ANALYSIS: IS THE AIRBUS A320 TOO HI-TECH TO HANDLE?

Severe weather was blamed by Russian officials as the likely cause of
the Armenian airliner crash off Sochi and an air traffic controller
is under investigation.

Such storms create the violent wind shifts and bad visibility that
have led many an airliner, both old and modern, to disaster on the
approach to landing.

However the crash may revive questions about the high-technology
design of the Airbus A320 and the crew’s ability to handle it.

The short-to-medium haul A320 was the first all electronic
“fly-by-wire” airliner. With over 2,700 produced since 1988, it has
proved one of the world’s safest airliners. Before the Sochi disaster,
11 fatal A320 accidents had killed 327 people.

However four fatal crashes in the first five years of the A320 prompted
concern that its Flight Management System (FMS) was so sophisticated
that it could lead pilots into danger.

On Tuesday, a court in France began hearing criminal charges against
Airbus and transport officials over the 1992 crash of an Air Inter
(now Air France) A320 on the approach to Strasbourg, killing 87. The
crew was officially blamed with mis-entering data into the FMS but
relatives of victims are partly blaming its crew interface, which
was later modified by Airbus.

In 1993 the A320 design was blamed for the late deployment of the
brakes on a Lufthansa A320 when it ran off the runway in Warsaw,
killing two.

Since the early 1990s there has been no common thread to incidents
with A320s or the larger Airbus family, which in recent years has
overtaken Boeing as the biggest selling make. Boeing’s airliners
since the 777 have used fly-by-wire technology but it is not quite
as automated as Airbus.

In 2000, pilot error was blamed for an approach-to-landing disaster
involving a Gulf Air A320 which killed 143 off Bahrain. That crash
occurred in good night-time visibility, but it otherwise resembled
yesterday’s accident because the crew were turning back over water
after a first missed approach when they came to grief.

The relatively inexperienced crew lost their bearings, apparently
misunderstood information that they were receiving from the FMS and
flew the airliner into the sea. Some aviation experts at the time
questioned the role of the automated system.

decided to create a working commission to show necessary assistance to
families of people died in the accident of the aircraft implementing
the Yerevan-Sochi flight on May 3. The working commission will be
created with the following staff: Hovhannes Margarian (“Orinats Yerkir”
(Country of Law) party), Hovik Abovian (RPA), Vostanik Marukhian
(ARF), Aghasi Arshakian (“Azgayin Miabanutiun” (National Unity),
Mnatsakan Petrosian (ULP), Vladimir Badalian (“People’s Deputy”),
Edmund Tsaturian (“Ardarutiun” (Justice). Again expressing condolence
to relatives of victims, members of the NA group and factions expressed
confidence that reasons of the accident will be found out. NA deputies
will organize gathering of money to assist families of victims. As
Noyan Tapan was informed by the NA Public Relations Department, it
was proposed during the consultation not to hold a NA sitting on May 4.

Following the crash of Armenian airline Armavia’s A-320 airliner
earlier today, Russia TV said that “poor weather conditions” were
probably to blame.

“The crew twice asked for permission to carry out emergency landing
precisely because of poor weather conditions,” said the TV.

“The possibility of a terrorist act is being ruled out, said Russian
Deputy Prosecutor-general Nikolay Shepel. No-one in the disaster area
heard an explosion, nor had anyone seen an explosion in the sky. All
the debris is deep in the sea and only a large oil slick can be seen
on the sea surface. Had there been an explosion, the oil would have
had to catch fire,” said the TV, adding the search for black boxes
was underway.

Jab Bush, Governor of Florida, US President George Bush’s brother
declared April 24th the day of commemoration of Genocide victims,
Turkish “Hurriet” informs. According to the source, the Jab Bush
issued an official statement saying, “Turks carried out genocide
against Armenians.”

“1915-1923 Osman Turks subjected 1.5 million Armenians to mass
assassination, who became victims of a genocide,” the statement says.

The source reminds that “the Governor of California Arnold
Shwarzenegger declared a week of commemoration of Genocide victims in
California, while President Bush has not been using the word “genocide”
ever since undertaking his position, despite the great pressure.”

On April 26 the meeting of the NKR government, conducted by Prime
Minister Anoushavan Danielian, took place. Minister of Finance
and Economy Spartak Tevossian spoke about the annual report
on the performance of NKR State Budget 2005. He offered some
macroeconomic indices, describing the social and economic state of
the country. According to the minister, the GDP totaled 51.4 billion
drams in 2005. In 2005 the average exchange rate of the dollar was
457.8 drams (compared with 532.1 drams in 2004), the exchange rate of
the euro was 570.7 drams (compared with 660.7 drams in 2004). Gross
agricultural output totaled 21.1 billion drams, increasing by 5.6
percent. The volume of building on all the sources of funding totaled
12.6 billion drams, growing by 37.8 percent compared with 2004. Foreign
trade in 2005 totaled 133.1 million US dollars (growing by 15.2 percent
compared with 2004). Last year wholesale trade in the country reached
42.7 billion drams, services 5.4 billion drams. In addition, the cash
income of the population mounted to 51.8 billion drams (growing by
20.3 percent), and expenses totaled 49.2 billion drams. Over 3400
jobs were created in 2005 in different branches of the economy. The
average salary totaled 51 127 drams, compared with 41 170 drams in
2004. In 2005 the average retirement benefit totaled 13 440 drams,
growing by 30 percent. Spartak Tevossian says these achievements were
enabled by the steep growth of budget receipts.

