YEREVAN, JUNE 10, NOYAN TAPAN. Distinguished composer Rodion Shchedrin
together with his wife – legendary ballerina Maya Plisetskaya, and
world-famous musician David Geringas arrived in Armenia in order to
take part in the Days of Shchedrin within the framework of the festival
"Prospects of the 21st Century". The famous guests were received by
the president Serge Sargsian on June 10, NT was informed by the RA
president’s press service.

Welcoming the guests, S. Sargsian said that they are extremely popular
in Armenia thanks to their exceptional talents. He considered the
Days of Shchedrin a great event in Armenia’s musical life which will
allow music lovers of our country to listen to works of the prominent
composer once again.

R. Shchedrin and M. Plisetskaya said that Armenia is a small piece
of their life, and they have many deep and sincere feelings and warm
memories related to Armenia. They recalled their old friends Aram
Khachaturian and Arno Babajanian, noting that they saw Monument to
Arno Babajanian and admired this work.

– How would you comment on Azerbaijan’s intention to buy ten
multi-mission reconnaissance pilotless jets Hermes 450 from Israeli
Silver Arrow company?

– For the country, whose 20% lands are still under enemy’s occupation
and whose leadership has repeatedly stated that our people will
never accept such state of things, the purchase of multi-mission
reconnaissance pilotless aircrafts should have been a case of the
past not today. Unfortunately, for Azerbaijan, which is proud of its
leading positions by GDP growth it was necessary to see launching
of such pilotless jets by neighbor Georgia, which is not so wealthy,
to realize the need for such purchases.

It is only left to say "better late than never". There is another
moment I would like to draw your attention to. We have been informed
that each pilotless jet along with its operation system will make
$20-25 mln.

In this connection, it would be expedient to inform that several
years ago an engineer of the local Academy of Science offered to the
Defense ministry to create an aircraft, capable of operating flights
over Nagorno Karabakh, occupied by Armenians. But nobody adhered to
this proposal, though his offer would cost less.

We have witnessed more than once the difficulties that local
journalists face while getting even an ordinary information in
the Defense Ministry. The paradoxical is that the officials of the
Defense Ministry are silent even in cases when reporters try to get
information, which is later made available for any Internet user,
familiar with the websites of all those international organizations,
our country joins and to which this information is provided. "Military
secret" becomes "a magic word" for local officials.

But what we see now? Information about the intention of the Azerbaijan
Defense Ministry to buy ten multi-mission pilotless reconnaissance
jets Hermes 250 has been spread with reference to a source in the
defense ministry though this information should have been considered
a military sector, as purchase of such military technique has always
been considered a special secret, while in our country not only the
type of equipment to be purchased but also the firm to sell it to us
has been specified. Well, we only have to admit that Azerbaijan is
a country of paradox.

– Are these pilotless jets suitable for our region?

– On the whole, they are. In particular, these pilotless jets have
a coverage radius of 100 kilometers and may stay in air for 20
hours. Therefore, it would be expedient to use these pilotless jets
in Fizuli and Aghdam directions. Such specialists are trained in the
air defense and reconnaissance troops. As far as we know, there are
specialists in our country, who can operate these pilotless jets.

– Isn’t there a risk of their being knocked down by Armenian air
defense systems?

– It would be wrong to rule out such a possibility. These are not
stealth planes of the latest model. The potential of Armenian air
defense systems should not be underestimated, even so more as it has
a strong ally as Russia which will possibly assist in termination of
these jets. Therefore, caution should be applied during the launching
of these pilotless jets to make everything possible for them not to
be knocked down at least during the first flights.

– When should the flights be started over the occupied lands of
Azerbaijan, presently controlled by Armenian formations?

– The sooner, the better, for any new information about the current
state of Armenian armed forces, controlling the occupied lands of
Azerbaijan, can be truly invaluable in case military actions are
restarted.

