The statements of the U.S. Co-Chair of the OSCE Minsk Group Mathew
Bryza would have aroused a strong reaction in another country. And
Sabine Freizer’s threats would have sparked heated debate.

Apparently, the mediators had expected such a reaction. They might
have been hopeful that the angry public would stand up and invite
their own leadership to account.

"I think Bryza’s statements are a peculiar message to the Armenian
and Azerbaijani publics. Simply Mr. Bryza and company are not aware
of the awareness and politicization of both publics, their ability to
affect the political atmosphere. In my opinion, they overestimated the
level of preparedness of the publics of Armenia, Azerbaijan and NKR,
or their level in general. Therefore, Sabine Freizer is surprised
why no "quakes" are reported in the public and political sphere,"
said NKR Member of Parliament Gegham Baghdasaryan.

"It is another question that the same "company" did their best for
the three communities to appear in the same state. The publics have
always been neglected by their own governments, mediators, other
international actors. Now the same people are sending a message to the
same publics. The publics must be able to perceive the context of this
message, read between lines, because it is a challenge. If they fail to
understand, if they fail to read between the lines, they will explain
it "more simply", suitable for our level and perception, to enable us
to feel and understand with all our senses. In any case, we understood
that we should take this step, the publics should take this step,
that if we digest our leaderships, they do not have a problem. In
other words, they will blame the same publics rather than their
leaderships, the same publics, which have been neglected by everyone,
and temporarily make "meat of negotiations" out of "meat for guns".

It is possible that they will try to explain it more "simply" in the
same "gun meat" logic," said the member of parliament.

STEPANAKERT, July 10. /ARKA/. The NKR Defense Army fulfilled all the
scheduled activities in the first half of 2006, NKR Defense Minister,
Colonel-Lieutenant Seyran Ohanyan told reporters.

According to him, his work was mostly aimed at organizing a training
course. "The NKR Army Command always focused on training the officers,
because successful implementation of set tasks depends on their
preparedness, and all the activities for command and staff officers
were fulfilled," Ohanyan said.

"It is necessary to point out separate command and staff officers
training, held in Nagorno-Karabakh involving the entire staff of the
army and also Head of the Central Headquarters and Armenian Defense
Minister as observers," the minister said.

According to him, one of the most primary tasks of the NKR Defense
Army is implementation of human resources policy.

The NKR Defense Minister also reported that permanent work is being
implemented on the front line, and that the army is focused on

Yerevan, July 07. ArmInfo.The new system of graduation and common exams
at schools will help decrease the corruption risks. Levon Mkrtchian,
RA Education Minister, said this today.

He stated that notwithstanding the positive experience of the
foreign countries, Armenia isn’t ready for full application of the
new system. He added that an imperfect system application may cause
complicated problems and proceeding from this, Mkrtchian stated that
our country will fully pass to the new system in 3-4 years.

Press Service of the Mother See of Holy Echmiadzin clarified the terms
of visiting the Treasury, Art Gallery and Museum of the Mother See. The
Press Service informed that the Treasury is located on the territory
of residence of the Catholicos of All Armenians. Whoever the visitor
is, the permission of entry is given by Bishop Paren Avetickyan or
his Deputies. The Treasury is open to all comers notwithstanding
citizenship or social conditions. Currently construction works are
under way on the territory of the Mother See. The Treasury w ill
be separated from the residence of the Catholicos, so that in the
near future there will be no necessity of receiving special entry
permission.

The 2002 finalist and fourth seed David Nalbandian became the
highest-profile casualty so far in the men’s singles yesterday, losing
in straight sets, 7-6,7-6,6-2, to the 22-year-old Spaniard Fernando
Verdasco, seeded 28. It was a defeat the pony-tailed Argentine did not
take too graciously, smashing his racket into the No 13 Court turf
more than once, and receiving a warning from the umpire. In
mitigation, his country were playing Germany in the quarterfinal of
the World Cup at 4pm, and he had duly asked for, and been given, a
noon start. So he was doubtless aware, having lost the first two sets
11-9 in the tie-break, that if he was going to claw his way back into
the match, he might miss at least some of football. No wonder he was
cross.

However, the fact that Nalbandian was out of sorts, and still feeling
the effects of the abdominal strain that forced him to retire after
taking a set off Roger Federer in the semi-final of the French Open,
should not detract from the excellence of Verdasco’s win. The
left-hander played quite beautifully at times, and hit 24 winners from
the baseline, compared with 11 by his opponent. He also mixed up his
serves to devastating effect, hitting the T and then the corners.
Nalbandian had his chances, though. He’d failed to convert no fewer
than 14 break points, including four in the first game of the match,
by the time he finally broke Verdasco’s serve at 2-3 in the second
set.

