Ambassador to Armenia Revaz Gachechiladze and the new military attach
Murtaz Gudjedjiani.

As press-secretary of the minister, Colonel Seyran Shakhsuvaryan,
reported, over the meeting Seyran Ohanyan expressed condolence because
of the death of innocent people as a result of the last events. They
touched on the forthcoming final stages of the military exercise
"Rubezh – 2008", in which Georgia is taking part as an observer. The
minister assured the ambassador that the territory of Armenia will
not be used as a jumping board for the battle actions against Georgia.

Day.Az interview with famous Russian entrepreneur and political figure
Boris Berezovki.

– How would you comment on the situation in the region of the
Georgian-South Ossetian conflict?

– There are no principal differences in this issue. Georgia has a
right to restore its territorial integrity and it uses its right. The
lawless actions of Russia, which attempts to prevent official Tbilisi
from using its legal right by all means, are obvious. Unfortunately,
we all witness Russia’s policy not only towards Georgia, but also
towards all the North Caucasus republics, particularly, Ingushetia and
Dagestan.

But at the same time it is necessary to note that Georgia chose the
forced way of the conflict resolution in South Ossetia only after
feeling support of the United States, which try to fulfill its
geopolitical tasks in the South Caucasus region.

In the conclusion, I would like to note that the situation causes
colossal damage to Russia, Georgia and the world society.

– Why do you think the majority of announcements and the stiffest ones
were made from the side of the Kremlin to Georgia, which executes its
right for restoration of the territorial integrity, were made not by
President of Russia Dmitri Medvedev but by country’s Prime Minister
Vladimir Putin?

– Because after formal presidential elections, which were farce,
Dmitri Medvedev was, in fact, appointed, not elected, the President of
the country.

It is now clear to all that Dmitri Medvedev is an absolute puppet and
Putin’s clan continues to control Russia. For this reason, both Russia
and the whole world society have problems.

– In this case, how do you see the future of Russia?

– I think the working leadership of Russia underestimates the power
and strength of the West. Russia’s oil revenues euphoria makes it lose
the sense of reality and control over the situation. I do not doubt
that Russia will be defeated not only in its counteraction with the
West but also in the case of Georgia.

– Can Azerbaijan chose the way of the forced restoration of the
territorial integrity by Georgia’s pattern?

– Most unsettled territorial conflicts in the former USSR area have
much in common. There are common features between the Georgian-South
Ossetian and Armenian-Azerbaijani conflict in Nagorno Karabakh. In
particular, the role of Russia, which held and still continues its
empire policy for preserving conflicts everywhere, by applying the
thesis "divide and rule", is felt in both of them. Russia is still
able to torpedo all territorial conflicts, which emerged after the
USSR collapse. It should be always taken into account.

valedictorian’s university hopes a reality.

Arthur Mkoyan, 17, said Wednesday that he’ll be attending the
University of California at Davis thanks to a Northern California
woman who read about his plight and decided to help him in a big way.

Mkoyan, whose college dream was nearly destroyed by deportation to
Armenia, will attend his first college choice after all.

Instead of going to community college, he’s expected to attend freshmen
orientation at the UC Davis campus Sunday.

A month ago, Mkoyan decided to go to Fresno City College because his
family couldn’t afford UC Davis and he didn’t qualify for state and
federal financial aid because he’s neither a U.S. citizen nor a legal
permanent resident.

Mkoyan finds it unbelievable that someone offered to pay for his
college education.

"It’s great someone is willing to help out. I’m excited and happy I
get to go to Davis. I can’t wait," Mkoyan said.

Mkoyan’s benefactor, Sherry Heacox of Danville, Calif., was touched
by his story and decided to pay his four years at UC Davis. Heacox
operates a food-import business from home. Her husband, Hank, is
an engineer.

"It was a compelling story. He was caught in the middle," she said
in a phone interview Wednesday.

"The entire situation was a bad one. Sometimes you have to step up
to the plate," Heacox said.

Another woman contacted Mkoyan’s mother, Asmik Karapetian, to offer
to help raise funds to pay for Mkoyan’s education. The two women were
the only people to contact the family offering help.

Heacox plans to join Mkoyan’s family Sunday for Mkoyan’s freshman
orientation at UC Davis.

