The Ministry of Foreign and European Affairs of France welcomes the
joint statement of Armenia, Turkey and Switzerland. The Spokesman
for the Ministry issued the following statement:

"France warmly welcomes the joint statement of Turkey, Armenia and
Switzerland on the development of a "roadmap" for normalization of
relations between Ankara and Yerevan. France is hopeful that the new
stage of activity initiated by two of its friendly states, Armenia
and Turkey, will provide an opportunity to demonstrate to the world
that rapprochement is possible via dialogue.

The Armenian-Turkish dialogue is important for peace and security
in the South Caucasus. The question here refers to the concerns of
France and the European Union.

It’s important that this rapprochement contributes to the negotiations
on Nagorno Karabakh. France, which has assumed co-chairmanship of the
Minsk Group alongside the United States and Russia, will continue its
efforts towards a balanced and negotiated solution of the conflict."

The Armenian and Azerbaijani leaders have confirmed the date for
their next meeting as May 7 in Prague, the French co-chair of the
OSCE Minsk Group said Monday.

Over the past few days, co-chairs of the Minsk Group have visited
Yerevan and Baku and met with the Armenian leader Serzh Sargsyan and
Azerbaijan’s President Ilham Aliyev.

"Both presidents agreed the date that we have offered on May 7 in
Prague," Bernard Fassier was cited by Azerbaijani media as saying at
a press conference.

The Organization for Security and Cooperation in Europe (OSCE) Minsk
Group was created in 1992 to encourage a peaceful resolution to the
conflict between Azerbaijan and Armenia over Nagorny Karabakh.

Nagorny Karabakh, a region in Azerbaijan with a largely Armenian
population, declared its independence from Azerbaijan in 1983. The
ensuing Armenian-Azerbaijani conflict claimed some 35,000 lives. A
ceasefire was signed in 1994. The area technically remains part of
Azerbaijan, but has its own de facto government.

Fassier expressed hope that the meeting will be as constructive and
effective as when the two sides last met in January 2009 in Zurich.

Armenian leader, US vice-president discuss ties with Turkey

Yerevan, 24 April: US Vice-President Joseph Biden held a telephone
conversation with Armenian President Serzh Sargsyan, welcoming a joint
statement issued by the Armenian and Turkish Foreign Ministries and
the readiness to normalize bilateral relations.

Mediamax news agency quoted a report by the White House as reporting
that "the US vice-president expressed admiration for Sargsyan’s
leadership and noted that the US administration will support Armenia
and Turkey under this process in every possible way".

In an interview with Mediamax news agency, the head of the
presidential press service, Samvel Farmanyan, said that this is a
second telephone conversation between Biden and Sargsyan in a week. He
pointed out that the conversation took place at the initiative of the
American side on 23 April. Sargsyan spoke with Biden from the board of
his plane, while returning to Yerevan from Moscow.

"The US vice-president said that US State Department statement
that the normalization of the Armenian-Turkish relations should take
place without preconditions and in a reasonable period of time
reflects the position of US President Barack Obama and the US
administration," Samvel Farmanyan said.

ARMENIANS ORGANISE RALLY AND MARCH

Armenians living in Athens held a rally at Syntagma Square on Friday
afternoon, in the framework of events marking the 94th anniversary of
the Armenian genocide, and then marched to the Turkish embassy.

The participants, who responded to the call by the Armenian National
Committee of Greece, called on the Turkiush government with banners
and slogans quot;to change its negative stance and to recognise the
genocide, as is necessitated by moral order and international
justice.quot; A resolution stressed that the Armenians are seeking the
return to the Armenian people of their quot;illegally occupiedquot;
historic territory and the lifting of the blockade imposed by Turkey
on Armenia’s territory, as well as the finding of a fair and viable
solution to the issue of Nagorno Karabakh.

The events include a photo and book exhibition by the Armenian Youth
of Greece at Syntagma Square (23-26/4), while the main event will be
taking place at the quot;Attikonquot; theatre on Sunday.

