/PanARMENIAN.Net/ Yerevan will host Armenian Diaspora investors’
business forum in November 2009, RA Diaspora Ministry press service
reported. Organizational issues were discussed today by RA Diaspora
Minister Hranush Hakobyan and RA -Syrian intergovernmental committee
Co-Chair, Syrian Commerce Chamber Board Member Leon Zaki Etalian.

Diaspora Minister called on Syrian Armenians to intensify their
activities in Armenia, emphasizing that Armenian- Syrian relations rose
to a new level after Syrian President Bashar Assad’s visit to Armenia.

In his turn, Etalian briefed the Minister on Armenian-Syrian business
council aims, directed at Armenian-Syrian business collaboration
development and increase of turnover between both states. He expressed
his satisfaction over Armenia’s increased interest to Diaspora’s
business potential.

bowed out of the AIBA World Championships in Milan this evening.

Geraghty was denied a place in the quarter-finals after a 17-7 to
Mongolian Tugstogt Nyambayar.

The 19-year-old was hoping to follow Ken Egan into the last eight
and began well by going 3-2 up at the end of the first round.

He opened the gap to two early in the second but his opponent forced
a standing eight count and shot into a five point lead before racking
up the points in the third and final round.

O’Neill was beaten 7-3 reversal by Armenian Andranik Hakobyan.

The Kilkenny man was always behind and was picked off as he chased

The spokesman of the NKR DM Senor Asratyan has refuted Azerbaijani
media report on military helicopter’s fly over the liberated by Army
of NKR territories.

"This information of Azerbaijan’s media is false and is
disinformation," S.Asratyan said.

Some Azerbaijan’s sources said before that an Armenian military
helicopter had flied over the liberated territories, then made a forced
landing in the Martakert region and could not fly of technical reasons.

In addition, according to a number of Azerbaijan’s media, the NKR DM
minister had been aboard to attend Armenia’s Armed Forces teachings
at territories.

of unemployment, IMF Managing Director Dominique Strauss-Kahn said
during his speech at a Bundesbank conference.

The global economy is emerging from a deep downturn, but the recovery
will be sluggish and unwinding stimulus measures too soon could derail
an upswing, IMF director finds.

‘For these reasons," he believed, "policy makers should err on the
side of caution as they decide when to exit from their crisis response
policies." Besides, Strauss-Kahn recommended governments to elaborate
their plans now, so as to enjoy public support for taking relevant
actions when necessary.

President Serzh Sargsyan today received the delegation of the
Electoral Authorities of Europe, currently in Yerevan for the 18th
annual conference of the organization.

Serzh Sargsyan welcomed members of the delegation, noting that the
conduct of the event in Yerevan is a good occasion for discussion
of issues of the electoral field and exchange of positive electoral
experience.

"The long, but necessary way towards democracy has brought us to a
level of development of the electoral system, which enables us to hold
free and fair elections. This does not mean, however, that we have
an ideal electoral system. There are a lot of problems here, and the
electoral system need to be improved," Serzh Sargsyan said, attaching
great importance to the cooperation with international organizations.

Among the problems President Sargsyan pointed out the lack of electoral
culture peculiar to post-Soviet countries.

Representatives of the Electoral Authorities of Europe noted that
the improvement of the electoral system of Armenia is evident and
expressed willingness to continue supporting the process of further
development of democracy and the electoral system.

Turkey warned Tuesday that it will take time before it re-opens its
border with Armenia after the neighbours agreed a plan to establish
diplomatic ties and end their decades-long grudge.

Turkish Foreign Minister Ahmet Davutoglu said it would take at least
two months for parliaments in both countries to ratify the plan to
normalise relations.

"We want ties to normalise as fast as possible," Davutoglu told
NTV television. "The agreements must be ratified by the respective
parliaments and will then be implemented. It is a question of several
months."

In an earlier television interview late Monday, Davutoglu said: "At the
moment opening the border is not foreseen and it is not the priority."

Turkey has long refused to establish diplomatic links with Armenia
over Yerevan’s efforts to have World War I-era massacres of Armenians
by Ottoman Turks recognised as genocide — a label Turkey strongly
rejects.