Heacox said she plans to pay $25,000 for the 2008-09 school year,
including room, board, books and tuition. She said she already paid
a deposit of $450 for Mkoyan’s dorm room. She’s spoken with UC Davis
admissions personnel to arrange payments for Mkoyan.

UC Davis spokeswoman Julia Ann Easley declined to speak about Mkoyan
or confirm his entry to the campus.

Mkoyan said he plans to major in chemistry and start a new path.

Mkoyan and his parents, who all faced deportation, were allowed to
stay in the United States after Democratic Sen. Dianne Feinstein
introduced a private bill on Mkoyan’s behalf in June. The bill halted
their deportation and can lead to permanent legal residency.

Mkoyan and his mother were ordered to leave the United States in
late June for Armenia. Mkoyan’s 12-year-old brother, a U.S. citizen,
would have gone with them, family members said. Mkoyan’s father,
Ruben Mkoian, who spells his name differently from his son’s, was
released from a detention center in Eloy, Ariz., after Feinstein
introduced her bill.

Mkoyan’s family had entered the United States on tourist visas
after fleeing the former Soviet Union. They began seeking asylum
in 1992. Ruben Mkoian’s application for asylum was rejected. Mkoian
appealed to the 9th U.S. Circuit Court of Appeals in San Francisco,
which rejected his appeal.

The private bill allows the family to stay together in Fresno, but
their status remains in limbo. As long as the bill is pending or is
reintroduced, it protects them from deportation. Mkoyan’s bill is in
the Senate Judiciary Committee, according to Feinstein’s office.

A retired general — currently under arrest as a suspected
administrator of Ergenekon, a shadowy gang with hands and arms in
every sphere and segment of society, including the military, that
stands accused of attempting to overthrow the constitutional order —
was behind the murder of the mayor of the Mediterranean province of
Mersin, the case prosecutor has claimed in his indictment.

According to witness testimony and other evidence cited in the
indictment, Ergenekon suspect former Gen. Veli Kucuk ordered the
murder of Atakent District Mayor Fevzi Dogan in Silifke, Mersin. Yusuf
KılbaÅ~_, currently in jail on charges of forcefully seizing property,
has emerged as a surprise witness in the case. In a letter to the
İstanbul Chief Prosecutor’s Office, he leveled series accusations
at the Ergenekon organization and Kucuk. KılbaÅ~_ wrote that a
former business partner of his, Omer Unver, had introduced him to
noncommissioned officer Ahmet Sezik, who was serving in the Erdemli
District Gendarmerie Command at the time.

KılbaÅ~_ maintains in his account that Sezik promised him a "career"
in Mersin. Sezik also introduced KılbaÅ~_ to Kucuk. During this
time, KılbaÅ~_ was given the responsibility of management of a small
hotel in the AyaÅ~_ area on the order of Kucuk and Sezik. KılbaÅ~_
said the group occasionally drank together and claimed that Kucuk
proposed KılbaÅ~_ kill the Atakent mayor. According to KılbaÅ~_’s
testimony, Kucuk said: "Such people are obstructing our organization
and our good friends. Such people have to die."

KılbaÅ~_ said he accepted the offer after being promised both
"material and emotional" support from Kucuk. He says he stalked the
mayor for five or six days, but was unable to find the right moment
to kill Dogan with no witnesses around. Later, Kucuk ordered Dogan be
killed using a hand grenade. KılbaÅ~_ said he did as he was told and
also claimed Kucuk thanked him after Dogan was killed. "Good job, we’ll
do better things with you," Kucuk allegedly told KılbaÅ~_. Later,
KılbaÅ~_, who was serving time in prison for aggravated theft, found
that his partner was killed suspiciously and decided to confess his
initial encounter and later relationship with Kucuk.

However in a statement he released yesterday afternoon, Fevzi Dogan’s
son, Ahmet Dogan, said he was deeply suspicious of the veracity
of Yusuf KılbaÅ~_’ testimony. "We feel that they are making up
this scenario so that Yusuf KılbaÅ~_ would claim responsibility
for this. This is what he is doing. What we believe is this: Even
if they are connected to these people, the people who ordered the
death of my father are different people. If you ask who they are,
I can say that they are people who were involved in corruption and
had links with the prior administration — this can be exposed if
it is seriously investigated. But I don’t think our case is being
seriously investigated," he said. Dogan added that although it was
possible that Ergenekon-linked people were assigned or paid for the
job, the initial order must have been given by profiteers.

