decision and looks forward to the long period of negotiations
ahead of us as a unique opportunity for the citizens of the EU and of Turkey
to come to know, and learn from, one another.

The talks ahead are likely to be difficult at times. Yet the obvious
reluctance of significant sections of the European public to envisage
Turkey’s membership of the European Union cannot be overcome through
traditional diplomatic arm-wrestling or geopolitical arguments. Turkey does
not seek to join the European Union out of fear of rejection, but because it
genuinely aspires to being part of the European project.

We therefore look forward to seeing the Turkish Government and Turkish civil
society embrace their EU counterparts with self-confidence, and a genuine
aspiration to joining a human community spanning the European continent.

Armenians are a part of that community. The government of Turkey can and
should use this historic moment to reach out to the Armenian Diaspora of the
European Union and generate goodwill among them: they are citizens of the
European Union and will be sharing the European home with Turks. Turkey must
urgently engage with the Armenian Diaspora and actively transform its
relationship with them, just as the Armenia Diaspora should now seek to
engage with Turkey. Such a move would undoubtedly gain Turkey many other
friends in the process.

The Republic of Armenia is also aspiring to be the part of the European
Union. It is self-evident that a cooperative relationship between both
countries would serve both their interests, and greatly advance their EU
ambitions. Turkey has established no relations yet with its small neighbour,
and the issue is bound to plague the accession process. A powerful country,
a recognised democracy, Turkey must recognize that a benign policy towards
Armenia is an effective and lasting way to enhance its influence and
prestige. A policy shift in this respect would be a sign, not of weakness,
but of sound policy-making.

The TABDC looks forward to a period of creative problem-solving, and stands
ready to assist in the process where it can.

Serge Sargsyan is not going to discuss issues referring to Armenia’s
home policy.

The Armenian MOD head stated it in a conversation with journalists
in Yerevan October 11. “I consider discussing own domestic issues in
another country insulting. Views may be exchanged, but there may be
no discussion,” Mr. Sargsyan said. In his words, the visit will be
held on the invitation of the American party, specifically Defense
Secretary Donald Rumsfeld. S.

Sargsyan informed the visit will not exceed 4-5 days thus not lasting
a week “as the press had reported.” In the Minister’s opinion, no
agreements or treaties will be signed in the US. “All corresponding
agreements between us are signed, and I do not think there will be
any new bills,” Sargsyan said.

As it was reported earlier, at the National Press Club in Washington S.

Sargsyan will make a statement, titled Armenia: Security and
Development Prospects in the South Caucasus. During his visit he will
meet with US Defense Secretary Donald H. Rumsfeld, National Security
Council top officials, as well as Armenian servicemen participating
in the Kansas National Guard exercises. The Armenian MOD head will
also visit the US Central Command base situated in Tampa, Florida,

S.F. Taxi Driver, Passenger Killed In Violent Crash

S.F. TAXI DRIVER, PASSENGER KILLED IN VIOLENT CRASH

SAN FRANCISCO – A longtime San Francisco taxicab driver and a
21-year-old Duke University student were killed in Pacific Heights
late Sunday night after their cab was broadsided by an allegedly
drunken driver fleeing the scene of another collision.

The driver, identified as 43-year-old San Francisco resident Kevin
McGuinness, was booked into the jail ward Monday at San Francisco
General Hospital on two felony counts of vehicular manslaughter and
drunken driving, police said. He was treated at the hospital earlier
in the day, SFPD Officer Maria Oropeza said.

Yellow Cab driver Zareh Soghikian, in his 70s, and the front-seat
passenger, 21-year-old Tyler Brown, were killed in the collision.

Brown’s stepbrother and their friend, Michael Giedgowd, were also
injured in the crash but were both in stable condition Monday evening.

Prior to the crash, McGuinness fled from another accident at the corner
of Polk and Washington streets, according to police. Oropeza said the
victim in the first crash followed McGuiness to the intersection of
Broadway and Webster streets, where the alleged drunken driver smashed
into Soghikian’s taxicab on the passenger side. Both Soghikian and
Brown were pronounced dead at the scene.

Oropeza said McGuinness tried to flee the second, fatal scene but
could not get out of his car. Soghikian, a taxi driver in The City
for at least two decades, was described as a well-liked man who
was known within the taxicab community for his work on the union
representing cab drivers. Ruach Graffis at the United Taxicab Workers
said Soghikian was born in Egypt but was Armenian by descent, and
lived on Scott Street in the Marina. He worked nights for Yellow Cab
and ran a travel business during the day, she said.

UTW posted a note on the Web site Monday morning, reading in part,
“Our dear friend and UTW activist Zareh Soghikian got killed Sunday
night in his Yellow Cab #701 … We will miss Zareh in our meetings
and on San Francisco’s streets.”

Brown, originally from Marion, Mass., was months away from earning
a bachelor’s degree in engineering from Duke University and was in
town visiting his stepbrother.

Brown was a member of his campus’ chapter of Engineers Without Borders
and recently traveled to Bande Aceh, Indonesia, to help repair villages
and airstrips damaged by the tsunami, according to a statement from
Duke University.

Brown’s parents arrived in San Francisco on Monday but could not
be reached for comment. Carol Brown, a neighbor from Tyler Brown’s
hometown who is not related to the family, said his death is already
affecting the community there.

“Our whole neighborhood is just devastated,” Brown said. “We are
deeply sad.”
