YEREVAN, MAY 22, NOYAN TAPAN. The 2nd stage meetings took place
on May 22 at the world women chess team championship being held in
Yekaterinburg. The team of Armenia was again defeated, this time by
the team of Vietnam (1.5:2.5).

Sportswomen of China, Poland, Georgia and Ukraine got 4 points
each. Chess players of Vietnam and China have 2 points each. The
teams of Armenia, Czechia, Germany and Botswana have no points yet.

"Armenia has reported a break in 2007 parliamentary elections,"
Alexander Iskandaryan, director of Caucasus Media Institute, said. He
said his assessment is based on the statement of international
observers and his personal contacts with them. Iskandaryan believes
the assessment of the Armenian elections was "the best on countries
like Armenia." The report says "Armenia largely complies…" "This
is second level highest assessment," Iskandaryan told reporters.

He said the next level is to say "comply" which is used to describe
elections with strong democratic traditions. So, Armenia enjoys the
highest possible assessment produced by international observers. He
said this will strengthen Armenia’s international standing.

"Armenia is in much favorable conditions as compared with Azerbaijan,"
Iskandaryan said saying Azerbaijan has been concerned with the high
assessment of the Armenian elections produced by the international
observers. In his interpretations, having political problems, Armenia
and Azerbaijan try to compare with each other. He said Azerbaijan is
jealous of OSCE statement on the Armenian elections.

YEREVAN, MAY 23, NOYAN TAPAN. Lately Chairman of RA Central Electoral
Commission Garegin Azarian has stated that Felix Khachatrian has
been CEC member for four years with violation of the requirement
of Electoral Code, as in the 2003 parliamentary elections he was
nominated as a candidate for deputy mandate by the proportional system
by Ardarutiun (Justice) bloc’s electoral list.

Touching upon this statement, F. Khachatrian stated at the May 23
press conference that G. Azarian has managed to read the Electoral
Code partly so far.

Otherwise he would know that speaking about any violation is senseless,
as F. Khachatrian was appointed CEC member two months after summing
up of results of the 2003 parliamentary elections.

F. Khachatrian was also surprised why CEC Chairman disregarded such
facts connected with the United Labor Party and Republican Party of
Armenia, the representatives of which in CEC, as well as in polling
station electoral commissions were also included in proportional lists
of their parties in 2003. In F. Khachatrian’s words, among them is also
CEC Vice-Chairman Abram Bakhchagulian who in 2007 preelection period
coordinated processes of professional qualification of candidates
for membership in commissions.

The US Immigration and Customs Enforcement has extradited Vigen
Patatanyan, who committed crimes against Azerbaijanis in Nagorno
Karabakh, to Armenia, APA’s US bureau reports.

Former lieutenant of Armenian army was detained in the city of
San Diego on America-Mexico border. Patatanyan said during the
interrogation in Migration and Customs Service that he closely
participated in delivering soldiers and weapons to fight against
Azerbaijanis during the first Karabakh war. The lieutenant confessed
that the soldiers whom he supplied with weapons committed terrible
massacres against the local residents in Shusha, Lachin, Khankendi,
Kalbajar, Fuzuli and other regions of Azerbaijan.

Officer of US Immigration and Customs Enforcement Alan Rabinovich
stated that they will not allow the criminals committed terrible
massacres against civilians during conflicts to hide in the US.

It is the second time that 38-year old Armenian criminal tries to
enter the US with forged migrant documents.

US Immigration and Customs Enforcement appealed to the people to
inform about the men entering the country and suspected of committing
crimes.

At the CIS social scientists’ General History competition themed
"The end of the 20th century and the beginning of the 21st century"
86 qualified scientific works were presented. The Russian Federation’s
State Archive Director Sergey Mironenko headed a jury of peers who
chose eight finalists, two of whom were Armenian – Hayk Demoyan,
PhD and Arsen Hakobyan, PhD.

The grand prize was awarded to Hayk Demoyan for his monograph
entitled "Turkey and Karabakh Conflict: A Historical & Comparative
Analysis." Arsen Hakobyan’s work on Tat-Speaking Armenians won
third prize.

Demoyan’s work primarily used neutral sources to demonstrate Turkey’s
culpability in aiding and supporting Azerbaijan’s political, military
and economic aggressive policies against Nagorno Karabakh and the
Republic of Armenia.

The main conclusions of the monograph placed Turkey at the epicenter
of the Karabakh conflict vis-a-vis its comprehensive support of
Azerbaijan. It also illustrates how Turkey actively lobbied various
international organizations in order to execute a policy of hostile
pressure on the Republic of Armenia and also confirmed that Azerbaijan
recruited foreign Islamic mercenaries to fight against the civilian
population of Nagorno Karabakh.

Armenian Pro-President Parties Win Parliament Vote

Armenian parties loyal to President Robert Kocharyan won a large
majority in last week’s parliamentary election.