He said his father’s first act as mayor was to stop uncontrolled
development and construction on the district’s coastline and bring
down illegally constructed casinos and bars. His son claims that his
father was killed in the fight for profits.

Ergenekon suspect hospitalized

Ferit İlseven, the editor-in-chief of the National Channel who was
arrested as part of the Ergenekon investigation, was hospitalized
yesterday for a lung problem.

İlseven, who is serving time at the Tekirdag F-type Prison, was
hospitalized at the Trakya University Hospital, where doctors released
a statement saying a mass off tissue was discovered in the upper lobe
of his right lung.

Ergenekon suspect Kuddusi Okkır, who was in custody for nearly a
year, died of lung cancer only a few days after his release. Okkır’s
death had drawn attention to the poor health conditions of prisoners
in Turkey’s jails.

Main accusations of indictment

The 2,455-page indictment, made public last month, indicates that the
Ergenekon network was behind a series of political assassinations over
the past two decades. The victims include a secularist journalist, Ugur
Mumcu, long believed to have been assassinated by Islamic extremists
in 1993, head of a business conglomerate, Ozdemir Sabancı, who was
shot dead by militants of the extreme-left Revolutionary People’s
Liberation Party/Front (DHKP/C) in his high-security office in 1996,
secularist academic Necip Hablemitoglu, who was also believed to have
been killed by Islamic groups in 2002 and an attack on the Council
of State in 2006 that left a senior judge dead. Alparslan Arslan,
found guilty of this last assault, said he attacked the court to
protest an anti-headscarf decision it had made, but the indictment
contains evidence that he had been in contact with Ergenekon and that
his family received large sums of money from unidentified sources
after the shooting.

The indictment also says Veli Kucuk, believed to be one of the leading
members of the network, had threatened Hrant Dink, the Turkish-Armenian
journalist slain by a teenager in 2007, before his murder, a sign
that Ergenekon could be behind his death as well.

The indictment exposes questionable relations between Ergenekon and
the outlawed Kurdistan Workers’ Party (PKK) and the DHKP/C, raising
serious suspicions that Ergenekon might have played a role in inciting
ethnic hatred between Turks and Kurds and increasing sectarian tensions
between Sunnis and Alevis by a series of provocative acts.

The existence of Ergenekon was exposed following a police raid in
July 2007 on a house being used as an arms depot in İstanbul’s
Umraniye district. A detailed investigation into the explosives and
suspects detained in the raid suggests that provocative acts that
have dragged the country from one chaotic scenario to another were
inspired by Ergenekon, which had members from almost all segments
of society, including retired army officers, academics, journalists
and businessmen.

A total of 86 suspects, 47 of whom are currently under arrest,
are accused of having suspicious links with the gang. Suspects
will start appearing before the court as of Oct. 20 and will face
accusations that include "membership in an armed terrorist group,"
"attempting to destroy the government," "inciting people to rebel
against the Republic of Turkey" and other similar crimes.

Ergenekon behind Hiram Abas killing

The indictment also claims Ergenekon is responsible for the
death of Hiram Abas, a National Intelligence Organization (MİT)
member allegedly killed by an extreme left organization. One of the
indictment’s cited secret witnesses, whose names are not disclosed to
the pubic out of security concerns, shared details of the killing of
Abas, and also the assassinations of retired generals İsmail Selen,
Memduh Unlutur, Kemal Kayacan and Adana Gendarmerie Regional Commander
Temel Cingöz, and former MİT Undersecretary Adnan Ersöz.

Another confession from a protected witness, codenamed Dilovası, who
was with the left-wing organizations Dev-Sol and the Revolutionary
People’s Liberation Party/Front (DHKP-C) for long years, suggests
the clear involvement of Ergenekon members in the Turkish security
forces with terrorist organizations. Dilovası, who received arms
training in Lebanon’s Bekaa Valley, also say that an officer of the
Turkish Special Forces taught training courses for militants of the
group. His confessions also suggest that Dursun KarataÅ~_, the DHKP-C
leader who escaped from prison in the year 1990, was protected by
some centers with access to state power. KarataÅ~_’s escape was made
possible by the help of a "secret hand," the witness says in the
indictment. Similarly, in operations of security in which tens of
DHKP-C militants were killed, KarataÅ~_ always managed to escape and
stay alive. "Veli Kucuk has close contacts with a number of people
in the organization [the DHKP-C]. He sends messages to KarataÅ~_
with a special courier," he said.

