Turkey hopes the OSCE Minsk Group will soon help to solve the
Armenian-Azerbaijani conflict which will lead to stability and security
in the region, Turkish Foreign Minister Ahmet Davudoglu said at a
joint news conference with Russian counterpart Sergey Lavrov.

"We are closely watching activity of the OSCE Minsk Group co-chaired
by Russia, and hope that it will help to solve the Armenian-Azerbaijani
conflict," Vesti quoted Davudoglu as saying.

He added that Turkey together with Russia will seek to establish
peace and stability in the Caucasus, which is a region of the
Russian-Turkish interests, so the parties are considering the
possibility of implementing the Caucasus Peace & Stability Platform
initiated by Turkey.

The conflict between the two South Caucasus countries began in 1988
when Armenia made territorial claims against Azerbaijan. Armenian armed
forces have occupied 20 percent of Azerbaijan since 1992, including
the Nagorno-Karabakh region and 7 surrounding districts. Azerbaijan
and Armenia signed a ceasefire agreement in 1994. The co-chairs of
the OSCE Minsk Group – Russia, France, and the U.S. – are currently
holding the peace negotiations.

"Today we have more opportunities to consider the issues in the
Caucasus and Middle East," Davudoglu said.

Russia and Turkey in mid-September 2008, launched a plan to create a
"Platform of security and stability in the Caucasus", which is the
most rapid resolution of territorial conflicts in the region.

In mid-September 2008, Russia and Turkey launched a plan to create the

the territorial conflicts in the region.

President Serzh Sargsyan today received the Armenian winners of the
"Kangaroo 2009" International Math Competition.

This year 30,567 Armenian children participated in the competition. The
number is unprecedented for all participating countries.

Three winners from Armenia will spend their summer holidays in an
international summer camp. Today they received the route sheets and
awards personally from President Sargsyan. The President congratulated
and awarded also another 10 children who showed the best results.

Today the President’s Office was open also for gold medallists. For
the first time 31 graduates received their deserved gold medals
personally from the President of the Republic.

BRUSSELS – Turkey is becoming an important partner for the European
Union in South Caucasus, says a report, urging more cooperation between
Brussels and Ankara. The European Union’s regional policies will
be successful if it works together with Turkey and supports Turkish
government’s policies in the fragile region, a Polish institute says
in the report A Polish institute recommended on Wednesday that the
European Union cooperate with Turkey in the South Caucasus, underlining
the strategic importance of the region for the EU and Turkey.

In a report titled "South Caucasus: The Case for Joint Commitment of
Turkey and the EU," the Polish Institute of International Affairs,
or PISM, said the EU’s regional policies would be successful if it
worked together with Turkey and supported Ankara’s policies in the
region. Despite many constraints, Turkey was attempting to play a
more active role in the South Caucasus, the report said.

"Hence, it has become an important partner for the EU, whose interest
in the region has been growing over time. Turkey and the EU can
work together toward reaching the shared goal of creating an area
of security in the South Caucasus, an outcome instrumental to the
development of economic projects [with a special emphasis on energy
issues]," it added.

Key for stability, economy The PISM said the stability of the region
was also crucial for the security of Turkey and that the South Caucasus
region was important for the Turkish economy because it serves as
the transport route and supply corridor for energy resources from
the Caspian basin. "The South Caucasus is significant for the EU for
similar reasons," the report noted.

In its report, the institute also said the region played a crucial
role in the EU’s energy security because it contributed to the
diversification not only of energy resources, but also of delivery
routes. The institute said both Turkey and the EU shared similar
goals of stability and security in the South Caucasus.

"These goals include the peaceful settlement of the frozen regional
conflicts in South Ossetia, Abkhazia and Upper Karabakh; the
establishment of good governance in those states whose state-building
processes are still ongoing so as to assure that the region will
not become a threat in the areas of international organized crime,
terrorism or drug trafficking," the report said.

The report said Turkey and the EU could achieve their common goals
in the South Caucasus if the EU took action to strengthen Turkish
assets and mitigate the country’s weakness. "This could establish
an implicit division of labor between the two entities," the report
added. The PISM said Turkey could concentrate on the improvement of
regional security, consolidating its role as the region’s energy hub
and a model of political and economic development.

The report also said the South Caucasus states should be aware of
their weakened international position following the Georgian-Russian
conflict and the willingness of the new Turkish foreign minister,
Ahmet Davutoðlu, to implement a new foreign policy based on the
concept of "zero problems with neighbors" and his readiness to use
soft measures in order to stabilize the neighboring regions. Also, the
report said the prospect for engagement in the Armenian-Azerbaijani
peace process appeared slightly more promising, and some sort of
resolution of the Karabakh dispute would pave the way for normalization
of Turkish-Armenian relations.