-The programme makes no sense to me. Even the change
of wording will not affect its contents,- ex Prime
Minister Hrant Bagratian said about RoA Prime Minister
Tigran Sarkissian’s programme.

During today’s press conference at the -Hayeli- Club
Hrant Bagratian noted that Armenia lacks a market
economy. Monopolies should be broken up and ordinary
citizens should be given freedom to import goods.

Hrant Bagratian says ex PM Serzh Sarkissian’s
programme was better than that presented by Tigran
Sarkissian and Andranik Margarian’s programme was the
best. Besides, no reference is made to the social
polarization in the country in the government
programme.

Bagratian thinks that presently Armenia’s banking
system stands behind.

The ex prime minister also referred to the formation
of a public council. -Only after releasing the
political prisoners they can think of other ways out.-

As of Teghut’s exploitation, he said, -A tender should
have been announced and money should have been loaned
from foreign banks. Who knows maybe they have pawned
the mines to raise the loan.-

NAGORNO-KARABAKH SITUATION – A POLITICAL COMPROMISE; The problem of
the Kazabakh settlement is so complicated that the status quo appears
to be the best possible solution.

The peoples of Azerbaijan and Karabakh owe peace these last decade
to the truce, and even a lean peace is better than a fat victory.

This peace solved the problem but only to a certain extent. The
problem is, no "ultimate solution" at this point will cope with the
problem at hand. How long the government of the side that goes for
a compromise will last is anybody’s guess, but probably not too long.

And what is this "ultimate solution"? As far as the population
of Nagorno-Karabakh is concerned, it implies the recognition of
sovereignty within the existing borders. On the other hand, even that
does not solve the problem in its entirety because the Azerbaijani
regular army controls part of the Karabakh territory including the
former Shaumjan district.

Azerbaijan in its turn insists on the restoration of its territorial
integrity. What is to be done about the Armenian population is not
something anybody knows. The Azerbaijani legislation utterly ignores
ethnic minorities and their collective rights. The Lezgines, Tats,
Talyshs, Avarians, Kurds, Udins, and others are denied legal guarantees
of ethnic self-expression. The attempt to establish the Talysh-Mugan
Republic within Azerbaijan in 1993 was resolutely crushed down – even
though it had never even occurred to the would-be ethnic autonomy to
aspire for cessation.

The Nagorno-Karabakh Republic in the meantime is developing into a
democracy born in a war, one relying on its own resources. Recognition
by the international community or its lack changes nothing in terms
of the democratic regime or the completeness of sovereignty.

In the meantime, lack of recognition by the international community has
its disadvantages. First and foremost, the matter concerns the absence
of human rights and freedoms monitoring by international organizations
or the possibility of legitimate recrimination for human rights
abuses. This state of affairs creates the appearance of myths. There
are lots of them that surround the Nagorno-Karabakh Republic.

Myth One. "Azerbaijan was defeated in the war by the Russians." The
Azerbaijani authorities refuse to acknowledge defeat or admit what
the war was about and against whom.

Myth Two. When Republic of Armenia sent its standing army to assist
Karabakh separatists and criminals, Nagorno-Karabakh was occupied
and absorbed into the Republic of Armenia as a region. Two Armenian
states exist nowadays plus diasporas abroad.

The problem is, non-Armenians perceive no difference between the
Republic of Armenia and Armenia which is a mistake. The Republic of
Armenia is part of Armenia, just like the Nagorno-Karabakh Republic,
West Armenia, or Kilikia. What troops there are in the Nagorno-Karabakh
Republic are Armenian armed forces of sovereign Nagorno-Karabakh,
not of the Republic of Armenia.

Myth Three deals with "Christianity’s last bulwark". Attempts to
present the Karabakh conflict as a war between Christianity and Islam
are only made by ignorant reporters. The Nagorno-Karabakh Republic
and Azerbaijan are secular states.