The budget receipts for 2005 were estimated at 6485 million drams, the
factual receipts totaled 6570.1 million drams, increasing by 1979.9
million compared with the same period in 2004. Return on tax totaled
5010.3 million drams instead of the estimated 4660 million. It is
notable that budget expenses totaled 20 billion 246 million drams,
which is 94.5 percent of the expenses, estimated at 21424.6 million
drams. Making his observations regarding the bill, Prime Minister
Anoushavan Danielian assessed the report as satisfactory, adding that
it contains specific analyses and facts, and is the best draft, in his
opinion. He viewed the country’s achievements in 2005 in the context
of economic reforms. “The mere fact that the GDP almost doubled in
four years and the growth of receipts did not go below 40 percent,
are eloquent indices,” said the prime minister. “It is enough to
state that our own receipts of 1 billion 600 million increased up
to 9 billion. The macroeconomic indices suggest that maintenance of
high rates of growth will enable expanding the volume of agriculture
and industry in 3 or 4 years. And the implementation of short-term,
medium-term and long-term programmes can be an important condition
for progress.” Emphasizing the importance of growth of the GDP for the
development of different branches of the economy, the prime minister
said it is impossible to deny the 43.1 percent growth of the county’s
own receipts, however, the performance of the state budget was 102.1
percent, which should make the members of government think. Considering
the tendency of high risk (although it had been taken into account),
Mr. Danielian said, “such a growth is possible in three or four
years at best,” whereas the estimates are not fulfilled in all the
branches. Touching upon inaccuracy in the performance of community
budgets, he criticized the heads of administrations. The prime
minister said that failure to control and the conformist attitude
towards those who cause the failure of community budgets, the head of
the regional administration “encourages this style of work of heads
of communities,” and the latter do not feel obliged, instead they
keep soliciting the government for subsidies. “It is necessary to
dismiss such people and draw conclusions,” stated the prime minister.

During the meeting of the government Prime Minister Anoushavan
Danielian proposed to set up a state committee, led by Deputy Prime
Minister Ararat Danielian, to coordinate medium-term and long-term
programmes. Since the volume of building in the republic is sure to
grow year by year, whereas a considerable part of building materials
is imported, the prime minister instructed the minister of city
planning, territorial management and development of infrastructures
to work out proposals on developing production of building materials
in the country, that would allow cutting the cost of building. Prime
Minister Anoushavan Danielian expressed concern about the slow rate
of reforms in agriculture. Emphasizing the importance of creating
a system of irrigation to guarantee high yield of arable crops,
Anoushavan Danielian said, “We must direct our efforts towards
expanding irrigated areas. We must not allow oligarchs to seize the
land from farmers just for a song and leave them in confusion.

Farmers must feel protected by the state and have full control of
their land.”

of environment and water resources. In particular, the government
adopted an order on making the list of animals and plants in NKR,
which are on the verge of extinction.

The government adopted a set of decisions on the sale of chemicals
and fertilizers, sale of weapon, bullets, explosives, as well as on
privatization of state and community property. The bill on the annual
report of 2005 on performance of State Property Programme 2004-2006
was adopted.

Turkish Scholarship (WATS) will be held at New York University May
14-16. All 4 previous meetings organized by professors Fatma Muge
Gyocek, Gerard Liparitian and Ronald Grigor Syuni (all from Michigan
University) were held at the universities of Chicago (2000), Michigan
(2002), Minnesota (2004) and in Salzburg, Austria (2005). Paul
Poghosian (philosophy, NY University) will join the group for the 5th
meeting. This year’s meeting is titled Genocide’s Borders, Goals,
History and its Peoples. The three-day get-together will kick off
with an open sitting on May 14 during which representatives of the
hosting university will answer the audience’s questions, reports the
Azg newspaper.

President Bush welcomed the leader of Azerbaijan to the White House
for talks Friday about democratic reforms and energy supplies.

The former Soviet republic has substantial oil and natural gas
reserves that the Bush Administration sees as central to reducing
European dependence on Russian supplies. Azerbaijan has also been an
important Muslim ally in the fight against terrorism, with troops in
Iraq and Afghanistan.

But the nation also has human rights and governance issues, with the
U.S. State Department saying President Ilham Aliyev’s administration
engages in corruption, political repression, and mistreatment of
prisoners.

President Bush sought to address both sides of that relationship in
his Oval Office meeting with President Aliyev, thanking him for
supporting U.S. military operations while pushing for further
democratic reforms at home. “We talked about the need for the world
to see a modern Muslim country that is able to provide for its
citizens, that understands that democracy is the wave of the future,
and I appreciate your leadership, Mr. President,” he said.