Turkey also closed its border with Armenia in 1993 in solidarity with
ally Azerbaijan over Yerevan’s backing of ethnic Armenian separatists
who seized control of the breakaway region of Nagorny Karabakh.

Azerbaijan’s foreign ministry said Tuesday that it did not expect
Turkey to re-open its border with Armenia until the conflict over
Nagorny Karabakh is resolved.

"Azerbaijan’s position is based on numerous statements from
high-ranking officials in Turkey on the question of opening the
Armenian-Turkish border," said Azerbaijani foreign ministry spokesman
Elkhan Polukhov.

"The opening of the border without the settlement of the Nagorny
Karabakh conflict would contradict the interests of Azerbaijan,"
he told AFP.

The Turkish foreign minister said the agreement with Armenia would
not damage the interests of Azerbaijan.

"Turkey will not get involved in any action that would hurt the
interests of Azerbaijan," Davutoglu said.

Armenia and Turkey announced Monday they would hold six weeks of
domestic consultations before signing two protocols on establishing
diplomatic ties and developing bilateral relations.

According to copies of the protocols released by the Armenian foreign
ministry, the neighbours agreed to re-open the border "within two
months" of the deal taking effect.

The Armenian Revolutionary Federation of the Western United States
comes before the Armenian nation to express its profound concerns on
the so-called protocols for the normalization of bilateral relations
between Armenia and Turkey.

The ARF, as one of the oldest Armenian national organizations outside
the Armenian Church, has always advocated the establishment of not
only diplomatic but friendly diplomatic relations between the Armenian
and Turkish Republics. However, these relations cannot be based upon
a capitulation of Armenian national rights arising from the Genocide
committed against the Armenian nation that decimated its population,
destroyed its cultural heritage and usurped its ancestral homeland.

First, the so-called "Protocols" provide for a clear surrender
of Armenian national rights by recognizing the "inviolability of
Turkish territory," significant parts of which have a cloud over
their lawful title.

Included within this "territory" are large parts of modern Turkey that
had been lawfully awarded to and recognized to be part of the Armenian
Republic in 1920 and earlier. Much of that territory has been illegally
taken from the Armenian nation through force, coercion and through
the use of internationally condemned illegal and wrongful means.

Second, the clause referring to the parties agreeing to "refrain
from pursuing any policy incompatible with the spirit of good
neighborly relations," is objectionable for its vagueness and hidden
objectives. This clause will be interpreted by Turkey as meaning that
Armenia will abandon its support for the international recognition
of the Armenian Genocide and its lawful entitlement to territorial
and compensatory reparations from Turkey. Conversely, it is the ARF’s
view that this clause must explicitly require Turkey to immediately
and forever cease its shameful and reprehensible campaign of denying
the Armenian Genocide and at evading its obligations for reparations
to the Armenian people.

Third, the "Protocols" pointedly stipulate that Armenia must agree
to "implement a dialogue on the historical dimension… including
an impartial scientific examination of historical records and
archives to define existing problems…" This deceitful and most
dangerous clause is a flagrant attempt to turn the obvious 94 year
old political and legal controversy of the Armenian Genocide into
an historical controversy. The fact of the Genocide has never been
doubted by impartial historians and is reflected in the firsthand
testimonies of not only its witnesses and its victims, but even in
the testimony of its perpetrators dating back to post war Turkish
tribunals and to the recent autobiographical revelations of Talaat
Pasha’s own diary entries. Any agreement which entrusts political
entities to re-undertake a "scientific examination" of the Genocide
is a dangerous ploy, as well as an insult to the one and half million
Armenian victims and to their survivors and progeny who have been
dispossessed of their patrimony and their millennial old ancestral
homeland. This, the Armenian nation cannot and will not accept.