Myth Four. All refugees are allegedly in Azerbaijan. Baku never
misses a chance to demand that refugees from Karabakh are permitted
to go home. Granted that the demand is fair, it really should be
mutual. Over 300,000 Armenians fled Baku, Sumgait, Kirovabad but
nobody seems to care…

By and large, the problem of conflict settlement appears to complicated
that the existing state of affairs with lean peace seems to be
the best solution. Of course, the Armenian side would like to see
Nagorno-Karabakh recognized by the international community but it
may have its drawbacks. Azerbaijan is not going to recognize the
Nagorno-Karabakh Republic as a sovereign state. The Azerbaijanis
will take it as a gross moral trauma even capable of creating a
political crisis in the country. Extremist revenge-mongers usually
ascend to power in a situation like this and that may result in
resumed hostilities.

The scenario promoted by Baku makes the development of peaceful
relations unlikely. The Nagorno-Karabakh Republic as a sovereign state
is not bound by the commitments taken by the Armenian side. Denying
Stepanakert recognition, Azerbaijan insists on discussing the matter
with Armenia. Yerevan in its turn may represent the sisterly nation of
Nagorno-Karabakh but cannot presume to solve the matter of its status.

What will the Karabakh population end up with? Another Nakhichevan
without the Armenian population. What does Azerbaijan stand to
gain? A territory with the Armenian population, well armed and
knowing the terrain. The Milli Mejlis will have to pass a law on
ethnic minorities. Is Azerbaijan ready for changes of this magnitude?

In the project section of the National Assembly official web site
a recommended project is attached "about the wages of legislative,
executive, court authorities" to make changes and supplements. The
authors of the current project are NA deputies Arcvik Minasyan
(ARF), Aram Safaryan (PA), Vardan Bostanjyan (PA), Rafik Petrosyan
(Republican), Shirak Torosyan (Powerful Aremnia), Artashes Avoyan
(CoL) and Hovhannes Margaryan (CoL).

Hence if the law is adopted the salary of the president of the RA
will be increased from 400.000 AMD to 800.000 AMD, and the salaries
of the National Assembly Chairman, Prime Minister and President of
the Constitutional Court will become 680.000 AMD. And the salary of
the deputy of the NA will be 620.000 AMD.

The authors of the project commented their recommendation saying
that the wages should be increased according to the constitutional
changes made in 2005, and according to the law of the civil service
representatives to restore the equivalence which was adopted in 2003.

On May 30-31, 2008, FARFAA – Salzburg Medical Seminars Program, the
Open Medical Institute (OMI), as well as the Yerevan State Medical
University with the participation of Armenian Ob/Gyn and Neonatology
Association and Armenian Association of Neonatal Medicine organized
a Satellite Symposium on Maternal and Infant Health.

The sponsors of the Event were The American Austrian Foundation ,
general local sponsor <<Congress>> Foundation, local branches of GMK
and Solway pharmaceutical companies.

The symposium took place in the Main Conference Hall of the Yerevan
State Medical University. 290 medical professionals from different
hospitals in Armenia, both from the capital and the provinces
attended.

The Vice Dean of the Yerevan State Medical University, Prof.
M.Narimanyan welcomed the Faculty and the Participants of the
Symposium.

Dr Julian Robinson and Dr John Lorenz from Columbia University
NY-Presbyterian Hospital , New York, USA lead the symposium.

The lectures were dedicated to management of multiple pregnancies,
preterm labor, postterm pregnancy, survival outcomes of extreme
prematurity, fluid and electrolyte controversies in newborns.

The vidoeconference was organized with Karabakh and local physicians
joined the symposium. The videoconference was spomsored by <<Armenia>>
fund.

Armenian professionals presented four own cases, which were
followed by discussions.

The goal of the symposium is to present the latest information, the
experience and knowledge of the international faculty members to
Armenian doctors.

election holding does not know the Armenian Constitution>, – secretary
of the RPA Samvel Nikoyan said today over the debates in National
press-club.