President Aliyev has been waiting for this White House meeting since
his widely criticized 2003 election. He denies allegations of
corruption and vows to continue reforming Azerbaijani politics. “I
consider this instrumental in the future development of Azerbaijan as
a modern, secular, democratic country. We share the same values. We
are grateful for United States assistance in promotion of political
process, process of democratization of our society and very committed
to continue that cooperation in the future,” he said.

Energy was also on the agenda. A 17-hundred-kilometer long pipeline
from the Caspian Sea through Georgia and Turkey is expected to bring
millions of barrels of Azerbaijani crude oil to market when it comes
on line later this year.

President Bush says Azerbaijan has a very important role to play in
helping the world achieve energy security.

President Aliyev thanked the U.S. leader for his support. “We are
very grateful for the leadership of the United States in promotion of
the energy security issues in the region, in assisting us to create a
solid transportation infrastructure which will allow for the
development of full-scale Caspian oil and gas reserves and deliver
them to the international markets,” he said.

President Aliyev said the men also discussed the disputed region of
Nagorno-Karabakh, which has been controlled for more than 10 years by
its majority ethnic-Armenian population.

12th Meeting of US-Armenia Task Force To Be Held in Yerevan On May 2

12th MEETING OF US-ARMENIA TASK FORCE TO BE HELD IN YEREVAN ON MAY 2

YEREVAN, APRIL 28, NOYAN TAPAN. The 12th meeting of the US-Armenia
Task Force (USATF) will be held in Yerevan on May 2. The meeting will
be chaired by RA Minister of Finance and Economy Vardan Khachatrian
and US Coordinator for Europe and Eurasia Tom Adams. According to the
press service of the RA Ministry of Finance and Economy, it is
envisaged to discuss issues of bilateral interest, present the
programs under implementation and to calify issues of the programmed
measures. Among the issues on the USATF agenda are measures to
encourage Armenia’s economic development, democratic reforms, the
Millennium Challenge Program-related issues, macroeconomic policy and
long-term development promotion programs, tax and customs sector
reforms. Problems of agriculture, judicial and energy sectors,
educational and scientific issues, as well as the fight against
terrorism and other programs of mutual interest will be addressed
during the meeting. The USATF was established in 2000 with the aim of
promoting the cooperation between the two countries and enhancing the
efficency of assistance programs implemented by the US government in
Aremenia. The USATF holds two meetings annually – in Washington and
Yerevan. Over the past decade, the US government has implemented
various development and humanitarian programs of a total of 1.6 bln
dollars in Armenia.

building program of the Yerevan Kentron (center), based on “the newly
revealed circumstance” may address to the court with a claim to
compensate the damage.

Attorneys Artur Grigorian and Vahe Grigorian presenting interests of
former inhabitants of that territory stated about it at the April 27
press-conference in the DPA office. According to the attorneys, the
newly revealed circumstance is the April 18 decision of the RA
Constitutional Court by which a number of principles of the RA Land
and Civil Codes served as a legal basis for the RA Government’s
corresponding decision were recognized anti-constitutional.

V.Grigorian informed that there is also a case in the court, and the
RA judicial system’s attitude towards that issue will be clear from
its verdict. According to him, there are numerous cases of ignoring
the Constitutional Court’s decisions. A.Grigorian emphasized in his
turn that till October 1, making the anti-constitutional principles of
the mentioned codes corresponding to the Constitution, continuation of
similar violations may be estimated as a wilfulness.

He explained that decisions of the Constitutional Court come into
force from the moment of publication and are not subject to review. RA
first Ombudsperson Larisa Alaverdian persuaded “victims of building”
to continue the struggle. Particularly, the former Ombudsperson finds
that citizens must address to the RA President and demand to solve the
problem, taking into account the decision of the Constitutional Court.

The NA deputy and the member of the Armenian People’s Party Vardan
Lazarian called on the sufferers from the greenery to struggle and
recover their rights saying that the party will shoulder them with
everything possible. There were many residents present in the party
office today from Kozern, Byuzand, Northern and Main Avenues and the
gardens of Dalma who came to listen to specialists’ opinion about
their benefit from the decision of the Constitutional Court.

They were more interested in the fact whether the press conference was
organized by the “Justice” Bloc or the APP. The APP press secretary
Ruzan Khachatryan didn’t answer the question. Advocate Vahe Grigoryan
claimed that though the CC deemed the disputed acts anti-constitutional
and the deadline of their expiration is October 1, it won’t be easy
to evict the dwellers from their homes as there are other legal acts
in the country besides the decision of the CC.

By the way, the first Ombudsman Larissa Alaverdyan was also present
at the press conference. First of all she mentioned that the new
Ombudsman was very wise as he could make the CC admit the first three
points. “I deem it a historical moment and your victory,” concluded
Larissa Alaverdyan.

She noted that they have much to do in new conditions, and the
restoration of each citizen’s rights can be considered a step forward
for the establishment of legal country.

Let us remind you that certain articles of Civil and Land Codes and
one governmental decision were considered to be anti-governmental.