Until then, Verdasco had played as indomitably as he did at Queen’s a
few weeks ago, when despite a groin injury that rendered him hardly
able to walk by the end, he lost narrowly to his compatriot Rafael
Nadal, 2-6, 7-6, 7-6. He is a fine competitor, ranked 30th in the
world and rising, but he has now reached the last 16 of a Grand Slam
for only the second time, following a decent run at last year’s US
Open, where he accounted for the 12th seed, a certain Tim Henman, in
the first round.

His progress here was watched carefully, in the seats reserved for
press and competitors’ guests, by his girlfriend, Pristilla, and his
seven-year-old sister, Ana.

At the beginning of the match, Pristilla snapped open a big, red, lacy
fan as only a genuine seorita can, and started fanning herself
gently. By the time victory had turned from possibility to
probability, the fan was going like the clappers. Alongside her, I
enjoyed what might be called a collateral fanning myself.

As for Nalbandian, the only really concerted effort the 24-year-old
made seemed to be to break his racket, which he eventually succeeded
in doing.

Apparently, the name Nalbandian means "son of a blacksmith" in his
grandfather’s native Armenian, and if he could have stuck his racket
on an anvil and taken a hammer to it, he looked as if he would have
done. One can only guess at his emotions as he later sat down to watch
the footie. With Nadal he is one of only two men to beat Federer in
the past 12 months – at the Tennis Masters Cup in Shanghai – and must
have fancied his chances of getting a long way into next week.

His press conference, unsurprisingly in the circumstances, was short
and not so sweet. Nalbandian is not known for his loquaciousness even
with Spanish-speaking journalists, and when faced with questions in
English he makes a Trappist monk sound like Jonathan Ross.

Here’s a brief transcript. Question: "You had a racket warning, you
appeared to lose your temper a bit in the first set. What was going
through your mind?"

Nalbandian: "Nothing."

Question: "Is it right, that you had the match moved so you could
watch the football this afternoon?"

Nalbandian: "Yeah. And?"

Question: "No, I just wondered if that hampered your preparations at
all?"

Nalbandian: "Oh, no."

Question: "Are you a big football fan?"

Nalbandian: "Yeah, normal."

Question: "You watch a lot of football?"

Nalbandian: "Normal."

And so it went on, or rather, didn’t. Then Nalbandian stalked out to
watch Argentina’s quarterfinal, and perhaps to reflect on his failure
to reach the same stage here. It is the first time in four Wimbledon
appearances he has failed to make the last 16. Last year he got to the
last eight, having ended the thrilling run of Andy Murray, in five
sets, in the third round.

Verdasco declared his win not quite the biggest of his career, for he
defeated Andy Roddick in Miami last year. Whether there is a bigger
one in store here or not, he will be watched all the way by Pristilla,
his biggest fan. And her big fan.

Russia’s Gazprom to buy built section of Iran-Armenia pipe soon

MOSCOW

Russia’s natural gas monopoly Gazprom plans to buy the section of the
Iran-Armenia pipeline that has already been built in the near future
and take part in completing its construction, Gazprom’s Deputy CEO
Alexander Ryazanov told reporters Friday.

The section it plans to buy is estimated to cost U.S. $30 million,
while the entire pipeline is estimated to cost $130 million, Ryazanov
said.

The government of Armenia is currently financing the construction of
the pipeline, Ryazanov said. Gazprom may swap its gas with Iran,
which is expected to supply gas to Armenia via the pipeline, Ryazanov
said.

The throughput capacity of the Iran-Armenia pipeline is expected to
amount to 1.2 billion cubic meters of gas per year. By transporting
gas via the Iran-Armenia pipeline Gazprom will be able to eliminate
its current risks from transporting gas to Armenia via Georgia.

Armenia’s natural gas monopoly ArmRosgazprom, in which Gazprom holds
45%, plans to complete 22.5 kilometers of the first 47-kilometer
section of the Iran-Armenia pipeline before August, the company’s
General Director Karen Karapetyan told reporters on May 22.

The Armenian government also holds 45% in ArmRosgazprom, while
Russian independent gas producer Itera holds 10% in the company.

Last year Gazprom exported 1.7 billion cubic meters of gas to
Armenia.

Starting from 2006, Gazprom hiked its gas price for Armenia to $110
per 1,000 cubic meters from $56 per 1,000 cubic meters.

Gazprom used to subsidize gas exports to former Soviet countries but
has recently hiked gas prices for Ukraine, Moldova, Azerbaijan and
Georgia, and seeks to hike its prices for Russia’s long-time, still
subsidized, ally Belarus.

Tigran Khzmalian’s documentary "From Arax to Kura, >>From Artsakh
to Javakhk" tells about Armenia, one of the ancient countries of the
world, its historic past, the recent political, economic and spiritual
issues, particularly the issues of Artsakh and Javakhk. The 42-minute
documentary created on new archive materials was filmed in 2006 and
as the fill director puts it, "It’s a try to cry out and an impulse
to awakening."