He also added that the Constitution says in what cases extraordinary
parliamentary election may be hold, today there is no reason for their
holding. Nikoyan said what happened in Armenia after the presidential
election was a failed attempt of making a revolution. ‘At present our
main task is to resolve fairly the problems that appeared in the
country at the post-election period>, – he said.

For his part, deputy from the Prosperous Armenia parliamentary faction
Armen Melikyan said it is necessary to start the dialogue between the
opposition and the authorities via discussions and debates. He also
added there is no need to hold extraordinary parliamentary election as
problems cannot be settled in such a way. ‘The authorities are obliged
to defuse the tense domestic political situation in the country>, – he
emphasized.

Foreign Minister Edward Nalbandian and Defence Minister Seiran Ohanian
participated in North Atlantic Council

On May 28 in Brussels Armenian Foreign Minister Edward Nalbandian and
Defense Minister Seiran Ohanian participated in the meeting of
North-Atlantic Council in 26+1 (NATO member states plus Armenia) format.
At the meeitng, Ambassadors of NATO member countries, discussed the
Assessment document of the Armenian-NATO Individual Partnership Action Plan
Program (IPAP).
Foreign Minister Edward Nalbandian and the Defense Minister Seiran Ohanian
spoke at a meeting.
Minister Nalbandian said in his speech that Armenia regards IPAP as a
leading format of cooperation with the Alliance. Head of Armenian Diplomacy
presented to the Ambassadors of the NATO member states the cooperation of
Armenia with European structures. While speaking on Nagorno Karabakh peace
process, Minister Nalbandian reiterated Armenian position to solve the
question by the means of negotiations. Touching upon Armenian-Turkish
relations, Minister Nalbandian pointed out that Armenia is ready to
normalize relations with its neighbor without any preconditions. Minister
noted that the normalization of Armenian-Turkish relations it’s one of the
IPAP goals.
In his speech Defense Minister Seiran Ohanian presented the process of
reforms in the defense sphere, the measures undertaken to review strategy of
military security and steps directed to the interoperability development.
Defense Minister Seiran Ohanian also spoke legislative changes in military
sphere.
Ambassadors of NATO member countries noted in their speeches that Armenia
has carried out the IPAP goals in accordance to the schedule and expressed
readiness of their countries to continue supporting Armenia in the process
of reforms.
On the basis of the results of the assessment, steps will be undertaken in
order to make relevant changes in Armenian-NATO IPAP.
Armenian delegation also met with the NATO Deputy Secretary General Claudio
Bisogniero.
On May 29th , Minister Nalbandian will leave for Moscow on a two-day visit
at the invitation of his Russian counterpart Sergey Lavrov.

The international symposium devoted to the "The Twentieth Anniversary
of the Karabakh Movement: Developments and Perspectives" was held in
Stepanakert last Friday and Saturday.

The unprecedented meeting was attended by specialists, well-aware
of the Artsakh issue; they were invited from the Russian Federation,
Germany, Greece, Belgium, the United States, Iran and the unrecognized
republics of Transdniestria and Abkhazia.

At the request of "Hayots Ashkharh", GAGIK MINASYAN, Head of one of
the NA Committees, sums up the results of the symposium.

"Mr. Minasyan, what issues were discussed during the two-day
symposium?"

"The principal issues included in the agenda of the symposium
were divided into three sections. The speeches were devoted to
the following topics: ‘The Historical-Legal Substantiations of the
Self-Determination of Nagorno Karabakh and the International Law’,
‘The Peculiarities of the International Perception of the Nagorno
Karabakh Problem and the Current Geopolitical Developments’ and
‘The International Challenges in the Karabakh Settlement Process’.