Duyar regretted Sabancı murder

Another protected witness, codenamed Yuksel, in his testimony to the
prosecutor said Mustafa Duyar, arrested in connection to the murder of
businessman Ozdemir Sabancı in İstanbul, was killed by a man hired
by Ergenekon. Sabancı was gunned down on Jan. 9, 1996 in his office
in the heavily guarded Sabancı Towers in Levent, İstanbul, along
with his company’s general manager. The DHKP-C claimed responsibility
for the murder. The indictment presents compelling evidence linking
Ergenekon to the murder. Yuksel speaks about his recollection of
the day after the Sabancı murder in his testimony, saying: "I slept
in the same room as the Sabancı assassination trigger man, Mustafa
Duyar. Duyar wept after the murder, asking, ‘Are we now murderers?’"

Corruption report found in Ergenekon archive

The Ergenekon indictment includes a report seized by the police
in the home of suspect Behic Gurcihan during a raid as part of the
Ergenekon investigation claiming that a gendarmerie major investigating
corruption in land dealings — including sales or construction without
permits — in İstanbul’s Buyukcekmece district had to end the probe
due to pressure from senior army officials. The report notes that
in addition to senior generals, governors, judges, prosecutors and
police officers were involved in the illegal transactions.

The major who penned the report said commanders in the military
seemed to protect lower-ranking soldiers involved in the illegal
deals, which, in turn, further encouraged them to be involved in
corrupt dealings. Senior judges, prosecutors and bureaucrats also
profited from this lucrative business, the report noted. The major
confesses in the document that the figures who seem to have played
a part in the land deals were able to intimidate both the judiciary
and the gendarmerie. "Let alone writing down these names in records,
the officers are often even scared to say these names aloud," he wrote.

The names in the report include late Prime Minister Turgut Ozal’s
son, Ahmet Ozal, Gen. Teoman Koman and Gen. İsmail Hakkı Akansel
as well as Gen. Cevik Bir, a former deputy chief of staff, Governor
Erol Cakır and relatives of then President Suleyman Demirel.

Perincek: Ergenekon’s link to PKK

A protected witness using the code name Deniz is cited in the Ergenekon
indictment as saying he witnessed Workers’ Party (İP) leader Dogu
Perincek, currently in jail as a major Ergenekon suspect, pay visits to
the camps of the terrorist Kurdistan Workers’ Party (PKK) to see the
now jailed PKK leader Abdullah Ocalan. There are photographs included
in the indictment that back up this claim. The witness noted that
"Ocalan always showed the greatest interest in Perincek among all of
his visitors." The indictment also notes that another secret witness
with the code name Ahmet said he witnessed many meetings between the
Ergenekon leader and Hizbullah leader Huseyin Velioglu.

YEREVAN. July 30 (Interfax) – Armenian Foreign Minister Edvard
Nalbandian said he hopes that the president of the neighboring Turkey
would visit Yerevan.

"Despite all the statements made by Turkey, we are ready to conduct
a policy aimed at establishing bilateral relations," Nalbandian told
a press conference on Wednesday.

"Our proposals were welcomed by the international community. Hopefully,
they will be approved in Turkey, and its president will come to
Yerevan," the Armenian foreign minister said.

The arrival of the Turkish president "would help to find ways of
solving the existing problems between our countries," he said.

Earlier, Armenian President Serzh Sagsyan invited his Turkish
counterpart to the football match between the Armenian and Turkish
national teams, which will take place in Yerevan as part of the
qualifying matches for the 2010 World Championship.

"This is not about making some concessions at all. Today the ball is
in the Turkish court – we have made a proposal and are waiting for a
reply. We wish to stabilize our relations with Turkey, we want open
borders and must have diplomatic relations without pre- conditions,"
the Armenian foreign minister said.

The Armenian authorities "will neither today nor tomorrow be able to
make steps that might question the Armenian genocide," he added.

There are currently no diplomatic relations between Armenia and
Turkey. In 1993, Turkey closed its border with Armenia. As a
precondition for stabilizing the relations, Turkey demands that
Armenia drops its efforts to seek international recognition of the
1915 Armenian genocide in the Ottoman Empire and to make considerable
concessions on the issue of the Karabakh conflict.

Armenia is not ready to stop its policy of international recognition
of the Armenian Genocide, a Russian expert said.