A te deum ceremony was also held at the Armenian genocide victims
monument in Chrysostomou Smyrnis Square in the Athens district of Nea
Smyrni, in the presence of the Armenian Ambassador to Greece Vahram
Kazoyian.

YEREVAN, April 24 (RIA Novosti) – Armenian President Serzh Sargsyan
said on Friday that international recognition and condemnation of
the genocide of Armenians was necessary to restore historical justice.

Armenia commemorates on Friday the deaths of an estimated 1.5 million
Armenians at the end of the Ottoman period in 1915.

"Crimes against humanity have no limitation either in people’s
memory or in the face of history. The international recognition and
condemnation of the genocide of Armenians is to the Armenian people
and the republic of Armenia a matter of restoring historical justice,"
Sargsyan said in his address to the nation.

The president conveyed "sincere gratitude" to countries, organizations
and people who denounce crimes against humanity and contribute to
their prevention.

A number of states have recognized the killings in Armenia as the
first genocide of the 20th century, including Russia, France, Italy,
Germany, the Netherlands, Belgium and Greece, as well as 42 of the 50
U.S. states. The Vatican, the European Parliament and the World Council
of Churches have also denounced the killings as genocide. Uruguay
was the first to do so in 1965.

Turkey has always urged Armenia to end attempts to have the killings
recognized as an act of genocide.

Turkish and Armenian envoys have been holding closed talks in
Switzerland for the past two years aimed at normalizing relations.

The two countries came to an agreement Thursday on a "roadmap" aimed
at normalizing bilateral relations.

As a candidate for president, Barack Obama said the "Armenian Genocide"
is not "an allegation, a personal opinion or a point of view, but
rather a widely documented fact supported by an overwhelming body of
historical evidence."

But as president, he has avoided using the word "genocide" to describe
the mass killings of hundreds of thousands of ethnic Armenians in
Turkey during the fall of the Ottoman Empire. During his recent visit
to Turkey, he refrained from using the term "genocide," and instead
referred to the "terrible events of 1915." And he avoided using the
explosive term again today in an official statement marking the 94th
anniversary of the massacres.

"Each year, we pause to remember the 1.5 million Armenians who were
subsequently massacred or marched to their death in the final days
of the Ottoman Empire," Obama said. He went on to say, "History,
unresolved, can be a heavy weight," also without invoking the word
"genocide."

Obama defended the change in rhetoric, saying it does not reflect
any shift in his views, but rather his desire not to cool warming
relations between Turkey and Armenia. "My view of that history has not
changed," Obama said. "My interest remains the achievement of a full,
frank and just acknowledgment of the facts. The best way to advance
that goal right now is for the Armenian and Turkish people to address
the facts of the past as part of their efforts to move forward."

Earlier this week, Turkey and Armenia announced that they had agreed
in principle to normalize relations, a possible breakthrough in a
bitter dispute over century-old massacres. U.S. officials said the
Obama administration had been quietly working to push the agreement
forward, with the American president meeting privately with leaders
of the two countries during his trip to Istanbul earlier this month,
and Obama acknowledged the progress in his statement. Just yesterday,
Vice President Biden called Armenian President Sargsian to applaud the
progress and reiterate the administration’s support for the process.

While President Ronald Reagan issued a statement recognizing genocide,
Obama has followed the path of other presidents who promised to
describe the killings as a genocide, only to abandon that pledge
once elected.

The issue is sensitive for both Turks and Armenians. Turkey’s position
is that the number of killings have been overstated and that the
Armenians who died were victims of a civil war.

"History is replete with examples of false narratives born from
bigotries that advance a political agenda rather than the truth,"
read a letter sent to Obama by a coalition of 53 Turkish-American
organizations. "The Armenian claim of passive victimhood stands on
such shaky historical footing."

Armenians, meanwhile, say the killings were planned by Turks and they
have long sought formal recognition of what they see as a genocide.

A resolution recognizing the killings as genocide is pending in
Congress. Still, most American leaders have deferred to strategic
interests, since Turkey is a key majority-Muslim ally.