The analysis of Professor Alexander Manasyan, Doctor of Philosophy
from the Yerevan State University, deserved special attention. He is
one of the best specialists in the sphere of the legal settlement
of the Artsakh Issue. In a speech devoted to the "Peculiarities of
the Legal Settlement of the Nagorno Karabakh Problem" he underlined
the legal potentials that have not been used so far and have not
replenished our diplomatic arsenal.

In his talk, Major General Hayk Kotandjyan, Head of the National
Strategic Research Institute of the Ministry of Defense, touched upon
the issue of the arguments being substantiated. Vardan Oskanyan too,
separated four main factors that may also produce an impact on the
process of settling the problems. Then, he expressed an opinion that
the settlement process is entering a new stage with new challenges
in store for us, and we should unite all our efforts not to step back
from our positions."

"What impression did you get of the present-day Artsakh?"

"After the symposium we went to Gandzasar and the neighboring
village of Vank; then we visited one of the military units of the
NKR Army. Before that, Artsakh, which participated in the symposium
with quite serious scientific potential, proved with the talks of its
representatives that high-quality scientific-political-diplomatic elite
has developed in the NKR after the country’s gaining independence.

It is obvious that the accomplished government system with all
its subdivisions, as well as this particular structure enjoys the
people’s absolute trust. It is impossible not to take this fact into
consideration because in all the possible international tribunals,
the NKR may have a full participation as an independent party.

Gandzasar is the symbol of the firmness of Artsakh’s spiritual
unanimity and triumphant spirit. This is the place where you realize
that no one will ever manage to impose unnecessary concessions on
the people who have created a unique monument like Gandzasar and who
have never avoided protecting all their monuments and their land. In
the village of Vank, we participated in the school-leaving ceremony
of the pupils who were born in the independent state of Artsakh and
cannot imagine that either they or their country may ever be dependent
on others. The factor of a human being who was born on the land of
his ancestors and created an independent statehood cannot be ignored
by anyone.

There is another, no less important fact that I would like to
underline. All the graduates of the Gandzasar school, a modern,
furnished and technically equipped building, had Armenian names. This
is also an evidence of returning to the roots of ancestors, a factor
that cannot but be considered.

In the military unit, we saw and felt the fighting spirit of the
Armenian soldier. The neat dwelling places of our soldiers, the
canteen and the arsenal arouse the feeling of respect and a joy of
heart. This is the present-day situation of the Karabakh Army. This
is the product of our achievements."

"And what prospects do you see for the settlement of the Artsakh
problem?"

"Karabakh declared its independence and became self-determined
seventeen years ago. The document currently on the table first of
all respects the people’s right to self-determination. There’s no
alternative to this principle and the solution to the conflict should
be found within the limits of this particular right. This is our
principal achievement, and we must do our best for avoiding retreat
and moving forward constantly."

Aram Khachatrian International Contest Of Violonists To Be Held For

ARAM KHACHATRIAN INTERNATIONAL CONTEST OF VIOLONISTS TO BE HELD FOR FIFTH TIME IN YEREVAN

YEREVAN, MAY 26, NOYAN TAPAN. The Aram Khachatrian international
contest of violonists will be held in Yerevan for the fifth time
between May 30 and June 6. Over twenty musicians aged 16-32 from
Armenia, Russia, Georgia, Japan, Poland, Corea, France, Italy, Spain,
Mexico, the United States of America and Turkey will take part in
this contest.

According to the information provided to a Noyan Tapan correspondent
by Anna Ter-Hovakimian, the responsible secretary of the contest,
the contest will be held in three stages. 15 thousand U.S. dollars
is envisaged for the first place, 10 thousand dollar for the second
and 5 thousand dollars for the third place. There are also three
encouraging prizes set making 2000 dollars each.

The organizers of the contest are the RA Ministry of Culture and
Youth Affairs, the "Aram Khachatrian – contest" cultural fund and
the Komitas Conservatory of Yerevan.

Anna Ter-Hovakimian stated that the Aram Khachatrian international
contest of violoncellists will be organized in 2009.