Tigran Khzmalian believes that the documentary is not a sentimental
work but an attempt to reconsider history and to forecast the future.

"From Arax to Kura, From Artsakh to Javakhk" begins with presentation
of Armenia as a country land put on the ancient maps, which despite its
cruel fate lived through centuries as it has a mission of civilizing
other peoples. Then the filmmaker touches upon a few key moments in
the Armenian history and reaches the liberation of Armenian historic
land Artsakh.

Showing that we are able to unite in times of trouble, the film
director draws parallels to current problems of Javakhk. Putting
emphasis on poor living conditions of the Armenians of Javakhk,
Khzmalian describes the Georgians’ attitude towards the Armenian in
recent years. The film present at large the policy of "georgianization"
of Armenian cultural monuments by "fraternal Georgia". Emphasizing
the liberation of Artsakh at the end, the filmmaker seems to raise
a question about solving the issues facing Javakhk.

"All issues have their solution but there is one precondition: the
people and the authorities should be united," Tigran Khzmalian said
after the first screening of the film yesterday. He feels pain that
vital decisions in the nation’s life are taken by 2-3 people. He also
said that he will not be surprised if the showing of this documentary
is also denied as his previous films.

In the context of the renewable energy development strategy in Armenia
a workshop-presentation on the distributed energy generation and issues
of technology transfer, introduced by STC Engineering LLC and ISI –
Integrated Solutions, Inc. will be held on June 29 in Yerevan.

The modern elaborations in the alternative energy field, in particular,
the examples of combined heat and power generation with use of the
Stirling engine and a solar dish collector system will be presented
to the professional society of Armenia. The mentioned companies will
present technology transfer opportunities and their plans for activity
program in Armenia as well. The participants will have an opportunity
to familiarize themselves with an example of a solar dish collector
specially imported from the USA for demonstration during the event.

The workshop-presentation is organized by the Public Council for
Renewable Energy and the Golden Pair Inc. in the framework of
technology transfer support program.

YEREVAN, June 28 (RIA Novosti) – Illegal migration has become one of
the most pressing problems facing the world today, Russia’s interior
minister said Wednesday.

Russia has seen an unprecedented inflow of illegal migrants following
the collapse of the Soviet Union. The Interior Ministry estimates
the number in Russia’s Far East alone at between 400,000 and 700,000,
but the true figure may be higher.

"Illegal migration has become a serious problem, as it is closely
related to terrorism, international organized crime, drug trafficking
and trade in people," Rashid Nurgaliyev told a joint Russian-Armenian
interior ministries’ session in Yerevan, the Armenian capital.

He said that, as a transit country, Russia was particularly interested
in cooperation in the field, both multilateral and bilateral, and
added that interaction with Armenia would be prioritized.

"Turkey tries to destroy Armenian heritage at the state level," ARFD
Nikol Agbalyan Student Union Head Ishkhan Sagatelyan stated on June 27
at a press conference in Yerevan which covered incidents that happened
during the visit of Catholicos of All Armenians Garegin II to Istanbul.

The press conference’s participants informed that Republican Party’s
youth wing and ARFD Nikol Agbalyan Student Union released a statement
in which they condemned "barbarism and shocking hooliganism" that
occurred in Turkey during the visit of Garegin II. In particular, it
is stressed that "it is not the first case of attacks on Armenians
and Christian clergy in the Turkish history." "Several months ago,
a fanatic slaughtered a Catholic confessor during divine service
in Turkey, country which intends to access the EU." Representatives
of Armenian youth expressed apprehension with the fact that Turkish
mass media themselves have stirred up the public opinion, propagating
intolerance against Armenians and Christian religion, and the "Turkish
authorities have been destroying relics of Christian culture, insulting
heritage of religious minorities for dozens of years."

"We request that international community, in particular, the EU member
states, would respond and condemn the campaign aimed at terrorizing
the Catholicos of All Armenians and which humiliates Turkish Christians
too, in particular, civil rights and religious freedom of Armenians,"
it is said in the document.

The appeal will be addressed to all embassies accredited in Armenia,
as well as international organizations. 33 youth political,
non-governmental, and student organizations signed the statement.

The Republican Party’s youth wing is going to apply for a meeting with
the Catholicos of All Armenians Garegin II, after he returns back,
in order to discuss the possibility of increasing the Church’s role
in the lives of Armenian youth, Armenian Republican Party’s youth
wing Head Karen Avakyan informed at the press conference.

Visit of Catholicos of All Armenians Garegin II paid on June 22-28
was accompanied by numerous protest actions of Turkish nationalists.