Armenian parties loyal to President Robert Kocharyan won a large
majority in last week’s parliamentary election, the central election
commission said on Saturday, citing the first official results.

The Republican party, led by Prime Minister Serzh Sarksyan who is the
favoured successor to Kocharyan, won 65 seats in the 131-seat
parliament, according to election officials.

The pro-presidential Prosperous Armenia party came second with 25
seats followed by Dashnaktsutiun with 16.

Opposition parties Orinats Yerkir (Country of laws) won 9 and
Heritage won 7 seats.

The vote, which took place last Saturday, is regarded as a test of
democracy in the Caucasian country and a dress rehearsal for a
presidential contest early next year when Kocharyan, 52, will step
down at the end of his second five-year term.

Sarksyan, also 52, was the focus of his party’s campaign. "I ask for
your vote of confidence" was his slogan at election rallies.

He said this week that if he was put forward by the party to take
part in the presidential election, he would accept.

About 1.4 million of the 2.3 million electorate cast their vote. It
was the first election former Soviet Armenia has held that Western
observers said was fair.

FAIR ELECTION

Voters gave credit to Kocharyan’s allies for the years of strong
economic growth he has overseen, analysts said.

The opposition is divided and its members say they are not given fair
treatment on tightly controlled television.

The Organisation for Security and Cooperation in Europe (OSCE) said
the election was largely conducted in accordance with international
standards for democratic elections.

"The biggest success is that international observers gave a high
evaluation of our elections," Tigran Torosyan, deputy head of the
Republican Party, told Reuters.

"The election results showed that society gives high marks to done
deeds and not simply to words."

A spokesman for the Heritage party said the opposition was preparing
to appeal in the constitutional court against the election results.

"New ways of breaching (electoral rules) were implemented, for which
neither observers nor the party were ready," said Hovsep Khurshudyan.

Armenia, bordered by Azerbaijan, Turkey, Georgia and Iran, relies
heavily on financial and moral support from a huge diaspora in
Russia, western Europe and the United States.

The country lies in the Caucasus mountains, a region that is subject
to competition for influence by major powers seeking influence over
the transit route for oil exports from the Caspian Sea. Armenia has
no pipelines of its own.

Armenia fought a still-unresolved war with neighbouring Azerbaijan in
the early 1990s over Nagorno-Karabakh, a territory populated by
ethnic Armenians which broke away from mainly Muslim Azerbaijan at
the end of Soviet rule.

person will decide all results of the NA vote," Hrant Khachatrian, the
Chairman of the Constitutional Right Union stated at the May 16 press
conference. In his words, newly-elected head of the Republican Party
of Armenia (RPA) Serge Sargsian decided still before the elections
that the many-party system is harmful for the country, putting a task
to have "the control package of votes" at the National Assembly. "And
those good-natured conversations that they will involve other parties,
form a government of national agreement, are only task of taste,"
the CRU Chairman said.

Considering the results of the May 12 parliamentary elections
as painted ones, H. Khachatrian at the same presented its own,
"retouched" variant of the staff of the parliament of Armenia he
has dreamt of. According to it, as a ruling resource at the NA, it
would be enough to give 30% of places to RPA and Bargavach Hayastan
(Prosperous Armenia) party, 8% to each of the Zharangutiun (Heritage),
Hanrapetutiun (Republic) parties, Nor Zhamanakner (New Times), People’s
Party of Armenia and Impeachment alliance. "I would prefer to hold
free and fair elections for the other 30%," H. Khachatrian mentioned.

‘Don’t be afraid’ documentary film, directed by Lusine Petrosyan, will
be represented in Cannes. From May 16th to 26th 2007 the Festival de
Cannes is holding the 4th Edition of the Short Film Corner. It is the
only film from Armenia.14 minutes’ film is based on Bible commandments
and sayings after Holy Pope John Paul II.

Particularly in film there figure some 4-5 commandments that
seemingly Holy Pope didn’t follow to in way people had used to do
for centuries. Jesus Christ had taught ‘To give to Cesar what belongs
to Cesar’ and Apostle Peter went even further teaching to ‘obedient
to all human constitutions’ yet Holy Pope never obeyed to communist
authorities. "Love, perfect love towards everlasting values like
Truth, Peace, Justice helped Holy Pope not to be afraid to revise
even astonished stereotypes "-, the film summary said.

Armenia should be depoliticized. Having the experience of last years
when Ministers of Culture quickly replaced one another for these
or those reasons, not managing either to initiate or to implement
any strategic program, as a result of which the whole structure
registers no progress and does not take part in reforms, we propose
depoliticizing the Ministry of Culture, too, by the example of Defence
and Foreign Ministries." This was mentioned in the report provided
to Noyan Tapan by Ruben Babayan, Chairman of National Theatrical
Creative Union.

In his words, the organization is going to submit this issue for new
RA government’s consideration.