"Political considerations — whether Turkish threats, prospects for
Turkey-Armenia dialogue, or in any other form — should never stand
in the way of America’s willingness to condemn the Armenian Genocide,
or any genocide, and to stand up for the truth," said Aram Hamparian,
executive director of the Armenian National Committee of America.

By contrast, Turkish American leaders were happy with Obama’s
statement.

"We applaud President Obama for deferring to historians to settle the
long-standing debate over the events of 1915-1918. This tragic period
in history led to the deaths of hundreds of thousands of Muslims and
Christians alike," said Lincoln McCurdy, president of the Turkish
Coalition of America. "President Obama has sent a clear message to
America and the world that his administration will not sacrifice
long-term strategic allies for short-term political gains."

At the European Armenian Federation’s invitation, Professor
Rouben Galichian came to introduce his new book `The Invention of
History’ (Editions Gomidas Institute 2009) to representatives of the
European Commission. The book gives a progress report on the
cartographic modifications and the heritage destruction organised by
Azerbaijan in order to deny any anteriority of the Armenian presence
in the current territories of Azerbaijan. Professor Galichian is an
expert in cartography and has carried out investigations on the
destructions or `transformations’ of the Armenian heritage by
Azerbaijan.

The Most famous of these operations is the one which put an
end in 2004 to the centuries-old existence of the site of Julfa where,
following the example of the Talibans, the Azeri government destroyed
more than 4000 khachkars (carved crosses) typical of Armenian
religious art.

The members of the Commission explained that they are aware of
these problems and also shared their concern. Thus, the meetings
turned around the quarrelsome rhetoric diffused permanently by Baku as
well as the hate based educational programme aimed towards the Azeri
youth.

The participants also evoked the question of establishing
measures of confidence building in this hostile context, the possible
resumption of the hostilities by Azerbaijan and the limits imposed by
Baku on European officials’ freedom of movement in the area.

`We are glad to note a certain knowledge from members of the
European Commission about these heritage and historical
misappropriations’ declared Hilda Tchoboian, the president of the
European Armenian Federation. `The Commission seems to understand that
Armenia accepts with difficulty the quarrelsome attitude of its
neighbour Azerbaijan which wishes war and which encourages its
population with hatred’ she continued.

`But Azerbaijan needs Europe more than the opposite. The Union
could thus be more assertive with Baku taking into consideration the
principles that the EU set up through the European Neighbourhood
Policy and the Eastern Partnership’ continued Hilda Tchoboian.

`While agreeing not to go into Artsakh because that upsets
Baku, the Union ratifies a line of demarcation imposed by Azerbaijan
in contradiction with the principles which she intends to defend’
concluded the President of the European Armenian Federation.

"gold numbers" will be rooted out and those people who have such kind
of plate numbers will either have to refuse them or will regret to
have paid money for them, because the attention of the traffic police
will be focused right on them", today, since the morning, the traffic
police officials started a real "hunt". According to the information
we got, the cars having this kind of plate number are stopped and
taken to the penalty areas, informing their owners that the "origins"
of the cars should be studied.

Insurance Cooperation With Armenia

INSURANCE COOPERATION WITH ARMENIA

Head of Central Insurance of Iran Javad Farshbaf-Maherian and Chairman
of Central Bank of Armenia Arthur Javadian signed a cooperation deal
on insurance.

The deal was signed in the presence of President Mahmoud Ahmadinejad
and his Armenian counterpart Serzh Sarkisian on April 14, Fars News
Agency reported.

It aims to promote bilateral cooperation in the field.

Sarkisian visited Tehran during April 13-14 and signed 8 memoranda
of understanding (MoU) and a joint statement during the period.

The agreement includes cooperation on rail transportation and
construction of Iran-Armenia direct railroad, investment on building
Aras hydro plant and building a pipeline for petrochemical products
transport.

The MoUs also involved close cooperation on energy, banking and
insurance.

During the meeting with Ahmadinejad in Tehran on Monday, the Armenian
president called for boosting mutual relations in all spheres,
appreciating Tehran’s support for his country’s all-out development.

The two sides said the growing bilateral cooperation needs to be
strengthened and that global conditions make it necessary for the
two neighbors to enhance their level of cooperation.