Was it not only a year ago that the U.S. State Department, in
a letter signed by Acting Assistant Secretary of State Matthew
A. Reynolds, affirmed its official policy to then Chairman of the
Senate Foreign Relations Committee Joseph Biden when it stated:
"Our goal is to help archivists protect the evidence of the past
so that future generations will have the documentation of the mass
killings and deportation of Armenian committed by Ottoman soldiers
and other Ottoman officials in 1915. Our goal is not to open a
debate on whether the Ottomans committed these horrendous acts;
it to to help preserve the documentation that supports the truth of
those events…the Administration recognizes that the mass killings,
ethnic cleansing, and forced deportations of over one and half million
Armenians were conducted by the Ottoman Empire. We indeed hold Ottoman
officials responsible for those crimes."

We look to the Armenian government to take heed of the official public
policy expressed by the United States government in July of 2008 and
not be trapped, coerced or otherwise blackmailed into negating its
own Genocide. History will not look favorably upon the authors of
such a monumental disaster.

Once again we look forward to the establishment of good relations with
Turkey, but those relations cannot be based on lies and upon coercion,
but must begin with acknowledgment of the mistakes of the past and
the proper measure of atonement to a create an honest atmosphere of
true good faith if we are ever to get on with our children’s futures.

The Armenian government cannot and is not allowed to compromise the
truth, to surrender our rights, and to endanger our national security.

Both the European Union term president, Sweden, and Javier Solana, the
EU’s high representative for the Common Foreign and Security Policy
(CFSP), have welcomed an announcement made on Monday by Armenia and
Turkey that they are launching final talks aimed at establishing
diplomatic ties.

The two countries, which currently have no diplomatic relations and a
history of animosity stemming from the killing of Anatolian Armenians
by Ottoman Turks during World War I, announced late on Monday that
they plan to sign two protocols within six weeks under a plan to end
a century of hostility.

"The normalization of relations between Armenia and Turkey would be an
important contribution to the stability of the South Caucasus and the
wider region," the presidency of the EU said in a statement released
earlier this week, while welcoming the recent agreement between Armenia
and Turkey to further the process of normalization of relations.

Solana, meanwhile, called the agreement between Armenia and Turkey
"a crucial step towards normalization of bilateral relations, which
would greatly contribute to peace, security and stability throughout
an important region of Europe." "I commend the courage and vision of
both sides to move forward with this historic process. I hope the two
protocols can be signed, ratified, and implemented in the near term,"
Solana said in a written statement released earlier this week.

France welcomes the statement directed to the improvement of the
Armenian-Turkish relations, reads the release of the French President
Nicola Sarcosy on his official site.

"The President of France has received the statement of Armenia
and Turkey with satisfaction and hope. The statement concerned
the negotiation of Armenia and Turkey which are directed to the
establishment of the diplomatic relations of the two countries and
the opening of the boarder", – the statement reads.

The statement also says that France welcomes the authorities of Armenia
and Turkey and calls to double the efforts of the latter for coming
to an agreement.

"The president of the Republic thinks that the settlement of Armenian
and Turkish relations will become a historical event, which will
promote the stability of the region", – the statement says.

"I believe the opening of border between Turkey and Armenia is a very
negative phenomenon both for Turkey and Azerbaijan," Azerbaijani
political expert Vafa Guluzade said commenting on Turkish Foreign
Ministry’s statement that Turkey and Armenia will start talks to
resume diplomatic ties.

"I believe that it will certainly cause strong anti-Turkish sentiments
in Azerbaijan. Because Azerbaijani people will found it difficult to
understand this. Our people have not been explained so far why Turkey
kneels in front of Armenia on backdrop of occupation of Azerbaijani
territories and Armenia’s not recognizing Azerbaijan’s territorial
integrity," Guluzade said.

"I believe Turkey makes this move because of pressure by Barack
Obama on one hand and by Armenian diaspora on the other. Besides,
Turkey seeks EU admission and believes that it is so great power that
opening of borders with Armenia will not bring any negative factors
against it," he added.

"By taking this step Turkey only strengthens its enemies. I have no
idea if the borders between countries will reopen, who we will face
Turkish Prime Minister Recep Tayyip Erdogan and Turkish President
Abdullah Gul who promised not to open borders with Armenia until
Azerbaijani lands are freed," the political expert said.