The PISM recommended that the EU countries differentiate between
Armenia and the Armenian diaspora, and said the EU should take a more
critical stance toward the Armenian diaspora, whose actions were
harmful to Armenian interests. On the Nabucco natural gas pipeline
project, which will transport gas from Turkey to Austria via Bulgaria,
Romania and Hungary, the report added, "If Turkey and other consumer
countries in the EU jointly negotiated with the producer states from
the Caspian region, the Turkish partner could be helpful." It also
said the EU should avoid creating the impression that Turkey no longer
had any prospect of membership.

PISMis a foreign policy think-tank based in Warsaw. It provides
research in international relations for policymakers, academics and
the Polish public. In 2009, the PISM was listed among the top 50
non-U.S. think tanks in the world.

Award-winning professional photographer Rick Haithcox will lead a
multi-media discussion, including photo tips and original images,
at the "Travel and Location Photography" event next month at the
Gaston County Public Library.

Haithcox, who opened Haithcox Photography in Dallas in 1987, recently
traveled in Mexico and Armenia, which were the inspirations for the
featured images in the special event. His portfolio includes an array
of awards and honors, including the 2001 North Carolina Photographer
of the Year and two Fuji Masterpiece Awards.

His work has also been included in prestigious exhibitions, traveling
exhibits and loan collections, such as those of the Professional
Photographers of America, the South Carolina State Museum and the
Gaston County Museum of Art & History.

announced his viewpoint on the Karabakh issue during his election
campaign, Iranian Ambassador to Armenia Seyed Ali Saghaeyan told a
news conference in Yerevan today.

"Iran’s foreign policy is determined by supreme leader, Ayatollah
Ali Khamenei. His opinion is the position of the country," he said.

The Ambassador reminded that during Armenian President Serzh Sargsyan’s
visit to Iran, Khamenei reiterated his country’s stand on the problem.

"We think that the Nagorno Karabakh conflict should be resolved
peacefully, through talks," he said.

On June 8, presidential candidate Mohsen Rezai said that "if Iran
pursued more intensified foreign policy, Karabakh would not have
been occupied."

Member of the Armenian delegation to the Parliamentary Assembly of
the Council of Europe today gave clarifications about the developments
in Strasbourg that raised great noise in Armenia.

Member of the Heritage faction Zaruhi Postanjyan will again gather
signatures from Turkish and Azerbaijani Deputies at the Parliamentary
Assembly if it derives from the interest of Armenia. The Deputy
considers that the noise in Armenia was groundless, insisting that
her proposals were pro-Armenian.

"Yes, I have allowed them to sign under my proposals, to sign under
the proposal of releasing the participants of the liberation war
in Artsakh. All that noise was raised because I disturbed David
Harutyunyan’s activity targeted at closing the page of March 1,"
Zaruhi Postanjyan said.

The MP said she had just 5 minutes to make suggestions and collect
signatures. David Harutyunyan and ARF representative Armen Rustamyan
refused to sign the document. During PACE session Zaruhi Postanjyan got
convinced that the cooperation with Dashnaktsutyun failed to succeed.

Strasbourg. Fuad Gulubayli – APA. Terry Davis held the last press
conference in capacity of the Secretary General of the Council of
Europe, APA’s Europe bureau reports.

The Secretary General took a stance on the state of democratic
institutions in Armenia.

"The work done in Armenia after March 2 is not enough. There still
are unsolved issues. No one has been detained or held accountable over
the death facts during March 2 happenings. Of course, I am concerned
over the impunity. Investigation is being carried out, but it can
not replace the investigation carried out by the police," he said.

country are backed by United States and Great Britain. On Sunday,
they sent away a BBC reporter who allegedly transmitted previously
fabricated video materials against the Iranian government. In the
meantime, foreign journalists are strictly prohibited to elucidate
the country’s political situation.

Such strict measures were followed by decision to call back the
Iranian Ambassador from Britain. The decision is conditioned by the
authorities’ desire to find out whether Great Britain is responsible
for the revolt in Iran. The callback is temporary, Iran.ru quotes
parliament as saying.

Armenian fellows to discuss the Karabakh issue.

"It’s a skilful move, since they curry favor with Armenians," military
psychologist David Jamalyan said. "This meeting is dangerous for the
Armenian side, because Azeris are preparing well, unlike us."

While Armenian intelligentsia is getting ready for the next meeting,
the Azeri side is developing a strategy of psychological pressure,
according to him.

For his part, Karen Vrtanesyan, director of Armenianhouse.org online
library advised to keep in mind that "intellectuals are ordinary
people who will act for their own benefit."

It’s not known who will represent the Armenian side. The talks are
expected in July although exact date and venue of the meeting are
not determined yet.