"I think this issue will remain extremely painful for Armenia and
Armenians for years to come. This problem occupies an important
place in the system of political views of the Armenian society. It
is impossible to change it immediately. It might be resolved only
during the process of normalization of Armenian-Turkish relations,"
political scientist Zurab Todua said.

"As for Nagorno Karabakh, it is quite obvious that opening of borders
and return of territories are not the same things. It is odd that
such wording occurs. Does anyone in Azerbaijan really think that in
exchange for opening of the Armenian-Turkish border, Armenia will agree
to return Nagorno Karabakh? Only softening of Yerevan’s positions at
the talks is possible, I suppose."

"The problem of Nagorno Karabakh concerns primarily the Azerbaijani
government and society. It would be strange if Ankara was concerned
with it even more than Baku. We should realize that the Nagorno
Karabakh problem is neither task number one nor two or even three
in Turkey’s foreign policy. Turkey’s main task is to be accepted to
the European Union. It is necessary for the economic development of
the country. EU’s provisions are stiff. It demands changes in the
Turkey’s policy towards the Turkish Republic of Northern Cyprus,
normalization of relations with Armenia and initiation of a dialogue
with Kurds. Turkey is in a very complicated condition. It supports
separatists of Northern Cyprus and at the same time fights Kurdish
separatism. It is a hard business. Only rich and strong countries can
conduct a policy, based on mutually exclusive principles. Turkey is
not rich or strong and it is impossible to demand from Turkey what

Azerbaijan and Georgia is a strong message to Armenia that it has to
take action to avoid isolation in the region, a Turkish expert said.

"Armenia is about to be pushed into permanent isolation," said Hasan
Kanbolat, an expert at the Ankara-based Center for Eurasian Strategic
Studies (ASAM). He said Turkey was the main outlet for the landlocked
Armenia to reach the West and that Yerevan must take concrete steps to
normalize its relations with Ankara, Today’s Zaman reports.

Turkey closed its border and severed its diplomatic ties with Armenia
in 1993 as a token of solidarity with Azerbaijan in the Nagorno
Karabakh issue. Ankara also urges Armenia to change its policy of
international recognition of the Armenian Genocide at the hands of the
Ottoman Empire.

Yerevan has numerously stated readiness to normalize relations with
Ankara without preconditions. As an initiative for reconciliation,
Armenian President Serzh Sargsyan invited his Turkish counterpart,
Abdullah Gul, to Yerevan to watch a football match on September 6. The
Turkish President is reported to be considering the invitation.

Kanbolat, however, said the invitation is not enough and that more
substantial steps are needed for any serious progress to take
place. "Armenia should keep its promises regarding gradual withdrawal
from Azerbaijani territory," he said.

MEETING OF THE PRELATES AND CHAIRMEN OF
THE THREE NORTH AMERICA PRELACIES

Earlier this week, H.E. Archbishop Moushegh Mardirossian, Prelate,
and Dr. Garo Agopian, Chairman of the Executive Council, departed for
Montreal, Canada, to participate in the meeting of the North American
Prelates and Executive Council Chairmen.
The meeting convened on Wednesday, July 23rd, with the participation
of the Prelate, H.E. Archbishop Oshagan Choloyan, Prelate of the Eastern
United States, H.E. Archbishop Khajag Hagopian, Prelate of Canada, and
Executive Council Chairmen Dr. Garo Agopian (Western Prelacy), Mr. Jack
Mardoian (Eastern Prelacy), and Dr. John Arakelian (Canada Prelacy).
Executive Council members from the Canadian Prelacy Dr. Garbis Harboyan, Mr.

all Prelacy Churches. The Prelate will preside over the requiem service
immediately following Divine Liturgy, as well as over the commemoration to
honor the memory of the Lisbon 5 to take place at 1:00 p.m. at "Armenag Der
Bedrossian" Hall.
Later in the evening the Prelate will offer the invocation at the
annual banquet of the Armenian Cultural Foundation at the Beverly Wilshire
Hotel. Executive Council members will also be in attendance.

EVENING SERVICES AT THE PRELACY CHAPEL

On Friday, August 2nd, the Prelate will preside over Evening
Services at the "St. Dertad and St. Ashkhen" Chapel. Clergy members will
participate in the service which will begin at 6:00 p.m.
We invite our faithful parishioners and especially our youth to
participate in these uplifting services.
